The decision of All Unions and Associations of BSNL to organise walkout and rally on 28-05-2018 against separate tower company has been deferred after the CMD, BSNL gave a categorical assurance to the AUAB leaders in the discussion held on 24-05-2018 that tower company is not an item in the proposed Board meeting at Hyderabad on 28-05-2018.

With the clear intention  to operationalise the tower company, as pressurised by DoT, the BSNL Board Meeting is scheduled to be held at Hyderabad on 28-05-2018.  If the tower company is allowed to function, no doubt, it will be doom for the BSNL. Therefore it is a do or die situation and the All Unions and Associations in an emergent meeting held on 23-05-2018 has taken decisions  to intensify the struggle and has called for the following programme of action;

1. To hold massive rally and protest demonstration at Hyderabad on 28.05.2018, against the Subsidiary Tower Company. All the General Secretaries of the Unions and Associations of BSNL will go to Hyderabad and will lead this rally / protest demonstration.
2. The entire Non-Executives & Executives of BSNL should walk out of their offices / work places throughout the country on 28-05-2018 and should organise rallies against the Subsidiary Tower Company. Press meetings should also be organised in this connection.

AIBDPA CALLS UPON ALL IT’S UNITS TO PARTICIPATE IN THE PROGRAMME SHOULDER TO SHOULDER WITH THE EMPLOYEES AND MAKE IT A GRAND SUCCESS.

Com.R.Aravindakshan Nair, CHQ Treasurer & Circle President, Kerala inaugurated the Mavelikara Area convention held on 17-05-2018. Com.K.P.Kesavan Nair presided over the convention. Coms. P.Surendran, District Secretary, P.Sasidharan, Area Secretary and R.Krishna Pillai, Area Treasurer spoke. A good number of pensioners including lady comrades participated.

The meeting was controlled by a presidium of Coms.Susanta Ghosh, Supriya Mitra and D.Basu. The Chief guest and main speaker was Com. Bikash Ranjan Bhattacharjee, an eminent lawer and Ex-Mayor of Kolkata, Municipal Corporation. Com.Sanjib Banerjee, Circle Secretary, Kolkata Telephones welcomed all the participants. A host of leaders including Coms. A.K.Bhattacharjee, Animesh Mitra, Biplab Das, Saibal Sengupta, Sisir Roy, Adhir Kr Sen, O.P.Singh, Arup Sarkar, Akhilesh Banerjee addressed the meeting. Com.Pijush Chakraborty, Circle Secretary, West Bengal presented the draft list of office bearers of the Reception Committee and approved by the meeting.

BSNL has set up a grievance redressal cell at Corporate Office level considering the demand from the Pensioners organisations. Well and good; AIBDPA welcomes the initiative. But there should be such grievance cells at the Circle and SSA level also. No doubt, it would become a futile exercise, if the inferior offices continue their negative approach of not responding to the letters of the Corporate Office.<<view letter>>

The GDS workers, the most exploited section in the Department of Posts are compelled to start an indefinite strike from 22-05-2018 against the treacherous approach of the central government . They constitute 60% of the total postal employees and 80 per cent of the post offices are manned by them. They are not granted civil servant status and was not included in the 7th Pay Commission and instead a committee, Kamalesh Chandra Committee, was appointed to recommend their wages and other service benefits. The committee submitted its reports many months ago but the government is delaying the implementation of the positive recommendations without any valid justification.

It is under these circumstances that all the unions,   AIPEU-GDS, NUGDS,AIGDSU and BPEDU , gave a notice for indefinite strike from 22-05-2018. The central government, as in the case of other strikes, did not intervene to avert the strike through a meaningful discussion and has again shown its anti- worker face. So the GDS workers had no other option other than to start the strike and the reports received from all parts of the country indicate that the strike is a tremendous success.

AIBDPA wholeheartily supports the strike and extends our sincere solidarity to the striking heroes. AIBDPA requests all its units to go to their respective post offices and organise demonstrations in the coming days and help the striking workers by all means.

Subiect: Non-issue of Pension slip by banks.

Attention is invited to para 4.6.6 of CPPC Guidelines issued by CPAO whereby it has been mentioned that “The Home Branch will meet all information needs of the pensioner using the CPPC system. The CPPC software will display on the computer screen, options and view of the details of calculation of pension and its breakup of the pension paid to the pensioner/ family pensioner. The Home Branch will act as intermediary between the pensioner & CPPC and, besides providing accounts statement, provide to the pensioners the TDS, pension slip, the Due and Drawn Statement in respect of each arrear and the Annual Income Statement”.

In view of the above, Heads of CPPCs and Heads of Government Business Divisions of all the authorized banks are requested to strictly adhere to the above mentioned provision of para 4.6.6 of the CPPC guidelines.

Subject :- Prescription of Timelines under CGHS for settlement of Medical claims of Pensioner CGHS beneficiaries

With reference to the above subject the undersigned is directed to draw attention to the OM No Z 15025/79/1/DIR/CGHS dated the 5th October 2016 and to state that it has now been decided to review the timelines prescribed for processing and settlement of medical claims of pensioner CGHS beneficiaries in compliance of the directions of Hon’ble Supreme Court of India in their Judgement in the WP(Civil) No 694 of 2015 between Shiva Kant Jha Vs UOI delivered on 13th April 2018 and in supersession of the earlier guidelines as per the details given under:

Medical Claims not requiring Special approvals

Pensioner CGHS beneficiaries shall submit the Medical claims to the CMO I/C of the CGHS Wellness Centre , where the CGHS Card is enrolled . CMO I/C of CGHS Wellness Centre issues Serial Number and sends the claim papers to the office of the Addl. Director, CGHS for processing. The Bills shall be processed by the Dealing Asstants and CMO and after the approval by the Additional Director, the bill for payment shall be sent to the Pay & Accounts Office for payment to the beneficiary by ECS. The payment shall be completed within 30 days of submission of the Medical claim papers at the CGHS Wellness Centre.

Medical claims requiring approval of higher authorities

Total time within 45 days in Delhi

Total time within 60 days in other cities

Medical Claims requiring opinion of specialists

Total time 45 days

2. chief Medical Officer in charge shall thoroughly check the papers initially for the completeness of the requisite documents before accepting the claim papers to ensure that the claim papers are not returned subsequently for want of some documents.

3. If approval of Directorate or Ministry is involved, the Addl. Directors shall submit only e-file with self-contained note and recommendation, enclosing only relevant scanned documents. Care shall be taken not to regret medical claims of pensioner CGHS beneficiaries on minor technical objections if, they fall under procedural lapses, which can be condoned.
