DENIAL OF PENSION ALONG WITH SALARY BY POST OFFICES IN TAMIL NADU- CHQ TAKES UP THE ISSUE WITH SECRETARY, POSTS.

Due to the two day strike of the bank employees on 30th and 31st July, 2018, the government of India has given directions to disbursing authorities to distribute the salary of the central government employees on 29-05-2018. Banks have taken the initiative to credit the pension also on 28th and 29th May, 2018. But in Tamil Nadu the postal authorities have taken an unhelpful stand and refused to distribute the pension on 29th May.

CHQ has taken up the issue with the Secretary, Posts and letter in this regard was handed over to him on 29-05-2018 which was  forwarded to DDG (FS) for necessary action. However General Secretary could not meet him as he has gone for a meeting.

PENSION REVISION FROM 01-01-2017- MEETING WITH DDG (ESTT)

Com.K.G.Jayaraj, General Secretary met Shri. S.K.Jain, DDG (Estt) DoT on 29-05-2018 and discussed the following issues in detail.

  1. Pension Revision of BSNL retirees from 01-01-2017.

General Secretary demanded that the pension of BSNL absorbed retirees be revised with 15% fitment, as recommended by the 3rd PRC and approved by the government. Though recommendations are for the employees, it could be made applicable to the pensioners also as in the case of 2nd PRC. The copy of the detailed letter given earlier to Secretary, DoT in this regard was handed over to the DDG. The DDG had a patient hearing and stated that the modalities of pension revision is being finalised. He further clarified that the pension revision could be implemented along with the wage revision in BSNL. General Secretary pointed out that the affordability conditions stipulated by the 3rd PRC are not applicable to BSNL retirees as the full liability of pension lies with the government and therefore need not wait for the wage revision. The DDG argued that then it would create an anomaly to the subsequent retiring officials to which General Secretary replied it could be settled by giving them the same fixation. However DDG stated that it would amount to violation of Rule.37 A according to which 50% of the last pay drawn could be given as pension. He further stated that it would not take much time for the pension revision once the pay revision is finalised.

2. Denial of 78.2% IDA pension revision due to Extra Increment calculation- case of Tamil Nadu

About 500 BSNL pensioners are denied 78.2% IDA pension revision by CCA, Tamil Nadu stating that the extra increment calculated for 68.8% IDA pension revision cannot be calculated for 78.2% IDA pension revision on the basis of a clarification issued by the DoT. The issue had already been taken up with the Secretary , DoT but still pending unresolved. General Secretary requested the DDG to examine the case and do the needful. He stated that he is not aware of the latest position of the case and asked to meet Shri. Sanjay Agarwal, Director (Estt) for details. Accordingly, General Secretary met the Director and discussed the issue and he replied that the clarification issued by DoT in this regard in consultation with competent authority is final.

Central Govt. justifies petrol price increase – protests all over the country

Petrol and diesel prices across the country were raised for the eleventh consecutive day today with Oil Marketing Companies (OMCs) passing on the increase in international fuel prices to the consumers. This follows the 19-day price freeze initiated by OMCs before the Karnataka polls.
Price of non-branded petrol in Delhi soared to Rs 77.47 per litre today, the highest price recorded in Delhi’s history, and a 30 paise per litre hike over Wednesday’sprice. The previous high for petrol price in Delhi was Rs 76 per liter in September 2013 when crude oil prices were hovering around $108-115 per barrel. Similarly, diesel prices in the national capital soared to Rs 68.53 per litre today, the highest recorded ever.
Law Minister Ravi Shankar Prasad on Wednesday at a press briefing argued that fuel taxes were necessary for country’s development. “As far as fuel prices are concerned, including the excise duty or other taxes thereupon, they are very clearly used for country’s development, for constriction of more national highways, more roads, more digital infrastructure, taking energy to those villages which were without energy for last so many years,” he said.
The price of Petrol has peaked at record levels in other metro cities too, including Rs 85.29 per litre in Mumbai, Rs 80.42 in Chennai and Rs 80.12 per litre in Kolkata. Price of every litre of non-branded diesel has also peaked at Rs 72.96 in Mumbai, Rs 72.35 in Chennai and Rs 71.08 in Kolkata.
Prasad added, “In view of the uncertainty in the crude prices globally, a new sense of urgency has developed. The govt is keen that instead of having an ad-hoc measure, it is desirable to have a long-term view that addresses not only the volatility but also takes care of the unnecessary ambiguity arising out of frequent ups and downs.”

Meanwhile the price of crude oil in the international market is crashing and now as on 28th May, 2018, the price per barrel is only $ 66.83.

Strong protest demonstrations and rallies are being organised in many places by the opposition parties. (News Report)

GDS- POSTAL STRIKE CONTINUES, AIBDPA DEMANDS IMMEDIATE SETTLEMENT.

The Strike called by the GDS Unions and Postal unions continues for the fifth day. The only demand raised is the favourable implementation of the Kailash Chandra Commission report on the service and wage conditions of the Gramin Dak Sevaks numbering about three lakhs and who are manning more than 1,29,500 Post Offices through out the country and providing yeomen services to the rural and urban population. The GDS have to work for the whole day, but are not paid even the minimum wages ordered by the Chief Labour Commissioner. Many of them are treated as part-time, although they are compelled to work whole day, because of the duty arrangements. They are denied pension. If the favourable recommendations of the Kailash Chandra Committee are implemented, they will get some benefits. But he BJP government is taking a negative attitude and despite the fact that the recommendations were submitted in November 2016,it is not implemented.

The strike is fully justified. National and International trade unions, including World Federation of Trade Unions (WFTU) have extended support and solidarity to the struggle and demanded the government of India to concede the demands and settle the strike.

We demand the central government to immediately discuss and settle the issues. We fully extend solidarity and support to the struggle of the GDS and Postal workers and as per the directive of CHQ,  AIBDPA members joined the striking workers in many places.

SEPARATE TOWER COMPANY- CASE ADMITTED IN DELHI HIGH COURT.

It is glad news , at least for the time being, that Delhi High Court has admitted the case against the Subsidiary Tower Company on 25-05-2018. The meeting of the AUAB held on 08-05-2018 had decided to file a case as a recourse to legal action against the tower company while continuing the struggle. Due to certain tactical reasons the case is filed by the executive associations.

The High Court has stated that operation of the subsidiary tower company shall be subject to out come of the case and posted the case for hearing on 29th September, 2018.

The WFTU strongly condemns the murder of 12 protesters in India

The World Federation of Trade Unions, representing more than 92 million workers in 126 countries of the 5 continents strongly condemns the murder of at least 12 protesters who demanded the closure of the copper smelter of «Sterlite Copper» company. The company is an affiliate of the British monopoly “Vedanta” in southern India.

The protesters demanded the cancelation of the Sterlite-Copper’s plant opening which has been shut for more than 50 days and will remain closed until at least June 6 because the local pollution regulator did not allow it to operate due to environmental reasons.

Once again bourgeoisie ranks the people’s health and life lower than its profits and the riot-police defended these profits by murdering workers. The WFTU demands the definitive closure of the plant and the immediate punishment of the responsible ones for these murders.

Humanity is bigger than religion.

Today’s Times of India has reported that a Muslim man from Gopalganj district, Bihar, broke his roza (fasting) to save the life of an 8 year old Hindu boy. The boy, Punit by name, is suffering from Thalassemia for the past 7 years. He needs blood transfusion once in every 15 days. So far, friends and relatives of the boy’s family were donating blood. On last Tuesday, Punit suddenly experienced a drop in his haemoglobin level and required immediate blood transfusion. There was no one to donate A +ve blood to him. Alam Jawed, is a clerk working in the District Education Office, who is a member of the District Blood Donors’ team, with A +ve blood group. When Punit’s father approached Alam Jawed for blood donation, he willingly came forward to donate his blood. For this, he had to break his roza (fasting). “Believing in religion is one thing, but humanity is a bigger thing”, said Alam Jawed after donating blood. At a time when some people are becoming mad in the name of religion, and killing each other, there are good hearted people like Alam Jawed, who consider that humanity is bigger than religion.
