It is reported that Com.Animesh Mitra, Circle Secretary, BSNLEU, West Bengal and Secretary General, BSNL CCWF and some other comrades were physically attacked by the trinamool goons at CTO, Kolkata on the strike day ,27-07-2017. This is not the first time that the trinamool goons indulge in such cowardly attacks with the active support of the Mamata government in West Bengal.
AIBDPA strongly condems and protests this barbaric attack and demands the West Bengal government to initiate appropriate action against the culprits.

CGHS has introduced Online Appointment System for the convenience of CGHS Beneficiaries. So that they can avoid waiting unnecessarily for a long time in a queue . The Steps for Booking Online Appointment is explained below, follow these steps to book online appointment

STEPS FOR BOOKING ONLINE APPOINTMENT BY CGHS BENEFICIARIES
1.Visit the website cghs.nic.in
2.Click on the option “Book Appointment” available on RHS of the screen
3.Enter beneficiary ID and click on “Generate OTP”.Online Appointment System for CGHS beneficiaries
4.An OTP (One Time Password) will be sent on registered mobile no. of the beneficiary or to the main card holder’s mobile if that is the only registered number.
5.Enter OTP and click on “Proceed”.
6.Beneficiary details are displayed on screen. Click on “Proceed” button if the details displayed on screen are correct otherwise click on “NOT YOU”. In that case login again and proceed as above.
7.Select Specialty, Dispensary, Doctor as per your choice and click on “Proceed” button. A beneficiary can select a GDMO (General Duty Medical Officer) or a Specialist of any of the CGHS wellness centre for appointment.
8.A calendar is displayed to choose a date that has the availability of appointment for the selected doctor. Select date for appointment.
9.On selecting date, top of the screen shows the slot timings and the appointments available. A beneficiary can choose the desired slot.
10.Click on “Proceed to Book Appointment”. One can go back and make changes by using the ‘Change the Specialty’ button.
11.On clicking the button “Proceed to Book Appointment”, beneficiary details and the appointment details are displayed on the screen for confirmation.
12.Click on the option “Confirm to Book Appointment”, Confirmation status page is displayed. One can print the confirmation slip, or book another appointment. System would also send an SMS to registered mobile number.
13.Appointment for the GDMO can be taken within 72 hours of date of appointMent whereas appointment for the Specialist can be taken within 1 month of date of appointment. Online appointment cannot be made for the same day/date. (This window period may change depending upon the decisions taken from time to time)
14.If a self registered patient arrives at the indicative time slot and by that time his “Q” number has already passed, he will be called as very next patient, barring emergencies. However, if the indicative time slot has passed beyond half an hour then he will have to get fresh registration from WC registration counter.
15.If patient fails to turn up on appointed time thrice in a row the facility for him may be blocked for a month.

OFFICE MEMORANDUM
Subject: Availability of option for fixation of pay on promotion from the Date of NextIncrement (DNI) in the lower post and method of fixation of pay from DNI, ifopted for, in context of CCS (RP) Rules, 2016-regarding.
Prior to implementation of 6th CPC Report, the pay fixation on promotion was governed by provisions of FR 22(I)(a)(1). In 6th CPC context, the first part of FR 22(I)(a)(1) was replaced by Rule 13 of CCS (RP) Rules, 2008. Similarly, consequent upon implementation of CCS (RP) Rules, 2016 in 7th CPC context, the pay fixation on promotion is regulated by the provisions of Rule 13 of CCS (RP) Rules, 2016. This rule regulates pay fixation on promotion if the same is opted by the employee from the date of promotion itself. The issue of relevancy of provisions of FR 22(I)(a)(1) as well as the methodology of fixation of pay on promotion to a post carrying duties and responsibilities of greater importance, of a Government Servant in case he opts for pay fixation from the Date of Next Increment (DNI) has been considered in this Department.
2. In this context, proviso under FR 22(I)(a)(1) inter-alia provides that the Government Servant (other than those appointed on deputation basis to ex-cadre post or on ad-hoc basis or on direct recruitment basis) shall have the option, to be exercised within one month from the date of promotion, to have the pay fixed under this rule from the date of such promotion or to have the pay fixed from the date of accrual of next increment in the scale of the pay in lower grade.
3. After due consideration in this matter, the President is pleased to decide as follows:
(i) FR 22(I)(a)(1) holds good with regard to availability of option clause for pay fixation, to a Government Servant holding a post, other than a tenure post, in a substantive or temporary or officiating capacity, who is promoted or appointed in a substantive, temporary or officiating capacity, as the case may be, subject to the fulfilment of the eligibility conditions as prescribed in the relevant Recruitment Rules,to another post carrying duties or responsibilities of greater importance than those attaching to the post held by him/her. Such Government Servant may opt to have his/her pay fixed from the Date of his/her Next Increment (either 1st July or 1st January, as the case may be) accruing in the Level of the post from which he/she is promoted, except in cases of appointment on deputation basis to an ex-cadre post or on direct recruitment basis or appointment/promotion on ad-hoc basis.
(ii) In case, consequent upon his/her promotion, the Government Servant opts to his/her pay fixed from the date of his/her next increment (either 1st July or 1st January, as the case may be) in the Level of the post from which Government Servant is promoted, then, from the date of promotion till his/her DNI, the Government Servant shall be placed at the next higher cell in the level of the post to which he/she is promoted.
(iii) Subsequently, on DNI in the level of the post to which Government Servant is promoted, his//her Pay will be re-fixed and two increments (one accrued on accoun tof annual increment and the second accrued on account of promotion) may be granted in the Level from which the Government Servant is promoted and he/she shall be placed, at a Cell equal to the figure so arrived, in the Level of the post to which he/she is promoted; and if no such Cell is available in the Level to which he/she is promoted, he/she shall be placed at the next higher Cell in that Level.
(iv) In such cases where Government Servant opts to have his/her pay fixed from the date of his/her next increment in the Level of the post from which he/she is promoted, the next increment as well as Date of Next Increment (DNI) will be regulated accordingly.
4. It is further reiterated that in order to enable the officials to exercise the option within the time limit prescribed, the option clause for pay fixation on promotion with effect from date of promotion/DNI shall invariably be incorporated in the promotion/appointment order so that there are no cases of delay in exercising the options due to administrative lapse.
5. In so far as their application to the employees belonging to the Indian Audit and Accounts Department is concerned, these orders issue in consultation with the Comptroller &Auditor General of India.

ONE DAY STRIKE ON 27-07-2017 A RESOUNDING SUCCESS- AIBDPA STAGES POWERFUL DEMONSTRATIONS IN SOLIDARITY.
The one day strike called by unions and associations is a resounding success all over the country. The strike became imperative due to the negative approach of the Department of Telecom and the central government in waiving the affordability condition of the 3rd PRC in respect of BSNL to ensure the pay revision. The executives and non executives whole heartily responded to the strike call, even though, some of the unions dis-associated with the strike. The success of the strike is clear warning to the government and the DoT for early action in the matter and avoid further stronger agitations.

Successful one day strike in BSNL. The one day strike today, called on by the unions and associations of BSNL, is near total. The officers and workers of BSNL have massively responded to the strike call. The strike is taking place, demanding wage revision from 01.01.2017, pension revision, superannuation benefits to the Directly Recruited employees and to stop the attacks on trade union rights in BSNL. The success of the strike is beyond expectations in almost all circles. The photos received from various circles show that, most of the customer care centres, administrative offices, and telephone exchanges wear a deserted look. The officers and workers have also conducted huge demonstrations throughout the country, highlighting their demands. In all places, the strike is peaceful, without any untoward incident. However, the Trinamool goons have attacked the union leaders in Kolkata. Nearly 400 striking employees, have been taken in to custody by the police in Guwahati. The unions and associations severely condemn these incidents. They heartily congratulate the officers and workers for making today’s strike a grand success. The government and the BSNL Management are demanded to immediately to discuss the issues with the unions and associations, and to resolve them without delay. It is also warned that, any reluctance on the part of the government and the BSNL Management in this regard, will only force the unions and associations to give call for more serious forms of struggles, including indefinite strike

VELLORE DISTRICT BRANCH HOLDS GENERAL BODY MEETING.


Vellore District Branch General body meeting was held on 25-09-2017 with very good participation of pensioners. Com.V.Elumlai, District President presided over the meeting. Com.Jothi Sudandhiranathan, District Secretary welcomed the participants. Com.C.K.Narasimhan, Circle Secretary inaugurated and explained the issues confronting the pensioners and the one day strike on 27-07-2017 in BSNL by all unions and associations for wage revision and pension revision. He appealed to support the strike in all ways and organise solidarity demonstration on 27th July.
An amount of Rs.60,000 was handed over to the Circle Secretary towards quota of donation to CHQ and Circle on 78.2% pension revision.
COM.NAGESH NALAWADE GIVEN A ROUSING RECEPTION AT PUNE.
On his retirment on superannuation, Com.Nagesh Nalawade, All India Vice-President and Circle Secretary of BSNLEU Maharashtra Circle, was given a grand reception at Pune. Com. Ajit Abhyankar, CITU President Pune presided. Com.Nalawade and other leaders on the dais were honoured with bouquets and presents.
Coms. V.A.N.Namboodiri, Founder General Secretary, BSNLEU, P.Abhimanyu, General Secretary BSNLEU, Animesh Mitra, Secretary General, BSNLCCWF, Shri D.C.Dwivedi, PGM and other leaders addressed and congratulated Com.Nalawade for his dedicated service and leadership.
Com.Nalawade replied and thanked for the reception and assured that he will continue his activities for the benefit of the workers.
More than 2000 participated in the meeting which showed the popularity of Com.Nalawade.

Question and answers in connection with the Wage Revision.
Question : According to the 3rd PRC recommendations, BSNL is not eligible for Wage Revision. On 19-07-2017, the Cabinet meeting, chaired by the Prime Minister Narendra Modi, has already fully approved the recommendations of the 3rd PRC. Under these circumstances, whether the DoT has power to allow BSNL to give Wage Revision to it’s employees?
Answer : Certainly, the DoT, being the Administrative Ministry for BSNL, is having a major role to play in the Wage Revision of BSNL employees. However, we should understand that, right from the beginning, the DoT is playing a negative role in the matter of wage revision to BSNL employees. The unions and associations, as well as the BSNL Management have demanded exemption from the Affordablity Clause of the 3rd PRC. But, the the government will not accept this, unless it is recommended by the DoT.
On 12-07-2017, the Committee of Secretaries meeting took place under the chairmanship of the Cabinet Secretary, to take it’s final decision on the recommendations of the 3rd PRC. Shri Sivasailam, Additional Secretary, who attended that meeting on behalf of the DoT, did not demand that BSNL should be exempted from the Affordability Clause of the 3rd PRC. Thus, the Committee of Secretaries decided not to give exemption to any PSU. So, we must understand that the DoT itself is not in favour of giving any exemption to BSNL, from the recommendations of the 3rd PRC.
Thereafter, the draft Cabinet Note, prepared by the Committee of Secretaries, came for the vetting of the DoT. Thus, the DoT got one more opportunity to help BSNL. This opportunity should have been utilised by the DoT, to get it’s recommendation incorporated in the Cabinet Note, that BSNL should be exempted from the Affordablity Clause of the 3rd PRC. But, the DoT did not do so. Thus, it is very clear that the DoT itself does not want to give Wage Revision to BSNL employees. So, if anyone says that the Cabinet might have given power to the DoT, to consider Wage Revision to BSNL employees, they are only fooling themselves and fooling the employees. Only the powerful struggles of the BSNL employees can compel the DoT and the NDA government to settle the Wage Revision.

NEW DELHI: Employees of state-owned telecom firm BSNL have called a day-long nationwide strike on July 27 for not being given wage hike by the third pay revision committee. The committee recommends hike on the basis of performance of public sector firms. “BSNL became a loss making entity not because of the employees but because of the anti-BSNL policies and measures adopted by the government. BSNL was not allowed to procure equipments for its mobile network expansion from 2006 to 2012,” BSNL Employee Union convenor P. Abhimanyu said in a statement said.
The recommendation of the third Pay Revision Committee was approved by the Cabinet on July 19. As per the affordability clause of the recommendations, only those public sector undertakings (PSUs) which have earned profit during the last three financial years are eligible to give wage revision to their employees. “The officers and workers of BSNL are going on a one day strike on July 27, 2017, demanding wage revision. The next round of wage revision has become due for the entire public sector employees from January 1, 2017,” the statement said. Abhimanyu alleged that tenders floated by BSNL to procure mobile equipments were cancelled one after another by the government to benefit the private telecom companies.
“As a result of this blockade created by the government in the procurement of equipments, BSNL was not able to take advantage of the exponential growth witnessed in the mobile segment, during this period,” he said. BSNL Management started procurement of equipments from 2013 onwards and thereafter, significant improvement has been made to the BSNL’s quality of services. As a result of all these efforts, a significant change has come in the financial position of the company, the statement said. BSNL had incurred Rs 691 crore operational loss in the year 2013-14, whereas it earned an operational profit of Rs 672 crore in 2014-15 and Rs 3,854 crore in the year 2015-16.
“Even in the midst of cut-throat competition from Reliance Jio, BSNL is adding 20 lakh new mobile customers every month. BSNL is sure to become a profit making PSU within next 2-3 years,” the statement said. Abhimanyu said that BSNL officers and workers have significantly contributed in bringing the company on revival path and BSNL employees should be given wage revision with 15 per cent fitment. “The unions and associations will be compelled to resort to more serious forms of struggles, if the government does not respond favourably to the demand of the employees,” he said
