Recording of PPO Number in the passbook of Pensioners / Family Pensioners

As you are aware, it has been decided to record the PPO number in all the pension passbooks of the pensioners/family pensioners issued to them. This is to alleviate the difficulties reported by pensioners/family pensioners to get duplicate Pension Payment Orders (PPO) in case of missing of original PPO, transfer of pension account from one bank/branch to another bank/branch, commencement of family pension to spouse or dependent children after the death of pensioner, etc. in the absence of ready availability of PPO numbers.

2.Necessary instructions in this regard have already been issued to all authorised banks by the Central Pension Accounting Office vide their Office Memorandum CPAO/Tech/Clarifications/P&PW/2014-15/426-497 dated September 17, 2014and Office of Principal Controller of Defence Accounts (Pension) vide their Circular No.185 dated November 28, 2016(copies enclosed).

3.However, it has been noticed that a few agency banks have not yet implemented the instructions in all their branches. Accordingly all agency banks are advised to record the PPO numbers on the passbook of pensioners/family pensioners.

CENTRAL EXECUTIVE COMMITTEE MEETING OF BSNLEU.

 

The Central Executive Committee meeting of BSNLEU started at RTTC, Tiruvananthapuram jubilantly on 10-06-2017. Com.Balbir Singh, President hoisted the Union’s Red Flag, amidst slogans. Com.P.Abhimanyu, placed the wreath at the Marty’s column. All the CEC members paid floral tributes. Thereafter, saplings were planted by leaders in the RTTC campus. Com.Balbir Singh, President is presiding over the meeting. Com.A.K.Padmanabhan, vice president, CITU, inaugurated the meeting and delivered a brilliant speech. Com.V.A.N.Namboodiri, founder general secretary of BSNLEU, Com.P.V.Chandrasekaran, senior leader and former Kerala circle secretary,  com.K.G.Jayaraj, General Secretary, AIBDPA and Com.Animesh Mitra, Secretary General, BSNL CCWF addressed the meeting. Com.P.Abhmanyu, General Secretary presented the report. Discussion has started by the circle secretaries and will continue on 11-06-2017.

BSNLEU CENTRAL EXECUTIVE COMMITTEE MEETIG STARTS WITH THE SUCCESSFUL SEMINAR.

The Central Executive Committee Meeting of BSNL Employees Union is being held at Thiruvananthapuram on 9,10 &11 June, 2017. The seminar on the subject, “Centenary Year of October Revolution” was held at V.J.T.Hall on 09-06-2017. Com.A.K.Padmanabhan,Vice President, CITU inaugurated the Seminar highlighting the positive impacts of the great revolution in other parts of the world and the workers. Com.Elamaram Karim,General Secretary, CITU,Kerala, Com.P.Abhmanyu, General Secretary, BSNLEU and Com.V.A.N.Namboodiri, veteran leader and founder General Secretary of BSNLEU spoke. Com.V.Sivankutty,Ex MLA and Chairman,Reception Committee welcomed the gathering and Com.K.Mohanan, General Convenor proposed vote of thanks.

WFTU solidarity statement with the Bangladesh working class

Bangladesh Trade Unions Center formed a human chain in front of National Press Club in Dhaka on 6th June 2017. The participants demanded steps to ensure rations, accommodation, health and social security for workers.

The World Federation of Trade Unions, representing 92 million workers in the 5 continents, expresses its solidarity with the Bangladesh working class and support its fair demands and struggles.

The working class in Bangladesh and worldwide can rely the support and solidarity of the international class oriented trade union movement, struggling for its better future and tomorrow.

CHHATTISGARH CIRCLE EXECUTIVE COMMITTEE MEETING HELD.

Chattisgarh Circle Executive Committee meeting was held at Gass Memmorial Center, Raipur on 03-06-2017. Com.L.N.Tiwari, Circle President presided. Com.R.P.Atmapoojya, Circle Secretary presented the report. Coms.S.C.Bhattacharjee, Circle Advisor, R.S.Bhatt, Circle Secretary, BSNLEU and Com.R.K.Nagarachi, District Secretary, Raipur addressed. A good number of pensioners participated in the open session in which the leaders explained in detail about 3rd PRC and negative stand of DoT and government in implementing it in BSNL. The meeting decided to make the agitational program ,including strike on 27-07-2017, called by All Unions and Associations, a grand success. 

KOZHIKODE DISTRICT BRANCH MONTHLY GENERALBODY MEETING HELD.

Kozhikode District Branch has held its monthly Generalbody Meeting at Manamchira Telephone Exchange club hall on 07-06-2017. Com.M.P.Velayudhan, District President presided. Inaugurating the meeting, Com.V.A.N.Namboodiri explained the current developments, including 3rd PRC report and the agitational programme chalked out by All Unions and Associations for Pay revision and Pension revision. Coms.K.Damodaran, P.V.Chandrasekharan,P.Kunhiraman spoke. Com.jayasree, BSNLEU spoke on medical claims rules.

APPROACHING THE COURT IS THE LAST OPTION.

Some of our comrades are asking the Circle/CHQ leaders whether to co-operate with a pensioners association, which is collecting money from the BSNL pensioners to file a case for the issue of BSNL pensioners retired between 01-01-2007 and 09-06-2013.

The issue of this section of pensioners, denial of pension, commutation, leave salary and gratuity on the basis of 78.2% IDA, is a great injustice and discrimination. AIBDPA has already taken up this issue with the DOT for early settlement. Further, this issue is prominently included in the charter of demands, on which AIBDPA, as per the decision of Mysuru CEC, has already conducted two programme of agitation, Call Attention Day on 20-04-2017 and Mass Dharna on 25-05-2017, with massive participation, all over the country. And we are confident that the issue could be achieved through sustained struggle and continuous pursual. 

Going to the court, as far as AIBDPA is concerned, is the last option and according to the nature of the issue. It is a long process incurring much money and efforts, and even if a favourable order is got, it is definite that the government will go on appeals, upto the supreme court. Nobody can predict how much time it will take. And unfortunately,if the court gives a negative order; alas, the issue is lost for ever.

Therefore, AIBDPA will not advise anybody to go to the court, on this particular issue.

Dear Comrades,

            We are sending herewith the notice for the National Executive meeting.  We had already intimated you over sms that the meeting would be held at Nagpur on 19th August, 2017.  We have also placed a copy of the Notice on our website.  The exact venue of the meeting and other details would be communicated to you by the Reception Committee or Com.D.V. Dhakthod, our vice President. 

            We have been informed that arrangements for stay would be made by the host unit from 18th evening to 20th forenoon.  Those who are likely to reach earlier and perhaps leave later will have to make their own arrangements.  Nagpur is expected to have a humid and hot climatic condition at that time..  Rains are also expected.  Besides, the National Secretariat members, the Chief Executives of all affiliated Associations are members of the National Executive and they are all requested to be present at the meeting.  If for some unavoidable reason, the General Secretary of the affiliated Association is not able to go over to Nagpur, he is entitled to deploy any other office bearers to attend the NE meeting, with due information to the CHQ.  If any of the Sectt. member or the other NE members prefers to make their own arrangements for stay, they are free to do so.  However, if such arrangements are made, the same may please be communicated to the reception committee.  In fact we would very much welcome such arrangements if somebody is able to do so.

            Please inform in advance your journey details to the reception committee.  They are to deploy comrades to take you to the boarding place and make you comfortable.  We also advise that it would be better that the comrades reach on 18th night itself so that the  reception committee will have less pressure on 19thmorning.  Those who are to leave on 19th itself, we would request them to kindly  book their tickets only by the train or flight after 8.30 PM. 

            The meeting is expected to commence on 19th at 10.30AM and we want it to be concluded latest by 7.30PM.  Since we have a heavy agenda for discussion,  we request you to kindly co-operate with us to keep the time schedule. 

            Our Finance Secretary has informed us that there had been no remittance of subscription except a few in the last financial year. i.e. 2015-16  Whatever is due to be paid depending upon the membership, we request that the same may please be remitted immediately.  We give hereunder the bank details so that the amount could be remitted by you without any hassle.

            To ensure that the financial position of the NCCPA is strengthened, and  enable it to function properly, we may if all of you permit, propose to double the existing rate of subscription to. Rs. 2 per member per annum for the FY 2016-17 onwards.

            By the end of this months, the final decisions of the Government on various issues pertaining to 7th CPC recommendations and  referred to different committees  would become available.  In so far as pension matters are concerned, the only matter of interest that has remained pending is the fixed medical allowance.  As the things go, we do not expect any positive decision on the part of the Government in the matter, unless the top bureaucrats have any benefit thereon.  It is expected to be a long drawn out struggle for the Pensioner community.  In this connection, we are to inform you that the Staff Side of the JCM National Council has fixed 23rd June, 2017 as the last date for the submission of National anomaly committee items to their office.  As you are aware the National Anomaly Committee has already been set up and its first meeting has also been held. All pension related items would be within the ambit of the National Anomaly Committee.  Kindly go through the expanded definition of anomaly.  Please prepare items that are to be taken up and send the same to the NCCPA in its e mail only.  Please see our e mail address on the top of this letter-head.  Please send the items neatly typed in double space and send the same through e mail only as a word file.  Please do not send the same as either a Pdf file or in the  image form.  Since the items can be sponsored only once,  kindly cause discussions on this issue in a wider forum and prepare the items and send it to us immediately.  The Staff Side is expected to meet by the end of this month to finalise the items, they had received upto 23rd June, 2017. 

            We shall have a comprehensive discussions on the items, which would be included int he list of the NAC agenda in our NE meeting to formulate our  oral arguments when these issues are taken up for discussion.  No doubt the refusal of Option No. 1. And the denial of pensionary benefits to the employees of the autonomous bodies must figure in our discussions on 18th and no less importance we mush assign to the organisational issues. 

            Lastly the NE meeting must discuss and decide upon future programme of action especially to pursue the issue concerning the Option No. 1. and the untenable rejection thereof by the Pension Department.  Once we chalk out the programme, we may be able to get in touch with other pensioners Associations for eliciting their co-operation and participation.  So far our attempt to forge a united platform has not fructified.
