REDUCTION IN OUTDOOR CEILING FOR PRE 2007 BSNL RETIREES- MEETING WITH PGM (Admin)
General Secretary, Com.K.G.Jayaraj had a fruitful meeting with Shri.S.K.Sinha, Principal General Manager (Admin) on 27-08-2018 on the issue of reduction in the eligibility ceiling for outdoor treatment with voucherfor the pre-2007 BSNL retirees. A letter in this regard was handed over to him and he responded very positively and assured early action on the issue.
A brief note on the meeting of the Joint Committee on Wage Revision of the Non-Executives, held yesterday the 27-08-2018.
The 3rd meeting of the Joint Committee on Wage Revision of the Non-Executives took place yesterday the 27-08-2018. Shri H.C.Pant, Chairman of the Committee presided. All the Committee members, both from the Staff Side and the Management Side, were present. The Staff Side has already submitted it’s note on the structures of the new pay scales before the last meeting of the Committee. In yesterday’s meeting, the Management Side spelt out their proposals regarding the new pay scales.
Management Side proposed that, the minimum of the new pay scales should be arrived at, by multiplying the minimum of the existing pay scales by 2.4. Accordingly, they proposed the minimum of the new NE 1 pay scale as RS.18,600. However, the Staff Side did not accept this. They demanded that the multiplication factor should be 2.44. Accordingly, the minimum of the new NE1 pay scale comes to Rs.18,934 and that it should be rounded off to Rs.19,000. They also demanded that the 2.44 multiplication factor should be applied to arrive at the minimum of all the new pay scales. The Management Side agreed to examine these proposals of the Staff Side.
As regards the maximum of the new pay scales, the Staff Side has already proposed that they should be arrived at, by providing 43 years of span. But, the Management Side stated that this would result in heavy expenditure on account of payment of Pension Contribution. The Staff Side demanded that the spans of the pay scales should be provided in sufficient numbers, so that no Non-Executive would suffer from the problem of stagnation after the Wage Revision. It is decided to continue with the discussion in the next meeting, to be held on 10-09-2018.
The Staff Side members expressed their unhappiness that the talks are going on very slowly. They also stated that at this speed, the talks could not be completed expeditiously. They demanded that the meetings of the Committee should take place more frequently.

PENSION REVISION DAY ON 30-08-2018- LET US MAKE IT A GRAND SUCCESS.
Dear Comrades,
Our Jalgaon CEC has rightly decided a two phased agitational programme demanding immediate Pension Revision with 15% fitment, recommended by the 3rd PRC and approved by the government, from 01-01-2017 , delinking the wage revision. The government is unnecessarily trying to delay it for one or other reason.
So let us mobilize maximum pensioners for the demonstration on the Pension Revision Day, 30-08-2018, reflecting the the anger and anguish of the pensioners against the injustice being meted out to them.

NON-PAYMENT OF 78.2% IDA WITH ONE EXTRA INCREMENT- CASE OF TAMIL NADU.
In Tamil Nadu Circle some 487 pensioners are denied the 78.2% IDA pension revision on the plea that they were given pension revision on 68.8 % with one extra increment, granted in lieu of the Grade IV promotion. The files of these pensioners were sent back to the respective SSAs for reducing the extra increment and resubmission. AIBDPA had intervened in the matter and opposed the move strongly. CHQ also took up the issue and intervention of Secretary, DoT was sought to settle the issue. Meanwhile some pensioners approached the court and the issue was further delayed. Tamil Nadu Circle branch organised some agitational programme and a post card campaign to Secretary, DoT was also made. Earlier when General Secretary met the Director (Estt) he had stated that necessary clarification has already been issued. There was some confusion on the nature of the clarification.
On 20-08-2018, Com.K.G.Jayaraj, General Secretary again met the DDG (Estt) and Director (Estt) and conveyed strong protest over the delay in the settlement of the issue. Director (Estt) provided a clarification issued to the Principal Controller of Communications Accounts, Tamil Nadu, vide No. 40-16/2012-(PenT) dated 01-01-2018. It clearly states, ” In terms of Rule 70 (1) of CCS (Pension) Rules, 1972 which inter-alia states that Subject to the provision of Rule 8 and 9, pension once authorised after final assessment shall not be revised to the disadvantage of the government servant, unless such revision becomes necessary on account of detection of a clerical error subsequently. Consequently, the pension cannot be revised downwards till 09-06-2013 in terms of the said Rule.
Therefore it is very clear that Extra increment already given cannot be deducted and now nothing prevents the Principal CCA to process the cases for 78.2% IDA revision of the 487 pensioners.
KOVILPATTY BRANCH UNDER TUTICORIN DISTRICT FORMED.

A new branch under Tuticorin was formed on 14-08-2018. The meeting held at Telephone Exchange premises for this purpose was presided over by Com.T.K.Sreenivasan, District Advisor. Com.S.Mohandoss, CHQ Vice President inaugurated the meeting and Com.C.K.Narasimhan, Circle Secretary delivered the special address. Coms. M.Palanisamy, Circle Vice President, A. Meenakshisundaram, ACS and Com.P.Ramar, District Secretary addressed. Coms.K.Kandasamy , ADS welcomed and P.Muthuramalingam proposed vote of thanks.
Coms.V.Balasubramonian and P.Muthuramalingam were elected unanimously as President and Branch Secretary, respectively.
TUTICORIN DISTRICT GENERAL BODY MEETING HELD.


A general body meeting of Tutukudi District was held on 18-08-2018 at the State Government Employees union hall. Com.T.K.Srinivasan, District Advisor was in chair. Com.P.Ramar, District Secretary welcomed the gathering. Com.S.Mohandoss, CHQ Vice President delivered the special address.
CHENNAI TELECOM DISTRICT BRANCH GENERAL BODY MEETING.

Com.C.K.Narasimhan, Circle Secretary inaugurated the largely attended general body meeting of Chennai Telecom District at BSNLEU hall on 21-08-2018. Com.Sairam, Vice President presided and Com. T.Kothandam, District Secretary welcomed. Com.C.Nataraja, Circle Treasurer also addressed. The meeting decided to successfully implement the agitations decided by the Jalgaon CEC with maximum participation. It was also decided to collect donations for the Kerala Flood Disaster Relief Fund.
