Telecom Reforms are intended only to help private telecom companies – It offers pretty little to BSNL and MTNL.


The Union Cabinet has approved certain reforms for the telecom sector. It includes nine structural reforms and five process reforms, mainly intended to help the three private telecom companies.

Vodafone Idea, one among the three major private telecom companies, is in the verge of a collapse. It must be understood that, the telecom reforms have been announced urgently, only to  salvage Vodafone Idea.

All the three private telecom companies are badly hit by the judgement delivered by the Supreme Court of India last year. There was a long standing dispute between the government and the private telecom companies, as to whether the ‘non-telecom revenues’ should be included for calculating the payment of License Fee and Spectrum Usage Charge. The Supreme Court delivered the judgement in favour of the government. As a result of this, all the three private telecom companies have been compelled to pay an amount of Rs.1.31 lakh crores. The Supreme Court has ordered that this amount should be paid over a period of ten years.

However, through the decision taken in the Cabinet, the government has deferred the aforementioned payment, for a period of four years. Even after the expiry of four years, the private companies need not compulsorily pay the amount. This is because, as per the decision of the Cabinet, the government can convert this outstanding amount into equity.  The government companies of BSNL and MTNL are not benefited by this decision.  

As a result of this decision, hereafter, the telecom companies need not pay License Fee or Spectrum Usage Charge for their Non-Telecom Revenues. However, this decision will benefit BSNL and MTNL only in a very small way, since their Non-Telecom Revenues are negligible.

Until now, the spectrum allotted to the telecom companies through auctioning, is for a period of 20 years. Hereafter, this tenure will be for 30 years. Again, this will only help the private telecom companies, because the spectrum being allotted to BSNL and MTNL  are for free.

Further, until now, only 49% FDI has been allowed under the Automatic Route. Any amount of FDI, beyond this limit, had to go through the Government Route. But, now, the Union Cabinet has decided to allow 100% FDI, under the automatic route. This decision of the government is detrimental to the security of the nation, since, this has opened the doors for the multinational companies to completely take over the Indian private telecom companies.

 The government is already trying it’s best to kill BSNL and MTNL. In case BSNL and MTNL are closed down in future, then the entire telecom operations will go into the hands of foreign companies. Telecom sector is considered to be the second line of defence. Hence, the decision of the government to allow 100% FDI under the Automatic Route is detrimental to the safety and security of the nation.

Above all, the so-called telecom reforms approved by the Union Cabinet, do not have much to offer to the ailing BSNL and MTNL. BSNL is already crippled because, the government is not allowing BSNL to procure 4G equipments. Private companies are procuring their equipments from global vendors. However, BSNL has been mandated to procure it’s 4G equipments only from domestic vendors. No Indian company is having proven 4G technology. Thus, the government has wantonly created road-blocks in the launching of 4G services by BSNL. Further, the government has to pay outstanding dues to BSNL, to the extent of Rs.39,000 crore. Timely repayment of this amount by the government will enable BSNL to invest in the expansion of it’s networks. However, it is regrettable that, the Union Cabinet has not taken any decision to allow BSNL to come out of it’s crisis.

The demonstration on 14-09-2021 called by the Coordination Committee of BSNLEU, AIBDPA AND BSNL CCWF has created much enthusiasm among the workers and pensioners as well. The thunderous slogans crossed the thick stone walls of the offices/ exchanges and reached to the bureaucrats sitting inside. The demands of pay revision, pension revision, wage arrears to contract workers, long pending medical bill payment, 30% Superannuation benefits to BSNL recruited employees etc are the burning issues of the workers and pensioners and they paricipated in large numbers despite pandemic and heavy rains in some places. So the struggle has given a strong message to the authorities and the government.CHQ heartily congratulate all the participant.

The 4th District Conference of Nellore in AP Circle was held on 12-09-2021 at the Conference Hall of Hotel Bhavani Residency. The Open Session was held jointly with the 7th District Conference of BSNLEU, Nellore. A host of leaders, including Coms. Chennai Telephones has held its Circle Executive Committee meeting successfully on 08-09-2021. Com.E Manibalan, Circle Vice President presided over the meeting. CONGRATULATIONS TO THE EMPLOYYEES AND PENSIONERS FOR THE ENTHUSIASTIC PARTICIPATION.

Confederation of Central Government Employees & Workers and NCCPA jointly called for Dharna at all state headquarters demanding payment of arrears of impounded DA/DR, compensation of Rs.15 lac to the family of employees/pensioners who died due to Covid-19, other pandemic related issues, Pension Revision of BSNL pensioners from 01-01-2017, Pension Revision of Punjab National Bank pensioners and payment of medical benefits to BSNL pensioners pending for the last three years. It was also directed to adopt a resolution in the Dharna and send to the Finance Minister and individual emails to the Finance Minister for discussion and settlement of the genuine issues.

The reports received from most of the circles indicate that the call has been implemented successfully with good participation of employees and pensioners braving the pandemic situation. The Dharna was held in district headquarters also in addition to the state headquarters in circles like Tamil Nadu, Haryana, Kerala etc. Resolutions have been sent to the Finance Minister and thousands of ensioners have sent emails to the Finanace Minister.Most of the photos received are posted in AIBDPA CHQ WhatsApp.

Kerala Circle has held its Executive Committee Meeting online with good participation on 04-09-2021. Com.R A Nair, Circle President was in chair. Com.N Guruprasad, Circle Secretary welcomed all and presented the report. Com. V A N Namboodiri, Advisor inaugurated the CEC and briefly explained the anti-worker, anti-farmer and anti-people policies of Modi government. He also congratulated the Circle branch for its effective functioning and mentioned the timely interventions of CHQ on all the issues. Com. P V Chandrasekharan, Patron in his speech mentioned the efforts and struggles being initiated by CHQ for the settlement of important issues. Com.S Mohandoss, CHQ Vice President minced no words in criticising the Modi government for giving miseries only to the people. Thereafter Com.K G Jayaraj, General Secretary spoke elaborately and stressed the importance of struggles being launched jointly by Confederation and NCCPA, AUAB and Co-ordination Committee of BSNLEU, AIBDPA and BSNL CCWF. He also invited the attention to the CHQ Circular No.4 and appealed to strengthen the organisation with enrolment of the left over VRS retirees.

All the District Secretaries and some of the Circle Office Bearers participated in the discussion that followed. General Secretary and Circle Secretary replied to the discussion. The CEC took the following decisions; (1) To prticipate in the Joint Dharna of Confederation of Central Government Employees & Workers and NCCPA at all the District headquarters. (2) Conduct the agitational programme of Coordination Committee (3) Form Coordination Committee in all the districts. (4) Complete holding the Area Conferences by 31st October and District Conferences by November 30.

A new District Branch of Sambalpur has been formed on 05-09-2021. The meeting in this connection was organised with the initiative of Com.A Dhupal, CHQ Vice President despite his post Covid-19 difficulties. Com. Madhusudan Mallick presided over the meeting. Inaugurating the meeting, Com.A Dhupal explained the necessity of formation of AIBDPA in Sambalpur, functioning of AIBDPA, issues being confronted and the struggles being launched for the settlement of issues.
