CLARIFICATIONS ON RESTORATION OF MEDICAL ALLOWANCE-RELEVANT ORDERS.

After Corporate office issued orders restoring quarterly medical allowance ,limiting it to 50% of what was entitled, many queries and doubts are being raised, as to what would be the real impact of the order. ·        Increase minimum pay and fitment formula.

·        Revise allowances including HRA with effect from 01.01.2016.

·        Grant option-I pension parity recommended by 7th CPC.

·        Revise pension and grant dearness relief to autonomous body pensioners

·        Implement positive recommendations of Kamlesh Chandra Committee on Gramin Dak Sevaks. Grant Civil Servant Status.

·        Regularise all Casual, Part-Time, Contingent and Contract Workers and grant equal pay for equal work.

·        Remove stringent conditions imposed for grant of MACP etc.

All affiliated organisations and COCs are once again requested to mobilise large number of employee and pensioners as per quota fixed in the last circular and make the programme a grand success.

It is a matter of serious concern and protest that the government of India has in its decision communicated through the Press Release has rejected Option 1, the only positive recommendation of 7th Pay Commission for the pensioners. Therefore there is more relevance for the Mass Dharna being organised by Confederation of Central Government Employees & Workers. CHQ requests Delhi, Haryana, Rajasthan comrades to participate in this programme.

Dear Comrades,

                As you know we are now publishing our journal NCCPA news bulletin every month.  The journal is supposed to be the link between the CHQ and its affiliates and through them the members.  It is not possible to individually correspond to each comrade, though that is the most desirable mode of communication.  We have our website and the e mail address.   But I find a few uses this modern technology form of communication.  Our publishing of the journal has many difficulties.  We are tyring to overcome some of them.  To make it financially viable we should have sufficient readership.  In the last NE meeting of the NCCPA, we decided that each affiliate must try to have 25% of its membership subscribe the journal.  Unless the subscriber base is widened, the overhead cost will be prohibitive.  Some of our affiliates have done that.  But many have failed to increase the subscriber number even by one.   Perhaps this decision must not have been reached you.   Another reason seems to be that most of our affiliates have their own journals and some of their State Units do publish their journals too.  These are popular.  .  That is why we decided that 25% of the subscriber base atleast should subscribe the CHQ journal.   I hope you will bestow your personal attention to this aspect.

                Our Next NE meeting has become due.  We were to hold  it at Nagpur.   But due to the falling ill of our comrade, Dhakthod, that venue had to be abandoned.  We shall be grateful if some of our affiliates can come forward and host the National Executive Committee meeting.   Besides, the office bearers, the Chief executive of the affiliates are the members of the NE.  We require this wider meeting especially to plan for a combined effort to organize a programme of action in pursuance of some of the important demands of the pensioners. 

                As you are aware, we had taken the decision to organize a massive dharna programme at New Delhi to project our resentment over the rejection of Option No. 1. By the Government.  We were in consultation with the leadership of BPS.  No firm commitment has come from them so far.  We  are now to explore other possibilities.  Same is the case with the NPS convention.  We have now come to know that the Confederation and the All India State Govt. Employees Federation have jointly decided to hold the convention at New Delhi.  The Pensioners genuinely feel that the Government might invoke the provisions of PFRDA to cover the pre 2004 pensioners under the NPS.  These are some of the issues we are to discuss and the National Executive is the appropriate forum to do so.  We shall eagerly await for your response in the matter whether it would be possible for you to host the meeting of the National Executive.

                Last but not the least, the affiliates are requested to remit the annual subscription to NCCPA without further loss of time.

Com.K.G.Jayaraj, General Secretary addressed the May Day Rally organised by the JCTU (Joint Council of Trade Unions.),Bongagaon, Assam at the Railway Workshop premises, Bongaigaon at 10AM on 01-05-2015.The rally with good participation of workers was presdided over by Com.Hareswar Das, District President, CITU. Com.Asish Biswas, State General Secretary, HMS was the other speaker.

Earlier, at 9 AM , General Secretary hoisted the flag before the Telephone Exchange, Bongagaon and spoke briefly. Com.Omkar Bhowmick, District Secretary, BSNLEU, Com.D.C.Paul, Circle Vice President, AIBDPA and other leaders spoke.

COM.P.V.CHANDRASEKHARAN, PATRON HONOURED BY KERALA STATE GOVERNMENT.

Com.P.V.Chandrasekharan, Patron, AIBDPA has been nominated to the Kerala State Council for the Protection of Parents and Senior Citizens by the Government of Kerala.Com.P.V.C is also functioning as the Vice President of Senior Citizens Friend Welfare Association, which is one of the biggest organisations of senior citizens in Kerala. The appointment is for two years.

It is a great recognition for the selfless service of Com.PVC for the welfare activities since his retirement in 2004.

CHQ heartily congratulate Com.PVC and wishes him all success in the new role. 

BSNL ISSUES YET ANOTHER GUIDELINES FOR SETTLEMENT OF MEDICAL CLAIMS.

There have been wide spread complaints from BSNL pensioners from almost all circles for undue delay in settlement of their medical claims. After serious discussion on this matter by CHQ with both CMD and Director, HR , many strict instructions had been issued. One such instruction, specifically mentions that the medical claims of the retirees should be settled within one month of receipt of the bill.

Despite all these instructions, situation continues to be nothing different. On the basis of further complaints our Mysuru CEC had included this issue in the charter of demands for the two phased agitational programme. This was duly communicated to the CMD as well as Director, HR. Now another instruction is issued by the corporate office.

But it is not the repeated instructions, but strict compliance, is the need of the hour.

MAMMOTH MAY DAY RALLIES WORLD OVER- REPORT OF WFTU.

Workers from around the world organized mass strikes, demonstrations, rallies for the 1st of May in every country of the world, celebrations that honored the 131 years since the revolt of the workers in Chicago.

Under the banners of WFTU the Workers projected their internationalism and demanded contemporary rights for the working class in each country, better wages, labor and trade union rights and liberties, social security, policies to confront unemployment.

AN EFFECTIVE AND SUCCESSFUL ODISHA CIRCLE EXECUTIVE COMMITTEE MEETING.

Odisha Circle Executive Committee Meeting has been held successfully at the conference hall of CGMT Office, Bhubaneswar on 03-05-2017.

Com.P.R.Das, Advisor and veteran leader presided over the meeting. Com.Sahadev Biswal, Circle Secretary welcomed and presented a brief report on activities since the formation of the circle branch on 14-10-2016.Com.A.Dhoopal, Patron delivered the introductory speech.

Com.K.G.Jayaraj, General Secretary in his inaugural speech congratulated the Odisha Comrades for the advancement made during the short period and exhorted to strengthen AIBDPA further by enrolling more pensioners, especially family Pensioners. He also explained in detail the struggles launched and great achievements made. The decisions of the Mysuru Central Executive Committee Meeting were also explained, including the struggles on the 18 point charter of demands.

Shri.P.K.Das, Joint CCA, participating as the Chief Guest stated earnest efforts are being taken for early settlement of Pensioners issues. He also stated that Pension revision on 78.2% IDA merger is almost completed and assured all the cooperation to AIBDPA.

District Secretaries and some of the circle office bearers participated in the discussion and raised certain doubts which were adequately clarified.

Com.K.G.Jayaraj and Shri.P.K.Das jointly released the pocket Telephone directory with useful information, prepared by Balasore District Branch.

 

SPECIAL DISTRICT CONVENTION HELD AT PUNE.

A well attended district convention was held at Pune on 30-04-2017. Com. Nalwade, Circle Secretary, BSNLEU presided and guided. Com.R.N.Patil, Circle Secretary inaugurated and explained the achievements gained with sustained struggle. Coms.Suryavanshi, Circle President,Skhirsagar, Circle Organising Secretary,  Bhikule, District Secretary and Kale, District Treasurer addressed.

A good number of lady comrades participated and 20 new members were enrolled.
