Date of March to Sanchar Bhawan changed as 23-02-2018, in view of Holi.

The All Unions and Associations of BSNL had fixed 28-02-2018 as the date for March to Sanchar Bhawan. However, difficulties are expressed by comrades in the availability of train tickets, in view of Holi, which falls on 1st and 2nd March. In view of this, the Steering Committee, in consultation with all the unions and associations, has now fixed 23-02-2018 as the date for the March to Sanchar Bhawan. Inconvenience caused due to the change in date is regretted. Comrades are requested to book their tickets immediately, and to make the March to Sanchar Bhawan programme, a big success.

Four senior judges say situation in SC ‘not in order’

In an unprecedented move, four senior most judges of the Supreme Court on Friday  called a press conference and said the situation in the top court was “not in order”+ and many “less than desirable” things have taken place.
Unless this institution is preserved, “democracy will not survive in the country”.
Justice J Chelameswar, the second senior judge after the Chief Justice of India, said “sometimes administration of the Supreme Court is not in order and many things which are less than desirable have happened in the last few months”.

The four judges also wrote a seven-page letter to the CJI.

Senior SC judges’ press conference: Five main issues that annoyed them

1) The four senior judges+ believe that all important cases get heard by CJI-led bench and do not get distributed to other senior judges heading benches.

2) The four judges also said there have been instances where cases that have far-reaching consequences for the nation and the judiciary were assigned by the Chief Justice selectively – to benches of their preference – and not based on rationality. “This must be guarded against at all costs,” said the 4 senior SC judges.

3) Specifically, the Four judges were annoyed that a public interest litigation seeking a probe into Judge B M Loya’s “mysterious” death was assigned to court no. 10 and not to any of the first four benches other than the CJI-led bench.

4) The judges further had a simmering grievance about the medical college admissions scam being sent to court no 7 after a Justice Chelameswar headed bench sent it to a five-judge bench of himself, the CJI, himself, and Justices Gogoi, Lokur and Joseph. The medical college admissions scam is to do with the role of sitting and retired judges of high courts in enabling private medical colleges admit students to MBBS courses despite the apex court’s order to the contrary.

5) The four judges also said that it was wrong on part of CJI to head a small bench and deal with the memorandum of procedure when it was earlier heard by a five-judge bench.

A large number of pensioners participated in the special general body meeting held at Jalgaon on 11-01-2018. Com.R.N.Patil, Circle Secretary inaugurated the meeting and explained the current developments about pension revision based on 3rd PRC, programme of agitation by All Unions and Associations in which AIBDPA also has to participate, holding of Central Executive Committee meeting at Jalgaon etc. Com.A.S.Ingale, , President presided. Coms. H.K.Patil, District Secretary and A.S.Chaudhary, Circle Vice President also addressed. The meeting decided to launch local agitation for settlement of medical bills and non-payment of quarterly medical allowance from April, 2017.

Superannuating employees can be inducted into advisory bodies in their respective offices.

Addressing the Pre-Retirement Counseling (PRC) Workshop ‘Sankalp’ for the retiring employees of Ministries/Departments, organised by the Department of Pensions & Pensioners’ Welfare (DOP&PW) here today, Dr. Jitendra Singh said that the superannuating employees can be inducted into advisory bodies of their respective offices and also to dispose of grievances. Due to increasing life expectancy, an active life lies ahead of an employee at sixty years of age and the individual is at his prime capacity and energetic. Retirement should rather be viewed as the beginning of a new innings, he said. Such interactive workshops should come out with ideas on how best the services of retired employees can be utilized, he added.

Dr Jitendra Singh said for the first time this Government has cared for Pensioners as much as for the working employees. Minimum pension has been raised to Rs.1,000, Jeevan Pramaan biometrics introduced for submitting digital Life Certificate, more than 1,500 obsolete rules scrapped and the Anubhav platform introduced for the first time for retiring employees to share their experience.

In his address, Shri KV Eapen, Secretary, DOP&PW and Secretary, Department of Administrative Reforms & Public Grievances (DARPG), said the DOP&PW has so far registered more than 2,000 pensioners and conducted Pre-Retirement Counselling for more than 3,300 employees under the Sankalp project. The Department has registered 19 Pensioners’ Associations and 16 NGOs to involve Central Government Pensioners in social activities.

The PRC workshops target retiring personnel two to two-and-a-half years before the retirement date. Topics covered are (i) Formalities to be covered for timely payment of retirement dues (ii) Financial planning for the amounts received at retirement (iii) Preparation of Will (iv) CGHS facilities after retirement and (v) Post-retirement opportunities through Sankalp.

The “Sankalp’ programme has been initiated by the Department towards this end and a web portal of the same name has also been launched. Pensioners, Pensioner Associations and NGOs can register on the website http//www.pensionersportal.gov.in/sankalp.

There are approximately 40,000 fresh retirees every year from the Central Government Civil establishments alone. This number could be close to 1,00,000 including defence, railways, posts and telecom. In addition there is a pool of around 50 lakh existing pensioners.

The central government should post sufficient staff in CCAs

The payment of pensionary benefits, including revision of pension etc. are unduly delayed for the DOT and BSNL pensioners. When the issue is taken with the CCA, they are telling that there is acute shortage of staff and they are not able to cope up with the large number of cases of pensioners, increasing every year.

AIBDPA has already demanded that sufficient staff should be posted for dealing with the issues of the pensioners and there should be no difficulty and delay in getting pension and connected benefits to the senior citizens

General Strike in Greece on January 12, 2018

PAME, the central union of Greece has called upon the entire workers to organise a strike on 12th January 2018 against the anti-workers decisions of the government, cutting the wages etc. The Circular issued by PAME is given below: AIBDPA support and extend solidarity to the strike.

“PAME Calls the Unions, the National Federations, the Regional Trade Union Centers to join the Strike action all over Greece against the new antiworkers’ bill forwarded by the Government on Friday January12.
Against this new attack PAME has called for General Strike on Friday, January 12. Dozens of
National Workers’ Federations, Regional Trade Union Centers and Trade Unions have already
responded to the call.
The GSEE-ADEDY (members of ETUC in Greece) and their unions have refused to call for Strike, so as to give time to the Government to abolish workers’ basic rights.
The new bill includes a series of antiworkers’ measures (abolition of any protection of
workers’ homes so as to be auctioned by the banks, new taxes, etc) as well as imposition of new
laws on trade union action and organization aiming to ban our right to go on strike.
The class trade unions are organizing a series of actions to strengthen workers’ response to the new attack and prepare massive participation to the strike under the Slogan “Hands off! From our Right to Go On Strike”
On Tuesday January 9 the class unions of Athens held a militant demonstration and protest to
the Ministry of Labour. When the Minister of Labor refused to meet with delegation of the class unions the workers entered the Ministry with force, hanged banners to the building, naming it “Ministry of Employers-European Union and IMF” and not of the labor. The protest forced the Minister to meet with delegation of the Unions, who demanded the cancellation of the bill that bans workers’ right to go on strike. The Minister refused to withdraw the bill and slandered the class unions.”

WAGE REVISION AND PENSION REVISION- ALL UNIONS AND ASSOCIATIONS DECIDE FOR CONTINUOUS STRUGGLE- AIBDPA TO JOIN

The All Unions and Associations of BSNL in its meeting held on 08-01-2018 has decided to go on programme of action on the major issue of the workers and pensioners.The demands and the programme are given below:

Struggle programme:

 

  1. Whole day satyagraha for 5 days from 30.01.2018. The starting of the satyagraha will be marked by the paying of ‘shradhanjali’ at Gandhi Samadi at New Delhi on 30.01.2018, by the leaders of the “The All Unions and Associations of BSNL”.
  2. ‘Indefinite Work According to Rule’ from 30.01.2018.
  3. Massive “March to Sanchar Bhawan” on 28.02.2018.
  4. Leaders of “The All Unions and Associations of BSNL” will take all out efforts to meet Shri Manoj Sinha, Hon’ble Minister of State for Communications, the Secretary DoT and CMD BSNL, within a week’s time.
  5. The meeting entrusted to Com. G.L. Jogi, Leader, SNEA, and to Com. Prahlad Rai, GS, AIBSNLEA, with the responsibility of exploring possibilities to take legal action to roll back the creation of Subsidiary Tower Company.
  6. A Steering Committee consisting of the General Secretaries of BSNLEU, NFTE, SNEA and AIBSNLEA is formed to monitor the struggles.
  7. Meeting the leaders of political parties and Central Trade Unions, by 30.01.2018, to mobilise support in favour of the demands of “The All Unions and Associations of BSNL”.

Settle:-

  1. 3rdPay Revision with 15% fitment from 01.01.2017.
  2. Settle pension revision.
  3. Settle left-out issues of the II Pay Revision
  4. Roll back the creation of Subsidiary Tower Company.
  5. No reduction in the retirement age from 60 to 58 and no VRS.

AIBDPA fully supports the programme and extends all solidarity to the struggle, which is fully justified. They will participate in all the programmes as earlier. AIBDPA thanks the All Unions and Associations of BSNL for including the demands of the Pensioners also.

AIBDPA MEMBERS ACTIVELY PARTICIPATED IN THE PROTEST DEMONSTRATION CALLED BY ALL UNIONS AND ASSOCIATIONS OF BSNL.

There was unprecedented huge participation in the lunch hour demonstration called by All Unions and Associations of BSNL on 08-01-2018 throughout the country. The protest action was against the formation of separate tower company and appointment of an IAS officer as CMD. Pensioners also participated in the demonstration as per the call of AIBDPA.

Director (HR) assures to positively review the reduction of the ceiling, for medical reimbursement with voucher, from 25 days to 23 days.

Recently, Management arbitrarily issued letter reducing the ceiling for medical reimbursement with voucher, from 25 days to 23 days. BSNLEU has already strongly protested this arbitrary reduction. In today’s meeting with the Director (HR), the GS and Dy.GS raised this issue and expressed their bitter opposition to the arbitrary action of the Management. The Director (HR) agreed to the view of BSNLEU and assured that the reduction of the ceiling would be positively reviewed.
