3 DAYS STRIKE IS IMPERATIVE- BE WITH THE WORKERS AND ORGANIZE SOLIDARITY DEMONSTRATION/DHARNA

The stubborn and negative approach of the government and DoT has created a situation that AUAB is compelled to go ahead with the 3 days strike from 18th February, 2019. AUAB has tried their level best to avert the strike and the DoT is not prepared to reciprocate. The government has completely failed to implement the assurances given by the Hon’ble Minister to AUAB leaders on the eve of the indefinite strike from 03-12-2018. He had given the assurances as follows;

  1. Pension revision will be delinked from wage revision.
  2. ,Immediate action for allotment of 4 G spectrum to BSNL.
  3. Early settlement of the longstanding issue of pension contribution on actual pay.
  4. Wage revision after BSNL submits a viable proposal

The governments’ intention to weaken and eliminate BSNL has come to the fore. So, Comrades this is a struggle of do or die and we have the great tradition of fighting against the injustice. 

The pensioners should join en mass with the striking workers at this crucial fight for not only the genuine demand of the pensioners and workers but also for the protection of our beloved BSNL. 

 

 

 

AUAB REJECTS THE OFFER OF 0% PAY REVISION BY DOT- demands minimum 10%.

Developments on 3rd Pay Revision.

The CMD BSNL and Director (HR) were holding discussions with the AUAB for the past two days. They were conveying the proposal given by the DoT with regards to 3rd Pay Revision. Accordingly, Pay Revision will be done immediately with 0% fitment. Thereafter, the Hon’ble Minister will take up with the Cabinet for granting 5% fitment. The AUAB had discussion among the General Secretaries and has unanimously decided that 10% fitment should be our minimum demand. This has been communicated to the DoT through the CMD BSNL. As regards the offer of DoT, BSNLEU’s understanding is that, pay revision will be done only with 0% fitment. We cannot trust the assurance of the Minister that 5% fitment will be taken for the approval of the Cabinet. It is our past experience that the DoT and the Hon’ble Minister have totally violated whatever assurance they had given. Hence, BSNLEU requests our circle and district unions to do the necessary gearing up to make the strike successful. Any further development will be updated immediately..

DEFEAT THE SINISTER GAME PLAN OF MODI GOVERNMENT TO CLOSE DOWN BSNL

Government wants to close down BSNL – The cat is finally out of the bag – Let us fight back and make the 3 day strike a historic success..

News has appeared in today’s Times of India, wherein details are given as to how the government wants to deal with BSNL. In this regard, the Times of India report says that, one of the options that the government is considering, is to close down BSNL. The government has one more option also. That is to hand over a sizable shares of BSNL, to any corporate, and to induct that corporate as BSNL’s partner. This is called strategic sale. So, finally the cat has come out of the bag. The government has made naked of it’s proposal to close down BSNL or to hand it over to some corporates. Now it is for the BSNL employees to decide. We will not surrender, comrades. For 18 long years, we have fought and have safeguarded BSNL as a 100% government company. We will continue to fight, to protect BSNL. Participate enmasse in the 3 day strike which is starting from 18.02.2019. Make the government understand that we will not accept the demolition of BSNL, lying down. We will fight with all our might, against government’s sinister game to liquidate BSNL.

Cashless Facility under PMJAY

The details of the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (PMJAY) are given below

  1. Government of India has launched Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (PMJAY) on 23.09.2018. PMJAY is centrally sponsored scheme. It is entirely funded by Government and the funding is shared between Centre and State governments as per prevailing guidelines of Ministry of Finance.
  2. PMJAY provides health coverage up to Rs. 5 lakh per family per year for secondary and tertiary hospitalization to around 10.74 crore poor and vulnerable families (approx. 50 crore beneficiaries).
  3. PMJAY is an entitlement based scheme. This scheme covers poor and vulnerable families based on deprivation and occupational criteria as per SECC data.
  4. PMJAY provides cashless and paperless access to services for the beneficiary at the point of service in any (both public and private) empanelled hospitals across India. In other words, a beneficiary from one State can avail benefits from an empanelled Hospital anywhere in the Country.
  5. Under PMAJY, the States are free to choose the modalities for implementation. They can implement the scheme through insurance company or directly through the Trust/ Society or mixed model.
  6. There is no restriction on family size, ensuring all members of designated families specifically girl child and senior citizens get coverage.
  7. At National level, National Health Authority (NHA) has been set up to implement the scheme.
  8. MoU has been signed between National Health Agency (now National Health Authority) and 33 States/UTs to implement PMJAY.
  9. About 1393 treatment packages are available for the beneficiaries under PMJAY.
  10. The details of package, operational guidelines and key features are available at www. pmjay.gov.in.

Any beneficiary of PMJAY can approach any empanelled hospital in the country under PMJAY to avail the benefits. It is an entitlement based scheme and does not involve enrolment, or issue of plastic cards. On establishment of the beneficiary’s identity, services are rendered to him/her in a cashless manner.

The Minister of State (Health and Family Welfare), Shri Ashwini Kumar Choubey stated this in a written reply in the Rajya Sabha here today, 12th February, 2019.

CGHS is presently operational in 37 cities all over the country. A list of cities presently covered under CGHS is given below:

Besides, steps have been taken to cover more cities under CGHS, as follows:-

Necessary Order regarding opening of new CGHS Allopathic Wellness Centres at Kochi, Varanasi, Srinagar, Jalandhar, Visakhapatnam, Baghpat, Faridabad and Jabalpur has been issued.

The order regarding merger of 33 Postal Dispensaries with CGHS has also been issued.

CGHS pensioner beneficiaries residing in non-CGHS areas have the following options to avail medical facility under CGHS:-

They have the option to avail CGHS facility by registering themselves in the nearest CGHS city after making the required subscription.

CGHS pensioner beneficiaries (and their dependent and eligible family members), who are holding a valid CGHS card and are residing in a non-CGHS areas shall be eligible to obtain treatment from Government Hospitals (Central Govt./State Govt./Local Self Government/hospitals recognized under CS (MA) Rules, 1944/hospitals and clinics empanelled under ECHS) and submit the medical reimbursement claim to the Additional Director of the concerned CGHS City, where the CGHS card is registered through CMO in-charge of CGHS Wellness Centre, where the CGHS card is registered.

In case of non-emergency treatment from hospitals approved under Central Services (Medical Attendance) Rules, 1944 and Ex-Servicemen Contributory Health Scheme (ECHS), it is necessary to obtain prior approval from CMO in-charge of concerned Wellness Centre where the CGHS card is registered.

In case of medical emergency, treatment may be obtained from any hospital and medical claim shall be submitted to the Additional Director/Joint Director of the concerned CGHS City through CMO in-charge of concerned CGHS Wellness Centre, where the CGHS card is registered.

The Minister of State (Health and Family Welfare), Shri Ashwini Kumar Choubey stated this in a written reply in the Rajya Sabha here on 12th February, 2019.

With profound grief CHQ reports the sad demise of Com.Padmam Sekhar, wife of Com.P.V.Chandrasekharan, veteran leader and Patron of AIBDPA at 1145PM on 11-02-2019. She was admitted in a Thiruvananthapuram hospital in the morning on 11-02-2019 and the end came due to a massive heart attack. Com.Padmam was a regular participant along with Com.PVC in our conferences, including the last Tirupathi All India Conference and the 5th Kerala Circle conference held at Kollam on 11-12, November, 2018. The cremation will take place on 13-02-2019.

CHQ pays homage and conveys heartfelt condolences to Com.PVC, his son Naveen Sekhar, daughters Shyni Sekhar, Sindhu Sekhar and other family members.

The future of the families of the 1.70 lakh BSNL employees is in dark. The government wants to kill BSNL. It does not want BSNL to compete on equal footing with Reliance Jio. So, it does not want to allot 4G spectrum to BSNL. It does want to allow BSNL to generate revenues from it’s vacant lands. It does not even want BSNL to take bank loans, while the private telecom companies, including Reliance Jio, are taking lakhs of crores of rupees as loans from government banks. It is doing everything to starve the families of the employees, by seeing to it that the employees do not get their salaries in the days to come. It wants to reduce the retirement age of the employees from 60 to 58. It is doing everything to create panic among the employees and thereby compelling them to take VRS and go home. According to Modi government, Reliance Jio is the government company and not BSNL. The government is doing everything to promote Reliance Jio. The Indian Railways has dumped BSNL and has taken connections from Reliance Jio. Who is behind this decision? We shall not allow this injustice. Come on comrades! Let us stand up and fight against the conspiracy of the government to finish off BSNL. The people are the real owners of this great BSNL. They are our masters. Let us go to the people of this country and seek their support to save BSNL. It is the people who finally win. The AUAB has called upon the employees to organise “Rallies With Family Members” on 15-02-2019. BSNLEU calls upon the circle and district unions to take all out steps to make the rallies a historic success. BSNLEU calls upon each and every employee not to feel shy of bringing their families to the streets on 15-02-2019.

NILGIRI DISTRICT CONFERENCE

  

Com.Xavier presided over the Neelagiri District Conference at Cunnoor on 03-02-2019. Com.C.K.Narasimhan, Circle Secretary inaugurated the conference with a spirited speech covering the vital issues. Com.R.Sathasivam welcomed all. Coms. Jacob Morris, District Secretary, BSNLEU and Com.K.R.Ravi greeted the conference.

In the subject session, Com.Gurusamy, District Secretary presented the report and accounts and Com.N.Kuppusamy ,Circle Assistant Secretary replied to the discussion. After adoption of report and accounts, a 13 member new set of office bearers were elected and the important functionaries are;

President ; Com. R.Sathasivam, District Secretary : Com. V.Maheswaran and Treasurer : Com. N.Arokyanathan.

A seminar on the subject “Exploitation of the government and pensioners” also took place which was participated by Com.S.Mohandoss, CHQ Vice President and a host of leaders representing various organisations.

 

 

 

AHMEDABAD TELECOM DISTRICT CONFERENCE HELD.

Ahmedabad Telecom District Conference has been held successfully on 03-02-2019. Com.N.N.Patel, Circle President inaugurated the conference and narrated the current developments on important issues. Com. G.J.Kori, District President was in chair. Com.K.V.patel, District Secretary welcomed the gathering and presented the report. Com. N.J.Desai , Treasurer submitted the accounts. Coms. Dipakbhai H Trivedi, Circle President, BSNLEU and K.R.Varma, District President, BSNLEU addressed the conference.

New set of office bearers with Com.G.J.Kori (President), K.V.Patel (District Secretary) and Com.N.J.Desai (Treasurer) were elected unanimously.

AUAB LEADERS’ MEETING WITH ADDITIONAL SECRETARY, DOT.

    Representatives of AUAB met Shri Anshu Prakash, Additional Secretary, Telecom, yesterday the 06.02.2019.

The representatives of the AUAB once again met Shri Anshu Prakash, Additional Secretary, Telecom, yesterday. They expressed their disappointment and agony over the non-implementation of the assurances given by the Hon’ble MoS(C) on 3rd Pay Revision, allotment of 4G spectrum, payment of pension contribution of actual basic pay and pension revision. They pointed out how hurdles and road-blocks are being created by the DoT, in the settlement of 3rd Pay Revision and other demands of the employees, as well as in the issues related to the financial revival of BSNL. They expressed their serious disappointment that the DoT has still not sent the Cabinet Note, for getting relaxation from the Affordability Clause of 3rd PRC, on the issue of pay revision of the employees. On the important issue of Pay Revision, the AS(T) avoided stating anything. However, on the issue of allotment of 4G spectrum to BSNL, he stated that it came up for discussion in the Digital Commission meeting held on 05.02.2019, and that the Commission has decided to refer the matter to the TRAI.
