District Conference of AIBDPA Palanpur

The 4th Biennial District Conference of AIBDPA Palanpur, GUJARAT was held on 18-07-2026 at Palanpur. Com. M B Chaniyara, CHQ Vice President & Circle Secretary inaugurated the conference. Com. L.D.Dariyan (Patron), Com. S C Soni (President), Com. V M Darji (Secretary), K.P.Khasetia (Treasurer) were elected as office bearers.

FCPA MEETING AND THE DECISIONS

Forum of Civil Pensioners Associations had its first physical meeting  at 9 30AM on 19th July, 2026 at Maharashtra Bhawan, Chennai. Com. Shiva Gopal Mishra, President presided and guided the meeting till it concluded at, 1PM.

Before the meeting started, 13th Foundation Day of AIPRPA, the mighty organization of Postal and RMS Pensioners Association was celebrated on the occasion. The specially arranged cake was cut by veteran leader Com. V A N Namboodiri, Com. Pankajam Namboodiri, Com. Shiva Gopal Mishra, Com. K. G. Jayaraj and Com. D. K. Debnath and all of them spoke briefly highlighting the important role being played by AIPRPA in the pensioners movement in the country.

Initiating the FCPA Meeting, Com. Shiva Gopal Mishra gave a brief account of developments on 8th CPC, the anti-worker and anti-pensioner policies of the Modi government and the imperative situation to continue the struggle. In such a situation we have to broaden the FCPA with more organizations and intensify the struggles.

Welcoming the participants, Com. K. G. Jayaraj narrated the glorious struggles by the Central Government Employees and Pensioners in the past, cruel victimisation and the significant achievements gained. Through the Validation clause, the Government is targeting those drawing the Old Pension ( defined statutory benefit pension ).  All the constitutional institutions are being influenced and controlled by the Government. In  such a scenario, even courts are hesistant, rather wary of issuing judgment against the Government. Referring to the agenda items, Com. K. G. Jayaraj observed that by and large, the 2nd phase of agitation launched by FCPA has been successful. He also proposed a three phased agitation to be launched, (1) Call Attention Day in August (2) Three days Dharna at state capitals and (3) Parliament March during the winter session of Parliament. In the changed situation, other important issues confronting various sections of pensioners are to added in the Charter of Demands.

A delegation of FCPA consisting of Com. G. L. Jogi, Com.R. K. Mudgal, Com. Anupam Kaul and Com. Iswar Singh Dabas had discussion with the team of advocates of Senior Advocate Shri. Vikas Singh and ascertained the exact position of the case in the Supreme Court filed against Validation clause by NCCPA and 18 other organizations. The advocates have stated that the case is being dealt with all the seriousness and expected purposeful hearing on 25th August, 2026.

Com. V. A. N. Namboodiri addressed and recalled the memory of 1974 Strike in which hundreds of railway unions joined together to fight for the genuine demands of employees and the severe vicimisation faced. He exhorted for whole hearted participation in the struggles to safeguard our genuine rights.

Participating in the discussion, Com. D. Balasubramanian, General Secretary, AIFPA supported the proposal for the next phase of agitation. He further stated that Modi government is for finishing the OPS.

In recognition of the excellent services and arrangements, the Reception Committee Comrades including Coms. P. Mohan, R. Rajasekar and K Govindaraj were felicitated by Com. K. G. Jayaraj.

Coms. S. K. Sharma ( CGPA, Jaipur ), Com.S. Sridhar ( AIRRF) Com. K. Jairam ( AIRBSNLEWA)and Com. R. K. Mudgal ( MREWA ) also participated in the discussion.

Finally, the meeting took the decision for the agitation as follows ;

(1) Call Attention Day at all levels on 19-08-2026.

(2) Three days Dharna at state capitals on 17th, 18th and 19th

 September, 2026.

(3) Parliament March on 25-11-2026.

Demands.

1.Scrap the draconian Validation of Pension Rules Act-2025.

2. Modify the retrograde Terms of Reference of 8th CPC to ensure pension revision of pre 2026 pensioners.

3. Grant Interim Relief

4. Merge 50% DA/DR with pay / pension

5. Revise the pension of BSNL / MTNL absorbed pensioners due from 01-01-2017

6. Updation of Bank pension.

7. Extention of 8th CPC benefits and CGHS to Autonomous Bodies

8. Restoration of Commutation after 10 years and 8 months.

9. CGHS and Health related issues.

10. Parity in pension.

Efforts should be made to hold the FCPA meeting at state and district levels to ensure participation of more organizations and to see that all the agitations are held with maximum mobilization of the pensioners.

Let us unite and fight.

National Executive of NCCPA at Chennai on 18-07-2026

Open Session.

The National Executive of NCCPA at Maharashtra Bhawan, Chennai started with flag hoisting by veteran leader and Patron, Com. V. A. N. Namboodiri followed by offering floral tributes to the martyrs at 10 AM.

The open session began at 10.30AM. Com. V. A. N. Namboodiri presided. Com. K. G. Jayaraj, Officiating Secretary General welcomed one and all. He also made a presentation on the memorandums submitted to the 8th CPC in the form of 18 and 9 questionnaire. As there is no progress on the issues of Validation clause and retrograde Terms of Reference of the 8th CPC even after two phases of agitation, the National Executive is duty bound to decide appropriate third phase of agitation.

Com. Shiva Gopal Mishra, President, NCCPA and Secretary, Staff side of NJCM inaugurated the open session. He elaborated on the recent developments with regard to the 8th CPC and the discussion had with full member CPC on two occasions in New Delhi. Though the Chair -person of the 8th CPC stated that pension revision can’t be discussed, he assured that it will be discussed and sorted out. Otherwise, we have no other option than big struggle. Pensioners have no religion or caste and they can’t be discriminated. The Government is on a privatization spree. Modi government has become serious threat to democracy. We have to build broad unity and fight against the onslaught.

Com. D. K. Debnath, Deputy Secretary, NCCPA & General Secretary, AIPRPA, Com. S. K. Sharma, Working President, NCCPA, Com. A. K. Ghosh, Working President, NCCPA, R. Elangovan, President, DRPU and S. Sridhar, President, AIRRF addressed the open session and reiterated for further struggles.

With vote of thanks by Com. R. Rajasekar, Reception Committee, the open session was concluded at 1.30 pm. More than 400 comrades participted and the hall was jampacked. The Reception Committee under the leadership of Coms. P. Mohan, C K Narasimhan, R. Rajasekar and K Govindaraj have made excellent arrangements for the successful conduct of the National Executive on 18th and FCPA meeting on 19th July, 2026.

By 2 pm the committee started with com. A K Ghosh in chair.Com.Misraji was present in Dias. Officiating General Secretary Com..K G Jayaraj presented organisational issues and proposed 3 phased agitational programs culminating in DELHI MARCH in the winter session of Parliament.

As part of discussion,Com. R.Muraleedharan Nair ,General Secretary,AIBDPA fully supported the proposal of General Secretary and requested NCCPA to include the issue of pension revision of BSNL/MTNL Pensioners in the charter of demand. R.Muraleedharan Nair also requested Com.Shivgopal misraji to spare his valuable time to convene a meeting of all the pensioners associations of BSNL/MTNL to explore the possibility of a consensus and avoid further litigation. Also, it is requested that Secretary Staff side may utilise his good office to arrange another round of discussions at the level of Secretary, DOT. Com.Misraji , present in the Dias immediately responded positively.

After detailed discussions, the following decisions were taken unanimously.

1.Decided to organise Parliament March during winter session of parliament.

2.Demands day and 3 days DHARNA ,Prelude to the parliament march.

3.Demands will include Validation Act, TOR of 8th CPC, Pension revision of BSNL/MTNL, CGHS issues-which can be finalised by 19-07-2026 at the FCPA Meeting.

Glimpses of Demands Day as per call of Coordination COC (AIBDPA, BSNLEU, BSNLCCWF)

Dear comrades,

As per the call of COC, the Demands Day was observed throughout the country on today, the 16th July 2026. Right from Kashmir to Kanyakumari BSNL employees, pensioners and casual/contract workers protested demanding pay/Pension revision and also against the anti labour policies of the union government.

CHQ Congratulates all the leaders, workers and pensioners for observing the day all over the country. Let us keep the unity and enthusiasm to make the Dharna program on 22, 23 & 24th July 2026 and also the Parliament march on 07-08-2026.

DELHI HIGH COURT ORDER FULLY VINDICATES AIBDPA STAND ON PENSION REVISION.

OBSERVE 11th July 2026 as STRUGGLE REMEMBRANCE DAY

The historic P&T strike started on the 11th July 1946. The strike started by All India Postmen & Lower Grade Staff Union and later developed into P & T strike.

The entire communication system was paralysed and the British government was compelled to discuss the issues with the union leaders and settle the strike.

 
The 5 days historic strike by Central Government Employees was also started from 11th July 1960 demanding Need Based Minimum Wages, DA on the basis of cost of living etc.
Essential Service Maintenance Order was promulgated and thousands of employees including women were jailed and thousands terminated.

NCCPA has called upon all the associations to organise flag hoisting,meetings etc. to salute the great warriors,who took part in the glorious struggles.

All CHQ Office Bearers,Circle Secretaries and functionaries are requested to organise suitable programmes to memorise the historic strikes.

CENTRAL EXECUTIVE COMMITTEE Meeting of the association will be held virtually on 13th July 2026 from 1500 hrs.

Expected IDA (2007) Rate w.e.f. 1st July 2026

As per Consumer Price Index numbers released by Labour Bureau on 30-06-2026, IDA Rate on 2007-Pay-Scale & Pension is likely to INCREASE by 3.5% w.e.f. 1st July 2026 i.e. 238.3% (existing) + 3.5% (increase) = 241.8% (from July’26).

Will come into effect for BSNL Pensioners only after DPE issues necessary orders
