Glimpses of CALL ATTENTION DAY on 19-8-2026

CONGRATULATIONS

CHQ heartily congratulates all functionaries of AIBDPA and the thousands of pensioners who made the “CALL ATTENTION DAY” on 19th August 2026 a grand success throughout the country.

Despite inclement weather in many parts of the country, our pensioners came out in large numbers, held Dharnas, and submitted memorandums addressed to the Hon’ble Prime Minister of India at Central Government offices. This massive and disciplined response has once again demonstrated the unity, determination and fighting spirit of Civil Pensioners.

The overwhelming participation has sent a strong message to the Government that we will not accept any further delay in settling our long pending demands, 11-point Charter of Demands including BSNL/MTNL pension revision w e f 01-01-2017.

THE STRUGGLE CONTINUES

We must now gear up for the 3-Day Dharna at all State Capitals from 17th to 19th September 2026, and for the historic Parliament March at Jantar Mantar, New Delhi on 25th November 2026 to “Rock the Capital”.

Let us carry forward this momentum with greater unity and resolve.

19TH AUGUST 2026 – THE FIRST STEP TO ROCK THE CAPITAL

Comrades,

As per the joint call of NCCPA & FCPA, civil pensioners all over the country are fully prepared to observe “CALL ATTENTION DAY” on 19th August 2026 and to submit memorandums addressed to the Hon’ble Prime Minister of India at all Central Government offices.

As per reports received from various states and districts, our campaign is gaining tremendous momentum. Pensioners are highly enthused with the 11-point charter of demands, which includes the most vital demand of pension revision of BSNL/MTNL pensioners w.e.f. 01.01.2017.

All District/State units are requested to: 

1.  Ensure maximum participation in the Dharna and Memorandum submission on 19th August 2026.

2.  Send reports with photos and press clippings to CHQ of AIBDPA & NCCPA immediately after the program.

The Road Ahead 

Immediately after the 19th August program, we have to start preparations for the successful implementation of the 3-Day DHARNA at all State Capitals from 17th to 19th September 2026.

The CALL ATTENTION DAY is the first step. The 3-DAY DHARNA is the next step. Both are crucial steps towards the PARLIAMENT MARCH which will rock the capital of India at Jantar Mantar, New Delhi on 25th November 2026.

Let us make 19th August a grand success and send a strong message to the Government.

REVIEW OF PARLIAMENT MARCH

Comrades,

In spite of the inclement weather conditions in Delhi on 7th August 2026, BSNL employees, pensioners, and contract/casual labourers converged in large numbers at Jantar Mantar to express their indignation and anger against the anti-labour, anti-pensioner attitude of the Union Government.

Around 1500 comrades participated in the struggle with great determination. The Ministers and their political strategists are now working day and night to win over the confidence of the youth of this country.

The question is: 

Will the Government be inclined to do justice to BSNL employees and pensioners? 

Or else, we will be forced to intensify our struggle without any further delay.

Comrades, 

Now that we have successfully organized the agitation, it is absolutely necessary to conduct an immediate review. CHQ had communicated the minimum number of participants expected from each Circle. 

In this connection, Circle Secretaries are requested to send a brief review report to CHQ, including the number of participants from their respective Circle and the number of participants from AIBDPA. The report may be sent to the personal WhatsApp number of the General Secretary – do not post in the CHQ group.

Rain Can’t Wash Away Our Resolve – BSNL Workers Stand Firm!

Thunder rolled. Rain lashed down. And still, workers under the banner of the BSNL Co-ordination Committee- BSNLEU, AIBDPA, and BSNL CCWF- held their ground on dharna, refusing to let the skies do what the government has failed to do for nine years: break their resolve.

Comrade Sudip Dutta, National President of CITU, stood in solidarity with these fighting employees on behalf of the organisation- a reminder that this is not BSNL’s fight alone- it is the fight of the entire working class!

For close to a decade, BSNL workers have been denied what is rightfully theirs. Wage revision due since 2017- buried under an “affordability clause” that punishes workers for losses caused by the government’s own decisions: the years of denied 4G spectrum, the restrictions on equipment procurement, the capital support that came too late and too little. Pension revision, also due since 2017, remains unsettled even as courts have vindicated workers on connected issues. TSMs and casual workers- some with 20 to 25 years of service-are still paid on outdated 6th Pay Commission rates, denied minimum wages, denied PF and ESI, denied dignity.

And now, “restructuring.” VRS after VRS has already halved BSNL’s workforce since 2019. A new pilot project threatens to hollow out services further- not to save BSNL, but to prepare the ground for its eventual disinvestment.

Let’s be clear: BSNL did not lose to the market. BSNL was made to lose- by policy, by design, by a state that poured lakhs of crores into managing decline while calling it revival. The affordability clause is not a law of nature. It is a choice. And choices can be reversed- if workers force the issue.

Today, in the rain, BSNL workers showed exactly the kind of resolve this fight demands. No storm-natural or political- will wash away their demand for justice.

We say it plainly: Protect BSNL. Settle wages. Settle pensions. End the retrenchment of contract workers. Stop the restructuring that serves privatisation, not the public.

FINALLY, GENUINE CASES OF OUR COMRADES ARE SETTLED AND HENSE, TODAY IS VICTORY DAY. OUR CIRCLE SECRETARY COM.M I JAKATI DESERVES THE CREDIT AND ALSO HIS ENTIRE TEAM OF MAHARASHTRA.

IT IS A GREAT ACHIEVEMENT FOR 180 ST VRS RETIREES

This is a great victory achieved through relentless efforts and sustained struggles. The determination and leadership of our vibrant Circle Secretary, Com. M. I. Jakati, deserve special mention. We congratulate all 180 comrades and their families for standing firm with AIBDPA. CHQ is gratified that our vision and perspective on the issue have finally borne fruit.
