IDA Iincrease of 3.4% from 01-04-2013
IDA increase is 3.4% w.e.f. 01-04-2013. The total IDA, thus payable comes to 74.9% ( 71.5% +3.4% =74.9%). Similarly, the IDA increase on pre- revised pay scales is 5.8% and the total IDA payable on pre- revised pay scales comes to 195.3% ( 189.5% + 5.8%= 195.3% )

78.2% IDA fixation – Meeting with Joint Secretary (T) DoT
Com. V.A.N. Namboodiri, President, BSNLEU & Advisor AIBDPA, Com. K.G. Jayaraj, General Secretary, AIBDPA and Com. Adhir Kr. Sen, Vice President, BSNLEU, met Shri V. Umasankar, Joint Secretary (T) Department of Telecom on 19th March, 2013 and urged for early approval of 78.2% IDA fixation. The Joint Secretary stated that there has been objection from the DPE (Department of Public Enterprises) in this issue on the plea that BSNL has become a sick unit. The leaders replied that it was the directive of DPE to revise wages in PSUs with 78.2% IDA fixation w.e.f. 01.01.2007 and at that time BSNL was not a sick unit. The Joint Secretary then assured that he will do the needful to settle the issue favourably without sending the file to DPE.
Regarding the USO Fund of Rs.1500 crore granted to BSNL, the payment is likely to be delayed as the proposal was submitted to the Department of Expenditure after finalization of allocation for the supplementary budget. However, the Joint Secretary agreed for early refund of Rs.6500 crore levied from BSNL towards additional spectrum charges.

Government to Charge Private Telecom Companies Rs.2764 crore
The Department of Telecom is proposing to issue demand notices to nine 2G mobile operators to pay Rs.2764 cr. for continuing the services after the Supreme Court order dated February 2, 2012.
The Supreme Court had directed the DOT to collect this fee from all companies that continued to offer services after the February 2 order. Accordingly notice is being issued to collect the amount from the following operators. Etislat DB – Rs.609.02 cr. Idea Cellular – Rs.162.08 cr. Loop Telecom – Rs.389.48 cr. STel – Rs.17.96 cr. Sistema Syam – Rs.463.14 cr. Spice Communications – Rs.108.90 cr. Tata Telecommunications – Rs.501.11 cr. Uninor – Rs.513.40 cr. This fee is set on base price fixed for auction in November 2012. Actual charge may vary as DOT has assumed that all operators have continued operations after February 2 to March 15, 2013.
DOT is slapping penalty on some telecom companies for shutting down services without notice. STel and Loop Telecom are to pay Rs.250 cr. and Rs.700 cr. respectively. But those companies have challenged the notice of DOT in the court.
Notices are also issued to some other players including Etisalat DB to Rs.687 crore for breach of licence conditions, including failure to meet roll out obligation.
The government, mainly on compulsion from Supreme Court issues notices and even ultimatum to the private telecom companies. But these telecom companies seldom comply and who is bothered?

Kerala CEC decides for Meet the Pensioners campaign
The Circle Executive Committee meeting of Kerala, held on 15th March, 2013 at Thiruvananthapuram has decided to conduct an effective campaign, ‘Meet the Pensioner’, from 15th April to 15th May, 2013. During this period the District level AIBDPA squad will go to every BSNL DOT Pensioners, enroll them as member of AIBDPA and subscriber of Tele Pensioner and also campaign for the three phased agitational programme decided by the AIC.
The meeting also decided to campaign effectively and jointly with BSNLEU units for the resounding victory of BSNL Employees Union in the 6th referendum to be held on 16th April, 2013.
Com. P.V. Chandrasekharan, Circle President presided. Com. N. Ramesan, Circle Secretary presented a brief report on activities and all the office bearers and district secretaries participated in the discussion that followed.
