SHRI.T.RAJENDRAN, SENIOR GMT (RTD) JOINS AIBDPA

Com. K. Vasudevan, District Secretary, Palakkad has reported that Shri. T. Rajendran, Sr. General Manager, BSNL, Palakkad, who retired from service on 30th June, 2014 has joined AIBDPA.

CHQ heartily welcome Shri. T. Rajendran to the AIBDPA family.  

78.2% IDA MERGER- COM.V.A.N.NAMBOODIRI’S MEETING WITH DOE OFFICERS.

Com.V.A.N.Nambbodiri, Advisor, AIBDPA has met Shri.Vijay Singh, Director(Admn) and Shri. Vivek Ashish, Under Secretary, Department of Expenditure on today,the 24th July,2014 and handed over a copy of the office memorandum of DOT,containing the clarifications sought by the Department of Expenditure on 78.2% IDA merger. Earlier on 22nd July the Department of Expenditure had denied receipt of the same sent through Central Registry on 15th July and had assured processing if a copy of the same is given. However ,the Director confirmed receipt of the letter on yesterday,the 23rd July, 2014.

Both the officers have assured Com. V. A. N. Namboodiri  early action in the matter,when he discussed the issue and narrated the developments involving undue delay.

BSNL LOSS IN 2013-14-Rs.7085 CRORE

Minister for Communications & IT,  Shri. Ravi Shankar Prasad has stated in the Parliament that BSNL incurred a loss of Rs.7085 crore in the year 2013-14. However, MTNL has made a profit of Rs.7825 crore by virtue of government aid , write back of provisions on account of pension liabilities and spectrum amortization. In the previous year,2012-13, MTNL loss was Rs.5321 crore and the loss of BSNL stood at 7884 crore.

Meeting with 7th Central Pay Commission- ≈ As per the invitation of the VII Central Pay Commission, the leaders of the Bharat Central Pensioners Confederation (BCPC), Coms. S. Maheswari, President, S.K.Vyas, Secretary General, V.A.N.Namboodiri, DY.SG(HQ), R.L.Bhattacharjee and others met the VII CPC today, 23rd July and presented in detail the demands of the Central and BSNL Pensioners. They demanded the abolition of the NPS and to include all new employees in the old pension scheme, 67% of pay as Pension, the minimum pay scale as minimum pension, merger of DA with pay, Interim Relief, CGHS to be available to the Postal employees etc. which are all included in the memorandum. Com.V.A.N.Namboodiri brought to the notice of the CPC about the difficulties experienced by the BSNL absorbed DOT employees with regard to Pension Revision and demanded that the Government should grant Pension Revision on the the basis of the BSNL wages without any hindrance. The issue of 78.2% IDA pension revision and the need for early resolving were also mentioned. The VII Central Pay Commission Members with Chairman Justice Shri Ashok Kumar Mathur and all other members were present. Though the meeting was scheduled for 45 minutes, discussion took place for about one and half hours. The Commission heard the delegation keenly and put many questions which were answered effectively.

78.2% IDA MERGER-DOT LETTER YET TO BE TRACED AT DOE.

Today also,Com.K.G. Jayaraj, General Secretary has contacted the Department of Expenditure and both the Under Secretary and Section Officer denied receipt of the DOT office memorandum, containing clarifications sought by the Department of Expenditure on 78.2% IDA merger. Then, General Secretary ascertained from the Director (Establishment), DOT that the letter was sent from the Central Registry on 15-07-2014.

BUT WHERE IT HAS GONE?

CHQ is arranging to give a copy of the letter to the concerned section in the Department of Expenditure so that the file can be processed without further delay.

SPECTRUM SHARING-TRAI RECOMMENDATION ONLY TO BENEFIT PRIVATE TELECOS.

It is reported in the press that the Telecom Authority of India has recommended to the Department of Telecom to allow sharing of all categories of spectrum. It will give undue advantage and benefit to the major Private Telecom Companies such as Bharti Airtel, Vodafone, Idea Cellular, Reliance Communications and Tata Teleservices. The recommendation, if accepted, is certain to curtail the revenue to the Central Government from auction of spectrum.

Naturally, the private operators have welcomed the recommendation of TRAI and have further demanded not to levy the spectrum usage charges and should not restrict it to bands.

78.2% IDA MERGER-FILE YET TO REACH THE SECTION.

Com. K. G. Jayaraj, General Secretary has contacted the section officer,Shri. Sanjay, Dept of Expenditure on today, the 21st, July, 2014 to know about the progress on 78.2% IDA merger issue. But the section officer stated that the file has not come to his section and wanted to know to whom it was addressed. General Secretary told him  that the DOT office memorandum dated 11th July, 2014 containing clarifications on the queries raised by the Department of Expenditure, addressed to Shri.Biplab Kumar Roy, Under Secretary, Department of Expenditure, North Bloc, New Delhi was sent on 15-07-2014.Then,the section officer agreed to check up with the Under Secretary and do the needful. General Secretary also informed this matter to the Director (Estt), DOT for confirming the receipt of the file at Department of Expenditure.

MINISTER SAYS UNIONS WILL BE CONSULTED ON REVIVAL OF BSNL

Shri. Ravi Shankar Prasad, Minister for Communications & IT has stated in the Parliament that the unions will be consulted before any decision on revival of BSNL and MTNL, including merger of BSNL & MTNL, is taken. However, the Forum of unions/associations has not received any communication so far from the minister, though the Forum had written to the minister for a discussion on important issues much earlier.

BCPC INVITED FOR PRELIMINARY DISCUSSION BY PAY COMMISSION.

The 7th Pay Commission has invited BCPC leaders for a preliminary discussion on 23rd July,2014. Com. S.C. Mahehwari, President, Com. S.K.Vyas, Secretary General and Com. V. A. N. Namboodiri, Dy Secretary General (HQ) and Advisor, AIBDPA will participate in the discussion.

NCCPA NATIONAL EXECUTIVE MEETING IN NEW DELHI

It has been notified to hold the national executive meeting of NCCPA at 11 AM on 25th July,2014  at D-7, Telegraph Place, Gole Market, New Delhi. The meeting will discuss the issues related to the memorandum submitted to the 7th Pay Commission and also assess the progress in the preliminary interaction with the Pay Commission on 23rd July,2014. Com. V. A. N. Namboodiri, Advisor will represent AIBDPA in the meeting.
