78.2% IDA MERGER- MEETING WITH DDG(ESTT)

In continuation of the discussion held with Member (Services) on yesterday,Com.K.G.Jayaraj, General Secretary met Shri.S.K.Jain, DDG (Establishment) on today,6th October, 2015 and had a detailed discussion on 78.2% IDA merger. The DDG called the Director (Estt) in charge also to join the discussion. Both of them agreed to do the needful in the matter. However if any help from the regular Director (Estt) Shri.Prachish Khanna is required,then we may have to wait for his return from the two weeks training.

70th ANNIVERSARY OF WFTU OBSERVED

The Central Trade Unions observed 70th anniversary of World Federation of Trade Unions (WFTU) on 3rd October, 2015 throughout the country. In New Delhi, on the day, the 3rd October, 2015, a rally of workers was held from AITUC Head Quarters, Dindayal Upadhaya Marg to CITU Head Quarters, BTR Bhawan, Rouse Avenue in the evening. . Later on, a meeting highlighting the history of WFTU and it’s role in the movements was held. Coms. Tapan Sen,MP, GS, CITU ,H. Mahadevan, AITUC, Abani Roy,UTUC and other leaders of CTUs addressed.The meeting was presided over by a presidium of Coms. Hemmalata, CITU and others.Com.K.G.Jayaraj, General Secretary participated fully.From BSNLEU, comrades from Haryana and UP(West) including CS,Haryana, Com. M.S.Kadiyan, com Upender Singh Teotia, CS,UP(West) with the Deputy General Secretary, Com Swapan Chakraborty, com T.A.Biju,Office Secretary, CHQ  participated.

 

Anti-Victimisation Convention at Thiruvananthapuram by BSNLEU, SNEA, BSNLCCWF

The Anti-Victimisation Convention held at Thiruvananthapuram on 5th October 2015 by BSNLEU, SNEA and BSNLCCWF was massively attended with comrades coming from all parts of the state. The Bankmen’s Hall, where the convention was held was full and overflowing with comrades.

The Convention was presided by Com. George Verghese, Circle Secretary SNEA and Chairman of the Joint Action Committee. Com. K.Mohanan, Circle Secretary BSNLEU Kerala Circle and Convener of the JAC welcomed all the participants and the invitees. He narrated the developments consequent to the agitation by the Casual Contract workers and employees and the arrogant way the CGM dealt with the same and victimised the leaders of BSNLEU and SNEA, who fully supported the struggle. Coms. V.A.N.Namboodiri, President, BSNLCCWF, P.Abhimanyu, General Secretary, BSNLEU, Rajan, Treasurer, SNEA, P.V.Chandrasekharan, senior leader and Patron,AIBDPA, Animesh Mitra, General Secretary, BSNLCCWF, Saibal Sen Gupta,Treasurer, BSNLEU, N.R.Somasekharan Nair, Circle Secretary, CCLU,, Pratap Kumar Asst. General Secretary, BSNLEU, Vijayakumar, Org. Secretary, R.Muralidharan Nair, former AGS, BSNLEU, Muralidharan, Circle secretary, P.III Union, Bhagya Lakshmi, Convener, Mahila Committee and many other leaders addressed the convention.

All the speakers in strong words condemned the victimisation of 15 comrades, who were issued with charge sheet, suspended and also filed FIR against them. The Arrogant CGM MSS Rao, who is in the ‘Agreed List’ (list of persons against whom vigilance cases are there) is trying to disturb the services in the circle as also victimising the union workers. He was transferred, but by going to court he got stay and is clinging to his post in Thiruvananthapuram. The convention congratulated the workers for their sustained struggle and assured that all efforts would be made to ensure that the transfer of the concerned CGM is immediately got implemented.

 

78.2% IDA MERGER- MEETING WITH MEMBER (SERVICES)

Today, Com.K.G. Jayaraj, General Secretary has met Shri.Narendra K Yadav, Member (Services), DOT and discussed the issue  of 78.2% IDA merger to BSNL pensioners who retired  before 10-06-2013. On 1st October, 2015,General Secretary had a talk with Shri.Prachish Khanna, Director (Establishment),DOT who had stated that yesterday only he got the file and it is being processed. When asked whether the cabinet note will be now submitted to the cabinet,he had replied that it should again go to the Department of Expenditure. Today General Secretary wanted  to meet him in person to have an on the spot progress on the issue. Unfortunately he was not there and his office staff told that he is on leave for two weeks.

It was on this background that General Secretary met the Member(Services) and brought his notice the above facts. The Member(Services) stated that Shri.Prachish Khanna is not on leave but deputed for a training program for two weeks. General Secretary expressed his strong concerns about the possible delay in processing the file in the absence of the Director(Establishment), Member (Services) assured that some alternate arrangement will be made.

COM.V.A.N.NAMBOODIRI ADDRESSES SPECIAL MEETING HELD BY NAGERCOIL DISTRICT.

Nagercoil District Branch organised a special general body meeting on 3rd October,2015 utilizing the opportunity of Com. V.A.N.Namboodiri’s presence to attend the All India Conference of BSNL CCWF. The meeting was presided over by Com.Sankaralingam and Com. V.A.N.Namboodiri spoke on the latest developments with particular thrust to 78.2% IDA merger to BSNL pensioners. Com.S.Mohandoss, CHQ Vice President and Circle President also addressed elaborately. Com.Meenakshi Sundaram,District Secretary welcomed. Com.K.Kaliprasad, CHQ Organising Secretary participated.

BSNL CASUAL CONTRACT FEDERATION 3rd ALL INDIA CONFERENCE.

The 3rd All India Conference of BSNL CCWF was held successfully at Nagercoil on 3-4,October,2015. The Conference was inaugurated by Com.A.K.Padmanabhan, President,CITU under the presidentship of Com.V.A.N.Namboodiri,President. Com.A.V.Bellarmin,Ex M.P and Chairman,Reception Committee welcomed. Com.P.Abhimanyu, General Secretary,BSNLEU, Com.S.Mohandoss,Vice President,AIBDPA, Com.Animesh Mitra,Vice President and Com.Tapas Ghosh, General Secretary addressed. Com.Vinod,Secretary, Reception Committee proposed vote of thanks.

The report and accounts presented were passed after discussion. Office bearers were elected unanimously with Com.V.A.N.Namboodiri (President) Com.Tapas Ghosh (Working President) and Com.Animesh Mitra (General Secretary)

Empanelment of AYUSH Hospitals and Ayurveda, Unani and Yoga and Naturopathy Package Rates

OFFICE MEMORANDUM

Subject: Empanelment of AYUSH Hospitals / Centers under CGHS and CS (MA) Rules for Ayurveda. Unani and Yoga & Naturopathy treatments/ procedures and Fixation of Package rates.

Reference is invited to the Notification. No Z. 28015/01/2006-HD Cell/ AYUSH/ CGHS/HQ/Pt-I, dated 03/7/2015 and O.M. No. Z. 28015/01/2006-HD Cell/CGHS dated 3/7/2015.

The undersigned is directed to state that after following the prescribed proceedure and on submission of required documents like Memorandum of Aggreement, Performance Bank Gaurantee and Acceptance letter etc. by the QCI recommended AYUSH Hospitals and Centers for empanelment under CGHS and CS (MA) Rules were considered by the competant aurhority and approved. The list of such AYUSH hospitals and package rates/rates for treatments/ procedures are enclosed as Annexures “A” and “B” respectively. The rates and the O.M. is valid for a period of 6 months from 3/7/2015 to 02/1/2016 or new rates are finilised through fresh tender process whichever is earlier.

2. The undersigned is further directed to clarify as under

(a) “Package Rate” means rates for a package of treatment of standard set of procedures that are administered to the patient while undergoing treatment for a pre-diagnosed disease condition for the specified time period. The package rates which are specified for diagnosed diseases/conditions in Annexure “B” should strictly be adhered. Procedures other than the package rates listed in Annexure “B” for a nonspecific disease condition which is not mentioned under package rates will be considered as per the list. The duration of the treatments should not exceed 34 days for Ayurveda and 28 days for Yoga and Naturopathy in the light of P.M. dated 1-1-2008.

i) This includes all charges pertaining to a particular treatment/procedure including registration charges, admission charges, accommodation charges, cost of medicines, Panch Karma charges, Labor Room charges, charges for Kshar sutra operation/procedure charges Doctor/Consultant visit charges, Monitoring charges, operation theatre charges, procedural charges/Surgeon’s fee , cost of disposable surgical charges and cost of all sundries used during hospitalization related to routine investigations, physiotherapy charges etc. from the time of admission to till discharge. This also is inclusive of all sub-procedures and related procedures to complete the treatment.

ii) No additional charge on account of extended period shall be allowed if that extension is due to any improperly conducted procedure.

(b) The rates not indicated in Annexure “B” in respect of items under the head of admission fee, consultation fee, laboratory Investigations/diagnostic tests/procedures, hospitalization Nursing care, Transportation, engagement of attendants etc. will be the same as prescribed for recognized private Allopathic Hospitals under the CGHS. The rates pertain to 2008 of allopathic system are applicable as the O.M. of the dated 1-1-2008 of AYUSH procedures are extended.

(c) Re-imbursement for treatment/procedures for which prescribed rates have not been indicated in Annexure “B” will be charged as per actual. The Hospitals are not required to give medicines in OPD or at the time of discharge of the patient. Medicines so provided shall not be reimbursable. Procedures / Treatments given to the beneficiary outside the list will be discouraged if justification is not given for doing outside procedures.

(d) Ward entitlement and rates for room charges will be as prescribed earlier for CGHS beneficiaries. Room rent is applicable only for treatment procedures for which there is no prescribed package rate and will include charges for occupation of bed, diet for the patient, charges for water and electricity supply, linen charges, nursing charges and routine up-keeping. Expenses on toiletries, cosmetics, telephone bills etc. are not reimbursable and are included in rates/package rates.

(e) The prescribed rates as indicated in Annexure “B” shall be valid for the period of Memorandum of Agreement required to be signed by the Hospital/ Centre with the CGHS in general but in the present case the period is specified in the second pargraph of the O.M.The additional time taken in the MOA is meant to address any dispute arise between the parties while the activities are in operational or in case if extenion is required to be obtained from the aurhorities in exgensis.

3. The treatment at these empanelled AYUSH Hospitals/Centers may be taken only with the prior authorization/ permission in accordance with the CGHS Rules or the CS (MA) Rules as the case may be in force at the time of taking treatment.

4. (i) In respect of the CGHS beneficiaries permission for treatment is granted by CMO In charge/ Additional Director / Joint Director, CGHS in case of pensioners, former Governors , Former Vice-president Ex-MPs, Freedom Fighters etc. and by Rajya Sabha / Lok Sabha Secretariat as the case may be in case of Members of Parliament by the Registrar General of Supreme Court and by the Registrar Delhi High Court in respect of serving employees and pensioners of case of serving Govt, employees serving employees and pensioners of autonomous bodies covered under CGHS such permission shall be issued on the basis of recommendation from CMO/SMO I/C of the concerned AYUSH dispensary.

ii) In respect of the Government employees covered under the CS (MA) Rules, authorization/permission is to be issued by the concerned administrative Ministry/Department based on the recommendations of the AMA of the concerned system of the medicine.

iii) For Yoga & Naturopathy Office Memorandum NO. 15/11-21/2009/CGHS (SZVCGHS (P) dated 27th October, 2009 which is in free will continue.

5. The AYUSH Hospitals/Centers will not refuse admission/treatment to Central Government Employees or their dependant family members who are not CGHS beneficiaries if they produce certified/ attested copies of identity cards issued by the Government of India and have been referred to the Hospital/Diagnostic centre by the organization in which they are working and shall not charge more than the prescribed package rates/ rates in such cases.

6. An AYUSH Hospital/centre empanelled as above, whose rates for treatment procedures/tests are lower than the prescribed rates shall charge as per actual.

7. (a) Hospitals shall provide credit facility to the following categories of CGHS beneficiaries (including dependant family members, whose names are entered on CGHS Card) on production of valid permission letter:

• Members of Parliament;
• Pensioners of Central Government drawing pension from central estimates;
• Former Vice-presidents, Former Governors and former Prime Ministers;
• Ex-Members of Parliament;
• Freedom Fighters;
• Serving CGHS employees;
• Serving employees of Ministry of Health & Family Welfare (including attached / subordinate offices under the Ministry of Health & Family Welfare); and
• Such other categories of CGHS cardholders as notified by the Government.

(b) Bills should be submitted to the Office of the Rajya Sabha Secretariat / Lok Sabha Secretariat in case of sitting Members of Parliament and to Additional Director. CGHS (Hqrs), Delhi / concerned CGHS city, in case of beneficiaries enlisted above, once in a month.

8. Reimbursement in case of pensioners, former Governors, former Vice-Presidents, ex-MPs, Freedom Fighters, etc.. Is made by Additional Director of concerned CGHS city through BCA and by Rajya Sabha Secretariat / Lok Sabha Secretariat in case of sitting Members of Parliament and by concerned Ministry / Department/ Organization in case of serving Govt, employees, serving employees and pensioners of autonomous bodies covered under CGHS.

9. Any legal liability arising out of such services, responsibility solely rests on the hospital and shall be dealt with by the concerned empanelled hospital/diagnostic centre. Services will be provided by the Hospitals/Diagnostic centers as per the terms of agreement

10. The Hospitals/Diagnostic centers will give a discount 5% on every cash payment charged directly from the beneficiaries.

CGHS beneficiaries are entitled to facilities of private, semi-private or general ward depending on their basic pay / pension. The entitlement is as follows:-

OFFICE MEMORANDUM

Subject: Streamlining Action on Pension grievances-uploading of replies given by the Ministries/Departments to the petitioner on CPENGRAMS.

It has been observed that in most of the cases of pension related grievance, the Ministries/Departments/ Organizations do not upload the replies to the petitioner on the portal and close the cases. It is therefore requested that in case, any letter or orders etc, are issued by the concerned Ministry/Department/Organization for redress of the grievance or for not acceding the request of the petitioner for valid reasons, the same may also be uploaded on the portal CPENGRAMS.

It is again reiterated that since effective grievance redress mechanism is a priority of the Government, the quality of disposal is important and a well reasoned speaking reply should be furnished to the petitioner before closure of grievance an a copy of the same be uploaded on CPENGRAMS.

Tens of warm messages congratulating WFTU for its 70 years of militant and internationalist struggle have arrived from all corners of the world. The Trade union Organizations affiliates and friends of the WFTU underline the significant contribution of the WFTU thoughout the seven decades of its existence in their national struggles for the rights of the working people against imperialism and exploitation. The role of the WFTU in the strengthening of the internationalist solidarity is central in all congratulatory letters. At the same time, all final preparations are taking place for the organizing of activities around the world tomorrow, October 3rd, 2015.

Sao Paulo: The first day of the WFTU central activity concluded with great success.

The first day of the WFTU central activity concluded. The Delegates form more than 40 countries of the world this morning in Brazil discussed about Geopolitics, CELAC (Community of Latin American States and Caribbean) and Transatlantic Association of Trade and Investment.

In the evening the Congress continued with the topic: “The challenges of trade unionism: WFTU 70 years: challenges, struggles and history”, where the General Secretary of WFTU, George Mavrikos gave a speech on the 70th anniversary of WFTU.
