The Staff side of the Central Government Employees has decided to postpone the Indefinite Strike decided from 23rd November 2015,in view of the latest developments, including the Bihar elections, delay in submission of report etc. The strike may be organised during the Budget session in 2016, if the demands are not met by then.

A ban can’t stop the struggle against the privatization of public services !
On October 2, the USB has called a local strike, in Rome, with a demonstration that will start in the afternoon, from the Coliseum. The struggle day is called to defend the public goods and services against the projects of privatization and exploitation followed by the Major of Rome Ignazio Marino. Marino according with the government Renzi is following the lines of EU that impose the sale of the public services to the private big companies. The Prefecture and Police have punctually forbidden the demonstration. It’s the second ban of demonstrations in only 2 weeks, to which are added the bans of strike of the local transport called by USB. There’s is a heavy air in the City as in the rest of the country; many workers are expecting the third and umpteenth ban of strike. This climate is well represented by lynching of the Coliseum’s workers for an authorized a trade union meeting, scheduled by time. The attacks moved by Renzi against the right of strike and the trade union, underlines like the drastic reduction of democracy is one of the legs of these economic reforms and privatizations. To justify the sale of the public services to the private companies the Junta of Rome and the Government have launched a campaign against the workers, defined as slackers, and against the idea of the public property of the sector like transport, water, energy, waste, kindergarten and other services or needs, branding it as inefficient and expensive. Spectrum: Ex-Telecom secy caused loss to state, says CBI

Grover contended before Special CBI Judge O P Saini that telecom companies — Hutchison Max (P) Ltd, M/s Sterling Cellular Ltd and Bharti Cellular Ltd — who are also accused in the case, were involved in the conspiracy in getting the additional spectrum.
“This spectrum was reserved for defence forces. Shyamal Ghosh gave it at throwaway prices and caused huge loss to the exchequer. He acted against the principles of policy,” the prosecutor argued.
Arguing that an offence under the Prevention of Corruption Act was made out against Ghosh, the prosecutor alleged that the allocation of additional spectrum was “gratification” here and after he retired in May 2002, he was rewarded with a lucrative post for three years which was “specially created for him”.
“After he (Ghosh) had retired, a special post was created for him for three years. It was done very quickly and signed by the authorities. In ordinary course, it is not done. It is illegal on the face of it.
“But he gets it as a reward in return of what he has done in the conspiracy with Telecom Minister and other accused,” he alleged.
Ghosh was the Telecom Secretary between February 7, 2000 and May 31, 2002. Post-retirement, Ghosh became administrator, Universal Service Obligation Fund under DoT till May 2005.
Regarding the cellular operators, Grover claimed they had “engineered” the conspiracy with Ghosh.
During the day, the court also began hearing the arguments of Ghosh’s counsel who said there was no malafide intention on his behalf and nothing illegal was done by him.

BSNL, the telecom PSU, will provide a minimum broadband speed of 2mbps from today to its customers, from the earlier 512kbps. This is probably a gift on the 15th anniversary of BSNL. BSNL was formed on 1st October 2000.
IDA to increase by 5.3% from 1st October 2015
According to reports, IDA for PSU employees is due to be increased by 5.3% with effect from 1st October 2015, an increase from 102.6% to 107.9%. BSNL Pensioners also will get the benefit.

Compulsory Retirement for under performer under CCS Rules to intimidate the CG Employees
An article is published in a blog about Compulsory Retirement at the age of 50 and 55 years for under performing central government employees under Section 56 (J) and 56 (I) or Rule 48(1) (b) of CCS (Pension) Rules 1972 CCS Rules. The intention behind reinforcing this rule is to intimidate the Cg Employees ? This article try to uncover the facts..
“Compulsory Retirement under CCS Rules – Following are the consequences of a law imposed by DoPT.”
The Armed Forces, Railways, Defence, and Deaprtment of Post are among the largest employers under the control of the Central Government. The largest among them, the Railways, employs more than 13 lakh employees. In all, the Central Government employees more than 34 lakh, and has more than 38 lakh pensioners on its list.
The Centre has now ordered the implementation of an old and forgotten law. According to Section 56 (J) and 56 (I) or Rule 48(1) (b) of CCS (Pension) Rules 1972, the performances of those between the ages of 50 and 55, and those who have completed 30 years of service must be reviewed by senior officers once every three months, vis. Jan to Mar, Apr to Jun, Jul to Sep and Oct to Dec. All the departments have been ordered to review the performances and implement this rule immediately. And also advised to constitute a Review Committee consisting of two Members at appropriate level.
Relevant orders to this effect were issued on September 11. Senior officials and employees of various departments are confused and terrified following the orders.
Compulsory Retirement under CCS Rules ; Central Government employees over 50/55 worried
Some claim that the government has taken this step to stifle the indefinite strike to be held in November. The Central Government employees union and the railway employees’ union claim that, armed with this rule, the government can send home workers under the compulsory retirement scheme.
The order quoted, “If conduct of a government employee becomes unbecoming to the public interest or obstructs the efficiency in public services, the government has an absolute right to compulsorily retire such an employee in public interest.”
Worse hit due to the new rule are the senior and experienced members of the staff. These employees are already affected by denial of increments and de-promotions. The federations claim that the Centre is treating these experienced employees as unreliable and talentless manpower and is hell-bent on terminating their services.
The government is conspiring to use this law and give compulsory retirement to employees over the age of 50/55 by branding them as unfit for work. The law also makes it possible for the government to find faults with their work.
The move is intended to intimidate the employees into not participating in the indefinite strike in November.

As part of the various initiatives taken by the Ministry of Health & Family Welfare to deal with the situation arising out of spread of Dengue, all doctors at various CGHS Wellness Centres in Delhi and NCR shall provide consultation services and primary out-patient medical care to all citizens- whether CGHS beneficiaries or not- who may visit the Wellness Centres with symptoms of Dengue, primarily high fever.
CGHS Wellness Centres function from 7.30.A.M. to 2 P.M. on all working days. The location of CGHS Wellness Centres may be ascertained from CGHS website at
