NEW BRANCHES UNDER DISTRICTS FORMED IN WEST BENGAL.

Two new branches under Kharagpur District and one new branch under Kolkata District have been formed.

CONTAI BRANCH.

A well attended convention of pensioners was held at Contai in Kharagpur District on 22-11-2015 which was controlled by a presidium of Coms.B.N.Gayen and Umakanta Nayak.Com.Susanta Ghosh, Circle Secretary inaugurated the convention. Coms.R.P.Gunchhait, Convenor, Anupam Saha, District Secretary, AIBDPA, Pankaj Jana, District Secretary, BSNLEU, Amalesh Pradhan, Branch Secretary, BSNLEU addressed the convention. New Branch unit was formed and office bearers were elected with Com.B.N.Gayen (President) Com.R.P.Guchhait (Secretary) and Com.Badal Malakar (Treasurer)

MIDNAPUR BRANCH.

Midnapur Branch under KKharagpur District was formed in the meeting held on 29-11-2015 . A presidium of Coms.Phanibhushan Das and Chittaranjan Patra conducted the proceedings. Com. Susanta Ghosh, Circle Secretary inaugurated with an elaborate speech. Coms.Pijush Chakraborty, ACS, Anupam Saha, DS, Swapan Pal, DS,BSNLEU, Sanjib Debnath, DS,CMU, Soumen Kundu, BS,BSNLEU and T.S.Mondal, BS,CMU addressed. Office bearers elected unanimously with Com.Phanibhushan Das (President), Com.Gopal Chandra Mondal (Secretary) and Com.Aravinda Sasmal (Treasurer)

HOOGLY BRANCH.

A meeting of pensioners was held at Tarakeshwar in Kolkata District on 25-11-2015 to form the new branch . Com.Robin Mitra presided over the meeting. Com.Pankaj Saha, ACS inaugurated the meeting.Coms.Ajith Nandan, DS,, D.Dasbakshi, ADS, Susanta Chattopadhyay and Madan Roy spoke. The new branch was formed and Coms. Asok Kolay, Robin Mondal and Madan Roy were elcted unanimously as President,Secretary and Treasurer respectively.

No proposal for disinvestment in BSNL – Minister OF Communications informs Parliament.

 

Shri Ravi  Shankar Prasad, Minister of Communications and IT, informed Parliament that government has no plan for  disinvestment in BSNL. The Minister, in a written reply                       given to a question raised in the Parliament, has stated  that government has no plan for disinvestment in BSNL and  MTNL, as a part of the revival plan. (MTNL is already                       disinvest upto 46% as on date) The Minister has also  informed that BSNL has already started showing positive  results in the matter of revival. He has further stated   that BSNL has allocated Rs.7,795 crore for expansion works during the financial year 2015-16

THE 8TH KERALA CIRCLE CONFERENCE OF BSNLEU AT KOZHIKODE.

The 8th Circle Conference of BSNLEU,Kerala is being held at Kozhikode from 2 to 4,December,2015 at Kozhikode. The Conference was inaugurated by Com.A.K.Padmanabhan, President, CITU at 1030AM on 2nd December at Com.S.K.Vyas Nagar(Tagore Centenary Hall). In his elaborate speech,Com.A.K.P covered the current issues being faced by the workers and the people at large. Com.A.V.Kuriakose, Circle President presided. Shri.L.Anantharam,CGM,Kerala was the Chief Guest.  Coms. M.V.Govindn Master, Com.P.H.M.Isamil,Com.M.Krishnan, Com.V.A.N.Namboodiri, Com.K.G.jayaraj, Com.C.J.Nandakumar, Com.George Varghese and Com.M.Kunhikrishnan addressed the inaugural session representing various organisations.

In the afternoon on 2nd, a send off meeting was held, presided over by Com.P.V.Chandrasekharan and inaugurated by Com.V.V.Dakshina Moorthy. Com.P.Rajeev inaugurated the cultural meeting late in the evening.

Com.P.Abhimanyu, General Secretary inaugurated the subject session at 0930AM on 3rd December with a detailed speech on the issues and the efforts being taken by the CHQ to resolve. A Women’s session was held in the afternoon followed by a trade union convention which was inaugurated by Com.Elamaram Karim,State Secretary, CITU and addressed by various leaders of sister organisations,including Com.N.Guruprasad, Circle Secretary, AIBDPA. In the evening an impressive rally and a public meeting were also held.

The conference will conclude on 4th December, 2015.

options for pre 2006 pensioners recommended by 7th pay commission.

 

While making either retrograde recommendations on many issues and perpetuation of 6th CPC recommendations on a number of issues, there is some relief to Pre-2006 Pensioners in the matter of fixation of pension. Many pre-2006 pensioners are requesting CHQ to give details of this recommendation.
The 7th CPC has recommended two options as follows:
1. Like all others they can opt for fixation by multiplication of their existing basic pension (including commuted pension) by 2.57 factor. For example if the basic pension to a pre-1996 pensioner retired in pay scale 3000-4500 (and drawn 9 increments in that scale before retirement) was fixed under 4th CPC as Rs.1940/-; and prefixed from 1.1.2006 as Rs.12543/-; then now by multiplying this basic pension 12543 X2.57 = 32,236/- as new basic pension w.e.f 1.1.2016.
2. Option 2: The present minimum of pay scale corresponding to 4th CPC pay scale of 3000-4500 is 67,700. Add 9 increments notionally to this @ 3%x 9=27% that comes to 20,700/- to a total of Rs.88,400 notionally; 50% of this notional pay is 44,200/-; The pre-2006 pensioner can opt for this amount of 44,200/- as new basic pension from 1.1.2016.
This recommendation of adding the number of increments earned in the pay scale before retirement of a pre-2006 pensioner is more or less like the increments being added to Armed Forces Pensioners under OROP system; Definitely an improvement formula to pre-2006 pensioners. Only thing short of full parity between past and future pensioner is the denial to grant the benefit of any upgraded pay scale granted to the same cadre by successive pay commissions.

Compensation to customers for call-drops to be implemented from 1st January, 2016.

TRAI chief tells telecom companies not to insult subscribers.

       R.S.Sharma, chairman of the TRAI, has told the telecom  companies not to insult subscribers. On the issue of  paying compensation for call-drops, some of the telecom                       companies have told that subscribers would deliberately drop calls, to claim compensation. “Are your telling me that 50 crore people in this country will run to get   Rs.3 through a call drop every day?, asked  the TRAI Chairman.

 

                      R.S. Sharma, Chairman, TRAI, has refuted the claim of the    telecom companies that they would face Rs.54, 000 cror annually by way of compensation to call-drops. According           to the TRAI, the telecom companies may lose Rs.800 crore   annually on this count. The TRAI has stated that its tests  conducted in June and September showed no improvement i   the call-drop situation. TRAI would make another set of  tests in December and the ‘call-drop’ compensation to  consumers will be implemented from 1st January 2016.

US takes responsibility to fix climate – President Obama

 

In his speech at the Paris Summit on Climate Change, which is attended by 150 nations’ heads,  US President Barack Obama has stated that US embraces responsibility to fix climate. As the second top most emitter country of greenhouse gases, it is correctly the responsibility of US to take the lead. But so far, US has not done much to reduce emission of greenhouses gases, but was compelling the developing countries like India to do so.

Let us hope that the assurance is not a passing remark and will be implemented

People protest world-wide demanding action for reducing gas emissions

 

At the time when 150 nations’ heads are meeting in Paris Summit to discuss about the climate change and how to reduce gas emissions, protest rallies are being held in many countries demanding the summit to take concrete decisions to reduce the greenhouses gases so that the world is saved from the coming catastrophe.

As Prime Minister Narendra Modi stated in his speech in the summit, India is suffering much more due to climate change, even though it is  far behind in the list of countries emitting greenhouse gases. it is to be noted that the developed countries like US are leading the gas emissions.

DPE ASSURES FORMATION OF PAY REVISION COMMITTEE FOR PSUs.

 

After the executive officers associations have proposed agitational programmes and discussions with DPE,  Secretary DPE has assured that III Pay Revision Committee will be formed within a short time for recommending pay revision of executives in the PSUs including BSNL executives.
