Govt agreed to resolve the minimum wage and fitment formula issues in the meeting held today between NCJCM with Addl. Secretary (Exp.), Deptt. of Exp., MoF(Govt. of India) to discuss the recommendations of the 7th CPC.

Sub: Brief of the meeting held today with Addl. Secretary (Exp.), Deptt. of Exp., MoF(Govt. of India) to discuss the recommendations of the 7th CPC.

A meeting was held today between the Addl. Secretary (Exp.), Deptt. of Exp., MoF(Govt. of India) and Staff Side, National Council(JCM), to discuss the issues of Minimum Wage and Multiplying Factor.

The Staff Side explained in detail about the amendments required in Minimum Wage and Fitment Formula.

The Official Side mentioned that, they are trying to find out some solution to resolve the issues of Minimum Wage and Fitment Formula raised by the Staff Side.

OFFICE MEMORANDUM

Subject:- Implementation of the recommendation of the 7th CPC – Option regarding commutation of additional amount of pension.

The undersigned is directed to state that in pursuance of Government’s decision on recommendation of 7th Central Pay Commission, orders have been issued for revision of provisions regulating pension/gratuity/commutation of pension etc. vide this Department’s OM 38/37/2016-P&PW(A) dated 04.08.2016. In para of the said OM, it has been mentioned that there will be no change in the provisions relating to commutation values, the limit upto which the pension can be commuted or the period after which the commuted pension is to be restored.

2. As per Rule 10 of CCS (Commutation of Pension) Rules, 1981, an applicant who has commuted a percentage of his final pension and after commutation his pension has been revised and enhanced retrospectively as a result of Government’s decision, the applicant shall be paid the difference between the commuted value determined with reference to enhanced pension and the commuted value already authorised. For the payment of difference, the applicant shall not be required to apply afresh.

3. References have been received in this Department that many pensioners who retired after 01.01.2016 and have drawn pension/commuted value of pension based on their pre-revised pay/pension do not wish to commute the pension which has become additionally commutable on revision of pay/pension on implementation of recommendations of 7th CPC. the matter has been examined in consultation with Ministry of Finance (Department of Expenditure), It has been decided that those pensioners who retired from 01.01.2016 till 04.08.2016 i.e. the date of issue of orders for revised pay/pension based on the recommendations of the 7th CPC may be given an option, in relaxation of Rule 10 of CCS (Commutation of Pension) Rules, 1981, not to commute the pension which has become additionally commutable on revision of pay/pension on implementation of recommendations of the 7th CPC. The Cases where the additional pension after 7th CPC has already been commuted will not be re-opened.

4. In their application to the employees of Indian Audit and Accounts Department, these orders issue in consultation with Comptroller and Auditor General of India.

5. This issues with the concurrence of Ministry of Finance, Department of Expenditure ID No.192/E.V/2016, dated 30.09.2016.

KOTTAYAM DISTRICT CONFERENCE HELD BEFITTINGLY.

Com.V.N.Vasavan Ex MLA and District Secretary, CPI(M) inaugurated the 4th biennial conference at Tarapada Bhawan, Kottayam on 25-10-2016. Com.P.R.Mohanan, Asst Circle Secretary controlled the proceedings. Com.K.G.Jayaraj, General Secretary delivering the keynote address explained all the issues of the pensioners and the current developments in detail. Coms. N.Guruprasad, Circle Secreatry, V.S.Thankappan (CGPA), V.Karthikeyan (BSNLEU), B.Purushothaman (AIPRPA) addressed the conference. The conference kick started with the flag hoisting by Com.K.U.Vasudevan, District Vice President. Com.K.P.Pankajakshan, District Secretary welcomed the gathering and Com.M.K.Lalaji proposed vote of thanks.

The report and audited accounts presented by Com.K.P.Pankajakshan, District Secretray and Com.P.N.Sukumaran, Treasurer were adopted after discussion.

Offive Bearers elected unanimously included the main functionaries as follows;

President : Com.K.P.Pankajakshan District Secretary : Com.M.K.Lalaji and Tresurer : Com.P.N.Sukumaran.

Grand Conference of AIBDPA M.P.CIRCLE

The Circle Conference of AIBDPA M.P.Circle was held at Com.S.R.Nayak Sabhaghar (Pandit Makhanlal Chathurvedi Sabha Bhavan), Jabalpur on 23rd October 2016. About two hundred delegates were present. Before start of the conference, AIBDPA flag was hoisted and floral homage paid to  Martyrs.
The Open session was presided by Com.S.C.Shrivastava Circle President. Com. Lakhan Patel Convener, Reception Committe and Com.H.S.Thakur, Circle Secretary Reception Committee   welcomed all. All leaders present were garlanded and presented with shawls and coconuts as per  tradition.
Com.V.A.N.Namboodiri, Advisor AIBDPA in his inaugural speech touched upon the formation of AIBDPA, it’s struggles for the BSNL- DOT  and Central government Pensioners. Achievements of 78.2% IDA Pension fixation, cancellation of 60: 40 condition etc were explained. He congratulated the M.P.Circle Union for its excellent work. Comrades Jagdish Singh, Vice President BSNLEU, Prakash Sharma, Circle Secretary BSNLEU, B.S.Raghuvansi Circle President BSNLEU, Sheikh Ghani senior  leader, Vivek Shrivastava SNEA, Chakresh Akhepuria AIBSNLEA, Saket Shukla FNTO and other leaders attended and addressed. Com.Mrs.Kanta Naik (w/o Com.S.R.Naik) along with many women Pensioners was present.
The annual report and accounts were presented by Circle Secretary Com.H.S.Thakur and treasurer respectively. Both were adopted unanimously after discussion.
Office bearers with Com. Sheikh Ghani as Patron, Com. S.C.Shrivastava, as President, Com. H.S. Thakur as Circle Secretary and Com. M.K.Ukey as Treasurer  were unanimously elected.
The Conference exhorted all to strengthen the organisation at all levels.

REPORT ON CELEBRATION OF FOUNDATION DAY FROM WEST BENGAL

Almost all the districts observed the foundation day on 21st October 2016 by flag hoisting and garlanding martyrs column and thereafter holding meetings as reports came in from different districts. In Kolkata WB Circle along with Kolkata District, Calcutta Telephones and CORTO observed the programme jointly with enthusiasm in a befitting manner, A meeting was held presided over by Com Hirak Sengupta President of Kolkata District. Coms Ajit Nandan DS Kolkata, Swastika Dasgupta OS CHQ, Sanjib Banerjee CS CTD, D Basu AGS CHQ and Pijush Chakraborty ACS WB delivered speech

KERALA STRUGGLE AGAINST ANTI-BSNL AND ANTI-WORKER STAND OF M.S.S RAO- BOGUS CASE AGAINST BSNLEU LEADERS DISMISSED.

Kerala struggle – Truth prevailed.

At the peak of the struggle against M.S.S.Rao, the then CGM of Kerala, six of BSNLEU leaders, working in Thiruvannthapuram, were transferred to far off places in the circle. A bogus complaint was also given against these leaders, at the behest of M.S.S.Rao, that they involved in sexual harassment. Subsequently, due to the intervention of the BSNLEU CHQ, these transfers to far off places were cancelled. Still, five leaders of the CGM office were posted outside the CGM office at Thiruvannthapuram, citing the bogus sexual harassment complaint against them. Charge sheets were served against them. Finally, in the report of the Inquiry Officer, it is stated that these leaders did not involve in any sexual harassment. Following this, orders are issued, transferring and posting all the five leaders back in the CGM Office.

Hearty congratulations to the leaders who withstood such henious  allegation.

FOUNDATION DAY CELEBRATION BY SURI DISTRICT, WEST BENGAL

 

AIBDPA Suri Telecom District Branch  conducted celebration for the “FOUNDATION DAY OF AIBDPA” ON 21st  OCTOBER 2016.

       A large number of comrades enthusiastically participated in the Foundation Day celebration. Flag was hosted by District President Com. Dilip Mukherjee.  Com. Nabagopal  Chakraborty & Com. Dilip Kr. Mukherjee jointly presided the Convention. After Garlanding Martyrs Column Com. Madan Mohan Ghosh, District Secretary welcomed the members &  inaugurated the Convention. In his speech he explained the functioning for the last 7years of our  movement, struggles, Achievements & latest position of our District. Other Speakers were  Com. Lakshman Chandra Das, Asst Dist. Secretary & Com. Tapan Kumar Biswas, Asst. District Secretary.
