Veteran leader Com. Dipen Ghosh passed away.

With deep sorrow it is intimated that veteran trade union and CG Employees leader, former M.P. and leader of CPI (M), Com. Dipen Ghosh passed away at about 09.00 AM  on 13-11-2016 at Calcutta. He was 85. He was ailing for some time.It is a great loss to the entire TU movement in the country. We pay respectful homage to the departed leader and convey our heartfelt condolences to the bereaved family, comrades and friends!

Pensioners can open Pension Account in Banks without any State Jurisdiction

CPAO informed all the Banks  that  Pensioners can open Pension Account in Banks without any State Jurisdiction. In its OM issued on 7th November 2016 it is reiterated that any retiring employee / pensioner can open a Pension Account with any CBS enabled branch of any of the authorized banks without any state jurisdiction. A list of Authorised Banks is attached (Annexure).

Office Memorandum

Subject:- Removal of state-wise jurisdiction of Banks for disbursement of Central Government (Civil) Pensioners: Clarification regarding.

In pursuance of Accounting and Operating Procedure for Central Pension Processing Centre of Authorised Banks for Pension Disbursement to Central Government (Civil) pensioners issued by CAPO vide F.No. CPAO/Tech/CPPC/ Guidelines /2011-12/29 in February, 2012, all banks were allowed to establish a Central Pension Processing Centre (CPPC) for disbursement of Central Civil Pension through any of their CBS enabled branch.

2. As clarifications in this regard are still sought by banks etc, it is reiterated that any retiring employee / pensioner can open a Pension Account with any CBS enabled branch of any of the authorized banks without any state jurisdiction. A list of Authorised Banks is attached (Annexure).

Sixth CPC DA enhanced from 125 to 132 % from 1st July 2016

Finance Ministry issued Order for payment of Sixth CPC DA enhanced from 125 to 132% from 1st july 2016. Those are continuing in pre revised scale will be paid 132% DA from 1st July 2016 in Sixth CPC pay scale.

OFFICE MEMORANDUM

Subject:- Rate of Dearness Allowance applicable w.e.f. 1.7.-2016 to employees of Central Government and Central Autonomous Bodies continuing to draw their pay in the pre-revised pay scale/grade pay as per 6th Central Pay Commission



Consequent upon acceptance of the recommendations of the Seventh Central Pay Commission by the Government, this Department vide O.M.No. 1/2/2016-E.II(B) dated 4th November, 2016 had. issued orders on rate of Dearness Allowance (DA) payable to Central Government employees based on the revised pay structure that came into effect from 01.01.2016.

2. The above rate, however, is not applicable to- those Central Government employees who had exercised an option to continue in the pre-revised scales of pay based on 6th CPC’s recommendations or to those whose pay and allowances had not been revised, for different reasons.

3. Further, as the recommendations of 7th CPC have not been made applicable to the employees of Central Autonomous Bodies as of now, they continue to draw their pay in the pre-revised pay band/grade pay as per 6th CPC recommendations. Therefore, the above rate of DA is also not applicable to these employees also.

4. The rate of DA w.e.f.01.01.2016 for Central Government employees and employees of Central Autonomous Bodies in pre-revised scale of pay, were issued by Department of Expenditure vide O.M.No. 1/1/2016-E.II(B) dated 7th April, 2016.

5. Accordingly, the rate of DA admissible to employees of Central Government and Central Autonomous Bodies who continue to draw their pay in the pre-revised pay band/grade pay as per 6th CPC recommendations, shall be enhanced from the existing 125% to 132% w.e.f. 01.07.2016.

6. The contents of this Office Memorandum may also be brought to the notice of the Organisations under the administrative control of the Ministries/Departments which have adopted the Central Government scales of pay.

CUDDALORE DISTRICT GENERAL BODY MEETING HELD.

Com.C.K.Narasimhan, Circle Secretary addressed a well attended general body meeting at Cuddalore on 09-11-2016. Com.Govindarajulu presided over the meeting. Coms.Muthukumarasamy, District Secretary and P.Manickamoorthy, Dist Vice President spoke. Coms.R.Velayutham welcomed and V.Moni proposed vote of thanks.

ACTIVE WORKERS MEETING AT BANGALORE ADDRESSED BY COM.V.A.N.NAMBOODIRI ON 10-11-2016

A meeting of the active workers of AIBDPA was held at BSNLEU office at CTO, Bengaluru, with short notice to discuss about the various issues facing the DOT/BSNL Pensioners.Com. B.T.M.Giri, Dist. President, BGTD presided. Coms.H.C.Prakash DS welcomed. Com.C.K.Gundanna, CS BSNLEU, Com.Manjunath, Advocate, Com.Munilingappa, Com. V.Girish Chandra, Dt. Treasurer, Com.V.Doraiswamy, Asst. Circle Secretary and others addressed. Com. V.A.N.Namboodiri, Advisor, AIBDPA spoke in detail about the issues of the DOT/BSNL Pensioners, the recommendations of the VII CPC, the proposed struggles by the CG Employees and Pensioners etc. He pointed out the various struggles organised by BSNLEU, Forum and AIBDPA for the settlement of 60:40 issue, 78.2% etc. The issue of Pension Revision of BSNL absorbed pensioners has already been taken with the new Minister, Secretary DOT and others concerned. The need to organise the entire pensioners against the neo-liberal policy of the government and to get the PFRDA scrapped etc.was stressed. The participants pointed out certain issues to the notice of the leaders which have to be settled.

In the afternoon, Com.V.A.N.Namboodiri along with Com. H.C.Prakash and other comrades met Shri R.Satheesh, Jt.CCA (CCA was away in connection with BRICS meeting) and discussed certain issues of the pensioners including delay in pension orders. The Jt. CCA assured to settle the cases early.

A special general body meeting was held at Pondicherry on 09-11-2016 under the presidentship of Com.Jayaraman. Coms. C.K.Narasimhan, Circle Secretary made a special address covering the pensioners issues. Coms.V.Ramakrishnan, ACS and Kolanjiappan, District Vice President,BSNLEU addressed. Coms.Balasubramonian welcomed and Mathimukhan thanked.

NE-II CIRCLE CONFERENCE HELD SUCCESSFULLY AT IMPHAL.

The North East II Circle Conference has been held successfully with much enthusiasm at Kuki Inn Hall,Babupara, Imphal, Manipur on 09-11-2016. Com.M.Budhi Singh, President presided over the conference. The subject committee started at 9.30 AM and Com.M.Kulla Singh, Circle Secretary presented the report and audited accounts which were passed after discussion. Coms.K.G.Jayaraj, General Secretary, Prabir Dutta, CHQ Vice President, K.S.Singh, Circle Secretary, BSNLEU, K.Prafulla Singh, Circle President, BSNLEU etc addressed.

In the open session held at 2 PM, Com.Ksh Santa, General Secretary, CITU, Manipur was the chief Guest. Coms.K.G.Jayaraj, General Secretary, K.Prafulla Singh, Circle President, BSNLEU, Prabir Dutta, CHQ Vice President, Shri.S.M.Singh, DGM, BSNL, Manipur, Coms.Saral Salim, CITU, Manipur, Dinesh (SNEA) addressed the open session.  Com. Yarma Singh, Circle Vice President, BSNLEU effectively managed the anchor role.

105 delegates with a good number of lady comrades participated in the conference.

Com.K.G.jayaraj, General Secretary addressed a meeting organised by the Kolkata Telephones, West Bengal, Telecom Factory & Stores circles and CORTO at CTO hall ,Kolkata at 3PM on -8-11-2016. He explained in detail the current developments in international and national and the issues being faced by the pensioners including the danger posed by PFRDA act, unilateral implementation of retrograde 7th Pay Commission recommendations, restoration of medical allowance, anomalies etc. A presidium with Coms.Supriya Mitra and Dipak Mitra controlled the proceedings.
