This is to give notice that employees who are members of the affiliated organisations of the Confederation of Central Government Employees and Workers will go on one-day strike on 15th February 2017. The Charter of demands in pursuance of which the employees will embark upon the one-day strike action in enclosed.

CHARTER OF DEMANDS

1. Settle the demands raised by NJCA regarding modifications of 7th CPC recommendations as submitted in the memorandum to Cabinet Secretary on 10th December 2015. (See Annexure-I). Honour the assurance given by the Group of Ministers to NJCA on 30th June 2016 and 6thJuly 2016, especially increase in minimum wage and fitment factor. Grant revised HRA at the existing percentage itself i.e. 30%, 20% and 10%. Accept the proposal of the staff side regarding Transport Allowance. Settle all anomalies arising out of implementation of 7th CPC recommendations, in a time bound manner.

2. Implement option-I recommended by 7th CPC and accepted by the Government regarding parity in pension of pre-2016 pensioners, without any further delay. Settle the pension related issues raised by NJCA against item 13 of its memorandum submitted to Cabinet Secretary on 10th December 2015. (See Annexure-I).

3. Scrap PFRDA Act and New Pension System (NPS) and grant pension and Family Pension to all Central Government employees recruited after 01.01.2004, under CCS (Pension) Rules 1972.

4.   Treat Gramin Dak Sewaks of Postal department as Civil Servants, and extend all benefits like pay, pension, allowances etc. of departmental employees to GDS. Publish GDS Committee report immediately.

5. Regularise all casual, contract, part-time, contingent and Daily rated mazdoors and grant equal pay and other benefits. Revise the wages as per 7th CPC minimum pay.

6. No Downsizing, Privatisation, outsourcing and contractorisation of Government functions.

7.  Withdraw the arbitrary decision of the Government to enhance the bench mark for performance appraisal for promotion and financial upgradations under MACP from “GOOD” to VERY GOOD” and also decision to withhold annual increments in the case of those employees who are not able to meet the bench march either for MACP or for regular promotion within the first 20 years of service. Grant MACP pay fixation benefits on promotional hierarchy and not on pay-matrix hierarchy. Personnel promoted on the basis of examination should be treated as fresh entrants to the cadre for grant of MACP.

8.  Withdraw the draconian FR 56 (J) and Rule 48 of CCs (Pension) Rules 1972 which is being misused as a short cut as purity measure to punish and victimize the employees.

9.   Fill up all vacant posts including promotional posts in a time bound manner. Lift ban on creation of posts. Undertake cadre Review to access the requirement of employees and their cadre prospects. Modify recruitment rules of Group-‘C’ cadre and make recruitment on Reginal basis.

10.  Remove 5% ceiling on compassionate appointments and grant appointment in all deserving cases.

11.  Grant five promotions in the service carreer to all Central Govt. employees.

12.  Abolish and upgrade all Lower Division Clerks to Upper Division Clerks.

13.  Ensure parity in pay for all stenographers, Assistants, Ministerial Staff in subordinate offices and in all organized Accounts cadres with Central Secretariat staff by upgrading their pay scales. Grant pay scale of Drivers in Loksabha Secretariat to Drivers working in all other Central Government Departments.

14.  Reject the stipulation of 7th CPC to reduce the salary to 80% for the second year of Child Care leave and retain the existing provision.

15.  Introduce Productivity Linked bonus in all department and continue the existing bi-lateral agreement on PLB wherever it exists.

16.  Ensure cashless medical treatment to all Central Government employees & Pensioners in all recognized Government and Private hospitals.

17.  Revision of Overtime Allowance (OTA) and Night Duty Allowance (NDA) w.e.f 01.01.2016 based on 7th CPC pay scale.

18.  Revision of wages of Central Government employees in every five years.

19. Revive JCM functioning at all levels. Grant recognition to the unions/Associations under CCS (RSA) Rules 1993 within a time frame to facilitate effective JCM functioning.

20. Implementation of the Revised Pay structure in respect of employees and pensioners of autonomous bodies consequent on implementation of CCS (Revised Pay) Rules 2016 in respect of Central Government employees and pensioners w.e.f. 01.01.2016.

21. Implementation of the “equal pay for equal work” judgement of the Supreme Court in all departments of the Central Government.

THE STRIKE IS FULLY JUSTIFIED IN THE WAKE OF NAKED BREACH OF ASSURANCE  GIVEN TO THE JCM ,STAFF SIDE BY THE GROUP OF MINISTERS AND IT AMOUNTS TO SHEER BETRAYAL. THE NDA GOVERNMENT IS CONTINUING ITS NEGATIVE APPROACH TOWARDS THE GENUINE MODIFICATIONS,SOUGHT ON MINIMUM PAY, FITMENT FORMULA, MEDICAL ALLOWANCE AND IMPLEMENTATION OF OPTION 1 FOR THE PENSIONERS. AIBDPA CALLS UPON ALL ITS UNITS TO EXTEND FULL SUPPORT AND ORGANISE SOLIDARITY ACTION ON THE DAY OF THE STRIKE.

PENSIONERS’ DAY OBSERVED IN KOLKATA

 

Kolkata Telephones Circle of AIBDPA organised a special meeting on 17 December’16 at B N De Chowdhury Sahaghar, Kolkata to observe Pensioners’ Day. Large number of pensioners including women attended the meeting. Com. Supriya Mitra, CHQ VP & Circle President presided. Amongst the speakers were Com. Sanjib Banerjee, Circle Secretary, Com. Saibal Sengupta, Circle Secretary & CHQ Treasurer of BSNLEU, Com. Subhasis Roy, Asst. Circle Secretary of BSNLEU, Com. Swastika Dasgupta, CHQ Org. Secretary and all District Secretaries. The meeting discussed at length about the inordinate delay in settlement of pension revision on the basis of 78.2% IDA merger and medical bills of the pensioners. The meeting decided to stage massive demonstration and meet the CGM on 22 December’16 on these issues along with BSNLEU.

ERODE DISTRICT CONFERENCE HELD IN AN ENTHUSIASTIC ATMOSPHERE.

One of the biggest district branches in Tamil Nadu Circle, Erode held its 4th biennial conference on 17-12-2016. More than 300 members participated in the conference. Com.A.Sivajnanam, District President presided over the conference. Com.N.Kuppusamy, District Secretary welcomed all the delegates and leaders. Com.C.K.Narasimhan, Circle Secretary inaugurated the conference. Com.V.A.N.Namboodiri, Advisor delivered the key note address and explained the issues of the pensioners in detail and highlighted the importance of Pensioners Day being observed through out the country on this day. Coms.S.Subramoniam (DS,CITU), N.Shanmugham,( DS,Pensioners Co-Ordination), N.Ramasamy (AIPRPA) Parameswaran (DS,BSNLEU), K.Palanisamy (DS,TNTCWU) and AIBDPA District Secretaries I.John Pasha (Tiruchi), V.Ponnuvel (Salem), P.B.Radhakrishnan (Coimbatore) and S.Gurusamy (Nilagiri) addressed the open session.

Com.S.Mohandoss, CHQ Vice President inaugurated the subject session. After adoption of report and accounts office bearers were elected unanimously with the following important functionaries.

VELLORE DISTRICT ORGANISED A MASSIVE SPECIAL CONVENTION.

A special convention of pensioners was organised by Vellore District Branch on 16-12-2016 with massive participation. Com. Parthasarathy , Retired DGM presided. Com.Jothisudanthiranathan, District Secretary welcomed the gathering. Com.C.K.Narasimhan, Circle Secretary formally inaugurated the convention. Participating as Chief Guest, Com.V.A.N.Namboodiri, Advisor delivered the key note address, covering the current developments and the strike by BSNL employees on 15-12-2016 against the nefarious move of the government to form a separate tower company to weaken BSNL. He also explained as to how the important demand of 78.2% and  annulment of 60:40 was achieved through sustained struggles and appealed to strengthen AIBDPA at all levels.

A host of leaders including Com. C.Thankavel (DS, BSNLEU), M.Sathish Kumar (DS,TNTCWU), Lokanathan (DS,SNEA), Santhana Krishnan (CS, AIPRPA), C.Jnanasekharan (Circle Org.Secretary), K.Krishnan and D.Mony, Retd DGM addressed the convention. Com. K.Ramasamy (Retd DGM (F)) proposed vote of thanks.

 

DOPT REITERATES THE DEPARTMENTS TO FOLLOW ITS INSTRUCTIONS ON COURT CASES.

The DOPT has again reiterated that the Govt Departments should follow its Instructions while taking action on the decisions/orders of the Courts/CAT.

OFFICE MEMORANDUM

Subject: Court orders against Government of India instructions on service matters — consultation with Ministry of Law and Department of Personnel and Training on question of filing appeals.

The undersigned is directed to refer to this Department’s O.M. of even number dated 16.03.2016 (copy enclosed) on the above mentioned subject and to say that the Department of Personnel and Training is the nodal Department that formulates policies on service matters and issues instructions in this regard from time to time. Vide para 4 of the O.M. dated 16.03.2016, it was explained how action on different decisions/orders of the Courts/CAT has to be taken after consulting Department of Legal Affairs and DOP&T.

2. In this regard, it is pertinent to point out here that the Parliament committee on the Welfare of SCs and STs in its report has observed that the above instructions are not being followed stringently by the Ministries/ Departments. The Ministries/Departments are independently fighting out service related cases to the detriment of employees particularly those belonging to the reserved categories. The Committee, therefore, desired that this Department reiterate the standing instructions.

3. In view of the above, all the Ministries/ Departments are once again requested to scrupulously follow the instructions contained in this Department’s OM dated 16.03.2016 while taking action on the decisions/orders of the Courts/CAT.

IT WAS A TOTAL STRIKE IN BSNL ON 15-12-2016 AGAINST TOWER COMPANY FORMATION.

The strike called by All Unions and Associations in BSNL on 15-12-2016 against the nefarious move of the government to form a separate tower company and weaken BSNL, is resisted by the entire workers by making the one day strike a historic success. The workers have shown their resolve to protect BSNL, now in a revival path, at any cost and it is a clear warning to the central government which is trying to eliminate BSNL for the profit greedy private telecom companies.

AIBDPA has supported the strike ad solidarity program were conducted.
