MAKE THE PROTEST ON 15-2-2017 A GRAND SUCCCESS- ORGANISE DEMONSTRATION AND SEND LETTERS TO PRIME MINISTER , HOME MINISTER, FINANCE MINISTER, RAILWAY MINISTER AND CABINET SECRETARY.

As already been intimated the call of NCCPA to organise Protest Day on 15-02-2017 against rejection of Option 1, recommended by the 7th Pay Commission and accepted by the Government, be made a complete success by conducting protest demonstrations at circle/district levels with maximum participation of pensioners. Letter in the following format be also sent to the Prime Minister, Home Minister, Finance Minister, Railway Minister and Cabinet Secretary.

Circle Secretaries are requested to inform all the district secretaries for successful implementation of the program. The demonstration can be conducted jointly with other affiliates of NCCPA, like CGPA, AIPRPA etc, where ever possible. But the letter should be sent separately by all the Circle Secretaries and district secretaries.

On behalf of the Pensioners, who are our members, we are to bring to your kind notice that the Central Government pensioners throughout the country are extremely distressed on coming to know that the Pension and Pensioners Welfare Department of the Government of India has finalized and made their submissions to the Cabinet suggesting inter alia that the recommendation made by the 7th CPC in respect of pension determination under Option No. 1. be rejected on the specious ground that the said recommendation is infeasible to be acted upon. 

In this connection we send herewith a copy of the submissions made by the Staff Side of the JCM on our behalf which may please be considered before a final decision in the matter is taken by the Cabinet.  For the detailed reasons advanced in the said Note, the decision of the Department of Pension to reject the said recommendations, even though the same has been accepted by the Government and notified, is not only unfortunate but also not tenable.  The said suggestion of the Department of Pension, if acted upon, will crush the hope and aspiration generated in the minds of lakhs of pensioners for a reasonable pension, which the 7th CPC considered and granted. 

We, therefore, appeal to your good self that the proposal of the Pension Department, which is presently pending consideration of the Cabinet, may not be accepted and instead the recommendation of the 7th CPC granting option No.1 be acted upon.

PUNE DISTRICT BRANCH FORMED

The new district branch of Pune has been formed in the largely attended meeting at Pune on 15-01-2017. Com.P.G.Suryavanshi, Circle President presided.

Early settelment of 78.2% IDA Pension Fixation demanded.

The 78.2% IDA Pension Fixation was ordered for BSNL pensioners after sustained struggle and strikes. It was stated in the order itself that the same should be settled before 31st December 2016. But mainly due to shortage of staff in the CCA offices, a large number of cases are still pending, although more than one month is over after the last date.

Com.V.A.N.Namboodiri, Advisor, AIBDPA today met Shri Prabhat Singh, Member (Finance) and discussed the matter. He demanded that the cases be settled without further delay by making necessary arrangements, either by posting extra staff or through deputation etc. Pensioners are very unhappy at the undue delay and their cases should be settled at the earliest. Member (Finance) agreed that necessary steps will be taken in the matter.

On demand by Com.Namboodiri, Member (F) stated that the implementation of minimum pension and revision of pension for those retired before 2006, with out the 33 years service condition, is being processed, after some CCAs have sought clarification.

TRAI gives clean chit to Reliance Jio’s tariff offers

 

Mukesh Ambani,  the richest Indian, is using his financial muscle to finish off all other telecom companies,  including BSNL, so that he can loot the people with high tariffs, after all other telecom companies are killed. The free voice calls and data being offered by Reliance Jio, is nothing but ‘predatory tariff’. First, Reliance Jio offered a promotional offer, as ‘welcome offer’. However, this promotional offer can be only for a period of 90 days from 5th November. But, once again Reliance Jio implemented another offer as ‘Happy new year offer’, which is valid till 31st March, 2017. The Happy New year offer is nothing but the extension of the Welcome Offer, but in a different name. This is a clear violation of norms. However, the TRAI, which is supposed to guard against predatory tariffs, has said that the Happy New year offer is not the extension of the welcome offer. This decision only shows the influence that Reliance Jio is having over the government and over the Regulator

ANOTHER PRO-CORPORATE UNION BUDGET-INCOME CEILING FOR TAX NOT HIKED.

Union Finance Minister, Arun Jaitely , has presented the budget for 2017-18, first of its kind with railway budget proposals incorporated with general budget, today,the 01-02-2017 in the Parliament. Expectations were high by a vast section of people to the effect that this time, it would be a people friendly budget, in the wake of the elections to five state legislatures for which the budget was advanced for one month and the sufferings of the people due to demonetisation. But all such hopes are belied and as usual, it is a pro-corporate budget.

Shri.Arun Jaitely, while in the opposition, has vociferously demanded the taxable limit of income should be raised to 5 lakhs, so also his party. But even in his 3rd general budget he has not made any hike in the ceiling. Instead, some relief is extended to lower income group of Rs. 2.5 lakh to Rs.5 lakh by reducing the rate of tax from 10% to 5%. This clearly indicates the intention of this government to keep up all the salaried income group in the ambit of income tax and spare the big sharks.

There can not be any discrimination in the case of concession. So the finance minister has given a 5% reduction in the corporate tax also.!

KOLKATA SOUTH DISTRICT CONFERENCE HELD WITH HUGE PARTICIPATION.

The 3rd biennial District Conference of Kolkata South Branch under Kolkata Telephones Circle was held at the Kalighat Telephone Exchange premises on 30-012017. Com.Dipak Datta  presided. Com.A.K.Bhattacharjee, CHQ President inaugurated the conference with an inspiring speech. Coms. D.Basu, CHQ AGS, Swastika Dasgupta, CHQ Org Secretary, Sanjib Banerjee, Circle President, Supriya Mitra, CHQ Vice President & Circle President and Sunil Datta, Org Secretary, CORTO addressed. The biennial report presented by Com.N.N.Das, Acting District Secretary was adopted after discussion.

Today, 30th january 2017, is the 69th Death Anniversary of Mahatma Gandhi, Father of the Nation. It was in the evening on 30th January 1948 that Nathuram Vinayak Godse, a Hindu fanatic and RSS worker, shot Gandhiji dead at the prayer meeting in Delhi.

BSNL loss narrows to Rs 4,890cr in April-December,2016.

NEW DELHI: BSNL‘s losses have narrowed to Rs 4,890 crore for the nine months ended December 31, 2016, from Rs 6,121 crore in the year-ago period. The state-run telecom company posted an almost 6% increase in income from services at nearly Rs 19,380 crore during the period under review. The figure stood at around Rs 18,315 crore in the same period of the previous year.

The telecom company expects losses to come down for the full financial year as the fourth quarter is a seasonally strong quarter. “Our revenue from services have risen by 5.8% and the total income is up 7%. It is a good sign,” BSNL chairman and managing director Anupam Shrivastava said.

Noting that the losses are down substantially on a yearon-year basis, he said, “The overall loss for the full year is likely to be further lower, as most of the revenue comes in during the fourth quarter.”

Shrivastava added that BSNL has been witnessing growth in subscribers on the back of aggressive tariff plans and offers. “Our mobile subscriber base has grown from 7.8 crore numbers at the beginning of last year to 9.4 crore now,” he said, adding that the company has also been getting a large number of customers through the portability route.

SALEM DISTRICT CONFERENCE HELD.

Salem District Conference has been held on 29-01-2017 at Literary Society Meeting Hall, Salem. Com.P.Ramasamy, District President presided over the conference. Com.S.Mohandoss, CHQ Vice President and Circle President inaugurated the conference with an elaborate speech. Com.C.K.Narasimhan , Circle Secretary delivered a special address and exhorted to strengthen the organisation.

Leaders of the sister organisation extended greetings. Com.V.Ponvel, District Secretary and Com.M.Mathiyazhakan, Treasurer presented the report and audited accounts,respectively and were adopted after discussion.

Ensure timely final payment of GPF to the retiring Government Servant – DoPPW

If it is found unnecessary delay, the Secretary of the Administrative Ministry/Department will fix responsibility at all levels to take appropriate action against the Government servant or servants who are found responsible for the delay in the payment of General Provident Fund

OFFICE MEMORANDUM

Subject: Clarification regarding timely payment of GPF final payment to the retiring Government servant – regarding

During review meetings held to evaluate the status of implementation of Bhavishya with Ministries/Departments, it was observed that GPF final payment in many cases is not being paid to the retiring Government servants immediately on retirement from service leading to payment of interest for the delayed period.

2. Rule 34 of General Provident Fund (Central Service) Rules clearly provides that when the amount standing at the credit of a subscriber in the General Provident Fund becomes payable, it shall be the duty of the Accounts Officer to make payment. The authority for the amount payable is to be issued at least a month before the date of superannuation, but payable on the date of superannuation. It may be noted that the requirement of submitting a written application by the retiring Govt. servant for GPF final payment has been dispensed with vide this Department’s Notification No.20(12)/94-P&PW (E) dated 15.11.1996 and notified under S.O NO.3228 dated 23.11.1996.

3. As per Rule 11(4) of GPF Rules, in case the GPF balance is not paid on retirement, interest on the GPF balance is required to be paid for the period beyond the date of retirement also. While interest for the first six months beyond retirement can be allowed by the PAO in the normal course, approval of Head of the accounts office is required for payment of interest beyond six months and that of Controller of Account/Financial Adviser beyond a period of one year.

4. To ensure timely final payment of GPF, and to avoid unnecessary financial burden on account of interest beyond retirement, it has now been decided that every case, in which payment of interest on General Provident Fund becomes necessary in terms of Rules 11(4) of GPF Rules, 1960, shall be put up for consideration to the Secretary of the Administrative Ministry/Department. In all such cases the Secretary of the Administrative Ministry/Department will fix responsibility at all levels to take appropriate action against the Government servant or servants who are found responsible for the delay in the payment of General Provident Fund.

5. This issues with the concurrence of the Ministry of Finance, Department of Expenditure, vide their 10 NO.187/EV/2016 dated 2th September 2016.
