OFFICE MEMORANDUM
The undersigned is directed to refer to DPE’s OM No W-02/0028/2017- DPE(WC)-GL-XIII/17 dated 03.08.2017 which, inter-alia, stipulates the increase of ceiling of gratuity from Rs. 10 lakhs to Rs 20 lakhs w.e.f. 01.01.2017 for Executives and Non-Unionised Supervisors of CPSEs on IDA pattern of Pay and DPE’s OM No W-02/0020/2018-DPE(WC)-GL-XII/18 dated 11.04.2018, informing about the amendment in the Payment of Gratuity Act, 1972, regarding enhancement of ceiling of gratuity from Rs. 10 lakhs to Rs. 20 lakhs and effective date i.e. 29.03.2018.
2. This Department has received various representations from different stakeholders seeking clarification on the effective date of the enhancement of ceiling of Gratuity. Accordingly, the issue has been considered & clarified as follows:
a) The payment of Gratuity under DPE guidelines dated 03.08.2017, is subject to affordability of the CPSEs concerned effective for the period from 01.01.2017 till 28.03.2018, in respect of Executives and Non-Unionised Supervisors of CPSEs on IDA pay pattern, where, pay has been revised w.e.f. 01.01.2017
b) Whereas, on and after 29.03.2018, the payment of gratuity of Rs 20 lakhs is mandatory for all the CPSEs irrespective of their affordability as it is a statutory provision in light of the amendment in the Payment of Gratuity Act, 1972. This provision is applicable to all employees of all CPSEs.
c) Further, the Government decision on the basis of the recommendations of the 7th Central Pay Commission (CPC), regarding raising the Gratuity ceiling from Rs 10 lakhs to Rs 20 lakhs w.e.f. 01.01.2016 is not applicable to the employees of CPSEs.
3. All administrative Ministries/Departments are requested to bring these clarification to the notice of CPSEs (except Banking & Insurance Sector) under their administrative control for strict compliance.
4. This issues with the approval of the Competent Authority.

The first biennial District Conference of Circle Office, Ahmedabad was held on 04-07-2018. Com. J.G.Naik, Circle Patron inaugurated the conference explaining the recent developments in respect of pension revision and wage revision and the ongoing struggle by AUAB. The biennial report and accounts presented by Coms.H.C.Parmar, District Secretary and B.R.Mistri, Treasurer were approved after discussion.
Coms. J.G.Naik, H.C.Parmar and B.R.Mistri were elected President, District Secretary and Treasurer, respectively.

A meeting of the All Unions and Associations of BSNL (AUAB) was held on 04-07-2018, under the chairmanship of Com.Prahlad Rai, GS, AIBSNLEA. The meeting seriously discussed about the steep fall in the revenue collection of the Company, due to the predatory pricing of Reliance Jio. It is felt that this is an undesirable situation, especially when the employees are awaiting the 3rd wage revision. Hence, the meeting seriously felt the need to take urgent steps, to immediately boost the sales and revenue collection of the Company. The meeting decided to take the following steps, to implement the call.
All circle and district secretaries of BSNLEU are requested to take immediate steps, in coordination with the other constituents of the AUAB, for the immediate implementation of the above stated decisions. Meeting of the AUAB must be convened immediately at all circle and district levels, and the decisions should be implemented vigorously.

Pensioners can contribute more in this regard and as such AIBDPA units may take earnest efforts to involve pensioners to make this campaign/ marketing successful.
Yesterday, July 4, 2018, the negotiations for the resolution of conflicts in southern Syria ceased. The negotiations were a COMPLETE FAILURE. Today, July 5, the Security Council of the UN holds its extraordinary session. The hypocrisy triumphs again! All claim that they are interested in the establishment of “peace”, “democracy”, “freedoms” etc. For 8 years, intra-imperialist antagonisms have been increasing in the South-East Mediterranean, the Gulf region and the Middle East. Strong actors claim to get their own part in Syria, Iraq and North Africa, Lebanon, Iran, Yemen and everywhere.
The World Federation of Trade Unions denounces the projects of manipulation, enslavement and separation of employees and peoples according to religious, sectarian, racial, and national differences. The division and segmentation of workers aims to hide the real causes of poverty, exploitation and wars. These real causes are the dispute over the control of natural resources and the transport routes for energy, the acquisition of new markets, the demarcation of new frontiers. The millions of refugees, migrants and innocent victims are the result of imperialist antagonisms.
In parallel with our struggle against imperialist interventions, against the policies of NATO, the United States, the EU and their allies, the WFTU firmly expresses its solidarity with the progressive and anti-imperialist forces in Turkey, Lebanon , Iran, Iraq, Yemen and Jordan in their struggle for popular, labor, trade union and democratic rights.
The firm position and principles of the WFTU have always been and will be that it is the peoples themselves – and not the imperialists – who have the right to decide on their present and future freely and democratically.
At the same time, we take advantage of our presence within the International Organizations to support human rights in the Gulf monarchies, both for the citizens of these countries and for the migrants from Asian countries. There are many cases that migrant workers in the Gulf countries are treated as animals and not as human beings.
We call on all the militant unions all over the world to inform their members about the reality of the situation, the real responsible persons, by revealing the hypocrisy of the International Organizations which regularly follow the same lines as those of NATO and the imperialists.

A largely attended special generalbody meeting of Jalgaon District was held on 04-07-2018. Com. A.R.Patil, District President presided over the meeting. Com. B.P.Petkar, Circle Advisor was the Chief Guest and spoke on the importance of holding the Central Executive Committee meeting at Jalgaon on 30-31, July, 2018. Com. R.N.Patil, Circle Secretary explained the current position in respect of pension revision and the arrangements being made for the successful conduct of the Central Executive Committee meeting and appealed all to co-operate fully with the Reception Committee..Coms. A. S Chaoudhary, ACS, Ingale, Circle Treasurer and H>K.Patil, District Secretary also addressed the meeting.
Shri. Sourab Dhupad, Tax Consultant delivered a lecture on filing the income tax return and other connected issues.
