AUAB DECIDES FOR INDEFINITE STRIKE FROM 03-12-2018- AIBDPA SHALL SUPPORT WHOLEHEARTEDLY.
AUAB takes historic decision to go on indefinite strike from 03-12-2018 – Call given to boycot all government projects like NOFN, NFS and LWE, w.e.f. 03-12-2018.
The AUAB meeting is held today at New Delhi. The meeting was presided over by Com. Chandeswar Singh, Chairman, AUAB. Com.P.Abhimanyu, Convenor, welcomed all and presented the agenda for discussion. The meeting was also attended by Com.K.Sebastin, GS, SNEA, Com.Prahlad Rai, GS, AIBSNLEA, Com. Suresh Kumar, GS, BSNL MS , Com.Pathak, AGS, AIGETOA, Com. Revti Prasad, AGS BSNL ATM, Com.Abdul Samad, AGS, TEPU, Com. Kabeerdas, GS, BSNL OA, Com.G.L.Jogi, Chairman, SNEA, Com. Swapan Chakraborty, Dy.GS, BSNLEU, Com.A.A Khan, President, SNEA and Com.Sivakumar, President, AIBSNLEA. The meeting reviewed the ongoing struggle and took serious exception to the letter dated 06-11-2018, issued by the DoT, wherein all our demands were rejected.
After threadbare discussion, the meeting decided to call on the employees to organise indefinite strike from 03-12-2018. The meeting also decided to boycot the execution of all government projects like NOFN, NFS and LWE from 03-12-2018. Circle and district unions are requested to start serious preparations immediately, in coordination with the other constituents of AUAB, to make the indefinite strike a total success.

In a well attended meeting of BSNL DOT pensioners of Balangir District held at the Telephone Exchange premises on 14-11-2018, new Distrct Branch has been formed. Com.Ghanashyam Mohananda, Circle Vice President presided over the meeting. Coms.A.Dhupal, Circle Patron and A.C.Mohanty, Circle President in their deliberations gave a good account of the current issues of the pensioners and the functioning of AIBDPA. Com. As you are aware, the NCCPA National Executive meeting held at Chennai on 5thAugust, 2018 had resolved to organize Programmes of Actions on 10 Point Charter of Demands of CG Pensioners. Mainly the following Programmes were finalized.
Post Card Campaign to Hon’ble Prime Minister:
A Post Card Campaign has been finalized to be organized amongst the entire rank and file membership of NCCPA. The Campaign may be undertaken from 1.12.2018 and 31.12.2018 the Post Cards may be organized to be sent to the Prime Minister between 1.01.209 and 15.01.2019. All Pensioners may be approached to write the following sentences in the Post Card and the same may be posted to the Hon’ble Prime Minister:
I solicit the kind attention of the Honourable Prime Minister to the memorandum dated 15.11.2018 submitted by the National Co-ordination Committee of pensioners in which I am a member on certain pension related issue. I seek the intervention of the Honourable Prime Minister to ensure settlement thereof.

- Mass Dharna Programme in 11 Centres:
As reported earlier, the meeting had decided to hold mass dharnas by the CG Pensioners in the following 12 Centres. The Dharna Programme is to focus attention on our 10 Point Charter of Demands. In our earlier circular letter we had indicated that which of the states will deploy comrades to the Dharna Centres. Kindly take note of the same and advise the comrades to reach the dharna venue on the appointed date.

- NCCPA leaders organizational tour to meet the members:
NCCPA Office Bearers will be attending these Mass Dharna Programme in 11 centres by dividing these centres in such a manner that the Office Bearers of Home States will be attending these Centres and also one extra centre nearest to their States as indicated in the above chart. On successful completion of the first phase of the programme, the National Sectt. of NCCPA will meet at Delhi to finalize the campaign programme to be mounted in the month of February, 2019.( The date of meeting at Delhi will be finalised in consultation with Com.President and will be communicated later.) The National Sectt. will also discuss the ways and means to strengthen the finance of the NCCPA to carry out the programme. The idea behind the second phase of the programme is not only to campaign over the demands but also to widen the base of NCCPA. Besides, the State Capitals, the presence of office bearers may be utilized for campaign in other important centres of the respective States.
- Hunger fast Programme at New Delhi:
In culmination of all the above programmes, there shall be a hunger fast from 11.00 A.M to 3.00 P.M on 15.03.2018 at New Delhi. We expect to mobilize more than 2000 comrades in the said programme. Quota for each affiliate and State Centre is as under:
AIBDPA: 800 (including Delhi), AIPRPA: 800 (including Delhi), ITPF=100, Autonomous body Associations: 50, Other affiliate: 10 each.
State Centres: Jaipur CGPA: 200, Nagpur CGPA: 50, Hyderabad CGPA: 50, Kolkata CGPA: 50, Kerala CGPA: 50, MP=50, UP=50 ,Odissa=25, Tamilnadu=20, and Karnataka=20.

CHARTER OF DEMANDS.
As finalized at the Chennai NE meeting
On 05.08.2018
- Implement Option No. 1 as a pension fitment formula as recommended by the 7thCPC and Grant MACP benefit w.e.f 1.01.206 as per the Supreme Court judgment.
- Revise the Pension of BSNL absorbed retirees immediately with 15% fitment, recommended by the 3rd PRC and approved by the government from 01-01-2017, delinking the wage revision in BSNL.
- Revise pension of Central Autonomous Body pensioners.
- (a) Provide notional fixation of pension under Option No. 3 on the basis of the pay scale/pay level of the cadre or grade from which the pensioner retired. (b) Provide fixation of pension in the case of all pre 2006 pensioners on the basis of the grade pay/pay level or pay scale of the post or cadre from which one has retired as per the judgments of Courts.
- Extend the benefit of CS(MA) Rules to all pensioners who are not covered by CGHS.
- Increase the FMA to Rs. 2000 as has been granted to PF Pensioners and introduce the health insurance scheme as suggested by the 7thCPC.
- Raise the minimum pension to 60% of the Minimum wage. i.e. Rs. 10,800 p.m.
- Restore the commutation portion of pension after 10 years.
- Provide increased rates of pension on attainment of 70 years onwards.
- Scrap the New Contributory pension scheme and restore the defined benefit pension to all CGEs irrespective of their date of entry into the Government service.
ALL AIBDPA UNITS ARE REQUESTED TO TAKE NOTE OF THE PROGRAMME AND INITIATE ACTION TO MOBILIZE THE PENSIONERS IN LARGE NUMBERS SO THAT THE AGITATIONS ARE MADE A STUPENDOUS SUCCESS.
BIRBHUM (SURI) DISTRICT CONFERENCE HELD.


The 4th biennial District Conference of Birbhum, West bengal was held at Bholpur Karmachari Bhawan on 11-11-2018. A presidium of Coms.Debdas Chakraborty and Ashis Mukherjee controlled the proceedings. Com.Pijush Chkraborty, Circle Secretary inaugurated the conference, explaining the current issues and the ensuing AIC at Kolkata. Coms. Nazrs Nouroji, President, BSNLEU, Tinku Biswas, District Secretary, BSNLEU and leaders of Yukthamancha and 12th July Committee greeted the conference.
Coms.Madan Ghosh, District Secretary and Ajit Bose, Treasurer presented the report and accounts respectively which were adopted after discussion.

INSPIRING KERALA CIRCLE CONFERENCE


Com.A.Sampath MP inaugurated the 5th biennial circle conference of Kerala at Com.S.Madanan nagar, (Sopanam Auditorium), Kollam on 11th November,2018 with an educative and inspiring speech. The two day conference started with flag hoisting by Com.V.A.N.Namboodiri, Advisor followed with offering floral tributes to the martyrs . Com.R.A.Nair , Circle President presided. The inaugural session was addressed by Chief Guest Shri.D.Manoj, Controller of Communication Accounts, Coms.C.Santhoshkumar, Circle Secretary, BSNLEU, T.Santhoshkumar, Circle Secretary, SNEA, Venkateswaran(CGPA), N.Chandrasekhara Pillai (AIPRPA), N.R.Somasekharan Nair(CCLU) and R.Padmanabhan Nair (BSNL Security Staff Union). Com.V.Rajendra Babu, Mayor and Chairman, Reception Committee welcomed and N.Sasidharan Nair, General Convenor, Reception Committee proposed vote of thanks.
The subject session held in the afternoon on 11-11-2018 was inaugurated by Com.K.G.jayaraj, General Secretary with a detailed speech covering all the issues of the pensioners. Com.N.Guruprasad, Circle Secretary presented the biennial report. Thereafter a very useful seminar was held with Com.P.V.Chandrasekharan , Patron as moderator. The seminar was inaugurated by Com.P.K.Gurudasan, veteran leader and former minister of Kerala. The subject , ” Social security of elders in the neo-liberal period” was presented by Shri.Alexander Jacob, former DGP of Kerala in an effective and admirable manner. Coms.C.C.Pillai, former Secretary General,NFPE and P.K.Muraleedharan, Convenor,NFPE,Kerala participated in the discussion. Com.K.Damodaran, Organising Secretary welcomed and Com.K.Mohanan Pillai, Joint Convenor, Reception Committee thanked.
When the session resumed on 12th morning, Com.K.J.Sanalkumar, Treasurer presented the biennial audited accounts. In the discussion that followed, 32 comrades participated which was replied by both the General Secretary and Circle Secretary.Then the report and accounts were adopted . 479 delegates from all districts participated.
Office bearers were elected unanmously with Com.R.A.Nair (President) Com.N.Guruprasad,(Circle Secretary) and K.J. sanalkumar (Tresurer). A 13 member Circle Womens Committee with Com.Lusy Isac as Convenor was also elected. Resolutions were adopted on important issues.

RANEBENNUR DISTRICT CONFERENCE HELD.


Biennial District Conference of Ranebennur, Karnataka was held on 10-11-2018 with good participation of pensioners. Com.Chimmalgi presided over the conference.. Participating in the conference Com.G.G.Patil, AGS and Com.Muddaiah, Circle Secretary explained the issues of the pensioners in detail. Coms.I.L.D.Durgad, Vice President, BSNLEU, Shekharappa, District Secretary, Shimoga and A.D.Kulkarni, District Secretary, Hubli greeted the conference. The report and accounts presented by the Secretary and Treasurer were adopted after discussion..
Com.B.R.Chimmalgi (President), Com.H.B.Naik (District Secretary) and Com.D.S.Joshi (Treasurer) are the important functionaries among the office bearers elected unanimously.
PENSIONERS TO PARTICIPATE IN THE AUAB RALLY ON 14-11-2018
Organise 14th November rallies massively, and as preparatory to the forthcoming strike.
As per the call of the AUAB, massive rallies are to be organised on 14.11.2018, demanding implementation of the assurances given by the Hon’ble Minister of State for Communications, in the meeting held with the AUAB on 24.02.2018, on the issues of 3rd pay revision, pension revision, allotment of 4G spectrum and payment of pension contribution on the actual basic pay. It must be specifically noted that, in the meeting held on 02.11.2018, between the AUAB and the Secretary, Telecom, not much progress was seen in the main demand of 3rd Pay Revision. In this connection, all leaders and comrades are requested to make note that, the AUAB has already informed the Secretary, Telecom, that, strike would be organised if the demands are not settled by 30.11.2018. Hence, all circle and district unions are requested to take every step to ensure the total participation of the Non-Executives and Executives, in the rallies to be held on 14.11.2018. It is also requested to display maximum number of banners, flex boards, etc., to attract the attention of the general public to our demands, most importantly issues related to allotment of 4G spectrum, the pro-private policies of the government, financial revival of BSNL, etc.
