OPEN MASS NATIONAL CONVENTION OF WORKERS DECIDES FOR ONE DAY STRIKE ON 08-01-2020

Thousands of workers participated in the Open Mass National Convention held at Parliament Street, New Delhi on 30-09-2019. The call of the Central Trade Unions, barring BMS, was responded massively by the workers, even though limited from Delhi and nearby states. A presidium consisting the Presidents of Central Trade Unions controlled the proceedings. Leaders, including Com.Tapan Sen, General Secretary addressed the convention. The Declaration adopted by the convention detailed the programme of action against the anti-people and anti-workers policy of the NDA goverment as follows;

1.Joint Conventions of Workers at Sectoral level, District level during two months of October and November, 2019.

2. Widest possible circulation of Declaration down to factory establishment, institution and base level through the above activity during December, 2019.

3. Country-wide General Strike 8th January, 2020

01st October is the BSNL Foundation Day of our beloved BSNL. It is extremely unfortunate that the employees are forced to observe protest day on BSNL’s foundation day on 01.10.2019. Employees are not being paid salary, the Company is not able to even pay electricity bills, contract workers are not paid wages for the past 8 months and the revenue of the Company is going down drastically every month, due to the anti-BSNL attitude of the people who are in power. Much is being talked about the allotment of 4G spectrum to BSNL and revival of the Company, for the past several months. However, nothing has happened. As a result, BSNL’s condition is deteriorating fast. Hence, BSNLEU, SNEA, AIBSNLEA, BSNL MS, BSNL ATM and BSNLOA have called upon the BSNL employees to observe protest day on 01st October, 2019. Lunch hour demonstrations should be organised. Reports and photographs may please be sent to the CHQ.

SEMINAR HELD AT KOLKATA ON COMPLETION OF TWO HUNDRED YEARS OF KARL MARX AND 150 BIRTH ANNIVERSARY OF V. I. LENIN.

A well attended Seminar was held at Kolkata on the call of West Bengal Circle on 25-09-2019 in connection with completion of 200 years of Karl Marx and 150 birth anniversary of V.I.Lenin. Com.Susanta Ghosh, Circle President controlled the proceedings. Com.Pijush Chakraborty, Circle Secretary welcomed all and underlined the importance of the occasion.

BERHAMPORE DISTRICT CONFERENCE HELD WITH GOOD PARTICIPATION.

The 4th biennial District Conference of Berhampore was held befiitingly on 22-09-2019. A presidium consisting Coms.Samir Dutta, Biswarup Hazra and Tapan Bhowmick controlled the proceedings. Com. Pijush Chakraborty, Circle Secretary inaugurated the conference and explained the issues of pensioners and BSNL in detail. A host of leaders of different organizations greeted the conference.

The biennial report and audited accounts presented by Coms. Manorenjan Ghosh, District Secretary and D Dutta, Treasurer were adopted after discussion.

Coms.K D Biswas, Manorenjan Ghosh and Dipankar Dutta were elected as President, District Secretary and Treasurer, respectively.

Revenue collections of telecom companies fall further, as a result of which government loses income – says TRAI report.

As a result of the ongoing “tariff war”, triggered by Reliance Jio’s predatory pricing, the revenue collections of telecom companies have fallen further. According to the TRAI report, the Adjusted Gross  Revenue (AGR), earned by the telecom companies has dropped over 10 per cent, i.e., to Rs.1,44,446 crore during 2018 from Rs.1,60,814 crore in 2017. AGR is the revenue collected by telecom companies from sale of telecom services. Spectrum Usage Charges and Licence Fee, payable to the government, are being calculated on the basis of AGR. Since the AGR of telecom companies has fallen, the Spectrum Usage Charges and Licence Fee, received by the government, has also fallen. Spectrum usage charges (SUC) has fallen by 17.74 per cent to Rs.4,186 crore in 2018, while licence fee collections has fallen by 10.2 per cent to Rs 11,641 crore.

TAMIL NADU CIRCLE EXECUTIVE COMMITTEE MEETING

Com. V A N Namboodiri, Advisor inaugurated the open session of the Tamil Nadu Circle Executive Committee meeting held at Vellore on 24-09-2019. Almost all issues of the pensioners and the latest developments in respect of pension revision, wage revision , 8th Memebership verification, revival of BSNL and NCCPA National Conference were explained in the inaugural address. Com. C K Narasimhan, Circle President presided over the meeting. Com.B Jothisuthanthiranathan, hosting District Secretary welcomed the participants. Coms. S Mohandoss, CHQ Vice President and K Pankajavalli, CHQ Asst Treasurer addressed the session. Coms.V P Indira, All India Womens Sub Committee Convenor, BSNLEU and Subramanian, Asst Circle Secretary, BSNLEU greeted the CEC meeting.

Com. N Kuppusamy, Circle Secretary presented a brief report on activities since the Coimbatore Circle Conference and Com. S Nataraja, Circle Treasurer submitted the interim accounts in the CEC meeting. All the District Secretaries and most of the Circle office bearers actively participated in the discussion. The meeting decided to observe International Pensioners Day on 01-10-2019 and Foundation Day on 21-10-2019 befittingly. It was also decided to strengthen the organisation by enrolling more members and subscribers for Tele Pensioner,

Enhanced family pension increased from 30% to 50% on death before 7 years service

 
Enhanced family pension increased

On death of a Government servant while in service, the family is entitled to a family pension in accordance with Rule 54 of the Central Civil Services (Pension) Rules, 1972. The family pension was payable at enhanced rate of 50% of the pay last drawn for a period of 10 years, if the Government servant had rendered a continuous service of not less than seven years; thereafter the rate of family pension was 30% of the pay last drawn. In case the Government servant had rendered a service of less than seven years before his death, the rate of family pension was 30% from the beginning and family pension at enhanced rate of 50% of last pay drawn was not payable to the family.

The Government felt that the need for family pension at enhanced rate is more in the case of a Government servant who dies early in his career, as his pay at the initial phase of service is much less. The Government has, therefore, amended Rule 54 of the Central Civil Services (Pension) Rules, 1972 by a notification dated 19th September, 2019. As per the amended Rule 54, the family of a Government servant, who dies within seven years of joining service, will also be eligible for family pension at enhanced rate of 50% of last pay drawn, for a period of 10 years.

The above amendment would be effective from 1st October, 2019. However, the families of Government servants who died before completion of service of seven years within 10 years before 1st October, 2019, will also be eligible for family pension at enhanced rates with effect from 1st October, 2019.

The benefit of amended provisions would be available to the families of all Government servants, including the personnel of CAPFs, in the unfortunate event of their death within seven years of joining Government service.
