Com.K G Jayaraj, General Secretary was to join CHQ on 15th July, 2022 mainly for arranging accommodation to the comrades participating in the Sanchar Bhawan March and other important issues. As the General Secretary is indisposed, Com.R Muraleedharan Nair , Assistant General Secretary volunteered to take up the responsibility. BSNL CORPORATE OFFICE HAS AT LAST ISSUED NECESSARY SPECIFIC CLARIFICATIONS ON PAYMENT OF RETIREMENT BENFITS TO THE VRS-2019 RETIREES OF MAHARASHTRA WITHHELD FOR SUBMISSION OF CASTE REVALIDATION CERTIFICATE. STILL THE EXGRACIA IS DIRECTED TO BE WITHHELD UNTIL DOT’S CLEARANCE. THE RELENTLESS EFFORTS MADE BY CHQ ON THIS IMPORTANT ISSUE IS WELL KNOWN TO ALL. FURTHER IT WAS INCLUDED AS ONE OF THE DEMANDS FOR THE AGITATIONAL PROGRAMME CULMINATING IN THE SANCHAR BHAWAN MARCH ON 24-08-2022. CHQ HAS THE GRATIFICATION THAT THE ISSUE IS BEING SETTLED AND CONGRATULATE ALL THE AFFECTED VRS RETIREES OF MAHARASHTRA. Natarajan* Will the Minister ofCOMMUNICATIONS be pleased to state:-(a) whether the Government is aware that the BSNL Pensioners and serving staff are being deprived from getting cashless medical treatment even for chronic diseases and monthly medical allowances in liu of out-door treatment from the year 2018 on the plea of shortage of funds allocation from BSNL;
(b) if so, the details of number of such pending medical bills due for payment and the year from which medical allowance is pending;
(c) the details of required amount for the clearance of pending bills and medical allowance as on 30.06.2022; and(d) the details of the decision taken in this regard?

(a)&(b) BSNL Pensioners and serving staff are not deprived from getting medical treatment. However, medical bills worth Rs. 367 Crores are pending for clearance from 1st January, 2019 onwards with reference to retired employees which includes outdoor treatment, indoor treatment and medical allowance.(c) As on 30.06.2022, Rs. 367 Crores is required for clearance of pending medical liability of retired employees, which could not be cleared due to financial stress in BSNL.
(d) BSNL is making efforts to clear the liability on availability of sufficient cash flow. Additionally, Government has decided that BSNL pensioners who had deposited CGHS contribution before switching over to the health scheme of BSNL and are desirous of switching over again to CGHS are entitled for CGHS facility as per Office Memorandum dated 06.04.2022 of Ministry of Health & Family Welfare.

SILIGURI DISTRICT CONFERENCE HELD.

The 5th biennial District Conference of Siliguri was held on 24-07-2022. Com.Maniklal Mukherjee controlled the proceedings. Com.Pijush Chakraborty, Circle Secretary and CHQ Organising Secretary inaugurated the conference explaining the important issues of the pensioners and the agitational programme being launched by CHQ including the Sanchar Bhawan March on 24th August, 2022. A host of leaders including Coms. Uttam Sarkar, Joint Convener, Yuktamorcha,Suman Ch Roy, District Secretary and Bikash Pradhan, District Secretary,CMU addressed the inaugural session.The biennial report and audited accounts presented by Coms.Prabir Ghosh, District Secreatry and K P Banik, Treasurer were adopted after discussion and reply by both Circle Secretary and District Secretary. Office bearers were elected unanimously with Com.Maniklal Mukherjee (President) Com.Prabir Ghosh (District Secretary) and Com.Kaliprasad Banik (Treasurer).

Com. A Dhupal, CHQ Vice President inaugurated the district Conference of Cuttack Telecom District on 24-07-2022 with a detailed speech on the issues confronting the pensioners and the ensuing Sanchar Bhawan March on 24th August,2022. Com.S K Hoshen, Circle Working President presided. Com. Shreedhar Mallick, District Secretary welcomed and presented the report and accounts which were adopted after discussion. Com. CHQ’s clarion call to organise Mass Dharna on 20-07-2022 has been responded with massive response of the pensioners all over the country. It was the second phase of the three phased agitation demanding settlemnt of the most six important demands; pension revision, clear all pending medical claims, refund the frozen IDA installments, implementation of Parliamentary Committee recommendations for strengthening CGHS, immediate payment of pension and retirement benefits to VRS retirees of Maharashtra belonging to ST category and restore the LPD arbitrarily reduced by certain CCAs. The Mass Dharna provided an opportunity to the pensioners to exihibit their strong protest and determination to fight out against the continuing injustice in conceding the genuine demands by the Modi government. In almost all the circles, there was an unprecedented participation of pensioners even from members of other organisations and non-members. We wholeheartedly Salute all the participants and congratulate our comrades for organising the Mass Dharna most successfully. We also take this opportunity to express our gratitude for the support and solidarity extended by TUI(P&R), BSNLEU, BSNLCCWF, NCCPA, AIPRPA and CGPA. The great success of the Mass Dharna gives us much encouragement to move forward to the most important and culminating programme, the Sanchar Bhawan March on 24th August, 2022. PENSION REVISION – WHY AIBDPA RESORTS TO YET ANOTHER AGITATIONAL PROGRAMME

Of course all of you may be aware that All India BSNL DOT Pensioners Association is all set to organise yet another agitational programme culminating in the March to Sanchar Bhawan on 24th August, 2022. The first of the three phased programme, Demands Day on 22nd June, 2022 was held all over the country by holding powerful demonstration at all levels. The second programme, Mass Dharna at SSA level is being held on 20th July 2022.
It is a known fact that AIBDPA has conducted numerous agitations in the past, not only for pension revision from 01-01-2017, but also on pension revision for the pre 2007 BSNL pensioners, 78.2% IDA fitment, annulment of 60:40 condition etc.It may be in your memory that when the earlier Minister of Communications, Shri. Ravi Shankar Prasad took a tough stand in 2019 that pension revision is possible only after wage revision, most of the pensioners organisations opted for legal recourse. But AIBDPA had no hesitation to continue the struggle to achieve the demand as in the past.
Accordingly, our Central Executive Committee meeting held at Guwahati in November, 2019 decided a phased programme of agitation culminating in a Parliament March. The CEC also authorised CHQ to explore the possibility of a joint agitation of all the pensioners organisations and therefore didn’t decide the dates. We wrote to all the pensioners organisations requesting to join the agitation in the best interests of BSNL retirees and they may suggest any changes / modifications for the struggle. Unfortunately, we got response from only three organisations and that too were not for joining the struggle. In these circumstances, AIBDPA was compelled to go it alone.
Firstly, an extensive campaign among the pensioners was held in December 2019 and signatures of pensioners in the memorandum to Hon ‘ble Prime Minister were collected during SSA level conventions. Another important program was meeting the Parliament Members in January, 2020. Our comrades could meet 112 MP, including Lok Sabha Speaker, two Cabinet Ministers and five State Ministers and submitted detailed memorandum on pension revision for taking up with government.
Then the next program was day long fasting Mass Dharna at CCA Offfices on 12th February, 2020 which happened to be a stupendous success. We had made all the preparations for the culminating Parliament March on 12th March, 2020. Unfortunately, we had to postpone the most important agitation due to the break out of Corona pandemic in Delhi and other parts of the country.Even during the period of pandemic, we have continued our efforts on pension revision and the issue again came to limelight after an effective intervention made through Shri. John Brittas MP. Some other MPs also wrote to the Minister on pension revision which was followed by meeting the Minister and top officers of the DoT by certain pensioners organizationns. The wide propaganda made on these developments created an impression among the pensioners that the issue is going to be settled shortly.
Meanwhile AIBDPA held its Central Executive Committee meeting on 5th March, 2022 and after reviewing the developments decided for another agiitational program on pension revision, denial of medical benefits, nonpayment of frozen IDA installments etc. The CEC authorized CHQ to decide the form of agitation at the appropriate time. It was under these circumstances that AIBDPA delegation comprising Com. V A N Namboodiri, Advisor and K G Jayaraj, General Secretary held discussions with the top officers of the DoT, including Secretary, Additional Secretary, Joint Secretary, Member (Finance), Member (Services) DDG(Estt). The delegation also held discussions with the officers in DOPPW What the delegation could understand from these discussions was that DoT still has no definite idea/proposal for pension revision. Here one thing is very clear that it is the central government to take a decision on pension revision. And considering the class character of the present government, nothing will be conceded without struggle.
So, only under this compelling situation AIBDPA CHQ has given shape for the three phased agiitational programmers as follows,

Our stand is further vindicated with the latest information that Internal Finance of DoT has rejected the “proposal /proposals”of DoT (Estt) and has reiterated the stand of the government that pension revision is possible only after wage revision.
KOLKATA TELECOM DISTRICT CONFERENCE HELD SUCCESSFULLY.

The 5th biennial District Conference of Kolkata Telecom District under West Bengal Circle has been held befittingly on 15-07-2022 at CTO, Kolkata. Com.Govinda Das presided over the conference. Com.Ajitkumar Nandan, District Secretary welcomed and placed the report and accounts. Inaugurating the conference, Com.Pijush Chakraborty, Circle Secretary spoke in detail , particularly the agitational programme being launched for settlement of important demands. Thereafter active discussion took place on the report and the issues of the pensioners. Circle Secretary and District Secretary replied to the queries raised by the delegates after which the report and accounts were adopted. A new set of office bearers were elected unanimously with Com.D Dasbakshi (President) Com.Niranjan Sarkar (District Secretary) and Com. Ashis Gupta (Treasurer).
