KARAIKUDI DISTRICT CONFERENCE HELD SUCCESSFULLY.

The biennial District Conference of Karakudi in Tamil Nadu Circle was held with good participation of pensioners on 08-01-2017. Com.M. Muthuramalingam, District president was in chair. Com.S.Mohandoss, CHQ Vice President and Circle President, inaugurated the conference with an inspiring speech, covering recent developments and issues of pennsioners. Com.C.K.Narasimhan, Circle Secretary, delivering the special address dealt on organisational matters. Com.Mohandas, District Secretary, AIBSNLEA, Bhoominathan, District Secretary, BSNLEU, Radhakrishnan, Circle Vice President etc addressed. Report and accounts were adopted after discussion.

KHAMGAN DISTRICT BRANCH IN MAHRASHTRA FORMED.

In a well attended meeting of BSNL DOT pensioners held on 10-01-2017, the District Branch of Khamgan has been formed. Com.R.N.Patil, District Secretary, Jalgoan addressed the meeting and explained the need to form the AIBDPA district Branch. Com.A.S.Choudhary, District President, Jalgoan also spoke on the issues of the pensioners. After discussion, the District Branch was formed with the following important functionaries.

Com.Thakare P.G (President) Com.H.L.Tiwari (District Secretary) and Com.G.P.Abhav (Treasurer).

UNDUE DELAY IN 78.2% IDA FIXATION PROCESS- KERALA WITNESSES MASS DHARNAS WITH OVERWHELMING PARTICIPATION OF PENSIONERS.

Pensioners all over Kerala expressed their anguish and anger against the undue delay in the 78.2% IDA fixation process and drawal of arrears thereof. Pensioners from Thiruvananthapuram, Kollam, Alappuzha and Pathanamthitta held a massive and powerful Dharna in front of the CCA office, Thiruvananthapuram on 10-01-2017. Com.K.G.Jayaraj, General Secretary inaugurated the Dharna participated by about 500 pensioners. Com.R.Aravindakshan Nair, Circle President and CHQ Treasurer presided. Coms. K.Mohanan, Circle Secretary, BSNLEU, P.K.Muraleedharan, Circle Convenor, NFPE, M.C.Nair, Circle Prsident, AIPRPA, Jacob Thomas, Circle President, P-III(NFPE), Benny, District Secretary, BSNLEU addressed the dharan. Com.N.Guruprasad, Circle Secretary welcomed all and Com.N.Vikraman Nair proposed vote of thanks.
After the Dharna, a delegation consisting Coms.K.G.Jayaraj, General Secretary, R.Aravindakshan Nair, Circle President and N.Guruprasad, Circle Secretary met the CCA, Shri. Manoj and discussed the issue of early completion of the work related to 78.2% IDA fixation and calculation of one extra increment for pension. They demanded that at least by 31-03-2017,everything in this regard should be completed.The CCA stated that the works could not be completed within the stipulated period due to shortage of staff and though now additional staff are posted, still,it is not sufficient.The delegation immediately offered the services of retired staff which was accepted by the CCA. Initially, two retired Section Supervisors, Coms.M.Balachandran Nair and M. Salauddin are being made available from 11-01-2017 itself.

Similar Dharnas were also held at Kannur, Kozhikode, Palakad, Malappuram, Thrissur, Ernakulam and Kottayam by the respective district branches.

STRIKE OF CENTRAL GOVT EMPLOYEES BY CONFEDERATION POSTPONED TO 16-3-2017 DUE TO ELECTIONS TO 5 STATES.

As Assembly elections to five States are scheduled to be held from February 4th to March 11th (including declaration of results) and as February 15th is also poll date in two states , the National Secretariat of Confederation of Central Government Employees & Workers has decided to postpone the proposed ONE DAY STRIKE on February 15th to MARCH 16th 2017 THURSDAY.

HUGE PARTICIPATION IN BI-MONTHLY MEETING OF JALGAON DISTRICT BRANCH

The bi-monthly meeting of Jalgaon District Branch was held on 06-01-2017 at Parikh Park with massive participation of pensioners.Com. A. S. Choudhary, District President presided over the meeting. Com.R.N.Patil, District Secretary spoke elaborately on the issues of pensioners including undue delay in disbursement of arrears of 78.2% IDA fixation, medical bills etc. The members participated in the discussion severely criticized the BSNL district administration for their negative approach towards pensioners issues. The meeting decided to launch agitation for early settlement of the issues.

OM PURI, THE GREAT ACTOR, PASSED AWAY.

Shri. Om Puri, one of the great actors and a progressive artist, passed away on 06-01-2017.
He was only 66 and was ailing for some time. He has acted in more than 400 films in different languages and also found time for television and theatre shows. He never hesitated to raise his voice against any attack/atrocities on the poor.
AIBDPA pays respectful homage to Shri.Om Puri, a great human being.

WFTU STATEMENT ON CHILD LABOUR IN INDIA AND WORLDWIDE.

The Indian Police found 200 children to work in a tile manufacturing industry in Telangana, India. Μost of them are younger than 14 years old. The number of child labor amounts to 5,7 million in India and to 168 million worldwide accounting to the ILO.

The scourge of child labour persists in many countries where children’s human rights are violated. The bourgeoisie, taking advantage of the miserable living conditions of the children, forces them to work as cheap workforce. The WFTU struggles against the inhuman crime of child labor and demands the forming of conditions so that the states can protect these children and cover their main needs.

Subject: Pilot run of e-Revision Utility of CPAO for 7th Central Pay Commission Revision of Pension.

Revision of about 9.5 lakhs Pre-2016 pension cases & 16000 post-2016 cases have become due as per recommendations of 7th CPC. As per instructions of DP&PW dated 4/08/2016, pension cases of Pre-2016 pensioners have been revised by the banks by applying the multiplication factor of 2.57. However, pension of post-2016 pensioners needs to be revised by concerned PAOs. At present, these cases are being revised through COMPACT and physical authorities are sent to CPAO for authorization of pension. As COMPACT does not provide the facility of sending online Revision Authorities under the digital signatures of concerned PAOs to CPAO, CPAO has to wait for physical Revision Authorities for the validation of PAOs’ signature and special seal. Due to this, the process of pension revision becomes time consuming which ultimately slows down the whole process of revision. To overcome this problem, CPAO has developed online e-revision utility to take care of 7th CPC Pension Revision with the facility of sending digitally signed Revision Authority under the digital signatures of PAOs to CPAO.

2. It has been decided to start the pilot run of new utility in 8 PAOs i.e. PAD, CRPF, New Delhi, PAO, CISF, New Delhi and PAO, BSF New Delhi of MHA; PAO, NDIZ and PAO , Food Zone of UD; PAO, CWC in Water Recourses; Pr. AO/PAO , New Delhi in External Affairs and ZAD, CBDT New Delhi in CBDT. These PAOs are first required to register their digital signatures in PFMS (if not already registered) in order to process and send the revised authority to CPAO. e- Revision utility may be accessed on CPAO’s website at http://164.100.78.149/erevision. 3. In view of the above, you are requested to instruct your PAOs selected for pilot run to use new utility of CPAO for revision of Post- 2016 pension cases w.e.f. 1st January, 2017 and extend full support to make the trial/pilot successful.
