In the name of reforms, PSU Banks are being strangulated

The Modi government has now focussed  its attack on the public sector banks, in order to allow a free hand for the private sector. Just look into the following:

  1. 5 Affiliated Banks viz. State Bank of Travancore, State Bank of Mysore, State Bank of HYderabad, State Bank of Patiala and State Bank of as also Mahila Bank are going to be merged with State Bank of India w.e.f. 1st April 2017. SBT, which is headquartered in Kerala has been in existence for 72 years and has got 1,177 Branches all over India, 1767 ATMs, 14,892 employees and a deposit as Rs. 1,60,473 crores, It has got a capital of Rs. 36,123 crore and a profit of about Rs. 400 crore annually. It has got a large customer base. This is the case with the other SBI affiliated Banks. After merger, thousands of branches are going to be closed and about 10,000 workers may became surplus and no new appointment will be made in the vacancies through retirement. VRS/CRS also may be implemented. Thousands of jobs are going to be lost. What is the necessity of merger except to reduce the workforce and close the branches to favour the private sector banks to expand their services and garner profit?
  2. The Central government has directed 10 PSU Banks including IDBI Bank, Central Bank of India, Indian Overseas Bank and United Bank to close down loss making branches and selling their shares in the market. This will not only reduce the area of operation of these banks, but also will favour the private banks to increase their area of service.
  3. Instead of taking serious action to recover the Non-Performing Assets (NPA – unpaid loans) of lakhs of crores of rupees from the corporates, the government is closing its eyes and allowing the borrowers to escape with out payment. Case of Vijay Mallya is only one of such thousands of cases.

These anti – PSU Banks policy and decisions of the government need to be strongly opposed and defeated.

INTERNATIONAL SEMINAR BY WFTU AND ACFTU IN BEIJING ON “ROLES OF WOMEN IN FUTURE OF WORK.”

The Joint Seminar of WFTU and ACFTU kicked off today, March 28th 2017, in Beijing, China. 17 women trade-unionists from 17 English-Speaking countries of Africa and Asia are taking part.

During the opening of the seminar , AN Jianhua, Director-General of the ACFTU International Relations Department took the floor, followed by Anda Anastasaki, General Coordinator of the WFTU central offices on behalf of WFTU, Helen Tibeer Gbafan, Gender Desk Officer of National Union of Hotels and Personal Services Workers-Nigeria on behalf of African women trade-unionists and Purna Joshi, Deputy General secretary of CONEP-Nepal on behalf of Asian women trade-unionists. This initiative is the 9th of its kind.

VIRUDHUNAGAR SPECIAL GENERALBODY MEETING HELD.

A special general body meeting of Virudhunagar district was held on 25-03-2017 with good participation of members. Com.S.Murugesan, District President presided and Com.M.Ayyasamy, District Secretary welcomed the gathering. Inaugurating the meeting, Com.S.Mohandoss, CHQ Vice President gave a good account of the 4th circle conference held at Ilanji on 19,20 February, 2017. He also explained the decisions of the Central Excutive Committe held at Mysuru on 23,24 February, 2017 and exhorted to make the agitational programmes a big success. Com.P.Ramar, District Secretary, Tuticorin greeted the meeting.

SPECIAL GENERALBODY MEETING OF BANKURA DISTRICT BRANCH.

  A well attended special GB meeting of AIBDPA Bankura district was held on 26.3.17 at Recreation club room. Com Dilip Das Circle VP inaugurated the meeting. Main speaker Com Pijush Chakraborty CS placed the reporting of CEC meeting held at Mysuru on 23 and 24th February 2017 and phased programmes to achieve 18 points charter of demands along with describing present scenario. Other speakers were Coms DS Pal CORTO and Dharmadas Mandi President BSNLEU. The Presidium consisting of Coms Nityananda Ghosh and Gurudas Pramanik controlled the proceedings.

Sub: – Inordinate delay in the settlement of pay aberration of seniors due to point to point conversion of CDA scale to IDA scale as on 01.10.2000 in BSNL – reg.

The problem of anomaly i.e., senior getting less pay than the junior, is lingering on for the past so many years. We are extremely sorry to state that this problem is not being settled, despite a clear cut judgement having been given by the Hon’ble CAT, Ernakulam, which has been upheld by the Hon’ble High Court of Kerala. It is needless to mention that this problem arose at the time of the First Wage Revision. Thereafter, the employees have already got the Second Wage Revision also, and the Third Wage Revision has also become due.

The BSNL Management had worked out a formula for the settlement of the aberrations issue, and the same was sent to the DoT for necessary approval, since it is having implication on pension. The file was sent back by the DoT, with the remark that BSNL itself could take a decision on the matter, or could forward the matter to DoT in letter form, for examining the case. Thereafter, the BSNL has sent the matter to DoT, giving details of the case, with BSNL’s proposal for obtaining the decision, as point to point fitment on conversion from CDA to IDA scale on 01.10.2000 was approved by the DoT and pension liability on account of removal of aberration in the pay of Non-Executive will have to be borne by DoT.

The matter is pending with the DoT for a long time despite of our repeated persuasions, causing serious frustration among the affected employees. Under the above circumstances, we request you to kindly look into the issue and to do the needful.

GUJARAT CIRCLE EXECUTIVE COMMITTEE MEETING HELD SUCCESSFULLY AT UNJHA.

Circle Executive Committee Meeting of Gujarat Circle was held on 25-03-2017 at the spacious hall of Umiya Mataji Sansthan, Unjha, Mahsena District very successfully. The Open session was inaugurated by lighting the lamp by Com.K.G.Jayaraj, General Secretary, Shri. N.L.Patel, MLA & President Umiya Mataji Sansthan and Shri. R.K.Chauhan, Sr.General Manager, BSNL, Mahsena. Com.T. V.Ghelani, Circle President presided. Com. N.N.Patel, District President, Mahsena welcomed the gathering of about 250. Coms. M.K.Dave, Asst General Secretary, BSNLEU, D.K.Bakutra, Circle Secretary, BSNLEU, D.H.Trivedi, Circle President, BSNLEU, S.J.Thakar, Circle Convenor, BSNL CCWF, S/Shri. Pruthviraj Shekhar, DGM (Finance), Mahsena, M.K.Patel, D.E, GMTD, Mahsena addressed the open session.

Com.K.G.jayaraj, General Secretary delivering his speech as the Chief Guest, explained the important achievements were made possible through by sustained struggle by AIBDPA and the Forum of BSNL Unions and Associations. He also highlighted the decisions of the Mysuru Central Executive Committee Meeting and appealed to make the agitational programme a great success with maximum participation. General Secretary also exhorted to join the programmes of All UNions and Associations of BSNL for implementation of pay revision and pension revision and against the move of the government for closure/disinvestment of BSNL.

In the subject session held at 3PM, Com.Manubhai Chaniyara, Circle Secretary presented the report on activities. District Secretaries and some of the office bearers participated in the discussion after which the report was adopted. Com. G.B.Darji, District Secretary, Mahsena proposed vote of thanks. Ensure Timely Payment of CGEGIS to Central Government Employees

The Union Government has decided that in all cases where the service of the retiring Central Government employees has been verified, payment of the accumulation under Savings Fund of Central Government Employee Group Insurance Scheme (CGEGIS) will be made without awaiting confirmation of deduction of each monthly subscription of CGEGIS. This would help in timely payment of accumulations under the Savings Fund of the CGEGIS. The necessary Orders in this regard have been issued by Department of Expenditure, Ministry of Finance on 17.03.2017.

Often delay occurs in payment of dues to the retiring Central Government employees as the existing procedure requires confirmation of deduction of each monthly subscription to the scheme. The present decision of the Union Government is a step towards simplification of procedure as well as to ensure timely payment of savings along with interest under CGEGIS, to the Central Government employees at the time of retirement.

Under the Central Government Employees Group Insurance Scheme, 1980, the accumulations under the component of Savings Fund together with interest thereon are payable to the employees on retirement or on cessation of employment with the Central Government or to their family on death while in service.

FOR THE ATTENTION OF CIRCLE AND DISTRICT SECRETARIES.

CHQ has published in this website the status of each circle in respect of 78.2% IDA revision cases as on 28-02-2017, as per data collected and supplied by Member (Finance). It may not be 100% correct. But we have to ensure that where ever cases are still to be sent from BSNL, we have to intervene strongly.  Unless and until it is sent to the concerned CCA, the cases cannot be settled. CHQ had directed in the very beginning itself for circle/SSA level intervention for early settlement.
