BALASORE DISTRICT SPECIAL GENERALBODY MEETING HELD.

Balasore District Branch has held a special generalbody meeting at GMTD office, Balasore on 16-04-2017. A large number of BSNl and DoT pensioners participated. Com.Sahdev Biswal, inaugurating the meeting explained the decisions of the Mysuru Central Executive Committee meeting and exhorted to make the agitational program a great success. Com.Gadadar Panda, District President was in the chair. Com.Purusottam Pradhan, District Secreatry welcomed all and placed a brief report.

Shri.P.K.Mohapatra, General Manager, BSNL, Balasore addressed the meeting and praised the functioning of AIBDPA and assured early settlement of pensioners issues at his level. Com.P.K.Nayak, District Secretary & All India Assistant Treasurer, BSNLEU and Com.A.Dhupal also addressed. A printed broucher of activiteies  of AIBDPA was released in the meeting.

MAKE THE CALL ATTENTION DAY ON 20-04-2017 A GRAND SUCCESS.

All the AIBDPA units are requested to observe the CALL ATTENTION DAY on 20-04-2017 with maximum participation of pensioners. The Mysuru Central Executive Committee meeting had identified 18 demands of the BSNL_DOT pensioners for the struggle. Out of these, two issues are partially settled; Restoration of Medical Allowance and Free Night Call facility to pensioners.

But all the others demands are also important and needs to be resolved. particularly the main demands, Mandatory Pension Revision from 01-01-2017, Implementation of Option 1 for DoT pensioners. The employees organisations have already started the agitation for Pay/Pension Revision from 01-01-2017 by observing a Call Attention Day on 5th April, 2017 in which AIBDPA also participated. The pensioners separate agitations are to supplement and strengthen the struggles of the employees to achieve the demands.

Organise mass demonstration at maximum centres and explain the demands by the leaders.

CHQ REQUESTS NCCPA TO TAKE UP IN THE NATIONAL COUNCIL(JCM)THE ISSUE OF GRANTING PENSION @ 50% OF THE LAST PAY DRAWN TO THE PRE 2006 PENSIONERS.

AIBDPA has written to Com.K.K.N.Kutty, Secretary General, NCCPA to take up the following two issues in National Concil (JCM) for early settlement.

NOTES ON ITEMS TO BE TAKEN UP IN JCM(NATIONAL COUNCIL)

(1).Pension be 50% of last pay drawn to the pre 2006 pensioners.

The central government vide OM No.38/86/03-P & PW (A) dated 29-08-2008, as recommended by the 6th Pay Commission, had extended full pension, ie 50% of the last pay drawn or 50% of the average of last ten months pay, whichever is beneficial to the retiring employee. And in the same para of the said order, the condition of 33 years service was reduced to 20 years, for those retired after 01-01-2006. Later the government, based on judgments of the courts, issued orders delinking of 33 years service to the pre 2006 pensioners also, but arbitrarily limited the pension as 50% of the MINIMUM of the pay to the pre 2006 pensioners. This has created a serious anomaly that one who retired after 01-01-2006 with a qualifying service of ten years is granted 50% of last pay as his pension where as  another retired before 01-01-2006,even with 40 years of service, is denied the same benefit. This is a great injustice and against the verdict of the supreme court in Nakara case, wherein, the apex court has stated that pensioner cannot be discriminated on the basis of date of retirement.

(2). Restore CGHS facilities to the pensioners retired from Department of Telecom.

Central government pensioners, residing out side the CGHS areas, are eligible to avail the CGHS facilities. But, the Ministry of Health and Family Welfare issued an order in August, 1996 denying P&T retirees from availing the CGHS facilities, quite arbitrarily. Pensioners organizations and many individuals approached the courts of law against this unjustified order and also got favourable judgments. But the order in question was not revised or cancelled. Now, the 7th Pay Commission has recommended  that “ All Postal pensioners , irrespective of their participation in CGHS, while in service, should be covered under CGHS, like all other central government retirees”. (Para 9.5.18 of 7th CPC). However the Pay Commission has missed to include the pensioners of the Department of Telecom, presumably with the understanding that telecom was converted to BSNL on 01-10-2000. But the fact remains that there are thousands of pensioners retired prior to formation of BSNL. And these pensioners should not be discriminated, any more.

 

 

 

Petrol, Diesel prices will increase daily.

The decision of the government that petrol and diesel prices will be fixed daily is an affront to commonsense and is intended to help the oil companies to increase their profit. In addition to the confusion due to daily price fixing, The customers will be exploited much more than at present. Though the Government has stated  that the prices are being fixed in relation with global prices, in practice it is completely different. When the global prices increase, it is increased here also. But when the global prices decrease, by increasing the taxes etc. the customer does not get the benefit. End this ruthless exploitation of the common people!

Modi Government has proved beyond any doubt that, it is the government for the corporates!

NUMBER OF PEOPLE WITH ASSETS OF OVER RS 200 CR RISES TO 283

 

The following report in the press shows, how neo-liberal policies are creating millionaires and billionaires in the country. As at present there are 283 persons with assets of more than Rs. 200 crores. This might have been calculated on the official records or based on the taxes paid. But if black money, undeclared assets are also taken in to consideration, the number may almost go upto 2830.  This increase is while crores of people are living in poverty and distress.

New Delhi, Apr 11 Continuing with upward trend, the number of people showing gross assets exceeding Rs 200 crore increased to 283 in the country during the last financial year ended March 31.
The number of such individual taxpayers was 195 in the previous fiscal, 2015-16, Minister of State for Finance Santosh Kumar Gangwar said in a written reply to the Rajya Sabha.
The number has been increasing over the past few years. In 2013-14, the number of individual taxpayers with gross assets exceeding Rs 200 crore was 107. It moved up to 134 in 2014-15.
To a query whether India occupies second position in terms of increase in the number of billionaires, Ganagwar said: “No such information is available.”
The government policies are geared towards promoting inclusiveness in growth and reducing the gap between the rich and the poor through specific measures, he said while replying to the query whether “the country’s policies are making the rich persons richer and the poor persons poorer”.
The increasing formalisation of the economy and the reduction in unaccounted incomes that demonetisation can bring about is expected to release significant resources for the government to further pursue its inclusive policies and create opportunities for the poor in the medium-term, he added.
The reply stated that the information on the number of people with gross assets exceeding Rs 200 crore “is based upon that data as reported by individual taxpayers in Schedule – AL of Income Tax Return…(It) is otherwise not used for any computation purposes while processing the Return and hence, the reported data is not verified”.
Replying to a separate query, Gangwar said that as on March 1, 2017, 48,48,641 taxpayers had enrolled on GST portal.
He also said the introduction of the Goods and Services Tax would mark a clear departure from the scheme of distribution of fiscal power envisaged in the Constitution.
GST will also broaden the tax base and result better tax compliance due to robust IT infrastructure, he said.” (Courtesy: Ganashakti)

SEMINAR BY WEST BENGAL CIRCLE IN CONNECTION WITH THE OBSERVANCE OF THE CENTENARY YEAR OF THE NOVEMBER REVOLUTION.

A Seminar was held  ON 12-04-2017 at the aegis of AIBDPA WB Circle and Kolkata District at CTO union room to observe the centenary year of the great November Revolution. Com. Hirak Sengupta controlled the proceedings. Com. Pijush Chakraborty CS placed the initial speech. Prime speaker was Com Dhananjay Ganguly who happened to be the DS Durgapur and the helm of T.U. Class organised by BSNLEU WB Circle.  Com. Ganguly narrated vividly the relevance of present scenarios in the world with the November Revolution. The well attended audience gave  patience hearing to the long more than one hour speech of Com Ganguly.

KOLKATA CENTRAL BRANCH DISTRICT CONFERENCE HELD.

Central Branch, Kolkata under Kolkata Telephones Circle has held its district conference on 11-04-2017. The conference was formally inaugurated by Com.Snajib Banerjee, Circle Secretary with an elaborate speech covering the recent developments. Coms. Ananta Bhattacharjee, CHQ President, Supriyo Mitra, Circle President, Biplab Das, Secretary, BSNL Co-Ordination Committee and  Arup Sarkar, Secretary, BSNL Casual,Contract Wokers Union addressed the conference.
