CHQ has already intimated all about the two phased program of agitation for Pension Revision with 15% fitment to the BSNL retirees from 01-01-2017, Speedy implementation of Pension Revision based on Option 3 to the DoT retirees and Rs.2000 monthly medical allowance to all the pensioners.
The first phase is the CALL ATTENTION DAY on 20-11-2017. Circle/District Secretaries should take the initiative to ensure that Demonstration is organised at all unit levels , demands are effectively explained and email sent to the Minister for Communications, Secretary,DoT and CMD, BSNL in the given format by all the concerned Area/District/ Circle Secretaries.
The report and photos of the program be sent to the CHQ without delay.
ANOMALY DUE TO POINT TO POINT FIXATION DURING THE FIRST WAGE REVISION.
Corporate Office calls for inputs related to financial implication of the anomalies issue – Circle Secretaries are requested to take action.
BSNLEU is continuously pursuing the settlement of anomalies, which arose in the 1st wage revision w.e.f. 01.10.2000. This issue was once again discussed with the GM (Estt.) by the GS, BSNLEU on 09.11.2017. In that meeting it was told by the Management Side that, the DoT wants to know the financial implication of this issue. BSNL Corporate Office has written to the CGMs yesterday, requesting to send the requisite inputs in the format that is enclosed. All circle secretaries are requested to take up this issue with their respective CGMs, and arrange to send the requisite inputs to the Corporate Office at the earliest.<<view Corporate Office letter>>

OFFICE MEMORANDUM
Sub: Simplification of procedure for treatment at private hospitals empanelled under CGHS/CS (MA) Rules, 1944
With reference to the above mentioned subject the undersigned is directed to state that this Ministry has been receiving representations for simplification of procedure for undergoing treatment at private hospitals empanelled under CGHS. The matter has been examined and it has now been decided that CGHS beneficiaries are allowed to undergo treatment at private hospitals empanelled under CGHS of a specific treatment procedures listed under CGHS rate list are advised by a Specialist in a Central Government / State Govt. Specialist hospital or a CGHS Medical Officer without any requirement of any other referral (permission) letter.
2. Private empanelled hospitals shall perform the treatment on cashless basis in respect of pensioners, ex-MPs, Freedom Fighters, Regular employees {both CGHS and CS (MA) beneficiaries} of this Ministry & other categories of CGHS beneficiaries, who are presently eligible for credit facility and shall enclose the prescription issued by Government Specialist or a CGHS Medical Officer, in original (or a self-attested photocopy) along with the hospital bill submitted to the competent authorities.
3. Serving government employees shall enclose the prescription issued by a Government Specialist or a CGHS Medical officer in original (or a self-attested photocopy), while submitting the medical claim to the concerned Ministry /department/office for reimbursement.
4. CGHS Medical Officer / Government Specialist shall not refer the beneficiaries to any particular empanelled hospital by name but, shall specify the treatment procedure and mention ‘referred to any CGHS empanelled centre’.
5. These orders are applicable only in respect of treatment procedures for which CGHS rates are available.
6. This issues with the concurrence of IFD vide FTS No. 3130849, dated 09.11.2017

Decisions taken in the meeting of the All Unions and Associations of BSNL, held at New Delhi on 14.11.2017
. A meeting of the All Unions and Associations of BSNL, was held at New Delhi today the 14.11.2017. Com. Chandeswar Singh, GS, NFTE, presided over the meeting. General Secretaries / representatives of BSNLEU, NFTE, SNEA, AIBSNLEA, AIGETOA, FNTO, SEWA BSNL, BSNL MS, AIBSNLOA, BSNL ATM, BSNL OA and BEA BSNL attended the meeting. The following decisions are taken unanimously.
(1) The date of the human chain is changed, with a view to facilitate more time for the mobilisation. Now, the human chain will be held during lunch hour on 23.11.2017.
(2) The strike notice for the two day strike, to be held on 12th & 13th December, 2017, will be served on the Management and the DoT on 23.11.2017.
(3) At the circle level, a meeting of all the circle secretaries of the unions and associations should be held on 18.11.2017. The ways and means to effectively organise the human chain and the two day strike, should be discussed and decided in these meetings. (At the Corporate Office this meeting will take place on 17.11.2017)
(4) The last date for submission of memorandum to the Hon’ble MPs has been changed to 30.11.2017. A copy of the memorandum to be submitted to the Hon’ble MPs, will be circulated within a day or two.
(5) Posters and hand bills will be printed at the All India level, by the All Unions and Associations of BSNL, in English and Hindi, and it will be sent to the circles. The expenditure for these will be borne by all the unions and associations. The posters and hand bills should also be printed in the regional languages, at the circle level.
(6) To effectively organise the strike, meetings will be organised in important centres, as per the following details. All India leaders of the All Unions and Associations of BSNL will address these meetings.

DATE OF HUMAN CHAIN CHANGED TO 23-11-2017
Date of the human chain changed.
All circle and district secretaries are requested to note that the date of the human chain programme is changed. It will now take place on 23.11.2017. The meeting of All Unions and Associations of BSNL, held today, has made this change, with a view to facilitate more time for the mobilisation. It is also decided that the human chain should be organised during lunch hour on 23.11.2017. Further, it is also decided that placards, containing our demands on wage revision and subsidiary tower company, should be prominently displayed during the human chain, with a view to take our message effectively to the public. CHQ requests all the circle and district unions to organise the programme effectively, in coordination with other unions and associations.

WFTU solidarity statement on the three days’ mass action in India
A huge countrywide three-days’ mass action against the anti-worker, anti-people and anti-national policies of the government has started at the Parliament in the National Capital of India.
The protest is organized by the Joint Platform of Central Trade Unions, comprising Central Trade Union Organizations and all major industry/establishment wise federations and tens of thousands of militant workers are attending the demonstration from every corner of India.
The Joint Trade Union Platform represents workers and employees from all major sectors of industries and services viz., coal, steel, transport, telecom, petroleum, electricity, port & docks, engineering, construction, scheme-workers etc and employees of Central government and state government, Railways, banks, insurance, defense production, etc.
This protest is intended to demand the government to concede the unanimous demands which the joint trade union movement has been raising since the last over eight years. It is a step towards preparation for the next higher phase of united struggles including indefinite countrywide strike action, if the government continues to ignore the demands of the workers and proceed with its pro corporate agenda.
The World Federation of Trade Unions and its 92 million workers in the 5 continents join their voices with the Indian working class and its militant struggle against the anti-labour policies of the government and the bourgeois class their country. We express our support and solidarity to the class-oriented trade union movement of India and we want to affirm that will stand on their side for the fully acceptance and implementation of their fair demands in favor of the popular strata and the ordinary people.
