SHRI. P.K.PURWAR IS THE NEW CMD, BSNL

Shri. Pravin Kumar Purwar has been selected as the next CMD, BSNL by the Public Enterprises Selection Board (PSEB) in its meeting held on 29-01-2019. Shri.P.K.Purwar is now CMD,MTNL and he will succeed the incumbent CMD, BSNL,Shri.Anupam Shrivastava.

AIBDPA congratulates Shri.P.K.Purwar and wish him all success in the new venture.

GEORGE FERNANDEZ PASSED AWAY.

Shri. George Fernandez , prominent trade union leader and former central minister has passed away after prolonged illness in New Delhi on 29-01-2019. He led the historic railway strike in 1974 demanding bonus and the strike was suppressed by the then Prime Minister, Indira Gandhi. He was jailed during the emergency and  was not released even after lifting of emergency. He fought the Parliament Election in 1977 from jail and won with a mammoth margin.

AIBDPA pays respectful homage to the departed leader and conveys heartfelt condolences to the bereaved family.

Lucknow District Branch held its biennial District Conference at Kaiser Bagh Telephone Exchange premises on 28-01-2019. Com. Ishwar Lal, District President controlled the proceedings. Com.R.K.Mishra, Circle Secretary, BSNLEU inaugurated the conference explaining the current developments with regard to pension revision, wage revision, 4G spectrum to BSNL and the AUAB decision for a three days Strike from 18-02-2019. Delivering the keynote address, Com.K.R.Yadav, Circle Secretary dealt on organizational issues including the ensuing AIC at Kolkata.

Coms. Ishwar Lal, Maya Varma and S.R.Varma were elected unanimously as President, District Secretary and Treasurer, respectively.

Office Memorandum

Subject: Clarificatory OM for payment of two family pensions on death attributable to Govt.Service of a re-employed pensioner-regarding.

The undersigned is directed to say that references have been revived in this Department Seeking clarification as to whether a second family pension is admissible under CCS(EOP)Rules when a military/civil pensioner is re-employed in civil service dies and his death is attributable to government service.

2.Vide this Documents Notification No. G.S.R 938(E) dated 27.12.2012,sub-rule 13A 13B of Rule 54,prohibiting two family pension have been deleted.Subsequently vide OM No 1/33/2012-P&PW(E) dated 16.1.2013,two family pensions have been allowed in the event of death of a re-employed pensioner,in service or after retirement, The financial benefits for the past cases however is with effect from 24th September 2012 Thus under CCS(Pension) Rules,two family pensions are admissible with effect from 24th September.

3.The matter has been examined in the context of the provisions of CCS(Extra-ordinary Pension)Rules. it is clarified that the provisions of two family pensions,one in respect of Military/civil service and the other for civil service after re-employment as available in terms of CS(Pension)Rules is also applicable under CCS(EOP)Rules. In other words on death of a pensioner who was re-employed in civil service where death is attrbutable to government services family pension under CCS(EOP)Rules in respect of services in re-employment would be admissible in addition to ordinary family pension in respect of the previous military/civil service.

4.Where, however, on death of a re-employed civil Government servant the family is eligible for Special/extra-ordinary family pension under the EOP rules in respect of the first spell of service,family pension for the second spell of service would be admissible under the CCS(Pension)Rules,1972 only.

5.The extra-ordinary family pension shall be granted only in one service and  in no case both the family pension shall be granted under EOP Rules.

6.The financial benefits in the past cases will accure with effect from 24th September 2012 as in the case of family pension under CCS (Pension)Rules.

7.Formal amendment in Central Civil Service (Extraordinary Pension)Rules will be made in due course.

8.This issues with the approval of Department of Expenditure, vide their ID No.1 (5)/EV/2012 dated 3/4/2017 and 15/01/2019.

BURDWAN DISTRICT CONFERENCE HELD WITH MASSIVE PARTICIPATION.

Com. Dhananjoy  Ganguly, veteran leader and District Secretary, AIBDPA, Durgapur formally inaugurated the 4th biennial District Conference of Burdwan on 26-01-2019. Coms.D.Basu, AGS, Pijush Chakraborty, Circle Secretary, Dipak Mitra, Circle Vice President,  Kanakalata Dutta, AIBDPA, Kolkata Telephones, B.R.Ghosh, Asoke Chatterjee of Yukta Morcha addressed the conference. Coms.  Mohd Yunus and B.R.Ghosh jointly presided. Com.Syama Pada Ray, District Secretary and S.S.Mondal presented the report and accounts, respectively which were adopted after discussion. 157 comrades participated in the conference.

Three day strike from 18-02-2019.- AIBDPA TO SUPPORT AND ORGANIZE SOLIDARITY ACTION.

The AUAB meeting held today, the 25th january, 2019 has decided to organise a three day strike from 18.02.2019. The decisions of the AUAB meeting, and also the charter of demands are as below:

Decisions

  1. Considering various ground realities, the meeting decided to call on all the Executives and Non-Executives of BSNL to go on a three day strike from 18.02.2019.
  2. Street corner meetings are to be organised throughout the country for 5 days from 11.02.2019, and mobilise the support of the general public for the strike demands.
  3. Press meetings are to be organised at circle and district levels on 12 or 13 February.       
  4. To meet all political parties, for mobilising their support for the demands especially, the revival of BSNL.

Demands

  1. Implementation of 3rd Pay Revision with 15% fitment.
  2. Allotment of 4G spectrum to BSNL, as per the proposals submitted by the BSNL Management.
  3. Revision of pension to BSNL retirees w.e.f. 01.01.2017.
  4. Payment of pension contribution by BSNL as per the government rule.
  5. Settlement of the left out issues of the 2nd Pay Revision Committee.
  6. a) Approval for BSNL’s Land Management Policy without any delay.

b) Expeditiously complete the mutation and the process of transferring of all assets to BSNL, as per the Cabinet decision taken on the eve of the formation of BSNL.

  1. Extend financial support to BSNL, to ensure financial viability, as per the decision taken by the Group of Ministers, at the time of formation of BSNL. Issue letter of comfort for BSNL’s proposals for taking bank loans.
  2. Scrap the proposal for outsourcing for the maintenance of BSNL’s mobile towers.

The meeting held for this purpose was inaugurated by Com.Susanta Ghosh, CHQ Vice President.Com. Pratap Samanta presided. Coms. Adhir Kr Sen, Circle Secretary, Com.
