SALEM DISTRICT CONFERENCE HELD.

Salem District Conference has been held on 29-01-2017 at Literary Society Meeting Hall, Salem. Com.P.Ramasamy, District President presided over the conference. Com.S.Mohandoss, CHQ Vice President and Circle President inaugurated the conference with an elaborate speech. Com.C.K.Narasimhan , Circle Secretary delivered a special address and exhorted to strengthen the organisation.

Leaders of the sister organisation extended greetings. Com.V.Ponvel, District Secretary and Com.M.Mathiyazhakan, Treasurer presented the report and audited accounts,respectively and were adopted after discussion.

Office bearers were elected unanimously with Com. P.Ramasamy (President), M.Mathiyazhakan (District Secretary) and Com.S. Michael Antony (Treasurer)

OFFICE MEMORANDUM

Subject: Clarification regarding timely payment of GPF final payment to the retiring Government servant – regarding

During review meetings held to evaluate the status of implementation of Bhavishya with Ministries/Departments, it was observed that GPF final payment in many cases is not being paid to the retiring Government servants immediately on retirement from service leading to payment of interest for the delayed period.

2. Rule 34 of General Provident Fund (Central Service) Rules clearly provides that when the amount standing at the credit of a subscriber in the General Provident Fund becomes payable, it shall be the duty of the Accounts Officer to make payment. The authority for the amount payable is to be issued at least a month before the date of superannuation, but payable on the date of superannuation. It may be noted that the requirement of submitting a written application by the retiring Govt. servant for GPF final payment has been dispensed with vide this Department’s Notification No.20(12)/94-P&PW (E) dated 15.11.1996 and notified under S.O NO.3228 dated 23.11.1996.

3. As per Rule 11(4) of GPF Rules, in case the GPF balance is not paid on retirement, interest on the GPF balance is required to be paid for the period beyond the date of retirement also. While interest for the first six months beyond retirement can be allowed by the PAO in the normal course, approval of Head of the accounts office is required for payment of interest beyond six months and that of Controller of Account/Financial Adviser beyond a period of one year.

4. To ensure timely final payment of GPF, and to avoid unnecessary financial burden on account of interest beyond retirement, it has now been decided that every case, in which payment of interest on General Provident Fund becomes necessary in terms of Rules 11(4) of GPF Rules, 1960, shall be put up for consideration to the Secretary of the Administrative Ministry/Department. In all such cases the Secretary of the Administrative Ministry/Department will fix responsibility at all levels to take appropriate action against the Government servant or servants who are found responsible for the delay in the payment of General Provident Fund.

5. This issues with the concurrence of the Ministry of Finance, Department of Expenditure, vide their 10 NO.187/EV/2016 dated 2th September 2016.

NEW DELHI: Idea Cellular, the country’s third largest telecom operator by users, said that it has been in preliminary discussions with Vodafone Group for a potential merger, replying to a clarification sought by the stock exchanges on ET story “Merger May be the Best Idea for Vodafone, Sirji” published on Monday.

“The company constantly evaluates various opportunities for enhancing the stakeholders’ value. As a part of the exercise, the company has been in preliminary discussions with Vodafone, In view of the fact that the discussion is at the preliminary stage, the Company is not in a position to share any further details,” the company said in a filing.

The Aditya Birla Group company added, “it is important to mention that the fundamental premise of preliminary discussion is based on equal rights between Aditya Birla Group and Vodafone in the combined entity.”

It also cautioned that there is no certainty that the discussion with them will result in any agreement.

“The company will inform the stock exchanges as an when the Board takes any decision in this regard,” it added.

Earlier today, Vodafone Group also confirmed its discussions with the Aditya Birla Group about an all share merger of Vodafone India and Idea Cellular. It said that the discussions exclude Vodafone’s 42% stake in Indus Towers.

QUARTERLY GENERAL BODY MEETING OF HUBLI DISTRICT BRANCH.

The usual quarterly general body meeting of Hubli District Branch was held on 29-01-2017 with good participation of pensioners. Com.A.D.Kulkarni, District Secretary welcomed the gathering and briefed on the agenda of the meeting. Com.G.G.Patil , CHQ AGS addressed  and explained the importance of the meeting,particularly, in the wake of the ensuing circle conference being held at Mysuru on 25th & 26th February, 2017. Thereafter delegates to the circle conference were elected unanimously.

INDIA POST PAYMENT BANK TO START SERVICE SOON.

The Reserve Bank of India has granted permission for the functioning of the India Post Payment Bank and it is expected that the same will start functioning before 31 March 2017 , according to the report in the press.

The RBI was not granting sanction for the Department of Posts to start the payment bank for a long time. Airtel and Paytm was granted permission earlier. It is informed that the facility will be rolled out in 650 using the network facility of 1.54 lakh Post Offices.

The government has appointed Shri. A.P.Singh of Indian Postal Service as the interim MD and CEO of IPPB. Is it necessary to have a separate entity for IPPB, when the Department of Posts is there? Is it trying to take away the banking business from the DoP?

Meeting of all unions and associations to be held on 06.02.2017

.

A meeting of the all unions and associations will be held at 3 pm on 06.02.2017. The venue of the meeting will be BSNL MS office. The next course of action on the Subsidiary Tower Company and also issues like PMO office letter on BSNL, facing challenges from Reliance Jio, and BSNL’s 4G service will be discussed in this meeting.

BSNL Management demands the government to allot 700 MHz spectrum.

 

While all other private operators have started 4G service, BSNL has not yet started the same. This is the age of data, and BSNL cannot sustain in the market without providing 4G service. For providing 4G service, spectrum is required. BSNL has requested the government to allot 700 MHz spectrum for this purpose. BSNLEU, in it’s 8th All India Conference held recently, has demanded that the government should allot 4G spectrum to BSNL, free of cost.

Implementation of VII CPC recommendations connected with pension

 

Despite many months after the implementation of pensionary benefits as per the VII CPC recommendations for the CG pensioners including gratuity, these have not been extended to BSNL pensioners. Com.V.A.N.Namboodiri, Advisor, AIBDPA on, 24th January 2017, met Shri R.K.Mishra Member (Services) and discussed the matter and demanded for early issue of orders in the matter. He agreed to look in to the matter. He also pursued the issue of pensionary benefits on the basis of 78.2% IDA fixation to the BSNL pensioners retired between 01-01-2007 and 09-06-2013, for which detailed letter had given to Secretary ,DoT by the CHQ.

Equal Pay for Equal Work – Massive Rally of BSNLEU & BSNLCCWF at Kolkata

 A massive rally participated by thousands of casual contract workers and BSNL employees was held at Kolkata on 19th January demanding ‘Equal Pay for Equal Work’ as per Supreme Court Judgment. The rally was held after a mighty procession presided by Com.Sisir Roy, Swapan Chand and Om Prakash Singh.Com.Shyamal Chakraborty, CITU  State President, V.A.N.Namboodiri, President BSNLCCWF, Animesh Mitra, SG BSNLCCWF, Tapas Ghosh, Working President, BSNLCCWF, Arup Sarkar and other leaders addressed.Coms.Ananta Bhattacharjee, President, AIBDPA, Biplb Das, Supriyo Mitra, Tapos Banerjee and other leaders were present in the dias.After the rally,  the leaders met Dy.Chief Labour Commissioner and presented a Memorandum demanding implementation of Equal Wage for Equal Work.
