DHARNA BY AIBDPA JALGAON DISTRICT.

 

A powerful Dharna with good participation of pensioners was organised before the General Manager,BSNL’s office on 07-03-2017 demanding early processing of 78.2% IDA cases and against undue delay in settlement of medical bills.
Com.R.N.Patil, Circle Secretary inaugurated the Dharna and declared that the Dharna will continue till the demands are met. The GM, DGM and DFA visited the Dharna and gave written assurance of immediate action on both the issues after which the Dharna was cocluded in the evening.

Shri. J.S.Deepak, Secretary, Department of Telecom is shifted in haste after just one year in the post. Shri. J.S.Deepak has long experience in telecom. He is shifted unceremoniously to  Department of Commerce . He is now attending the International Mobile Congress  in Barcelona, Spain. The report in this regard states that he will be posted as Ambassador to WTO in June, 2017 as the present incumbent will retire only in May. What made the government for this mysterious transfer.? It is nothing else but the Telecom Commission, under the chairmanship of Shri.J.S.Deepak, took strong exemption to the continued freebies in the name of welcome offer by Reliance Jio and asked TRAI to initiate action for violation of licence provisions. This has angered the central government known for its commitment to Mukesh Ambani owned Reliance Jio.

BIHAR CIRCLE CONDUCTED 2 DAYS DHARNA BEFORE CGMT OFFICE, PATNA DMANDING SETTLEMENT OF 5 POINT CHARTER OF DEMANDS.

Bihar Circle Branch staged a 2days Dharna befor the CGMT office, Patna on 2nd and 3rd March, 2017 demanding early settlement of the following five demands;

  1. Inordinate delay in processing 78.2% IDA merger cases.
  2. Undue delay in payment of medical bills.
  3. Non payment of bonus for the year 2014-15 to the retirees.
  4. Provision of Rest Room/ Dormitory for pensioners at circle office.
  5. Immediate alternate arrangement for the retirees who lost their rent free landlines on closure of WLL exchanges in certain SSAs.

DHENKANAL DISTRICT BRANCH IN ODISHA FORMED.

In a well attended meting of BSNL and DoT pensioners held on 26-02-2017 at Dhenkanal, the new district branch has been formed. Com.A.C.Mohanty, Circle President presided over the meeting. Com. Sahdev Biswal, Circle Secretary inaugurated and explained the pensioners issues and the necessity to strengthen AIBDPA. Coms.S.R.Das, Circle Secretary, BSNLEU and A.Dhupal also addressed the meeting.

Office bearers were elected with the following important functionaries.

President : Com.S.K.Lenka, District Secretary : Com.Dambarudhar Behera and Treasurer : Com.Benudhar Behera.

BSNL MEDICAL POLICY REVIEW- SUGGESTIONS ON THE BASIS OF DIFFICULTIES BEING EXPERIENCED BY THE PENSIONERS.

  REVIEW OF MEDICAL POLICY BY BSNL

ISSUES TO BE CONSIDERED.

  1. Quarterly Medical Allowance stopped unilaterally in 2012 should be restored without further delay.
  2. Undue delay is being experienced for payment of medical bills both indoor and outdoor. An effective system be evolved for proper processing of the bills according to the priority based on date of receipt of the bill. There is standing instruction by BSNL to give priority to retirees and the same may be retained.
  3. In many SSAs, the number of empanelled hospitals are very less due to lack of initiative by the SSA administration. Therefore to many of the retirees advanced treatment from reputed hospitals are denied. The condition in this regard that prior permission be obtained to seek treatment from hospitals of other SSAs be liberalized to the extent that no prior permission is required to seek treatment from any hospital in the respective Circle.
  4. Retirees also be exempted , on submssion of medical card ,from advance payment of bills in the hospital, as in the case of employees.
  5. Instances are reported wherein medical bill payment denied in the absence of inspection report by the delegated officer in the SSA for admission in the hospitals, even though prior intimation was given by the retiree. Bills should be paid in all cases where in proper intimation is furnished after admission in the hospital.
  6. There is a condition that the medical card should be renewed annually. But there is no mechanism in the SSAs to do it.The period for renewal of the medical card be changed to 5 years and proper arrangement be made for the same.
  7. For hospital treatment only CGHS rates are being paid and there is huge difference from the actual rate paid, as the CGHS rates are not being enhanced periodically. So BSNL may evolve a system to pay a reasonable rate.

OFFICE MEMORANDUM

Sub: Revision of rates of subscription under Central Government Health Scheme due to revision of pay and allowances of Central Government employees and revision of pension/ family pension on account of implementation of recommendations of the Seventh Central Pay Commission- clarification reg.

            Attention is drawn to this Ministry’s OM of even No. dated 9th January, 2017, on the subject mentioned above.

  1. This Ministry has been receiving several representations w.r.t applicability of CGHS rates to pensioners superannuating on 31.1.2017..

            The matter has been examined in this Ministry and it has been clarified that “employees, who had superannuated on 31/1/2017 may be allowed to apply for CGHS pensioner card by paying the subscription at the prevalent rates applicable as on 31/1/2017 vide OM No.S.No.S.11011/2/2008-CGHS(P) dated 20.5.2009 till 15th March 2017“.

  1. This issues with the approval of the Competent Authority.

KOZHIKODE DISTRICT BRANCH MONTHLY MEETING- COM.V.A.N.NAMBOODIRI INAUGURATED.

The monthly meeting of Kozhikode District Branch was held on 01-03-2017 at Manamchira Exchange Club Hall. Com. V.A.N.Namboodiri inaugurated the meeting and explained the decisions of the Mysore Central Executive Committee held on 23,24 February, 2017. Com.M.P.Velayudhan, District President presided. Coms. K.Damodaran, Circle Organising Secretary, Balan Punnassery, Asst Circle Secretary, K.Sarojini, Circle Vice President, M.Balasubramoniam and P.Kunhiraman addressed. Com.P.V.Chandrasekharan, District Secretary welcomed and V.M.Sankaranarayanan, Asst Dist Secretary proposed vote of thanks.
