SEMINAR HELD AT KOLKATA ON COMPLETION OF TWO HUNDRED YEARS OF KARL MARX AND 150 BIRTH ANNIVERSARY OF V. I. LENIN.

A well attended Seminar was held at Kolkata on the call of West Bengal Circle on 25-09-2019 in connection with completion of 200 years of Karl Marx and 150 birth anniversary of V.I.Lenin. Com.Susanta Ghosh, Circle President controlled the proceedings. Com.Pijush Chakraborty, Circle Secretary welcomed all and underlined the importance of the occasion.

BERHAMPORE DISTRICT CONFERENCE HELD WITH GOOD PARTICIPATION.

The 4th biennial District Conference of Berhampore was held befiitingly on 22-09-2019. A presidium consisting Coms.Samir Dutta, Biswarup Hazra and Tapan Bhowmick controlled the proceedings. Com. Pijush Chakraborty, Circle Secretary inaugurated the conference and explained the issues of pensioners and BSNL in detail. A host of leaders of different organizations greeted the conference.

The biennial report and audited accounts presented by Coms. Manorenjan Ghosh, District Secretary and D Dutta, Treasurer were adopted after discussion.

Coms.K D Biswas, Manorenjan Ghosh and Dipankar Dutta were elected as President, District Secretary and Treasurer, respectively.

Revenue collections of telecom companies fall further, as a result of which government loses income – says TRAI report.

As a result of the ongoing “tariff war”, triggered by Reliance Jio’s predatory pricing, the revenue collections of telecom companies have fallen further. According to the TRAI report, the Adjusted Gross  Revenue (AGR), earned by the telecom companies has dropped over 10 per cent, i.e., to Rs.1,44,446 crore during 2018 from Rs.1,60,814 crore in 2017. AGR is the revenue collected by telecom companies from sale of telecom services. Spectrum Usage Charges and Licence Fee, payable to the government, are being calculated on the basis of AGR. Since the AGR of telecom companies has fallen, the Spectrum Usage Charges and Licence Fee, received by the government, has also fallen. Spectrum usage charges (SUC) has fallen by 17.74 per cent to Rs.4,186 crore in 2018, while licence fee collections has fallen by 10.2 per cent to Rs 11,641 crore.

TAMIL NADU CIRCLE EXECUTIVE COMMITTEE MEETING

Com. V A N Namboodiri, Advisor inaugurated the open session of the Tamil Nadu Circle Executive Committee meeting held at Vellore on 24-09-2019. Almost all issues of the pensioners and the latest developments in respect of pension revision, wage revision , 8th Memebership verification, revival of BSNL and NCCPA National Conference were explained in the inaugural address. Com. C K Narasimhan, Circle President presided over the meeting. Com.B Jothisuthanthiranathan, hosting District Secretary welcomed the participants. Coms. S Mohandoss, CHQ Vice President and K Pankajavalli, CHQ Asst Treasurer addressed the session. Coms.V P Indira, All India Womens Sub Committee Convenor, BSNLEU and Subramanian, Asst Circle Secretary, BSNLEU greeted the CEC meeting.

Com. N Kuppusamy, Circle Secretary presented a brief report on activities since the Coimbatore Circle Conference and Com. S Nataraja, Circle Treasurer submitted the interim accounts in the CEC meeting. All the District Secretaries and most of the Circle office bearers actively participated in the discussion. The meeting decided to observe International Pensioners Day on 01-10-2019 and Foundation Day on 21-10-2019 befittingly. It was also decided to strengthen the organisation by enrolling more members and subscribers for Tele Pensioner,

Enhanced family pension increased from 30% to 50% on death before 7 years service

 
Enhanced family pension increased

On death of a Government servant while in service, the family is entitled to a family pension in accordance with Rule 54 of the Central Civil Services (Pension) Rules, 1972. The family pension was payable at enhanced rate of 50% of the pay last drawn for a period of 10 years, if the Government servant had rendered a continuous service of not less than seven years; thereafter the rate of family pension was 30% of the pay last drawn. In case the Government servant had rendered a service of less than seven years before his death, the rate of family pension was 30% from the beginning and family pension at enhanced rate of 50% of last pay drawn was not payable to the family.

The Government felt that the need for family pension at enhanced rate is more in the case of a Government servant who dies early in his career, as his pay at the initial phase of service is much less. The Government has, therefore, amended Rule 54 of the Central Civil Services (Pension) Rules, 1972 by a notification dated 19th September, 2019. As per the amended Rule 54, the family of a Government servant, who dies within seven years of joining service, will also be eligible for family pension at enhanced rate of 50% of last pay drawn, for a period of 10 years.

The above amendment would be effective from 1st October, 2019. However, the families of Government servants who died before completion of service of seven years within 10 years before 1st October, 2019, will also be eligible for family pension at enhanced rates with effect from 1st October, 2019.

The benefit of amended provisions would be available to the families of all Government servants, including the personnel of CAPFs, in the unfortunate event of their death within seven years of joining Government service.

JAMNAGAR DISTRICT CONFERENCE HELD BEFITTINGLY.

Com. M B Chaniyara, Circle Secretary inaugurated the Jamnagar District Conference with a detailed speech on the current developments with regard to the issues of the pensioners.  The conference held on 22-09-2019 was presided over by  Com.I K Borkhataria, District President.Shri. K C Shethi, CAO, Shri. Dilipkumar Varma, AO, Coms. V D Dhamsania, Circle Vice President, R U Anjaria, Circle Treasurer, H D Jadeja and S S Dubey  District Secretary & President BSNLEU, respectively, addressed the conference. Com. N N Kaneria welcomed the gathering and presented the report. Com. J D Kacha, Treasurer presented the audited accounts and both were adopted after discussion.

New set of office bearers were elected unanimously including Com. I K Borkhataria (President), Com. N N Kaneria (District Secretary) and Com. J D Kacha (Treasurer)

BIHAR CIRCLE CONFERENCE HELD ENTHUSIASTICALLY.

The 1st biennial circle conference of Bihar has been held most sucessfully at P&T Community Hall, Patna on 20-21 September, 2019 with good participation of Pensioners from all part of Bihar. Com. B P Singh, Circle Secretary, BSNLEU and Chairman, Reception Committee welcomed one and all. Com. R N Singh, Circle President controlled the proceedings. Delivering the inaugural address, Com. K G Jayaraj, General Secretary explained the formation of AIBDPA, the struggles waged and the acheivement of genuine demands by which it has grown as the biggest pensioners association in BSNL. General Secretary also explained our just and reasonable demand of pension revision from 01-01-2017 with 15% fitment, delinking wage revision and the crisis in BSNL which is part of the evil design of the central government to eliminate BSNL for the sake of private telecom companies, particularly Reliance Jio and AIBDPA is committed to join the struggle of AUAB to protect BSNL.

Participating as the Chief Guest, Shri. G C Shrivastava, CGMT, Bihar assured all possible help at his level for speedy settlement of pensioners isses and emphasised the necessity of continuation of BSNL in the public sector for the larger interests of the people. Com.Sanjib Banerjee, Asssistant General Secretary congratulated the circle branch for organising the conference in an effective manner reflecting the advancement of AIBDPA in Bihar.

Com. N K Shrivastava, Circle Secretary presented the report on activities covering almost all the developments and the audited accounts. All the District Secretaries and some of the delegates participated in the discussion and non payment of medical bills and quarterly medical allowance was raised seriously by the comrades. Circle Secretary, Com. N K Shrivastava summed up the discussion with appropriate clarifications after which the both the report and accounts were adopted.

Thereafter a 21 member Circle Office Bearers were elected unanimously including;

Com. S N Singh (Advisor) Com.B P Singh (Patron), Com. R N Singh (President) Com. N K Shrivastava (Circle Secretary) and Com. B N Rai (Treasurer)

51st Anniversary of of historic 19th September 1968 strike- V A N Namboodiri

 

51 years are over after the historical one day token strike of the Central Government employees which took place on 19th September 1968.

It was a strike which shook the government and the country. More than 30 lakhs of CG employees participated keeping the country to a standstill. The P and T workers with their strategical position in the Communication sector ensured that the entire machinery of the governments, both at central and states were paralysed.

It was a struggle for the dignity of labour, for the 15th ILC approved Need Based Minimum Wage, for full neutralisation in cost of living through Dearness Allowance and such other demands. The demands were well understood by the workers despite the false and anti- propaganda of the government.

The Indira Gandhi Government used the hated Essential Service Maintenance Ordinance(ESMO) and other anti-worker ordinances to suppress the struggle, instead of conceding the just demands of the workers. The workers did not flinch; they had the bitter experience of the 1960 strike which was treated as ‘Civil Rebellion’ and tried to be suppressed by then then Prime Minister, Jawaharlal Nehru. The workers had understood the policy of the government, which was only to support the rich and ignore the justified demands of the workers.

It is to the credit of the Communist Government in Kerala,  headed by Com.EMS Namboodiripad, who declared that his government will not use the ESMA against the striking government employees, despite the central government warned him that failure to implement ESMA may result in dismissal of his government.

Thousands of workers were arrested, jailed, terminated, suspended, dismissed and heavily victimised. NFPTE and other CGE unions were derecognised. For the first time after the formation of the united organisation, NFPTE in 1954, a fake union was floated, which later became FNPTO to serve the interests of the ruling political party.

I still remember the enthusiasm of the workers in preparing for the strike and participation despite threat of dismissal and victimisation. I was working at calicut at that time. Thousands of people and supporters of the strike had collected in front of the Telephone Exchange blocking the road for almost half a km. The strike was a big success. In Calicut alone, 44 temporary employees were terminated, 95 suspended in P and T and almost all the active workers charge-sheeted and punished. It was similar in other departments. I was out of service for about three years and was reinstated after transfer to another division. This was the case with many of the leaders and active workers and even ordinary members. 9 workers became martyrs after being shot dead.

Many years have passed since then. The workers are now getting DA automatically, whenever there is an increase in the cost of living. Strike victimisation has come down. Usually only dies-non is issued for participation in the strike, except in isolated cases. Recognition of the union is not withdrawn.

A similar situation of struggle is gathering storm. The Minimum Wage as per Dr. Akroyd formula which is around Rs.26,000 is not implemented. The VII CPC has recommended only Rs. 18,000. The struggle of the CG Employees will continue for justice. BSNL employees, who were part of the CG Employees earlier, always keeps close connection with the CG employees including very cordial relations of the unions/associations.

On this 51th anniversary of the historical strike, I pay homage to the martyrs of the 1968 September 19th Strike. The great leaders who led the strike, the workers who implemented the call – we remember all of them, some still in the movement, all of them retired and some already no more with us. I will always remember those comrades who were part of this great struggle and contributed for a better future for the working class.
