BIHAR CIRCLE ORGANISED AGITATION AGAINST NONPAYMENT OF MEDICAL BILLS/ALLOWANCE.

As per the decision of the Circle Conference, Dharna/Demonstration was conducted  on 15-11-2019 at CGMT, Patna and other SSAs demanding settlement of pending issues of the pensioners, including nonpayment medical bills & allowance,  A large number of pensioners enthusiastically participated.

AUAB DEMANDS FOR THE THREE DAY RELAY HUNGER STRIKE

Relay Hunger Fast on 20th to 22nd November, 2019 at BSNLCO, Circle and SSA HQs:

AUAB constrained to conduct Relay Hunger Fast on 20th to 22nd November, 2019 at BSNL CO, Circle and SSA HQs in protest against the non-payment of salary, non-payment of wages to contract workers, electricity bills, rentals etc, no road map or action plan for maintaining the services in the post VRS scenario and demanding immediate clarifications on VRS-2019 and other demands.

Charter of Demands

1. Immediate Payment of Salary by BSNL/DoT, remittance of recoveries, payment of wages to contract/casual workers, payment of electricity and rental charges.

2. Spell out the road map for maintaining BSNL services in post VRS scenario, proposed restructuring plan and immediate launching of 4G Services.

3. Immediate clarifications on the VRS-2019 regarding i) Pay Revision, ii) Pension Revision, iii) Commutation of Pension and iv) Gratuity sought by AUAB, well before the closing date of option for VRS.

4. Extend 100% of IDA (119.5%) neutralization till the implementation of 3rd PRC

5. Delinking of Pension Revision from the Pay Revision of working employees and 30% Superannuation benefits to BSNL directly recruited employees.

6. No Reduction of Retirement Age from 60 to 58 honouring the agreement at the time of formation of BSNL.

 

KOLKATA TELEPHONES ORGANISED AN IMPRESSIVE ANNUAL CONVENTION

Kolkata Telephones Circle organised an impressive Annual Convention at CTO Hall, Kolkata on 14-11-2019. Com.Supriya Mitra , Circle President presided over the convention. Com.Sanjib Banerjee, AGS and Circle Secretary spoke initially and dealt on the current developments. Coms.Ananta Kr Bhattacharjee, CHQ President, D. Basu,AGS, Sisir Roy, Circle Secretary,BSNLEU, Saibal Sengupta, CHQ Org Secretary, Swastika Dasgupta, CHQ Org Secretary and Mihir Dasgupta, Asst Circle Secretary addressed the convention.

About 350 comrades participated including a large number of lady comrades.

3 DAY HUNGER STRIKE BY AUAB- SUPPORT AND PARTICIPATE.

Utter confusion prevailing in BSNL – AUAB decides to launch a 3 day Relay Hunger Strike from 20th November, 2019, to protect the interests of BSNL, employees and the VRS optees..

A meeting of the AUAB was held yesterday the 14.11.2019. General Secretaries / representatives of BSNLEU, NFTE, SNEA, AIBSNLEA, FNTO, BSNL MS, SNATTA, BSNL ATM and BSNL OA, participated. The meeting expressed it’s serious concern that the Management has not taken any step for the payment of October salary. Employees are facing untold miseries due to the non-remittance of the recoveries made from their salaries for the past six months. Further, the meeting expressed it’s deep anguish about the inability of the BSNL Management to start 4G service promptly, even though government has already decided to allot 4G spectrum.
In the name of VRS, employees are being sent home massively under pressure and duress. In reality, it has become an FRS (Forced Retirement Scheme). Employees are being continuously threatened, that their retirement age would be reduced to 58 years. 3rd Pay Revision, when implemented retrospectively, and pension revision, have become a big question mark for the VRS optees.
A VRS optee can get Pension Commutation only when he attains 60 years of age. However, as per the existing rules, a retiree has to apply for pension commutation within one year of his retirement. Otherwise, he has to undergo medical examination. This issue is going to create a very big problem for all the VRS optees.
If a VRS optee dies before attaining 60 years of age, then his family will not get the benefit of pension commutation. This will cause a massive loss to the family of the VRS optees.
Without sorting out all these issues, the employees are being forced to opt for VRS. After this massive VRS, how the workload will be coped with, or what will be the structure of the Company? Management is not bothered to discuss the road map on all these issues in advance with the unions and associations. They are only interested in retrenching the employees massively.

The AUAB meeting, after thoroughly discussing all the above issues, has decided to organise a 3 day Relay Hunger Strike  on 20th, 21st and 22nd November, 2019, at the Corporate Office, circle and district levels, demanding settlement of all these issues. All circle and district secretaries are requested to organise this hunger strike programme effectively, in coordination with the other constituents of the AUAB. Detailed circular of the AUAB will follow. AIBDPA ENDORSES THE PROGRAM AND REQUESTS ALL ITS UNITS TO PARTICIPATE SO AS TO MAKE IT A GRAND SUCCESS.

ATTACK ON TRADE UNION RIGHTS OF DEFENSE WORKERS.

The Central Government has come up with an order prohibiting workers in the Defense establishments joining service unions. This may be viewed on the background of the Glorious United Strike of workers of 41 ordnance factories from 19th September, 2019 called by all the three federations.

Subject: -Participation of Defence Workers in the Service Associations recognised under the Central Civil Service (CCS) Recognition of Service Association (RSA) Rules. 1993-reg.

The undersigned is directed to say that the issue regarding applicability of Central Civil Service (CCS) Recognition of Service Association (RSA) Rules: 1993 to the workers employed in the Defence establishments was discussed in the famous forums including the 46 and 47 National Council JCM meetings.

2. As a practice, workers have been participating in Associations in Ministry of Defence. However CCS (RSA) Rules, 1993 stipulates that these rules shall not apply to industrial employees of the Ministry of Railways and workers employed in Defence installations of Ministry of Defence for whom separate Rules for recognition exist.

3. The matter has since been re-examined in consultation with DoPT Ministry of Labour & Employment and Legal Adviser (Defence). It has accordingly been decided that all Headquarters Directorates Defence establishments under the Ministry of Defence may advice their employees that those workers who are coveted under Factories Act and Industrial Disputes Act cannot be part of Service Association as per provisions of CCS (RSA) Rules 1993. All future cases of recognition renewal of recognition Service Associations may be processed accordingly

JABALPUR DISTRICT CONFERENCE HELD WITH GOOD PARTICIPATION.

The Jabalpur District Conference has been held on 10th November 2019. Com. Jagadish Singh, CHQ Vice President and District President presided. Com. S N S Chauhan District Secretary welcomed all and presented the biennial report. Com. N. L. Patel, Treasurer submitted the audited accounts. 

Com. H. S. Thakur, Circle Secretary inaugurated the Conference with an elaborate speech on current developments. Coms. B S. Raghuvanshi, Circle President, BSNLEU, Lakhan Singh, ACS, BSNLEU, R. Arjaria, District Secretary, BSNLEU, Vishnu Choudhary, District Secretary, CMU, Rajendra Singh, District Secretary, SEWA and Shio Kumar Yadav addressed.

Coms. Jagadish Singh, S N S Chauhan and N L Patel were reelected as President, District Secretary and Treasurer, respectively.

The delegates and leaders participated actively in the procession taken out through the nearby streets of the venue to start with the circle conference of West Bengal at Asansol on 9-10,November, 2019.

After the flag hoisting and floral tributes to the martyrs, the Open session started with Com. Susanta Ghosh, Circle President in the chair. Com. S S Roy. Working President, NCCPA inaugurated the Conference explaining the current scenario in the country with particular focus on attack being let loose against the people by the BJP government.

Delivering the keynote address, Com. K G Jayaraj, General Secretary dealt on the issues of pensioners, especially, pension revision and nonpayment of medical bills and allowance. He also spoke on BSNL revival package with VRS. General Secretary appealed for an action plan to enroll the VRS optees into our fold and strengthen the beloved AIBDPA.

Coms. Animesh Mitra, President, BSNLEU & Secretary General, BSNLCCWF, Sisir Roy, Circle Secretary, BSNLEU, Kolkata Telephones, Om prakash Singh, General Secretary, BSNLCC and Adir Kr Sen, Vice president, CHQ and Circle Secretary, TF & Stores  addressed.

In the subject session, a presidium consisting of Com. Susanta Ghosh, Dipak Mitra, Dilip Das, Govinda Das and Moni Chhetri controlled the proceedings. Com. Pijush Chakraborty, Circle Secretary presented the biennial report. Due to the sudden death of Com. P K Nandi, Treasurer the accounts could not be presented and Conference allowed to present the accounts to the CEC to be held within three months.

Delegates and District Secretaries from 15 districts participated in the lively discussion. Coms. Sanjib Banerjee, AGS and Pijush Chakraborty, Circle Secretary summed up replying to the points raised in the discussion.

Office bearers elected unanimously included Coms. Susanta Ghosh (President), Pijush Chakraborty (Circle Secretary) and Debasish Khan (Treasurer). 

The excellent arrangements made by the the Asansol comrades were admired by one and all.

KOLKATA TELECOM DISTRICT CONFERENCE HELD SUCCESSFULLY

Kolkata Telecom District Branch has held it’s biennial conference on 06-11-2019 at CTO Union office. Due to the death of District President, Com. P K Nandi, the four Vice Presidents jointly controlled the proceedings.

Com. A.K.Nandan, District Secretary welcomed and presented the biennial report and audited accounts.

Com.Pijush Chakraborty, Circle Secretary inaugurated the Conference with a detailed speech on the issues confronting the pensoners. Leaders of BSNLEU and CMU greeted the conference.

After an active discussion, both the report and the accounts were adopted.

The Conference elected the office bearers unanimously with Com.Gobinda Das (President) Com.Ajit Kumar Nandan (District Secretary) and Com.Ashit Bose (Treasurer)

Welcome to AIBDPA, the mighty organisation of BSNL DOT Pensioners.

BSNL VRS is being availed by a large number of Executives and Non-Executives. After retirement all pensioners are one and alike. All India BSNL DOT Pensioners Association heartily welcome all of you to this great organisation, guided and lead by visionary leaders like Coms.V.A.N. Namboodiri, P.V. Chandrasekharan and Ananta Kumar Bhattacharjee.

We have our Central Head Quarters at Dada Ghosh Bhawan, New Delhi, which enable us to take up the issues then and there with the respective authorities effectively. We have in our fold retirees from Director (BSNL), CGMs, GM’s to Group D.

We do not hesitate to launch agitation when it is warranted to achieve the genuine demands of the pensioners. We maintain a close and cordial relationship with the united movement of Executives and Non-Executives in BSNL, All Unions and Associations of BSNL. We believe that this is necessary to achieve the basic and important issues of the pensioners.

Yes, it is also with their struggle that we could achieve Pension Revision of pre 2007 BSNL retirees, 78.2% IDA fixation, annulment of 60:40 condition, Restoration of quarterly medical allowance, Quarters for the BSNL DOT Pensioners, Broadband concession etc.

But more are to be achieved; Pension Revision of BSNL retirees with 15% fitment from 01.01.2017, delinking wage revision, immediate payment of pending medical bills and allowance, Parity in pension, minimum pension and family pension to be 60% of the last pay, Additional Pension from 70 years etc.

We are for the protection of BSNL and join all the struggle being waged by the AUAB. We publish a journal, Tele Pensioner regularly and also a website updated with latest developments. We are affiliated to the National Co-Ordination Committee of Pensioners Associations (NCCPA), an apex body of pensioners organisations. We are also affiliated to the International Pensioners Organisation, Trade Union International (Pensioners & Retirees).

SAD NEWS- COM.J S DOSHI, DISTRICT SECRETARY, JUNAGADH, GUJARAT PASSED AWAY.

CHQ is saddened to report that Com.J S Doshi, District Secretary, Junagadh has passed away on 07-11-2019. Com..Doshi was ailing for some time and was admitted in the hospital. He breathed his last due to a massive heart attack. It is a great loss to our organisation.

CHQ pays respectful homage and conveys heartfelt condolences to the bereaved family, comrades and friends.
