The 7thCircle Conference of Assam was held at Dibrugagarh on 5-6, April,2025 in a befitting manner. Com. D N Baishya, Circle President controlled the proceedings. Com.Mohan Bhuragaohain, Chairman ,Reception Committee welcomed one and all. Com.D K Debnath, General Secretary, AIPRPA inaugurated the conference with a spirited speech He highlighted the need of united struggle in the wake of new onslaught in the form of amendments to CCS(Pension)Rules, empowering the government to deny any benefits to the pensioners. Com.M R Das, CHQ President delivered the keynote address and explained the issues of the pensioners in detail. Com.Bijoy Deka, Circle Secretary, BSNLEU, Com.Upen Das (AIPRPA) and a host of leaders addressed the inaugural session.

Com.S N Sarma, Circle Secretary presented the biennial report and Com. P C Dawka, Treasurer placed the audited accounts. Com.K G Jayaraj, General Secretary inaugurated the subject session. General Secretary dealt on almost all the issues, including pension revision, 8th CPC, CGHS, BSNL MRS, Meet the Pensioner campaign, Revalidation of Pension Rules . He also gave a good account of the recent developments at International and National level highlighting the alternative policies of LDF government in Kerala. 19 comrades actively participated in the discussion that followed. The issues raised were replied by both General Secretary and Circle Secretary.

Election of office bearers was held unanimously with Com. D N Baishya (President) Com.S N Sarma (Circle Secretary) Com.P C Dawka (Treasurer). The Reception Committee headed by Com. Mohan Bhuragaohain, Chairman and Com.Shymal Bhattacharjee, General Secretary made excellent arrangements for the successful conduct of the conference.

THE DRACONIAN AMENDMENT TO PENSION RULES THREATENS THE VERY CONCEPT OF PENSION- HUGE TURNOUT OF PENSIONERS FOR THE PROTEST ACTION ON 3RD APRIL, 2025 SIGNALS THAT MAJORITY OF PENSIONERS ARE CONVINCED OF THE DANGER. The call for the Protest Action was made by the NCCPA. But several other Pensioners organisations voluntarily joined the program in most of the places reflecting the anger and anguish of the pensioners against latest onslaught of Modi government. The reports and photos received so far are very encouraging and they are ready for stronger struggles. Let us build complete unity and continue the fight till the draconian act is scrapped. VERY, VERY SAD NEWS- COM.S C BHATTACHARJEE IS NO MORE.

With profound grief, it is reported that Com. S. C. Bhattacharjee, Assistant General Secretary, AIBDPA has passed away at 1145AM on 2nd April, 2025. He was under treatment at the Raipur hospital due to multiple ailments for the last few weeks.

Com. S C Bhattacharjee was one of the most committed and sincere leaders of the P&T Trade Union movement in the country. He has served the our organisations in various capacities. He has held All India Office bearership of AITEEU Class III, BSNLEU & AIBDPA. So simple and humble was Com. S C Bhattacharjee but strong in progressive ideology.

Com. S C. Bhattacharjee was actually improving a little according to the report of his son, just four days ago. But the situation worsened and had a massive heart attack on today morning and breathed his last. The cremation is scheduled to be held today evening.

The demise of Com. S C Bhattacharjee is a great loss to our organization and the progressive movement.

AIBDPA pays respectful homages to Com. S C Bhattacharjee and conveys heartfelt condolences to the bereaved family and comrades of Chhattisgarh.

MUZAFFARNAGAR DISTRICT CONFERENCE.

Muzaffarnagar District Branch in UP(W) Circle held its biennial conference on 28-03-2025 at the Telephone Exchange premises. Com.N P Nigam, District President controlled the proceedings. Inaugurating the conference, Com.Naresh Pal, Circle Secretary spoke in detail on the issues being confronted by the pensioners and the struggles conducted. Coms. Rambhir Singh, Circle Secretary, SNPWA, Upendra Singh Teotia, District Secretary, Gaziabad also addressed the conference. Com.R U Singh, District Secretary welcomed all and presented the report and accounts which were adopted after discussion.

In the unanimous election of office bearers Com. Utham Chand Sharma (Advisor) Com.N P Nigam (President) Com.R U Singh (District Secretary) and Com.Ganesh Dutt Sharma (Treasurer) are the important functionaries.

Attack on pensioners genuine rights by the Central Government – Implement the decision of NCCPA for Protest Action on 3rd April,2025 with massive participation. Let the protests galore and give a fitting rebuff to the sinister move of the government.

NATIONAL COORDINATION COMMITTEE OF PENSIONERS ASSOCIATIONS

A clarion call is given by NCCPA to hold demonstration against the sinister move of the Central Government to surreptitiously pass despite opposition in parliament on 25.03.2025. The call is for demonstration on 3.4.2025 in front of CG Offices in all Districts by the Affiliates of NCCPA. The call is as follows:

NCCPA calls to protest against the sinister move of the Government to deny the Pensioners their genuine rights!

The Government had passed a bill along with the Finance Bill 2025 on 25.03.2025 to declare any Pensioner retired in the past as a separate entity and the right of the Government to declare that the past pensioners cannot claim any benefits allowed to Pensioners retiring afresh from the Government service.In short, the move of the Government is against the spirit of the landmark judgment of Supreme Court that the Government cannot divide the Pensioners of same class to artificial cut-off dates which is violative of Article 14 of the Constitution of India. The Government is trying to establish that the Pensioners of same class can be divided by different cut-off dates and no Pensioner can claim the benefit extended to new Pensioners. This amendment will deny any benefit to the past pensioners to treat them with the future pensioners. The move of the Government to not to move the bill to bring separately but as part of the Finance Bill 2025 surreptitiously and passing the bill on 25-03-2025 despite the opposition from the Opposition is condemnable.

NCCPA calls upon all affiliates and the Pensioners Community to stand firm on the face of this new onslaught by the Union Government and protest vehemently. NCCPA calls all its affiliates to demonstrate before any Central Government Office of all Districts and voice our clear opposition to the move of the Government. The Peasants’ struggle is an example and if all Pensioners can unite and demonstrate at Delhi the passed bill can be made withdrawn.

As a first step, we the NCCPA can hold protest demonstrations before Central Government Office in all Districts on 3.4.2025 and send the reports with photos to the headquarters of NCCPA. NCCPA will discuss with the Affiliates and take a view on this important issue and act.
