Meeting with CMD BSNL

AIBDPA delegation of Coms. K G Jayaraj, Patron, R. Muraleedharan Nair, General Secretary and M G S Kurup, Treasurer have met Shri. A. Robert Jerard Ravi, CMD BSNL on today, the 12th March, 2026. Initially, Com. R. Muraleedharan Nair, General Secretary was introduced to the CMD.

Then, the following issues were discussed.

  1. Grant of 40% concession for FTTH to family Pensioners.
  2. Allowing change of option in BSNL MRS to Family Pensioners.

The delegation pointed out that the denial of these benefits to family Pensioners are really felt as discrimination. AIBDPA had taken up the issue in April 2025 with BSNL management, but still pending unresolved. The delegation requested the intervention of CMD for an early settlement. CMD stated that both the issues require the approval of BSNL Board and agreed to present the issue in the BSNL Board.

3. Delay in payment of refund of excess payment recovered – case of Shri. Aboosala Lakshadweep.

The delegation brought to the notice of CMD that the issue is unnecessarily being dragged despite recommendation of the case by CGMT, Kerala and positive CAT order.

CMD replied that he will look into the case. The delegation thanked CMD for his kind gesture and positive response.

Coordination Committee of BSNLEU, AIBDPA & BSNLCCWF meets in Delhi  

Nationwide Dharna on 23rd March, 2026

A physical meeting of the Coordination Committee of BSNLEU, AIBDPA and BSNLCCWF was held on 09.03.2026 at Dadaghosh Bhawan, New Delhi. The meeting was attended by Com. M. Vijayakumar, President, BSNLEU, Com. P. Abhimanyu, President, CCWF, Com. K.G. Jayaraj, Patron, AIBDPA, Com. Animesh Mitra, General Secretary, BSNLEU, Com. R. Muraleedharan Nair General Secretary, AIBDPA and Com. M.G.S. Kurup, Treasurer, AIBDPA. The meeting was presided over by Com. R. Muraleedharan Nair, General Secretary, AIBDPA. Com. Animesh Mitra, Convenor of the Coordination Committee, explained the present situation in the country and highlighted the attacks on BSNL workers, pensioners and contract and casual labourers. The leaders discussed important issues including pay revision, pension revision, pension validation act, NMP 2.0, the government’s proposal to downsize BSNL staff strength and the attacks on contract and casual labourers.

The meeting decided to organise a nationwide dharna at BA level on 23rd March 2026 and also resolved to form Coordination Committees at the circle level and district level wherever they have not yet been constituted.

MEETING WITH CGCA


A nice  meeting was held with Ms.Vandana Gupta, Controller General of Communication Accounts on today, 9th March, 2026 at her chamber, MTNL Buildings, New Delhi. Apart from Com.R.Muraleedharan Nair, General Secretary, Com.K G Jayaraj, Patron, M G Sasidhara Kurup, Treasurer and R S Chouhan, AGS were in the delegation.

At the outset, the delegation presented the memento to Ms.Vandana Gupta which was to be presented in the 5th Triennial Conference held at Coimbatore on 17-18 December, 2025 as the Chief Guest but could not attend due to administrative exigency. The delegation thanked CGCA for the valuable message sent to the conference which was duly presented in the Open session.

Then the following issues were discussed.

  1. Denial of Notional increment to the BSNL VRS 2019 retirees.

The copy of the detailed letter written to Secretary, DoT was handed over to her.

The CGCA responded positively and stated that the decision in this regard has to be taken by the DoT at Secretary level.

2. Opening of a Regional CCA office at Sri Nagar.

The letter in this regard was handed over to the CGCA and the delegation requested CGCA to consider the peculiar geographical situation of Jammu& Kashmir and the difficulties being faced by the pensioners in Sri Nagar. CGCA agreed to do the needful in the matter without delay.

3. Provision in the Sampann module to draw the arrears.

The delegation pointed out that the pensioners who fail to furnish the Life Certificate promptly and submit subsequently , the pension will be drawn for that month and the arrears of the previous months are delayed as it has to be done manually by the respective CCA office.

The CGCA replied that the required provision to draw the pension with arrears has been now provided in SAMPANN 2-0.  

OBSERVE 2026 MARCH 8 – INTERNATIONAL WOMEN’s DAY

The International Women’s Day 2026 is to be celebrated on March 8 befittingly. The Trade Union International (Pensioners & Retirees) of WFTU has also given a call to celebrate it. The official theme for 2026 International Women’s Day is “Rights, Justice, Action” for all women and girls focusing on dismantling barriers to equal rights and justice for women and girls worldwide. Apart from this theme, United Nations is also focusing on “Give to Gain” campaign highlighting the power of giving support, opportunities, knowledge and resources to advance women’s empowerment. All CHQ Office bearers and Circle Secretaries may please take initiative to observe the Day in a befitting manner. The Day can be observed jointly with other like minded organisations according to the local conditions.

A state level convention and a meeting with political parties and central trade unions were held at Guwahati , BSNL MP HALL

A state level convention and a meeting with political parties and central trade unions were held at Guwahati ,  BSNL MP HALL. CPI (M), CPI, CITU and AITUC were present in the meeting. They assured to extend all cooperation in repealing the Validation clause of CCS Pension Rules and inclusion of revision of pension in TOR of 8th CPC. Other political parties could not attend due to election issue.

State Level Convention at Kolkata

A State Level Convention was held at Kolkata on 23rd February at Krishna pada Ghosh Memorial Hall, Sealdah as per the call of FCPA, followed by NCCPA West Bengal. Central Govt, BSNL, Railway, Defence, Punjab National Bank and other Pensioners from Kolkata and nearby districts joined here. Com. Manab Sen Sharma of CCCGPA was presided over the meeting. Com. Puranjoy Lahiri NCCPA Convenor elaborated the demands in detail. Other speakers were Com. Nikhilesh Mitra Secretary FCGPO, Com. Dilip Saha SNPWA, Com. Dipankar Mukherjee of PNB, Com. Sisir Roy President AIBDPA Kolkata Telephone Circle, Com. Ashok Kanti Ghosh NCCPA National Leader, Com. Omprakash Singh President AIBDPA WB Circle. The last speaker was Com. Asis Das NCCPA Convenor and Circle Secretary AIBDPA WB. He informed the house about the attack of Central Govt. and our task in the coming days. Eminent Lawyer Com. Bikash Ranjan Bhattacharya was invited here but unable to join here due to ill health. It was an overcrowded house and a grand success.

Mammoth rally and Mass Dharna at Thiruvananthapuram

As part of agitational program called by FCPA, a mammoth rally and Mass Dharna was organised at Thiruvananthapuram (Kerala), demanding repealing of Validation Act and modification of TOR of 8th CPC, on 19-02-2026. Com. VAN Namboothiri, Advisor, AIBDPA presided over the Mass DHARNA. Com. K.S.Sunil Kumar, State Secretary, CITU, inaugurated the program. Com. George Mathew (AITUC), Com. V. R.Prathapan (INTUC), also addressed. Com. T.N .Venkiteswaran Stare Convener, FCPA welcomed the gathering . Com. K.G.Jayaraj, Patron (AIBDPA ), Com. R. Muraleedharan Nair, General Secretary (AIBDPA), Com. Reghunathan Nair (Kerala State Service Pensioner’s Union), Com. N .Chandrasekhara Pillai (AIPRPA), Com. P. S. Ramankutty (AIBSNLP WA), Com. N.A.Abraham (SNPWA) ,Com. Syam Kumar (AIRBEPWA), Com.G.Hariharan Nair (DOTBPA), Com. M.Suresh (All Kerala Bank Retirees Forum), Com. Padmakumar (DRPU) and many other leaders representing various organisations addressed the Dharna. The agitation concluded with vote of thanks by Com. S.Asok Kumar, District Convener, FCPA, Thiruvananthapuram.
