UP ( EAST) CIRCLE CONFERENCE HELD .
The 4th biennial Circle Conference has been held at Press Club Hall, Ayodhya on 25-09-2025. Com.B N Singh, Circle President presided. Com.Shiv Sahay Singh, the hosting District Secretary and Com.K R Yadav, Circle Secretary welcomed all the participants. Com.Kaushalendra Pandey, Vice President, CITU inaugurated the conference with a brief and inspiring speech. Delivering the keynote address, Com.K G Jayaraj, General Secretary explained all the important issues including the struggles being waged against Validation of Pension Rules by Forum of Civil Pensioners Associations, Pension Revision, BSNL MRS, CGHS , Medical Card revalidation, AIC at Coimbatore. He also mentioned about the growth of AIBDPA while organisational weakness exists in certain circles like Uttar Pradesh (East) and the necessity to overcome by joint efforts. Coms. Tilak Singh Tiwari, Circle Secretary, BSNLEU, Vinod Singh (AIKS), Rajesh Singh ( District Secretary (BSNLEU) also addressed the Inaugural Session.
In the subject session, Com.K R Yadav, Circle Secretary presented the report and accounts. All the District Secretaries attended the conference and some of the delegates participated in the discussion after which the report was adopted. The adoption of accounts was deferred on the intervention of General Secretary as it was not audited.
Office bearers were elected unanimously with Com.B N Singh (President) Com.K R Yadav (Circle Secretary) and Com. Sudama ( Treasurer).
HUBLI DISTRICT CONFERENCE HELD.
The 7th biennial District Conference of Hubli was held on 24-09-2025. Com.P P Nayak, District President controlled the proceedings. Coms.Muddaiah, Circle Secretary, H C Prakash, AGS, Earanna, CHQ Organising Secretary, Com.L D Durgad, Circle President participated and addressed on various issues confronting the pensioners. Com.Shivashankarappa welcomed one and all. Coms. M F Mudenur, District Secretary and S B Munavali, Treasurer presented the report and accounts, respectively. Active discussion took place thereafter by the delegates, including H M Doddamani, ACS and L G Doddagowder, Circle Organising Secretary .
The conference elected the office bearers unanimously with Com. P P Nayak (President) Com. M F Mudenur (District Secretary) Com. S B Munavalli (Treasurer)
AIBDPA writes to Hon’ble Prime Minister urging his intervention to desist from the move to allow Administrative members to head the Central Administrative Tribunals, as it would impact the very relevance and credibility of CATs.
FORUM OF CIVIL PENSIONERS ASSOCIATIONS, KERALA STATE CONVENTION.
Kerala State Convention of Forum of Civil Pensioners Associations has been held with massive participation at Ernakulam on 19-09-2025. Before starting the convention , Homages were paid to the Martyrs of the 19th September, 1968 Strike . The Convention was presided over by Com.V A N Namboodiri, Chairman. Com. T N Venkiteswaran, Convenor welcomed one and all.
Shri.Hibi Eden M P inaugurated the convention. He came down heavily on the central government for adopting so many anti-people bills in the Parliament without proper discussion and assured his full cooperation in the fight against the draconian Validation of Pension Rules adopted as Part of Finance Bill, 2025. Delivering the keynote address, Com.K Chandran Pillai , National Secretary, CITU exhorted to fight the anti-pensioner act by forging unity of all the pensioners and employees organisations and assured the support of the Central Trade Unions.
A host of leaders including Com.K G Jayaraj, Deputy Secretary General, NCCPA & General Secretary, AIBDPA, Com.P S Ramankutty (AIBSNLPWA),Com.N C Pillai ( AIPRPA), Com.N Suresh (AKBRF), Com.Susobhanan(DRPU) Com.George Varghese (SNPWA),Com. K Kamalasanan (AIAAPA), Com.Jayan (ISROPA), Com.Sureshkumar (AIRBSNLEWA), V Srikumar (CGPA), G Hariharan Nair (DBPA), V A Mohanan (Joint Convenor & Circle Secretary, AIPRPA), Com.N Guruprasad (Joint Convenor & Circle Secretary, AIBDPA) Com.R N Padanair( Vice Chairman & AGS,AIBSNLPWA) ,Com.Surendran (ITPA) addressed. Com.Sajeevan proposed vote of thanks.
The Convention unanimously adopted the resolution demanding the Central Government to scrap the Validation of Pension Rules. Memorandum to the Prime Minister was handed over to Shri.Hibi Eden M P.
GODHRA DISTRICT CONFERENCE HELD SUCCESSFULLY.
The 3rd biennial District Conference of Godhra was held at Hotel Uday-Chanchleve, Godhra on 16-09-2025 with good participation of pensioners. Com.A R Patel, District President controlled the proceedings. Com.H B Parmar, Patron welcomed one and all.
Com.M B Chaniyara, Circle Secretary and CHQ Vice President inaugurated the conference . In his inaugural address, Circle Secretary covered all the issues of the pensioners including pension revision, BSNL MRS<CGHS, Validation of Pension Rules and the agitation being held, legal fund and AIC. Coms, V K Pandya and H N Bariya, Circle Vice Presidents addressed the conference. Seniors who crossed 75 were honoured with a shawl and memento.
Com. G J Raulji, District Secretary presented the report on activities for the biennial period. Com. B T Patel, District Treasurer presented the accounts. No to linking CGHS card with ABHA. The latest Government Office Memorandum (OM) is from June 25, 2024, which states that the mandatory linking of the Central Government Health Scheme (CGHS) beneficiary ID with an Ayushman Bharat Health Account (ABHA) ID is suspended and has become voluntary/optional until further notice. The earlier directive, dated March 28, 2024, which made this linkage mandatory from April 1, 2024, with a deadline of June 30, 2024, has been put on hold
CGCA writes to CMD, BSNL in response to the letter of AIBDPA and the discussion General Secretary had with her on payment of arrears to the Organised Accounts Cadres for upgraded pay scales from 01-01-1996 to 18-02-2003.
All AIBDPA units are requested to implement the decision most successfully.
GLOBAL SOLIDARITY WEEK WITH PALESTINE.
Observe 20.09.2025 as our Solidarity day to people of Palestine!!
The WFTU and TUI (P&R) have issued the call to observe 15th to 20th September as the ‘Global Solidarity Week with Palestine’.
We know very well that Israel army has massacred and still killing innocents including women and children in Palestine.
Despite UN call for peace the Israel is continuing is genocide. We the Pensioners representing NCCPA and all its Affiliates Express total support and Solidarity to the people of Palestine and condemn the Israel Government for it’s rabid killing of innocents in Gaza and stand with the people of Palestine as per the clarion call of WFTU and TUI(P&R).
Please observe the call effectively by hall meeting or gatherings by inviting personalities even though we are as part of the Forum of Civil Pensioners Associations are observing another call to meet the M.Ps. comrades! It is our responsibility to stand with innocent people’s of Palestine! Please don’t forget to send photos!

JALPAIGURI DISTRICT CONFERENCE .
The District Conference of Jalpaiguri was held at TRC hall, BSNL, Jalpaiguri on 12-09-2025. Coms. Manik Mukerjee, Rebati Sarkar and Dhiren Ghosh were in the presidium. Com.Asis Das, Circle Secretary inaugurated the conference and explained the agitational program against Validation of Pension Rules and the 5th Triennial All India Conference decided to be held at Coimbatore on 17th& 18th December, 2025. Com.Omprakash Singh, CHQ Organising Secretary and Circle President dealt on the situation prevailing in the country and the need to strengthen the organisation. Coms.Uttam Sarkar (Yukta Mancha), Pranab Bhattacharjee (CGPA), Soumen Chanda Roy (BSNLEU) and Bikash Biswas (BSNLCMU) greeted the conference.
The draft report and audited accounts were presented by Coms. Prabir Ghosh, District Secretary and Kalipada Manik, Treasurer, respectively and were adopted after discussion.
