CHQ is saddened that Com.Shibani Ghosh (75), wife of Com.Susanta Kumar Ghosh, veteran leader and CHQ Vice President has passed away at 1305hrs on 09-10-2025. She was unwell and laid up for a long time. Com.Shibani Ghosh, a retired teacher was active in the left movements. AIBDPA pays homages to Com.Shibani Ghosh and conveys heartfelt condolences to Com.Susanta Kr Ghosh and his family members.

NEW DELHI ALL SET TO HOLD THE BIG RALLY AT JANTAR MANTAR ON 10TH OCTOBER, 2025

Thousands of pensioners from all parts of the country will participate the program to register their protest against the draconian Validation of Pension Rules.
Dear Comrades,
All the arrangements are made to stage the big event of pensioners, Mass Dharna at Jantar Mantar, New Delhi in the auspices of Forum of Civil Pensioners Associations on 10th October, 2025, from 10AM to 1PM. The anger and aungish of pensioners against the adoption of Validation of Pension Rules as part of Finance Bill, 2025 and non- constitution of 8th CPC will naturally reflect in the Dharna.
We have to hold the program with utmost discipline. AIBDPA comrades may come to Jantar Mantar not later than 0930 and be seated. Let us participate in an orderly manner and make the program a grand success.

AIBDPA writes to Member ( Services ) on payment of retirement benefits to ST VRS Retirees of Maharashtra – to rescind the DoT letter dated 30-01-2025 as it contradicts the letter of DOP&PW dated 30-11-2021 endorsed by DoT and BSNL.


BSNL EMPLOYEES WAGE REVISION AGREEMENT SIGNED .

*The much awaited wage revision agreement has been signed by the recognised unions and the management committee on today, the 08th October, 2025.

.Agreement signed by the Wage Revision Committee.*
Wage Revision Committee meeting is held today the 08-10-2025 and signed the agreement. All members of BSNLEU and NFTE participated. The following are the details of the agreement:-
1) Pay scales are as per the list attached.
2) Fitment will be at par with the fitment to be given to the Executives.
3) Pay loss to any employee will be compensated by giving personal pay, to be absorbed in future increments.
4) Revision of perks and allowances will be decided by the BSNL Board and will be implemented from the date of signing of the Wage Revision Agreement. ( A committee is already constituted by the Management for the revision of allowances)
5) HRA revision will be decided by the BSNL Board.
6) Anomalies and aberrations will be addressed suitably.
7) The pay scales implemented in this Wage Revision will not form the basis for revision of pay scales in the next Wage Revision.

3rd Death Anniversary of Com. PVC.
Dear Comrades,
It was on 09th October, 2022, we lost our beloved leader Com. P V Chandrasekharan, fondly called PVC.
Com. PVC started his public life during his school days itself associating with the progressive students union. After his appointment as a Telephone Operator at Alappuzha in 1963, he joined NFPTE and became an avtive worker. After his transfer to Kannur in 1965, he was elected Branch Secretary of EIII Union. During this period he successfully led Valapattanam local agitation and the historic one day Strike of 19th September, 1968. The unprecedented victimization was faced valiantly by Com. PVC.
In 1981, he took over the mantle of E-III Kerala Circle Secretary from Com. V A N Namboodiri. Within a short period, Com. PVC became dear to all with his peculiar character and pleasing behaviour. He effectively worked as the Vice Chairman of the strong Kerala Coordinating Committee of P&T Unions. He was one of the key leaders of the progressive section of P& T Unions who resisted the rivisionist policies of Com. O. P. Gupta.
He also played a significant role in the formation of BSNL Employees Union in 2001 and took up the responsibility of Circle President of Kerala and continued till his retirement in 2003.
He was one of the main architects in forming AIBDPA in 2009 and continued as it’s Patron, guiding and leading the organisation in the right path of struggles.
The enormous contributions of Com. PVC to our beloved AIBDPA shall ever be remembered.
Let us observe the day in a befitting manner. One floor of the P&T House in Thiruvananthapuram is being named, PVC Memorial Hall on 09-10-2025.

JAMNAGAR DISTRICT CONFERENCE HELD SUCCESSFULLY.

The biggest District Branch in Gujarat, Jamnagar held it’s District Conference at Dayashankar Brahampuri , Jamnagar on 05-10-2025. Com. H D Jadeja, District President presided over the meeting. Com.N N Kaneria, District Secretary delivered the welcome address. Com.M B Chaniyara, Circle Secretary and CHQ Vice President inaugurated the conference with a detailed speech covering almost all the issues. Com V K Pandya, Circle Vice President and Com.R U Anjeria, Circle Treasurer also addressed the conference. Super seniors, who crossed 80 were honoured in the conference. The report and accounts , presented bt Com.N N Kaneria, District Secretary and Com.R K Punjani, Treasurer were adopted after discussion.

KARNAL DISTRICT CONFERENCE HELD.


Com.Kuldeep Singh, Circle Secretary inaugurated the Karnal District Conference held on 3rd October, 2025 at CITU Bhawan, Panipat. He explained all the issues confronting the pensioners including the agitation against Validation of Pension Rules. Com.Hansraj controlled the proceedings. Com.Tejpal Singh, District Secretary welcomed one and all. The report and accounts presented by the District Secretary and Treasurer were adopted.
Office bearers were elected unanimously with Com.Dharambir (President) Com.Tejpal (District Secretary) Com.Ramkumar Bhoriya (Treasurer).
AIBDPA once again writes to CMD BSNL to withdraw chargesheets issued illegally and based on various court judgments including Hon’ble Supreme Court and stop the continuing harassment of the ST VRS Retirees of Maharashtra. They should be given the retirement benefits and regular pension without further delay


Department of Pension & Pensioners Welfare issued revised guidelines for timely payment of Pension.






IDA to increase by 6.2% from 01-10-2025.
As per Consumer Price Index released by Labour Bureau on 30-09-2025, *IDA Rate on 2007-Pay-Scale is likely to increase by 6.2% w.e.f. 1st October 2025* . Now the total IDA will be 227.1% (existing) + 6.2% = *233.3% (from October’, 2025)*. _Payable only after DPE issues necessary orders._
