CEC calls for CGMT/GMT Office march on June 15, 2012 for Settlement of Pending Issues.

The Central
Executive Committee meeting was held at Ernakulam most successfully on 18th
& 19th May, 2012.  The CEC
started with flag hoisting at 10 a.m. on 18.05.2012 by Com. A K Bhattacharjee,
President which was followed with floral tributes to the martyrs under the
leadership of Com. V A N Namboodiri. 
Com. K N Raveendranath, President, CITU, Kerala inaugurating the CEC
gave a clear picture of the global and national scenario and the tasks to be
undertaken.  Com. A K Bhattacharjee
presided and Com. N M Abdul Kareem welcomed. 
Com. V A N Namboodiri made a special address and Com. P V
Chandrasekharan, Patron also addressed the CEC.

 

Com. K G
Jayaraj, General Secretary presented the report of the intervening period since
the last CEC held at Kolkata on 18th & 19th August,
2011.  The unaudited accounts for the
year 2011-12 was also presented.  Though
a few CEC members could not attend the CEC for want of train reservation, the
participants discussed the report and the issues seriously and
effectively.  General Secretary moved the
following resolution on programme of action and was adopted unanimously by the
CEC.

RESOLUTION

 

The Central
Executive Committee meeting of the all India BSNL-DOT Pensioners’ Association
(AIBDPA) held at Ernakulam on 18-19 May, 2012 expresses its serious concern in
the inordinate delay in settlement of the long pending issues of the DOT as
well as BSNL pensioners, despite the same having been brought to the notice of
the BSNL management and the Government several times and also having organized
agitational programmes.

 

The CEC once
again place the following demands for urgent settlement:

 

1.      Withdraw
PFRDA Bill.

2.      Save
BSNL by providing adequate funds by government for improving financial
viability.

3.      Settle
pension anomaly to those who retired within 10 months of formation of BSNL.

4.      Restoration
of Medical Allowance without voucher which has been withdrawn by BSNL.  The 25 days Pay + DA should be made 30 days
Pay + DA.

5.      Grant
of Medical Allowance @Rs.1200/- per month to DOT pensioners.

6.      Provision
of indoor medical facilities to DOT retirees residing outside CGHS area.

7.      Issuance
of revised PPO to DOT retirees consequent to implementation of VI CPC
recommendations.

8.      One
extra increment granted in lieu of grade IV promotion.

a)      Restore
the denied one extra increment to those senior most who have stagnated in BCR
scale and calculate it for pension.

b)      Allow
option for one extra increment even beyond 23.03.2010, the date on which order
of NEPP issued, if it is advantageous to the official.

9.      Grant
of provisional pension in cases where there is delay for issuance of PPO.

10.  Provision
of concessional broadband connection to retired employees at par with regular
employees as granted to employees as agreed in national council.

11.  Fixation
of pension with 78.2% IDR.

12.  Post
sufficient staff in CCA offices and ensure speedy settlement of cases of
retires.

13.  Grant
of funeral grant of Rs.15,000/- to retirees.

14.  Grant
of Rs.5000/- as festival allowance to retirees.

15.  Grant
travel concessions to retirees and family members.

16.  Grant
HRA to pensioners at the same rate of serving employees.

17.  Rent
for quarters should be 10% of pension and there should be no insistence on a
guarantee from serving employee.

18.  Merger
of 50% IDR with basic pension.

19.  Minimum
pension be enhanced to Rs.3880 to ensure 50% of lowest pay scale.

 

This Central
Committee calls upon the pensioners to organize a massive march to CGM
Office/GM Office on 15th June, 2012 as the first stage of
agitational programme for the settlement of the demands. 

The CEC also
calls upon all the pensioners to organize the programme effectively and
successfully.

 

All
India Conference in Kannur, Kerala.
 

The CEC accepted
the invitation of Kerala Circle to host the triennial Conference at Kannur in
January, 2013 (Probable dates 26 & 27). 
Therefore, the district conferences have to be completed by September,
2012, and the Circle Conferences by November, 2012.  This has to be taken up seriously as we have
to ensure democratic functioning and adhere to the constitution provisions.

 

Tele
Pensioner
 

The CEC has felt
that the present subscription to Tele Pensioner is quite inadequate and more
subscribers have to be enrolled.  The
complaints of non-receipt of Tele Pensioners have been addressed to a large
extent and CHQ will take further steps to ensure that the journal reaches every
subscriber.

 

Building
Fund
 

The
decision to collect a minimum of Rs.100/- per member towards building fund of
BSNLEU is yet to be taken up seriously by most of the units and this has to be
completed without further delay.

 

NCCPA
Agitational Programmes.

 

The CEC has
decided to participate in the campaign and agitational programmes of NCCPA for
settlement of demands included in the memorandum submitted to the  Prime Minister on 25.11.2011.

 

Co-ordination at
Circle & District Level.
 

The CEC also has
decided to have co-ordination with the Central Govt Pensioners Association at
all levels including Circle and District. 
It is also pertinent to mention here that AIBDPA stands for
co-ordination and co-operation with all the pensioners associations so also
with the workers unions/associations. 

Open
Session

An Open Session
of the CEC as well as the inaugural session of the 2nd Circle
Conference of Kerala was held together at 10 a.m. on 19.05.12 at Maharajas College
Auditorium, Ernakulam.  Com. P Rajeev, MP
inaugurated and Com. P V Chandrasekharan, our Patron and Kerala Circle
President presided.  Com. P A Kumaran, Working
Chairman, Receiption Committee welcomed. 
Coms. V A N Namboodiri (President BSNLEU), A K Bhattacharjee (President,
AIBDPA), T I Sudhakaran (General Secretary, CGPA, Kerala), R Reghunathan Nair
(General Secretary, Kerala State Service Pensioners Union), K Mohanan (Circle
Secretary, BSNLEU), K Ravikuttan (NFPE), P G Saseendran (Confederation of CGE
& Workers), George Varghese (Circle Secretary, SNEA(I)) spoke.  Com. N M Abdul Kareem, General Convener,
Reception Committee proposed vote of thanks.

 

Kerala
Circle Conference
 

After completing
all the district conferences by May 09, 2012, the Circle Conference was held on
19.05.2012 at Ernakulam,  simultaneously,
with the Central Executive Committee meetings, Com. K. G. Jayaraj, General
Secretary inaugurated the subject committee session.  Com. N. Ramesan, Circle Secretary presented
the biennial report and Com. R R Warrier, Circle Treasurer, the audited
accounts.  A record 552 delegates from
all the districts participated including about 100 ladies in the conference
which was beyond the expectations of the organizers.  The conference elected the Office bearers
unanimously with Com. V Kesavan (Patron), Com. P V Chandrasekharan (President),
N Ramesan (Circle Secretary) and Com K J Sanal Kumar (Treasurer).  Com S Mohandoss, CHQ Vice President
felicitated the Circle conference.

 

Commendable Job
by the Reception Committee
 

The excellent
arrangements made by the Reception Committee with Com. P A Kumaran, Working
Chairman, N M Abdul Kareem, General Convener and N P Peter, Treasurer for the
successful conduct of both CEC and Kerala Circle Conference were appreciated by
all.  This is certain to rejuvenate the
Ernakulam comrades for further advancement in the district. 

Comrades, the
Ernakulam CEC was significant in respect of both issue-wise and
organizational-wise and important decisions are taken.  On behalf of CHQ, I would therefore, request
you to take up the responsibilities in right earnest so that our AIBDPA is
strengthened.  Circle Secretaries are
also requested to send copy of this Circular to all the district secretaries
for effective and timely implementation.

NCCPA CONFERENCE

NCCPA Conference held at Retlam decided to go for agitational programmes on demandsin memorandum submitted to the Prime minister of India.Well attended meeting at retlam discussed various issues related to the pensioners of the country.The conference elected Com. V.A.N Namboodiri as Patron, Com.R.L.Bhattacharya and Com.S.K.Vyas  as President and Secretary.Com.K.G.Jayaraj our Genl.Secretary elected as Organising Secretary.The conference concluded on 13th April with massive participation in the open session.

Karnataka CEC

The third Circle Executive Committee of AIBDPA, Karnataka Circle was held at Davangere successfully on 19.02.2012. Com. R.B. Patil, Circle President presided. Com. K.G. Deshpande. Circle secretary presented the report.On behalf of CHQ, Com. G.G Patil, Org. Secretary addressed the CEC and he appealed to strengthen the organization. Sri P.K Kadarmandalgi, AGM, BSNL spoke assuring his cooperation in settling the grievances of pensioners. Com. Earanna, Asst. Circle Secretary BSNLEU Davangere also felicitated.CEC reviewed the progress in respect to pension revesion cases, while 98% pre 2007 pension revision cases already settled, CCA Bangalore has assured that all the cases of post 2007 revision recieved in his office will be cleared by 29.02.2012. CEC decided to make the strike of February 28 a big success. Efforts are to be activated for formation of District units in Shimonga,Chikkamangalore,Kolar and Madikere. Com. B.S. Nadiger, District Secretary, AIBDPA,Davangere welcomed and com K.G. Deshpande thanked.

Agitation against undue delay in pension revision cases

Assam extended circle executive committee meeting decides agitation against undue delay in pension revision cases.Com.K G Jayaraj General Secretary addressed both open session and suject committee held at Jorhat on 21st and 22nd February.General Secretary also spoke in the generalbody meeting attended by large number of pensioners at Guwahati on 23rd February.
