Sir,
Sub: – Anomaly in pension to those BSNL absorbed DOT employees retired within ten months of formation of BSNL on 01.10.2000 – request for intervention to settle the long pending issue – reg.
I am constrained to bring to your kind notice a long pending case of anomaly in pension to those retired within ten months of formation of BSNL on 01.10.2000.
The anomaly in pension is caused due to non-drawal of IDA pay scales for the last ten months prior to their retirement, average of which is taken for fixing the pension. Now pension is fixed at 50% of the last months pay or average of last ten months pay whichever is advantageous to the retirees with effect from 01.01.2006. A proposal was mooted to settle the case and was approved by BSNL, DOT and Pension & Pension Welfare Department, but unfortunately it did not materialise. However an order was issued by DOT stating that these retirees may be granted 50% of the minimum of the pay scale held by them at the time of retirement which was far from solving the issue.
After continuous persuation, DoT finally agreed to reconsider the issue. As part of this process certain information was sought from BSNL and BSNL has furnished these particulars to DOT on 15th April, 2013.
Further, this issue was also discussed in the SCOVA meeting held on 19.02.2013 in the presence of Hon’ble Minister of State for Personnel, Pension and Pension Welfare and it was assured that the matter is under examination of the DoT and would take final decision by 31st March, 2013 by the DOT.
In these circumstances, may I seek your kind intervention in a very long pending issue so that it is settled favourably.

Com. V.A.N.Namboodiri, Advisor and Com.K.G.Jayaraj, General Secretary, AIBDPA had a fruitful discussion with Shri M.F.Farooqui, Secretary, DOT today, 3rd July 2013. They mainly brought to his notice the issue of 78.2% IDA fixation for pensioners, both pre-2007 and post-2007, acute shortage of staff in CCA units, Grant of Minimum Pension of Rs. 3,880 (instead of Rs. 3,500), Undue delay in settlement of Anomaly in Pension for those retired within 10 months of formation of BSNL and Extension of Concession for Broad band connection to the DOT Retirees. The Secretary, DOT had a patient and positive hearing and assured that he will examine the issues and do the needful.
The representatives also pointed out about the move of the management to close the telegram services with effect from 15th July 2013 and requested his intervention. The delay in the release of Rs. 1,500 crore from USOF to BSNL was also raised. (Later it was informed that Gazette Notification has already been issued to release the Fund).
Meeting with Member (Services)
The AIBDPA leaders also met Sri S.C.Misra, Member (Services) and discussed the issue of order for Pensioners on 78.2% IDA fixation and anomaly in pension. Regarding the Anomaly in pension, the M(S) stated that on the basis of reports received from BSNL, about 4,000 pensioners are involved and the issue will be further processed for early finalisation.
Meeting with Director (Finance) & GM (Estt.)
Com. V.A.N.Namboodiri, Advisor and K.G.jayaraj, General Secretary, AIBDPA met Shri KCGK Pillai, Director (Finance), BSNL and discussed about the issue of the modality of the fixation of the 78.2%. Director (F) stated that it will be issued within one or two days. He assured that the notional fixation will be done from 01-01-2007 and the actual payment will be from 10-06-2013. 21 days arrears from 10th June will be drawn and paid.
The AIBDPA representatives met GM(Estt.) Shri R.N.Goyal earlier and discussed the same issue.
4% IDA increase from July 2013.
As per calculation, 4% IDA increase on Revised (2007) Pay / Pension becomes due with effect from July 2013. Now the IDA will be 74.9 + 4.0 = 78.9%. Orders are yet to be issued.
78.2% IDA FIXATION-CHQ SEEKS MEETING WITH SECRETARY,DOT.
Eversince the orders were issued by DOT and BSNL for 78.2%
IDA fixation for the serving employees,we have been pursuing
the issue of extending this benefit to the pensioners.
But for one or other reason the issuing the order fot the pensioners
is delayed.So we have sought an urgent meeting with the
Secretary,DOT to settle the issue
A detailed letter to the Secretary,DOT was given on 24th June for issuing the

100% HIKE IN DOMESTIC GAS PRICE.
. The central cabinet has approved the proposal of the Petroleum
Ministry to hike the price of domestically produced natural gas to
$8/mmbtu from April,2014 from the current $4.2.
Retail consumers will be badly affected as they will have to pay more
for electricity,compressed natural gas used as auto fuel and piped
natural gas for cooking.Fertilizer price also will be badly impacted
and this will raise government’s subsidy burden.
Who is the beneficiary of this steep hike;it is none other than the
Reliance Industries
For Reliance Industries,the KG-D6 price of $4.2/mmBtu is valid till
March,2014, and the new price become effective from April,2014.
Every dollar’s increase in gas price impacts Reliance’s revenue by
$100 million and profit by $74 million.
For some time lonf Reliance was pressurising the Petrolem ministry for
increasing the price of natural. gas only for more profit and the new
Minister despite stiff opposition from the top officials was ready to
agree to the Reliace’s demand.
So once again,the Manmohan Singh led UPA government has proved
that it is the government for the corporates and by the corporates!
2G ROAMING PACTS LED TO HUGE LOSS.
The Comtroller And Auditor General has slammed the Department of
Telecom for allowing intr-circle roaming arrangements for 2G spectrum
which caused huge loss to the excheuer.This was also the reason for the
lacklustre response to the government’s recent attempts to auction
second-generation airwaves.
The audit note sent to DOT has blamed various decisions of the
Telecom ministry for the lukewarm response to the government’s
attempt to sell 2G airwaves in November,2012 and Mach,2013.
The CAG ,earlier had said. that THE 2G AUCTIOND HAD FLOUNDERED
AS THE TELECOM COMPANIES ACTED AS A CARTEL AND THE GOVT.
WITTINGLY OR UNWITTINGLY,AIDED THE COMPNIES BY NOT ACTING
AGAINST THEM.
In the latest audit note, the CAG has stated that the policy note issued
in 2008 during the tenure of former telecom minister A.Raja,led to loss
of thousands of crore to the excheuer since the operators have been
sharing spectrum under the garb of intr-circle roaming arrangements
without paying spectrum usage charges.
Now the Empowered Group of Ministers has asked TRAI to recommend
within 60 days the fresh(reduced) reserve prices for the ensuing auction
of airwaves.The Cellular Operators Association of India has welcomed the
decision and even offered help to Trai to fix the reserve price.
It is better to ask the private telecom companies to fix the price themselves
And that would be the ideal way of serving the corporates!o
REVISED FDI CAPS IN 3RD WEEK OF JULY
Finance Minister P.Chidambaram has stated that India could lift
Foriegn Direct Investment caps on various sectors by the 3rd
week of July,2013.
The foriegn institutional investors have sold $6.2 billion worth
of stocks and bonds in this month so far,depreciating the rupee
further and hitting share prices.
The Mayaram panel has recommended raising FDI caps in
various sectors including multi-brand retail upto 74%,
Defence production to upto 49%,
Telecom to upto 100% _and Pension and Insurance sectors
are also in the list.
Whether these measures being implemented at the dictates of
the Multinational Companies and other foriegn powers are going
to stabilize the Indian economy which has already gone down as
the GDP 5% and the rupee to record all time low of 59.98 against
dollar is to anybody’s guess.
