The country today witnessed another futile effort to absolve
Prime Minister Manmohan Singh and Finance Minister
Chidambaram from their involvement in the 2G spectrum
Scam.The Joint Parliamentrary Committee appointed to probe
the scam in which the country has lost Rs.1.76 crore as per the
CAG report,today adopted the draft report which is prepared
arbitrarily by the Chairman of the JPC with the sole intention to
save the PM & FM from the serious allegations of collaborating
with A.Raja,the then communications Minister to allocate the 2G
Spectrum to private telecos incurring huge loss to the exchequer.
Com.Sitaram Yechury of the CPI(M) who is a member of the JPC
has given a dissent report.
Shri.P.C.Chacko,the Chairman,JPC was acting in a visibly biased
manner from the very beginning and he did not allow A.Raja
to appear before JPC and depose.Having been denied to appear
in person,Raja submitted a 106 page note which was not
circlated to the members even after about 4 months..
The UPA government is desperately trying to cover up the scams.
In the COAL GATE SCAM the CBI has complained that they are not
allowed to function independently and 253 Files are missing.
The government is making all the probes a mockery,by crook or
hook,misusing the power.

1.78.2% IDA FIXATION TO PENSIONERS-
THE DIRECTOR STATED THAT CERTAIN QUERIES ARE AGAIN
BEING SOUGHT FROM BSNL AFTER RECIEPT OF WHICH THE
PROPOSAL WILL BE FINALISED AND SEND TO DEPARTMENT
OF PENSION ANS PENSIONERS WELFARE
2.ANOMALY IN PENSION TO THOSE RETIRED WITHIN TEN
MONTHS OF FORMATION OF BSNL-
THE DIRECTOR HAS REPLIED THAT THE FILE IS BEING SENT
TO DEPARTMENT OF PENSION AND PENSIONERS WELFARE.
GENERAL SECRETARY COMPLAINED THAT BOTH ISSUES ARE
GOING TO BE DELAYED FURTHER.
DIRECTOR HAS HOWEVER ASSURED THAT. THE LETTER TO BSNL
WILL BE SENT TODAY ITSELF.

Prime Minister has clared the proposal for appointment of
7th Cenral Pay Commission for the revision pay of the
Central government employees with effect from 01-01-2016.
This was one of the main demands of the one day strike on
12-12-2012 by the Confederation of Central Govt.Employees
and Workers.
6th Central Pay Commission recommendations were implemented
from 01-01-2006.
Now the govt. should take action to merge 50% DA with pay and
Grant interim relief.
There should be provision in the terms of reference of the pay
Commission for specific recommendations for the pensioners
to ensure parity in pension.
One of the members of the pay commission should be from
the staff side.

The meeting of the United Forum of BSNL unions held today,the 24-09-2013 has decided to postpone the proposed one day Strike of 27th September to 25th October,2013.
The decision is based on the assurances given by the BSNL management.on the 8 isssues discussed on 17th September and the assurance to discuss other issues I ISn
the 30 point demands on 4th October.  Regarding 78.2% IDA fixation to the pensioners as per the
demand of the UF in the discussion on 17th that the clause in the order’no arrears would be paid’ was contrary to the agreement made on 12-06-2012 and BSNL should write to DOT in this regard is being complied with.

COM.S.K.VYAS,SECRETARY GENERAL,NCCPA HAS REPOTED THAT THE 78.2% IDA FIXATION TO BSNL PENSIONERS AND ANOMALY IN PENSION TO THOSE RETIRED WITHIN TEN MONTHS  OF FORMATION OF BSNL WERE DISCUSSED IN THE SCOVA MEETING HELD ON 20TH SEPTEMBER,2013. THE OFFICIAL SIDE HAS ASSURED THAT ORDERS WILL BE ISSUED BY 30TH SEPTEMBER,2013 ON BOTH THE ISSUES.THE ANOMALY ISSUE IS REPORTED TO BE SETTLED EITHER GRANTING NOTIONAL IDA PAY FOR THE MONTHS CDA PAY HAD DRAWN AND AVERAGE TAKEN OR 50% OF THE LAST MONTHS PAY.THIS WAS OUR PROPOSAL AND IT IS A GREAT ACHIEVEMENT THOUGH BELATED.NOW LET US SEE HOW FAR THE ASSURANCE IS GOING TO BE FULFILLED.

The cenral cabinet has approved 10% hike in DA/DR from 1st July,2013 for the central government employees and pensioners. Now the toral DA/DR will be 90%.

Today,the 19th September,Com.V.A.N.Namboodiri,Advisor,AIBDPA and
President, BSNLEU and Com.K.G.Jayaraj met Ms.Annie Moraes,Member
(Finance) DOT and had a detailed discussion on the following issues.
1.Issuing orders for 78.2% IDA fixation to both pre 2007 and post 2007
BSNL pensioners-
We categorically stressed that any move to deny the benefit of 78.2%
IDA fixation for the period from 01-01-2007 to 09-06-2013 to the post
2007 BSNL pensioners would be gross injustice and discrimination and
violation of Supreme Court,s judgement in D.S.Nakera’s case.The Member
(Finance) stated that if they are given the benefit,then BSNL may have to
pay the difference of pension contribution.We pointed out that BSNL is
paying pension contribution still based on the maximum of the pay scales
and therefore the question of extra pension contribution does nor arise.
The Member (Finance) then replied that all the options are being examined
and final decision will be taken at the earliest.
2.Anomaly in pension to those retired within ten months of formation of
BSNL-
We pointed out that after completing all the formalities,the Department of
Expenditure had rejected the case.Then we took up the issue with the then
Finance Minister and it was reprocessed thereafter.Now it is delayed the maximum
and wanted early decision.The Member(Finance)stated that whatever is possible
at her end will be done..
3.Minimum pension/Family pension shold be Rs.3880/
We have apprised the Member (Finance) the justification of the demand and
wanted an early decision.The Member (Finance) said that she will examine the
issue and do the needful.
