BSNL STRIKE PRPOSED TO BE HELD ON 25-10-2013 BY THE UNITED FORUM OF BSNL UNIONS HAS BEEN POSTPONED.THE DECISION IN THIS REGARD WAS TAKEN IN THE MEETING OF THE UNITED FORUM HELD TODAY,THE 19th OCTOBER, AFTER THE REVIEWING THE OUT- COME OF THE LAST ROUND OF DISCUSSION HAD WITH THE BSNL MANAGEMENT ON 18-10-2013.
REGARDING 78..2% IDA FIXATION TO THE PENSIONERS,IT WAS ASSURED THAT THE CMD,BSNL WILL WRITE A DO LETTER TO DOT. CONGRATULATIONS TO ALL THE BSNL EMPLOYEES AND THE CONSTITUENT UNIONS OF THE UNITED FORUM LED BY BSNL EMPLOYEES UNION.

Meeting of the Working Committee of BCPC
A meeting of the available members of the Working committee of BCPC was held at 13-C, Feroze Shah Road, New Delhi on 19th October 2013. Shri S.C.Maheswari presided. On behalf of AIBDPA Com. V.A.N.Namboodiri, Advisor attended.
The meeting considered the resignation of Shri S.S.Ramachandran from the post of Chairman and accepted the same with reluctance. Shri S.C.Maheswari, Secretary General, Bharat Pension Samaj, was unanimously elected as the new Chairman, BCPC.
Shri D.Balasubramanian, General Secretary All India Federation of Pensioners Association, Chennai and a representative to be decided by the National Federation of Railway Pensioners Palakkad may be elected Vice-Chairmen of BCPC.
The next AGM may be held soon after Holi at New Delhi, the date for which will decided later.
The Draft Terms of Reference for the VII Central Pay Commission with respect to Pensioners were discussed and finalised in the meeting. In addition to general demands, it was mentioned that these recommendations should apply to all Central Government Pensioners, Ex-Servicemen, Pensioners of those PSUs like Prasar bharati, BSNL, MTNL, FCI etc. constituted by absorbing the respective departmental employees.

AIBDPA Circular No.5 dated 11.10.2013

Shri.Prachish Khanna,Director(Establishment) DOT has told Com.K.G.Jayaraj,General Secretary today,the 17th October,2013 that both the files of 78.2% IDA fixation and Anomaly are still pending with the Secretary,DOT for reasons known only to them.
This is nothing but sheer negligence to the genuine demands of the pensioners by the authorities and the government.
Therefore let us express our anguish by implementing the PROTEST DAY ON 25-10-2013 MASSIVELY BY HOLDING DEMONSTRATIONS AT ALL LEVELS AND SENDING FAX MESSAGES TO THE MINISTER OF COMMUNICATIONS AND SECRETARY,DOT.
The text of the FAX message is as follows-
“Strongly protest unjustified and undue delay in issuing orders for 78.2% IDA fixation to both pre-2007 and
post-2007 BSNL pensioners.Demand immediate intervention for early issuance of orders.”

The Ministries of Finance,Commerce and Health and Family Welfare are strongly pitching for the reversal of the current FDI regime in pharma as they feel that it threatens access to affordable medicines not only in India but also developing countries.While the Prime Ministers Office is for continueation of the present policy which allows foriegn investment in pharmaceutical companies,the Parliamentary Standing Committee has recommended a blanket ban on FDI in existing pharma projects and urged furthur takeover/acquisition of domestic pharma units be stopped.

An internal document prepared by the Department of Industrial Policy and promotion states as follows-

“If the policy continues to be implemented in the existing manner,the access to the medicine scenario in the country could adversaly impact production,availability and prices.India could then be dependent for life saving medicines either on domestic facilities of MNCs or imports.India is already import-dependent for intermediates and critical drugs like penicillin.”

The discussion on the Strike issues with the BSNL Management and United Forum of BSNL Unions is decided to be held on 18th October,2013. Meanwhile Com.P.Abhimanyu,General Secretary BSNLEU has met Shri.A.N.Rai,Director(HR),BSNL today,the 14th October and expressed dissatisfaction on.the no progress position over the issues already discussed on 17-09-2013 The director has assured to look into the matter.

THE MIGHTY ORGANISATION OF THE BSNL AND DOT PENSIONERS, THE ALL INDIA BSNL DOT PENSIONERS ASSOCIATION IS COMPLETING FOUR YEARS ON 21ST OCTOBER,2013.DURING THIS FOUR YEARS, AIBDPA HAS ESTABLISHED ITSELF AS THE FIGHTING ORGANISATION OF THE PENSIONERS AND SHOWN THAT IT IS DIFFERENT FROM OTHER PENSIONERS ASSOCIATIONS.. AIBDPA HAS TAKEN A CRUCIAL ROLE IN ACHIEVING THE PENSION REVISION FOR THE PRE 2007 BSNL PENSIONERS.NOBODY CAN DENY THE FACT IT WAS DUE TO THE CONTINUED PURSUANCE AT APPROPRIATE LEVELS AND STRUGGLES BY AIBDPA BSNL QUARTERS ARE AVAILABLE TO BSNL AND DOT RETIREES AND ALSO BROADBAND CONCESSION GRANTED TO BSNL RETIREES.OF COURSE MODIFICATIONS ARE REQUIRED IN THE ABOVE MENTIONED TWO ISSUES AND WE ARE CONTINUING OUR EFFORTS FOR THE SAME.

JAIPUR CEC HAS DECIDED FOR ANOTHER TWO PHASED PROGRAMME OF AGITATION.WE ARE ALSO PARTICIPATING IN ALL THE STRUGGLES FOR THE PROTECTION OF BSNL BY THE BSNL UNIONS AND IN THE COMMON NATIONAL STRUGGLES BY THE CENTRAL TRADE UNIONS ON THE GENUINE DEMANDS OF THE WORKERS AND THE PEOPLE AT LARGE. The discussion on the 25th October strike issues slated on
11th October with the United Forum of BSNL Unions and the BSNL
Management has been postponed.Shri.A.N.Rai,Director(HR) who is
leading the official side in the discussion was urgently summoned by the Home
Ministry and hence the postponement.The new date for discussion
will be decided next week.
