THERE HAS BEEN SOME POSITIVE RESULT OF OUR PROTEST DAY ON 25TH OCTOBER AND THE PROPOSAL FOR 78.2% IDA FIXATION TO BOTH PRE AND POST 2007 BSNL PENSIONERS WAS SENT TO THE DEPATRTMENT OF PENSION AND PW ON YESTERDAY,THE 28TH OCTOBER,2013. NOW,WE WILL PURSUE THE ISSUE WITH THE DEPARTMENT OF PENSION & PENSION WELFARE TO GET THEIR APPROVAL.

Tamil Nadu Circle Executive Committee Meeting which began
yesterday at Vellore continued its session today,the 27th Oct
also.Yesterday evening the CEC was held at Saroja Illam(All
India Insurance Employyes Association Hall ) with Com.S.Mohandoss,
Circle President in the chair.Com.C.K.Narasimhan,Circle Secretary
presented the report and the accounts and thereafter the CEC was
adjourned at 2030 hrs.
The Meeting resumed today at 0930 and Com.K.G.Jayaraj,General
Secretary spoke elaborately on organisational issues.All the District
Secretaries and Circle Office bearers participated in the discussion.
In between Com.A.Narayanan,District Secretary,CPI (M ),Vellore also
addressed the CEC.Thereafter Com.C.K.Narasimhan,Circle Secretary
summed up the discussion and report and accounts were passed
Resolutions were adopted on important issues and tasks in the
Organisation.The CEC concluded at 1700hrs with concuding speech
by Com.S.Mohandoss and vote of thanks by Com.N.Kuppusamy,Asst.
Circle Secretary..

The two days Circle Executive Committee meeting of AIBDPA,Tamil Nadu
Circle started today,the 26th October2013 with the open session at 1030hrs
at the Kripananda Variyar auditorium,Vellore
Com.Kali Prasad,the newly elected CHQ Organising Secretary hoisted the flag.
Com.V.Ezhumalai,District President presided and Com.Jothisuthanthiranathan,
District Secretary welcomed the gatheing of 350 comrades.
Speaking on the occasion, Com.K.G.Jayaraj stressed for continued joint fight
against the National Pension Scheme which will in effect scuttle the pension
as a right in the country.The evil designs of the UPA government and the main
Opposition party,the BJP joining together for passing the PFRDA Bill in the
Parliament,have to be exposed.General Secretary also narrated the developments
with regard to the issues of 78.2% IDA fixation,Anomaly,Enhancing monthly
Medical allowance to the DOT pensioners,Restoration of quarterly medical
Allowance to BSNL pensioers etc and the efforts being taken by AIBDPA to
settle the issues.

THE DIRECTOR TOLD THAT THEY ARE TRYING TO SEND THE FILE TO
THE DEPARTMENT OF PENSION. & PW. TODAY. AND GENERAL
SECRETARY URGED HIM TO EXPEDITE AS IT HAS BEEN DELAYED
MUCH.

ALL THE AIBDPA UNITS ARE REQUESTED TO CONDUCT THE PROTEST DAY

ON 25TH OCTOBER BY HOLDING MASS DEMONSTRATION AT ALL LEVELS

WITH MAXIMUM PARTICIPATION OF PENSIONERS AND SENDING THE FAX

MESSAGES TO THE MINISTER FOR COMMUNICATIONS AND SECRETARY,

DOT BY ALL THE UNITS PROTESTING AGAINST UNJUSTIFIED DELAY IN

ISSUING ORDERS FOR 78.2% IDA FIXATION TO THE BSNL PENSIONERS.

AS AGREED TO THE UNITED FORUM LEADERS DURING THE DISCUSSION ON THE STRIKE ISSUES,CMD,BSNL HAS WRITTEN A DO LETTER TO THE SECRETARY,DOT ON 21-10-2013
FOR REMOVAL OF THE CLAUSE,’NO ARREARS WILL BE PAID” IN THE DOT ORDER
DATED 10-06-2013 ON 78.2% IDA FIXATION AND REVISION OF PENSION ACCORDINGLY.

Sub: Unjustified and undue delay in issuing order on 78.2% IDA fixation to BSNL        Pensioners – Decision of the CEC to conduct agitational programme – reg.

I am constrained to bring to your notice that the Central Executive Committee meeting of AIBDPA held at Jaipur on 5^th & 6^th October, 2013 has decided to launch the following agitational programme protesting against the unjustified and undue delay in issuing the order on 78.2% IDA fixation to both pre-2007 and post 2007 BSNL Pensioners.

1. Protest Day on 25.10.2013 – Demonstration at all levels and sending FAX message by all units to the Hon’ble Minister for Communcations and Secretary, DOT demanding early issuance of the order on 78.2% IDA fixation to BSNL Pensioners.
2. CCA/Circle Office March on 28.11.2013.

You are aware that the order on 78.2% IDA fixation to the serving BSNL employees was issued by the DOT on 10.06.2013.  We had taken up the issue of extending this benefit to the BSNL pensioners and had also discussed the issued with you on 03.07.2013 based on our detailed letter submitted to you.  You were kind enough to assure us that early action will be initiated on 78.2% IDA fixation, anomaly in pension to those retired within ten months of formation of BSNL and enhancing the minimum pension/family pension to Rs.3880/- etc.  Of course, we can understand the normal procedural delay, but it is almost four months since the benefit is given to the serving BSNL employees and there is absolutely no justification whatsoever to delay the issue indefinitely.

I would, therefore, request you to kindly intervene early so that the genuine issues of the pensioners, particularly extending the benefit of 78.2% IDA fixation to the pensioners are settled without further delay.
