BOLPUR AND RAMPURHAT BRANCH CONFERENCES- WEST BENGAL CIRCLE.

 

   
Bolpur Branch conference was held on 7th June 2015 at Bolpur Telecom Recreation club room. After flag hoisting and garlanding martyrs column Com Susanta Ghosh Circle Secretary inaugurated the conference. Other speakers in the inaugural session were Debdas Chakraborty, LC Das, Manoj Biswas, Prakash Mondal and District Secretary Madan Ghosh. Branch Secretary Com Ajit Bose and Treasurer Tapan Kr Biswas placed the report and audited account respectively. After discussion both were adopted. A presidium consisting of Coms Ashis Mukherjee and Nabagogal Chakraborty conducted the conference,

Coms. Ashis Mukherjee, Ajit Bose and Tapan Kr Biswas were unanimously elected as President, Branch Secretary and Treasurer respectively.
 
Rampurhat Branch conference was held on 14th June 2015 at Swami Vivekananda Vidyamath (Shyamasanti Chatterjee Manch)  After flag hoisting and garlanding martyrs column Com Pijush Chakraborty Asst. Circle Secretary inaugurated the conference. Other speakers in the inaugural session were Coms Nandadulal Mitra, Mirza Rejaul Karim, Jagannath Bose, Milan Chakraborty, Guru Bagdi, Dilip Majhi, Gour Gopal Ghosh, Ashis Mukherjee, Mohan Pramanik and District Secretary Madan Ghosh. Coms Satyaban Bhandari Branch Secretary and Lakhai Bakshi Treasurer placed the report and audited account respectively. After discussion those were adopted. A presidium consisting of Ashis Mukherjee, Nabagopal Chakraborty, Debdas Chakraborty and Dilip Mukherjee conducted the conference.
Coms.Debdas Chakraborty, Satyaban Bhandari and Damodar Mondal were elected unanimously as President, Branch Secretary and Treasurer respectively.

COM. A. M. PATIL, CIRCLE SECRETARY, BSNLEU, GUJARAT PASSED AWAY.

With profound grief we report the sad demise of Com. A. M. Patil, Circle Secretary, BSNLEU, Gujarat on today, the 16th June, 2015. He was attending the Central Working Committee meeting of BSNLEU at Delhousie in Himachal Pradesh and fell ill due to a massive heart attack. Though he was rushed to the hospital his life could not be saved and the end came at 1440 hrs.

AIBDPA conveys deep condolences to the bereaved family , the comrades and colleagues.

 

MANGALORE DISTRICT CONFERENCE HELD WITH MASSIVE PARTICIPATION.

 

Mangalore District Conference has been held in an enthusiastic atmosphere with large participation of pensioners on 13th June, 2015. Com. V.C.Naik, District President was in chair. Com. G. G. Patil, CHQ Organising Secretary inaugurated the conference explaining in details the issues confronting the pensioners with latest development in respect of 78.2% IDA merger. Com. Harichandra Rao, Veteran leader, Com.A.M.Pojjari, Circle President, Com. B. P. Narayana, Circle President, BSNLEU, and Com. Krishna, District President, BSNLEU addressed. Com. B. Narayana Rao, District Secretary and Com. M. Sridhar, District Treasurer presented the report and audited accounts, respectively and adopted after discussion.

Office bearers with Com. V. C. Naik (President), Com. P. Gopal Naik (District Secretary) and Com. M. Sridhar (Treasurer) were elected unanimously.

INTERVENTION BY WFTU GENERAL SECRETARY,COM.GEORGE MAVRIKOS, TO THE PLENARY SESSION OF 104TH ILC.

  

A week ago, the World Federation of  Trade Unions held in Brussels, inside the European Parliament, an important International Trade Union Conference about the consequences on the workers and trade union movement of the policies of embargoes,blockades and discrimination imposed by the EU, the NATO, the USA and their allies.

The participants of the Conference proved with evidence that  these policies of the imperialists against peoples and countries have always the workers, the youth, the women and the pensioners as their final victims, depriving from millions of workers the hope that they can build their future with dignified work.

It was also proved that the embargoes, blockades and discrimination have nothing to do with democracy and freedom. These words are used as an excuse. They use them hypocritically. In reality, we are talking about competition withing the capitalist system, for rivalries and contradiction within the imperialist system, which happen for the control of the markets, the definition of new borders between countries, for new energy pipelines, for the  profits of transnational corporations and of the monopolies.

  • So, as a result of the imperialist interventions in Iraq, Libya and Syria, thousands of  women and children die in the Mediterranean Sea. For all those people, dignified work remains a mere declaration.
  • As a result of the ongoing and long lasting blockade against Cuba, the peoples of the whole world are deprived of the great achievements of the  Cuban Revolution in Medicine.
  • As a result of the blockades and the policy of Israel against the Palestinians, the Palestinians still don’t have their own homeland, with East Jerusalem as its capital.
  • As a result of the sanctions against Russia, poor farmers from Greece, Bulgaria, Serbia, Romania and elsewhere cannot sell their products, while Russian workers are losing their jobs.
  • As a result of the discrimination against Iran, Venezuela, the peoples in other countries are deprived of cheap oil.

Another thing that proves the hypocrisy of the imperialists is that from the ILO list of countries whose governments are accused, Colombia, Israel and the USA are missing. In these countries, governments violate basic human rights, since trade unionists are assassinated, there is discrimination even concerning who will enter a public transport bus, policemen who kill African Americans, firing without any reason, are acquitted.

The World Federation of Trade Unions, that celebrates this year its 70th anniversary, will steadily continue in all international forums intervening based on its principles, its internationalism, the values of international solidarity. It will continue standing by the  side of the People of Venezuela and the efforts of the government of President Nicolas Maduro Moros until the final defeat of  the imperialist efforts.

It will support the right of the Syrian people to decide democratically for themselves on their present and future, without external intervention of thousands of foreign mercenaries from the five continents.

We will continue to demand the punishment of those responsible for the death of 48 innocent people in Odessa, Ukraine, when neofascists set the building of the Trade Unions on fire.

We will continue to express our solidarity in practice with the imprisoned trade unionists in the prisons of Asuncion in Paraguay. We demand the immediate release of Colombian trade union leader Huber Ballesteros, who is still imprisoned in the Colombian prisons.

We are ready to cooperate, coordinate and support Peoples and unions who are victims of blockades. We must fight together to stop the blockades, embargoes that aim to plunder the natural and economic resources.

We must uncover the geostrategic games that generate unjust wars and millions of refugees.

We must steadily promote the position of the class oriented trade union movement that the natural resources must belong to the peoples, be social property and function for the improvement of the live of the simple peoples.

Only through the struggles of all of  us, we will be able to build a future with dignified work for all.

The WFTU stays loyal to these principles for 70 years now, and based on those principles that today have a more timely and rich content, we call upon all militant trade unions to fight together.

 

 
 
 

 

LEFT MAYORS FOR MADRID AND BARCELONA IN SPAIN.

 

 

The Left is making inroad in Europe also. After the victory in Greece by the Left, it is now the two important cities in Spain, that has elected Left Party Mayors.

Com. Manuela Carmena has been elected as the Mayor of Madrid, the capital city of Spain. She is a retired Judge. Comrade Ada Colau is elected as the Mayor of the second biggest city in Spain, Barcelona. She is Left and a Social activist. Both are against the austerity measures being implemented by the government.

Our Hearty Congratulations to both the elected Mayors and also the people of Madrid and Barcelona, who have elected them.

AIBDPA TAMIL NADU CIRCLE EXECUTIVE COMMITTEE MEETING HELD MOST SUCCESSFULLY AT TUTICORIN.

 

The Circle Executive Committee meeting of AIBDPA, Tamil Nadu Circle was held at Com.P.Ramamoorthy Memmorial Bhawan, Tuticorin on 14th June, 2015.
Com.K.G.Jayaraj, General Secretary inaugurated the meeting with an elaborate speech covering the current developments. Com.S.Mohandoss, Circle President presided.Com.J.Murugan, District Secretary, BSNLEU, Com.K.Arumugam and Com.K.Kaliprasad,CHQ Organising Secretaries addressed. Com.P.Ramar,District Secretary welcomed.
Com.C.K.Narasimhan, Circle Secretary presented the report and Com.B.C.Geetha, Treasurer submitted the accounts. All the District Secretaries  and most of circle office bearers participated in the discussion. Circle Secretary replied appropriately.

the CEC took the following decisions.

1. The two days hunger fast on 21-22 July, 2015 will be conducted successfully before the CCA office jointly with the Chennai Telephones Circle. District wise quota was also fixed for participation.

2. To join hand in tandem with the Forum of BSNL unions/Associations in the month long campaign for popularizing land line consession of BSNL.

3. To participate in all the programs in connection with the National Strike on September 2 called by the Central Trade Unions.

4. Com. Nataraja of Chennai District was elected to the vacant post of Assistant Circle Secretary. Com. V. Vasudevan was relieved from the post of Circle Organising Secretary on health ground and Com. K.Krishnamoorthy was elected in the resultant vacancy.

Move likely to ‘severely limit production’

LONDON, JUNE 12:  

Tata Steel’s dispute with its UK workforce over plans to close its British Steel defined benefit pension scheme shows no sign of resolving itself, as workers prepare to take a number of steps — better known as “action short of strike action” — from Tuesday next week.

From 6 a.m. on June 16, all union members will neither work over time nor do work outside the strict remit of their written agreements, a spokesperson for the Unite union told BusinessLine. The action is likely to be ongoing, the spokesperson said.

Members of four unions, who represent over two-thirds of Tata Steel’s 17,000-strong workforce in the UK, are set to go on strike on June 22, in a one-day stoppage, under which only work essential to the safety, and to the integrity of the plant, will be carried out.

Unions have said they expect the impact of the ‘action short of strike action’ to “severely limit production.”

Members of the Community, Unite, UCATT and GMB unions voted in favour of a strike action over plans to close the defined benefit scheme, as well as some of the measures under the proposed new defined contribution scheme, including the end of an early retirement option (Tata Steel has said it will take steps to mitigate this though is yet to announce any measures).

Tata Steel had initially consulted on reforming the scheme, which has an estimated £2-billion deficit, but after failing to reach an agreement with the unions began consulting on replacing it with a defined contribution scheme.

Open to talks

Earlier this week, the CEO of Tata Steel’s European operations, Karl Koehler, met MPs on the all-party parliamentary steel group. “Mr Koehler…reiterated that the company remains open even at this late stage to unconditional talks with the unions to find resolutions,” Tata Steel said in a statement following the meeting.             (Courtesy: BUSINESS LINE)

Subject: Holidays to be observed in Central Government Offices during the year 2016- reg.

It has been decided that the holidays as specified in the Annexure – I to this O.M. will be observed in all the Administrative Offices of the Central Government located at Delhi/New Delhi during the year 2016. In addition, each employee will also be allowed to avail himself/ herself of any two holidays to be chosen by him/her out of the list of Restricted Holidays in Annexure – II.

2. Central Government Administrative Offices located outside Delhi /New Delhi shall observe the following holidays compulsorily in addition to three holidays as per para 3.1 below:

3.1. The final list applicable uniformly to all Central Government offices within the concerned State shall be notified accordingly and no change can be carried out thereafter. It is also clarified that no change is permissible in regard to festivals and dates as indicated.

3.2 No substitute holiday should be allowed if any of the festival holidays initially declared subsequently happens to fall on a weekly off or any other non-working day or in the event of more than one festivals falling on the same day.

4. The list of restricted Holiday appended to this O.M. is meant for Central Government Offices located in Delhi/ New Delhi. The Coordination Committees at the State Capitals may draw up separate list of Restricted Holidays keeping in view the occasions of local importance but the 9 occasions left over, after choosing the 3 variable holidays in para 3.1 above, are to be included in the list of restricted holidays.

5.1 For offices in Delhi / New Delhi, any change in the date of holidays in respect of Idul Fitr, Idu’l Zuha, Muharram and Id-e-Milad, if necessary, depending upon sighting of the Moon, would be declared by the Ministry of Personnel, Public Grievances and Pensions after ascertaining the position from the Govt. of NCT of Delhi (DCP, Special Branch, Delhi Police).

5.2 For offices outside Delhi / New Delhi, the Central Government Employees Welfare Coordination Committees at the State Capitals are authorised to change the date of holiday, if necessary, based on the decision of the concerned State Governments / Union Territories, in respect of Idu’l Fitr, Zuha, Muharram and Id-e-Milad.

5.3 It may happen that the change of date of the above occasions has to be declared at a very short notice. In such a situation, announcement could be made through P.I.B/T.V./A.I.R./ Newspapers and the Heads of Department / Offices of the Central Government may take action according to such an announcement without waiting for a formal order, about the change of date.

6. During 2016, Diwali (Deepavali) falls on Sunday , October 30, 2016 (Kartika 08). In certain States, the practice is to celebrate the occasion a day in advance, i.e., on “Narakachaturdasi Day”. In view of this, there is no objection if holiday on account of Deepavali is observed on “Naraka Chaturdasi Day (in place of Deepavali Day) for the Central Government Offices in a State if in that State that day alone is declared as a compulsory holiday for Diwali for the offices of the State Government.

7. Central Government Organisations which include industrial, commercial and trading establishments would observe upto 16 holidays in a, year including three national holidays viz. Republic Day, Independence Day and Mahatma Gandhi’s birthday, as compulsory holidays. The remainin holidays / occasions may be determined by such establishments / organisations themselves for the year 2016, subject to para 3.2 above.

8. Union Territory Administrations shall decide the list of holidays i terms of Instructions issued in this regard by the Ministry of Home Affairs.

9. In respect of Indian Missions abroad, the number of holidays may be notified in accordance with the instructions contained in this Department’s O.M. No.12/5/ 2002-JCA dated 17th December, 2002. In other words, they will have the option to select 10(Ten)) holidays of their own only after including in the list, three National Holidays and Budh Purnima, Mahatma Gandhi’s Birthday, Diwali and Christmas included in the list of compulsory holidays and falling on day of weekly off.

10. In respect of Banks, the holidays shall be regulated in terms of the extant instructions issued by the Department of Financial Services, Ministry of Finance.

Holidays to be observed in Central Government Offices during the year 2016

MEETING WITH 7TH CPC AND ANOMALY COMMITTEE- BRIEF BY CONFEDERATION.

 

Confedertion of Central Government Employees and Workers

Dear Comrade,

As indicated in our last circular letter, the final meeting with the 7th CPC was held on 9.6.2015. Earlier on 8th afternoon, the Staff side had met separately to chalk out the course of negotiations. The National JCA also met on the same day. The National Anomaly Committee met on 9th June, 2015 at 3.00 pm under the Chairmanship of Joint Secretary (E) Department of Personnel at Room No. 72 North Block, New Delhi. We give hereunder a brief synopsis of the discussions at all the meetings.

1. Meeting with 7thCPC

The following Staff Side members were present at the Meeting:

Coms. M. Raghavaiah (Leader Staff Side – NFIR), Shiv Gopal Mishra (Secretary, Staff Side-AIRF), Com. Guman Singh, R.P. Bhatnagar and Com.Sharma (all from NFIR), Com. Rakhal Dasgupta, Com. J.R Bhosale (AIRF) Com. KKN Kutty, M.S. Raja and Com. M. Krishnan (from Confederation and NFPE) Com. Srikumar and Com. R.N. Pathak (from AIDEF) Com. Srinivasan and Com. Surjeet Singh ( From INDWF)

(a) Date of effect: The Chairman has made it clear that the Commission would recommend 1.1.2016 as the date of implementation of their recommendations. The Commission would finalise its report by end of August and would submit the same to the Government thereafter. They would adopt Dr. Aykroyd formula for the computation of the Minimum wage. To the specific query made by the Staff Side, the Commission said that they would factor the probable increase in the rate of retail prices of the commodities and would arrive at the minimum wage as on 1.1.2016. There had been no reply to the loss of wages to the employees due to the erosion of the real value of wages as there was no interim relief or benefit accrued from the merger of DA. These demands, therefore, stand rejected.

(b) Increase in the insurance coverage in cases of death in harness: The Staff Side recalled the assurance held out by the Commission earlier to have the actuarial assessed by an expert agency to accede to the demand of the staff side to increase the subscription and the insurance coverage. The Staff Side was of the opinion that their suggestion to share the subscription in the ratio of 3:7 was reasonable but in the absence of an expert study, the Government might not accept the same. The commission said that they would explore the possibility of such an assessment by the LIC before finalization of the report.

(c) Fitment formula. The Commission might accept the suggestion made by the Staff Side in respect of fitment formula with requisite change in the ratio on the basis of the quantum of minimum wage determined.

(d) Open ended pay scales: The Commission would recommend open ended pay scales as suggested by the Staff Side.

(e) In the matters of rate of increment, quantum of allowances etc, the Commission did not come out clearly of their thinking in the matter.

(f) Parity in pension entitlement of the past and present pensioners. The Commission is yet to make up its mind on the suggestion made by the staff side in the matter. They however said that almost all the Pensioners organizations which met the Commission had pleaded for this and the same is linked with the one rank one pension demand of the Armed forces personnel.

(g) MACP scheme . The difficulties and anomalies pointed out by the Staff Side and various other organizations have been taken note of by the Commission. The Commission assured to evolve a methodology to resolve the problem.

(h) Opposition to the induction of casual/daily rated workers and contractorisation. The Commission said that they were opposed to the unfair practice of exploitation of labour. For jobs which are of perennial and permanent character, regular workers must be recruited, the Commission added and that would obviate the need for outsourcing and contractorisation. Since most of the outsourced jobs do not require any academic qualification, the Commission was of the opinion that the revival of Group D cadre would help to address the issue. However, the Commission stated that if only the staff side sends in a communication in writing, the Commission would be able to make any recommendation in the matter. The Staff Side reiterated that they are totally opposed to outsourcing, induction of casual workers and contractorisation and the same has been made explicit in their memorandum.

(i) Parity in the pay scales between the personnel in the Central Sectt and those in the subordinate establishments.

The Commission stated that they have appreciated the stand taken by the Staff Side in the matter.

The Commission was non committal on other issues raised by the Staff Side members.

2. National Anomaly Committee meeting

The meeting was held at Room No. 72 North Block, under the Chairmanship of J.S(E) Department of Personnel and Training. In the initial remarks, the Staff side raised the following issues.

(a) Though the official side had promised to provide an action taken statement on all issues in the National Council, the same has not been supplied;

(b) No date for the National Council is indicated.

(c) No indication of the steps taken to convene the Departmental Councils. The official side had assured of the convening of the Departmental Council of the Ministry of Finance in the last meeting. However, the staff side has not been apprised of any date so far.

(d) Abnormal delay in replying to the references made to the Ministry of Finance, Department of Personnel from the Railways and other Ministries.

(e) The necessity to increase the ceiling limit of the rebate in Incometax for the allowances given to the Loco Pilots.

(f) Non-adherence to the GOI instructions by the Defence Ministry in certain matters.

The Official side stated that the Action taken Statement was almost ready but for certain comments from Certain departments. The same would be sent to the staff Side and another meeting held to discuss the course of action required on items where no agreement could be reached. The JS (per) stated that some of the references received from the Railways had been sent back to them for clarification before a final decision is taken. Regarding increase in the rebate ceiling under the Income tax Act, the matter would be referred to the revenue department and requested the staff side to appreciate that the same has to be considered in a wider perspective. Thereafter the agenda items, which had not been discussed even once were taken up.

(ii) Anomaly in the Pay Band and Grade Pay assigned to the Group B Officers of the Audit and Accounts, Incometax, , Central Excise and Customs and Postal Departments. (Agenda Item No. 1 and 8 taken together.) Despite agreeing that there existed an anomaly in the matter, the official side expressed their inability to proceed further in the matter as the Group B Gazetted Officers were beyond the ambit of the JCM scheme. However, they agreed that the Govt. would take up the issue specifically with the 7th CPC. Com.Shiv Gopal Mishra said that the Govt. must consider a JCM set up for the promote officers as their cases are not heard or discussed at any other forum. Com. Kutty said that the items were introduced as early as in 2009 and it was not correct on the part of the official sided to state that the same would be referred to the 7th CPC. Normally the Pay Commission would not entertain to consider the anomalies of the earlier Commissions. However, after some discussions, it was agreed that they would discuss the issue of audit & accounts scale (AAOs) separately after receiving a note from Staff Side and in respect of others, a note will be submitted to the 7thCPC.

(iii) Anomaly in the pay and Grade Pay of Data Processing Assistants Grade A.. The official side did not agree with the contention that the assigning of higher grade pay to certain categories of officers (7450-11500 and Grade Pay4600) was arbitrary. The Government, they added, had acted upon the recommendation of the 6th CPC. They also said that only in those cases where the pre-revised pay scales were in 6500-10500 such up-gradation had been made. In the case of DPA Grade A, they were in the pre revised scale of pay of Rs. 5500-9000.

(iv) Item No.3. Grant of Grade pay of Rs. 4200 to Lab Technicians. The official side said that the orders have been issued in the matter.

(v) Item No.4. Up-gradation of Pay Band and Grade pay of LDCs and UDCs.

The Staff Side made the following points in support of the item:

(a) The Grade pay of Rs. 1900 assigned to LDCs by the 6th CPC was without any logic and without appreciating the existing vertical relativity between Group D and LDCs and LDCs and UDCs.

(b) While creating the non functional grade in the grade pay of Rs. 4200 in the Central Secretariat, the Department of Personnel, which is the nodal department for all matters concerning the common categories, did not extend the benefit to the UDCs in the Subordinate offices.

(c) The Staff side also pointed out the Department while restructuring the cadre of stenographers in the Central Sectt. earlier, had extended the benefit to all Stenographers in the subordinate offices.

The official side stated that it was not possible for them to address the issue, whatever may be its justification in the background of the setting up of the 7th CPC. They however, assured to make a reference specifically to the Commission.

(vi) Item No.5. Senior Clerks in DMS to be assigned grade pay of Rs. 4200. The matter was stated to be sub-judice.

(vii) Item No. 6 and 12. – Removal of anomaly in the case of artisans staff of different departments & Master Craftsmen pay scale in MMS in Postal Department The two agenda items being identical were take up together. The Staff side pointed out the glaring discrimination in the matter. They also stated that the number of employees involved is very small. On behalf of the Postal Department it was stated that the recruitment qualification in the Postal Department was VIII Standard and ITI whereas in other establishment, the academic qualification stipulated was X Standard. The Staff side contested the same pointing out that no person is entitled to be admitted to ITI without having X standard qualification. They pointed out that the merger of Artisan Grade I and Charge hand was the root cause of the problem. The official side took the stand that in any case the anomaly cannot be removed at this stage and have to wait till the 7th CPC recommendations are made.

(viii) Item No. 7. Parity in pay scales between the Central Sectt. and subordinate offices. The official side said that the up-gradation of the pay scale of Central Sectt. Assistants were on well found grounds. The Government had considered the repercussion of the said decision and therefore, the decision is not possible to be either reversed or extended to any other category of employees. They added that perhaps the 7th CPC before whom the matter is already agitated by the employees organizations of the subordinate offices might take a decision in the matter.

(ix) Item No. 9 and 10. Higher grade pay for Medical Assistants and Store keepers. The Defence Ministry was asked to submit a detailed note to the Ministry of Finance indicating the duties and responsibilities assigned as also the recruitment qualifications stipulated in the RR to enable them to reconsider the issue.

(x) Children Educational Allowance for any two children. The official side stated that the deviation made in identifying the eldest two children was consciously done taking into account the National Population policy and various other factors and is not likely to be changed. Regarding the claim for reimbursement of expenses incurred in the nursery class, as such institutions or classes are not linked to any Educational Boards, the official side said that they would look into the matter with a view to find a solution thereof.

National JCA meeting on 8th June.

The National JCA which met at the Staff side office on 8th June, 2015 took note of the fact quite a few States are yet to hold the State level conventions. The meeting also noted that the strike decision taken on 28th April, 2015 has not been percolated down to the rank and file of the workers. The meeting wanted the affiliate to realize that the denial of the demand for wage revision to be effective from 1.1.2014 and the consequent denial of interim relief and the benefit of merger of DA with pay must be viewed very seriously as the said decision will have a far reaching consequence. The Government would not in future will discard the age old practice of grant of I.R. and merger of DA for ever. It has decided to appeal to all the affiliates to chalk out independent programmes of actions in the months to come and to carry out the same in all seriousness so that the employees become fully aware of the possible outcome of the 7thCPC . The Chairman and Convenor of the National JCA will get in touch with those States, where the programme has not been carried out. The meeting decided to convey to the members that the minimum wage computation, in the given situation would be on an imaginary basis. The National JCA was of the opinion that a meeting of all office bearers of the participating organizations must be convened at Delhi somewere in the month of July to chalk out the programmes of action to be pursued by theCGEs togher

It was informed at the house that both Defence and Railways would be taking their strike ballot and would be concluded in the first week of October. The meeting decided to advise the other units to chalk out progammes of action in July so that an ambience of struggle could be created. The NJCA also took note of the painful fact that despite assurances, Government was not convening the Departmental Councils and the JCM has been allowed to become defunct.

The National JCA in conclusion decided to appeal to all affiliates to take concrete steps to invigorate the joint movement of the Central Government employees and meet the challenge that is like to arise on receipt of the recommendations of the 7th CPC.by creating an atmosphere of Unity, and determination to carry out the call of indefinite strike action scheduled to commence on 23rd November, 2015..

A BRIEF REPORT OF THE MEETING HELD ON 09-06-2015 BETWEEN JCM(STAFF SIDE) AND 7TH CPC.

Sub: Brief of the meeting held on 09.06.2015 between NC/JCM(Staff Side) and 7th CPC

A meeting of National Council JCM Staff Side with 7th Pay Commission was held on 09.06.2015 at New Delhi. It was last meeting of 7th Pay Commission with JCM. JCM had already submitted memorandum regarding common issues of Central Government Employees to 7th CPC on 30th June, 2015. JCM submitted memorandum in two parts. Part one deals with Pay, allowances, advances, facilities, benefits et., Part II is concerning retirement benefits, viz Gratuity, Pension, Medical facilities etc.

Today delegation of NC JCM Staff side went for final deliberations regarding issues of central government employees and pensioners with 7th CPC.

Detailed discussion was held on the following points:-

1. Principles of Wage Determination: Staff Side insisted that 7th CPC should adopt the need based minimum wage formula at the minimum level;the intrinsic value of the assigned job at the intermediary level; the necessity to keep the relativity both at horizontal and vertical level and the need to provide a reasonable salary for the top bureaucrats, taking into account the perks, privileges, benefits, allowances and concessions that go with the posts. 7th Pay Commission gave positive response on this.

2. Minimum Wage & Ratio of Minimum and Maximum Pay:- JCM urged that the Need-Based Minimum Wage concept to compute pay at the minimum level may be adopted. Pay Commission should take into account the outside rates to determine the pay package at senior levels of bureaucracy but maintain the ratio between the minimum and maximum at 1 : 8 (MTS to Secretary to Govt. of India). Staff Side insisted that minimum pay at lowest level of Group C staff should be Rs. 26000. 7th Pay Commission gave positive assurance on this.

3. Proposed Pay Structure and Rate of Increment:- Staff side demanded open- ended pay scales to ensure that no employee stagnates without increment. We have suggested only 14 Pay scales. Minimum of which is Rs. 26000 and Maximum Rs. 78000 for Group C employees. We suggested that the multiplication factor (26000/7000 = 3.7) may be applied uniformly in all the cases to arrive at the revised pay in the new scales of pay.We also suggested that the benefit on promotion, therefore, should be: two increments in the feeder cadre. 7th CPC agreed to act positively on this.

4. Career Progression: Grant five promotions in the service career:- The three time bound scheme of MACP instead of improving the situation has been found less beneficial and has therefore not gone to address the inherent problem of demotivation that has crept in due to the high level of stagnation.The discontent amongst the employees in the matter is of high magnitude today. The VII CPC therefore, should recommend that the cadre reviews are undertaken wherever not done to ensure five hierarchical promotions to all employees in their career on the pattern obtaining for Group A Officers. 7th Pay Commission assured to act positively on this.

5. Bonus:-Presently the PLB and adhoc bonus are calculated on the deemed provision that one’s total emoluments is only Rs. 3500/-. This is an absolutely irrational stipulation and must be removed. We request that the Commission to recommend to the Government to remove the said stipulation and grant the bonus on the basis of the actual emolument of the employee. 7th pay commission agreed to recommend our demand with positive note.

6. New Pension Scheme:-We requested VII CPC to review and recommend the scraping of NPS in the light of the observations made by Hon’ble supreme court that pension is a fundamental right. We also insisted that compulsory imposition of NPS on employees has made it discriminatory and recommendation for scrapping NPS and the PFRDA Act may be made. 7th Pay Commission was very much sympathetic.

7. Pension and other Retirement Benefits:-Staff side demanded that the amount of pension must be enough to enable a pensioner to live free from want with decency, independence, and self-respect and at a standard equivalent at the pre-retirement level. We also urged pay commission to examine the principles which should govern the structure of Pension and other retirement benefits, including revision of pension and granting parity between past and future pensioners. 7th CPC assured positive approach towards pensioners.

8. Parity in pay scales – We demanded that, where recruitment rules, training etc. are same, they should be brought into one singular grade/pay scale. Giving example of parity to Stenographers with the Ministry and Subordinate Offices. Similarly, in other common categories like Rajbhasha, Paramedical Staff etc.

9. Insurance Scheme was discussed(earlier also) in detail. It was told by the Pay Commission that something substantial should be done in this regard; and also to consider the issue of enhanced gratuity, for which 7th CPC was seen willing to consider the same.

10. Educational Assistance – we have demanded for Educational Assistance for two children, instead of two eldest children, and also to pay the same for Post Graduate and Professional Courses. Pay Commission has agreed to consider it up to Graduation level.
