WFTU struggles for the contemporary workers rights against imperialism and capitalist barbarity

The developments in Nigeria, Niger, Chad, Mali, Egypt, Libya, Sudan, Burkina Faso, Central African Republic, Somalia as well as in Middle East, in Syria, the threats against Iran etc. unfortunately prove that the imperialist forces are ruthless.
No people are safe, as long as the imperialist aggressiveness intensifies. These wars are taking place for the oil, the gas, the uranium, the gold etc. and have no relation with the excuses about “wars for democracy”, “war against terrorism”, “war against nuclear threat” etc. If the enemy does not exist, he is manufactured.
The WFTU denounces the terrorist organizations and the acts of terrorism. These groups were created, trained and equipped by the imperialist forces. Their activity is aiming to destabilize the countries of Africa and the Middle East, to prepare the ground for the intervention of the imperialist powers in the internal affairs of the countries.
The action against the monopolies and imperialist is crucial in this direction. The global capitalism, especially in the European Union and the USA is continuously drowning in the international capitalist crisis dealing with its own contradictions. As this life and death competition of the big monopolies intensifies, they look for new resources for energy, minerals, other resources and compete for the control of regions and territories. Fostering terrorism, internal conflicts and civil wars they want to persevere, bring chaos and control the economies and the governments of the countries.
The WFTU calls in joint action against the imperialist aggressiveness. Each people has the right to choose his present and future without foreign intervention.

The WFTU General Secretary, George Mavrikos, addressed the COSATU Congress today, on November 25th, 2015. In his speech he underlined: “We are not yesterday friends, we are not temporary colleagues… We are old comrades, we’re fighting side by side since the founding of WFTU” he also called the South-African people to continue their struggles, to strengthen the class-oriented unions against monopolies and capitalism.

During his speech he emphasized on the aim of the foreign interventions aiming to paralyze the workers’ movement in South Africa in order to exploit the natural wealth of the country and officially announced that the 17th WFTU Congress will be held in S. Africa hosted by COSATU and all other WFTU affiliates.

In an honorary move, on behalf of the WFTU leadership, the WFTU delegation awarded comrade Eric (Stalin) Mtshali for his contribution in the development of the class-oriented movement.

Also the WFTU delegation hold a meeting with the leadership of South African Communist Party in a spirit of comradeship, where matters of bilateral interest were discussed.

During the congress the creator of the 3rd winning poster of  WFTU Poster Competition, Austin Mutsaa, was also awarded for his efforts.

Notification for appointment of Judicial Committee for implementation of OROP

NOTIFICATION

New Delhi, 14th December, 2015

Whereas the Central Government has decided to implement One Rank One Pensin (OROP) for the Ex-Servicement for payment of uniform pension to the armed forces personnel retiring in the same rank with the same length of service, regardless of their date of retirement, which implies that briding the gap between the rate of penion of current and past pensioners at periodic intervals.

Whereas it is necessary to implement the same in an equitable manner keeping in view the existing pension structure, the conditions of service, the reasons for varying pensins in case of service personnel of the same rank with same length of qualifying service retiring at different points of time as well as the principle of OROP decided by the Government vide Govt. of India letter No.12(1)/2014/D(Pen/Pol)/Par-II dated 7.11.2015.

Now, therefore, the Central Government hereby appoints a Judicial Committee headed by Justice L.Narasimha Reddy, retired Chief Justice of Parna High Court.

2. The Terms of Reference for the Committee shall be;

To examine and make recommendations on references received from the Central Government on the following matters:

i. Measures for the removal of anomalies that may arise in implementation of the OROP letter No.12(1)/2014/D(Pen/Pol)/Par-II dated 7.11.2015.

ii. Measures for the removal of anomalies that may arise out of inter-service issues of the three forces due to implementation of OROP order ibid.

iii. Implications on service matters.

iv. Any other matter referred by the Central Government on implementation of the OROP or related issues.

In making its recommendations, the Committee shall take into account the financial impact of its recommendations.

3. The Committee shall make its recommendations within six months of the date of its constitution. It may, if necessary, make interim reports on any of the matters mentioned in Paragraph 2 above.

4. The committee will devise its own procedure and may call for such information and take such evidence, as may be considered necessary. Ministries and Departments of Government of India shall furnish such information and documents and other assistaance, as may be required by the committee.

5. The committee will have its Headquarters in Delhi. All administrative support will be provided by Department of Ex-Servicemen Welfare, Ministry of Defence.

Many companies, including telecos, don’t implement CSR

As per government orders, companies are to spend 2% of their profit towards Corporate Social Responsibility(CSR). But most of the companies, except very few, have not implemented this order. In the telecom sector also, the situation is not different. Idea Cellular has not spent even a single paise towards CSR. Bharti Airtel has spent only 21% of what is required.

The recommendations of the Parliamentary Standing Committee that these defaulting companies should be penalised is timely. While thousands of crores of rupees are profited by these companies, they are reluctant even to spend 2% of that for the welfare of the people. They should be severely punished for their anti-social attitude and violation of law.

Who are the Fund Managers of National Pension Scheme (NPS)?

There are 7 Fund Managers at present for the National Pension Scheme(NPS). The names are given below:

2.SBI Pension Fund
3.UTI Retirement Solutions
4.HDFC Pension Fund
5.ICICI Prudential Pension Fund
6.Kotak Pension Fund
7.Reliance Capital Pension Fund
Out of these only two are Government or Public Sector Funds viz.SBI Pension Fund and LIC Pension Fund.All others are controlled by private owners. What will happen to the hard earned money of the Pensioners?

Dear Comrade

We send herewith the copy of our letter dated 10.12.2015 addressed to the Cabinet Secretary intimating him of our suggestions and demands on the recommendations of the 7th CPC. A delegation of the NJCA met the officials in the DOPT and Department of Expenditure today to explain the charter of demands and request for the immediate convening of the empowered committee to discuss the issues in the charter with the NJCA. The National JCA has decided to embark upon the indefinite strike action in the first week of March 2016 in case the Govt does not settle the issues through bilateral discussions, with the NJCA. The modified charter of demands is enclosed.

While handing over the letter cited to the Cabinet Secretary we have briefed the officials of Departments of Expenditure and Personnel of the demands, today.

The National JCA felt that no discussions will be possible or fruitful if it is not backed up with agitations at the field formations. The NJCA, therefore, calls upon all affiliates to advise their affiliated unions, their Branches/ divisions/circles/zones etc to hold demonstration enlisting the participation of all members and hand over the copy of the NJCA letter to the head of offices for onward transmission to the Cabinet Secretary demanding immediate settlement of the issues. Please ensure that the said programme is carried out at all places on 30th December, 2015. This programme may be followed by a three days dharna at all State Capitals and Industrial Centers / Establishments on 19th, 20th and 21st Jan. 2016.

The NJCA will meet again on gth February, 2016 to decide the date of commencement of the indefinite strike action, if no settlement is brought about by then.

The NJCA has received innumerable demands and suggestions concerning the 7th CPC recommendations. We have taken a few of the most important which is of concern to the large number of employees and which have a general sweep. The demands placed before the Government cannot therefore be considered as exhaustive. We have placed the demand for setting up of a Committee of Group of Ministers both at the National and Departmental level to expeditiously address the department specific issues and other matter which are not covered by the Charter of demands. We request the affiliates to kindly go through the report thoroughly and convey to us the issues to be taken up at the National level immediately.

During the intervening period, the affiliates are earnestly requested to organize meetings at all work places covering all employees and workers and explain the demands and the decision to organize strike action in case the issues are not settled satisfactorily. The employees and workers at the grass root level must have a fair idea and understanding of the issue, before we could embark upon an industrial action.

The NJCA website will exhibit the day to day developments of the negotiations with the Government on the charter of demands.

FORUM CIRCULAR ON DEMONSTRATION ON 22-12-2015 DEMANDING IMMEDIATE SETTLEMENT OF 78.2% IDA MERGER TO BSNL PENSIONERS.

Decision of the Forum meeting held on 10.12.2015.

Comrade,

A meeting of the Forum was held on 10.12.2015, in BSNL MS office. Com. Chandeswar Singh, President, Forum, presided over the meeting. Com. P. Abhimanyu, Convener, welcomed all and explained briefly on the agenda items. The following decisions are taken unanimously.

(1)   The meeting paid homage to com. Deivasigamani, Telecom Mechanic, Chennai, and to all other victims killed in the unprecedented floods at Chennai and other parts of Tamil Nadu. 

(2)   The meeting whole heartedly appreciated the Management, officers and employees of Chennai Telephones, for maintaining the services during the floods. The service rendered by BSNL has drawn all round appreciation from the public. The meeting called upon the entire employees of Chennai to take all out efforts to rectify the faults that have been created by the floods, so that the good will created can be sustained.

(3)   During the Chennai floods, only BSNL provided service to the public as well as for the relief and rescue operations. All the private operators shutdown their services. Even the Chennai airport was able to restore it’s operations only with the help of BSNL’s service. Under these circumstances, the meeting of the Forum decided to write to the Prime Minister, demanding that BSNL’s landline and mobile connections, leased and data circuits should be availed by all the Central and State Government departments and by the PSUs. Further, BSNL should also be allowed to install it’s BTSs in government office buildings, airports etc.

(4)   The meeting decided to suggest to the BSNL Management to deduct from the salary of the willing employees, one day’s basic pay, towards relief to the flood affected employees of Chennai and some other parts of Tamil Nadu circle. However, the meeting strongly felt that the amount so deducted should be utilised by BSNL itself to give relief to the affected employees. This will be further discussed with the BSNL Management.

(5)   The meeting decided to call on the Executives and Non-Executives of BSNL to observe a 100 days drive, which will be called “SERVICE WITH A SMILE”, starting from 1st January, 2016. The objectives of the 100 days programme will be as follows:-

a)      Vigorous marketing of mobile, landline and broadband connections.

b)      Ensure fault free service.

c)      Reconnection of broadband and landline connections.

d)      Special focus on Enterprise Business, Leased line, CUG and 3G customers.

e)      Special focus on MNP

(6)   The meeting expressed it’s extreme unhappiness over the inordinate delay in the settlement of 78.2% IDA merger to the BSNL retirees. The issue is lingering on for a very long time. Hence, the meeting decided to call on the employees to conduct a protest demonstration, by wearing black badges on 22.12.2015, demanding immediate settlement of the issue. The meeting also decided that letter should be written to the Prime Minister and Minister of Communications and IT, demanding to settle the issue immediately.

(7)   The meeting also decided to write to the CMD BSNL, demanding that allowances should be immediately revised based on 78.2% IDA merger.

All the constituents of the Forum are requested to extend their fullest cooperation for the implementation of the decisions.

Air India haS reduced its losses

Air India’s losses have come down more than 22% during the last 4 years. Civil Aviation Minister Ashok Gajapathi Raju told the Parliament on 10th December 2015 that operating loss has been reduced considerably. The total revenue has increased to Rs. 20,606.27 crore in 2014-15 from the earlier revenue of Rs. 14,713.81 crore in 2011-22 having an increase of 40.1%. (Courtesy: Business Line)

This is a good information that Air India is coming up financially. BSNL, another PSU, has also started improving financially from the present losses.

1Million 4G subscribers in India – TRAI

A recent TRAI (Telecom Regulatory Authority of India) report indicated that the country has achieved around one million 4G LTE subscribers as on 30 June 2015.

The TRAI report says about 25 percent of the total wireless subscribers use wireless data (Internet) services in India.
There were about 300 million wireless Internet subscribers in the country as on 30 June 2015. Out of this subscriber base, about 207 million subscribers use 2G (GPRS, EDGE and CDMA-1X) networks to access Internet, about 92 million subscribers use 3G (HSPA, WCDMA, EVDO etc.) and rest are 4G LTE subscribers.
