Subject: Procedure for grant of permission to the pensioner for commercial employment after retirement- revision of Form 25.

The undersigned is directed to refer to this Department OM even no.27012/3/2014-Estt. (A) dated 19th November, 2014 on the subject mentioned above. In this regard it is informed that vide Gazette Notification dated 15th September, 2015 certain amendments in CCS Pension Rules, 1972 have been made on the subject. Accordingly, the Form 25 prescribed for commercial employment after retirement prescribed by above stated OM dated 19th November, 2014 has been re-visited. The fresh revised-Form 25 is enclosed.

2. All Ministries/Departments are requested to bring it to the notice of all concerned.

Reservation in promotion – Hon’ble Supreme Court’s Judgment is under consideration

Reservation in promotion

Will the Minister of PERSONNEL,PUBLIC GRIEVANCES AND PENSIONS be pleased to satate :-

(a) the stand of Government on reservation in promotion cases involving Central Government employees; and

ANSWER

Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office. (DR. JITENDRA SINGH)

(a) & (b): The reservation in promotion is provided to Scheduled Castes (SCs) and Scheduled Tribes (STs) at the rate of 15% and 7.5% respectively in posts and services under the Central Government. As on 1.1.2013, the representation of SCs and STs was 17.55% and 7.72% respectively.

The Hon’ble Supreme Court, on 19.10.2006, in the matter of M. Nagaraj & Ors. V/s Union of India, while upholding the validity of the Constitutional Amendments made in favour of Scheduled Castes and Scheduled Tribes, inter-alia, observed that the State will have to collect quantifiable data of backwardness, inadequacy of representation before providing reservation in promotion.

In order to provide impediment free reservation in promotion to SCs and STs, the Constitutional (One Hundred and Seventeenth Amendment) Bill was introduced in the Rajya Sabha by the Government in September, 2012. The Bill was passed by the Rajya Sabha on 17.12.2012 and transmitted to the Lok Sabha for consideration and passing. The Bill could not be considered in the 15th Lok Sabha and lapsed on the dissolution of 15th Lok Sabha. The issues emanating from the Hon’ble Supreme Court’s judgment dated 19.10.2006 in M.Nagaraj case is under examination.

PENSIONERS DAY CELEBRATED AT BHARUCH, GUJARAT

Bharuch District branch has celebrated the Pensioners Day on 17-12-2015. A get together of pensioners was organised at the telephone exchange premises, Bharuch in which Com.J.B.Magnadia, District President presided. Com.M.K.Parmar ,District Secretary spoke on the significance of the Pensioners Day.

Greece: WFTU present in event commemorating Simon Bolivar

The WFTU attended a commemorative event dedicated to the 185 anniversary of the death of Simon Bolivar. The event was organized by the Embassy of the Bolivarian Republic of Venezuela in Athens and held at the Simon Bolivar square in Glyfada – Athens. WFTU was represented by c. Luiza Bezerra and Ilias Baltas from WFTU HQ.

WFTU Statement on the International Migrants Day

 

The WFTU expresses its solidarity to the migrants and refugees from Syria and all the other countries. We support their demands for dignified humane conditions and respect of their rights.

The World Federation of Trade Unions with its anti-imperialist and internationalist position and action denounces the murderous and hypocritical policy of the European Union and its Governments and struggles for the elimination of the aggressiveness against the people of North Africa and the Middle East, for the dissolution of NATO and for the utilization of the natural resources by the people for their own interests and for the popular development that will bring the reconstruction and the prosperity of the people.

We demand the immediate end of all imperialist interventions. We ask from the International Organizations to support the countries of origin of economic immigrants and of the political refugees.

The phenomena or racism, neofascism and xenophobia must be fully confronted.

Based on this the WFTU calls for:

  • The abolishment of the Dublin and the Schengen Treaty, the Frontex and all repressive mechanisms.
  • Stop the measures of the European Union for the repression in the borders.
  • End now the imperialist interventions of EU-USA-NATO.
  • Direct transfer of the refugees from the islands and the entry points to the countries of their final destination.-
  • Increase of the personnel and the infrastructure for the rescue, the record-identification, the housing, feeding, medical care and the safe transfer of the people.
  • Creation of dignified centers of welcoming and hospitality

FORUM LETTER TO SECRETARY, DOT FOR EARLY SETTLEMENT OF 78.2% IDA MERGER TO PENSIONERS.

 

Sub: Inordinate delay in extending the benefit of 78.2% IDA fitment to the

Retired BSNL employees – holding protest demonstrations on 22.12.2015,

wearing black badges reg.

Respected Sir,

The benefit of 78.2% IDA fitment to the Pre-2007 retirees as well as the employees retired

during the period from 01.01.2007 to 09.06.2013 from BSNL has not been extended so far

even though 9 long years have elapsed after the implementation of 2nd PRC w.e.f

01.01.2007. The DoT employees were absorbed in BSNL on the concrete assurance from the

Govt that they will be paid Govt pension after retirement from BSNL and the entire pension

liability will be borne by the Govt of India. However, it is more than unfortunate that the

pensioners are forced to run from pillar to post for their pensionary benefits including

pension revision after their retirement.

The 78.2% IDA fitment has been implemented for the serving employees on 10.06.2013.

However the same has not been extended to the retired employees so far. In view of this

step-motherly treatment and despicable apathy from the Govt to the tune of scorn and

contempt to the voiceless pensioners, Forum of BSNL Unions and Associations have decided

to conduct

Lunch/closing hour demonstration at BSNLCO, Circle and SSA HQs on

22.12.2015, wearing black badges,

as a first step of Trade Union action, which may

have to be continued with further programs of action in case the Govt fails to take

appropriate steps to settle the long pending case immediately.

We request and hope that your goodself will immediately use your good office to settle this

heart-burning issue at the earliest.

PERIODICAL REVIEW WILL BE DONE TO MAKE BUREAUCRACY PERFORMANCE ORIENTED AND ACCOUNTABLE.

DOPT : Periodical review will be done to make bureaucracy performance-oriented and accountable

 

With a view to making bureaucracy performance-oriented and accountable, the Government has recently issued instructions to all the Ministries / Departments to carry out periodical review under FR 56(j) and Rule 48 of CCS (Pension Rules, 1972); and under Rule 16(3) of All India Services (Death-cum-Retirement Benefits) Rules, 1958, to weed out the deadwood and inefficient officials in the service. Further, in order to ensure timely disposal of disciplinary cases and to maintain a mechanism for probity among Government servants, the Department of Personnel & Training has recently issued instructions to all the Ministries and Departments vide Office Memorandum No. 29062/6/2015-AIS(I)(Pt.1) dated 30.9.2015, eliciting information pertaining to disciplinary cases in a standardized format for its monitoring.

The Government have recently issued instructions/ guidelines under rule 7(2) of AIS (Leave) Rules 1955 to process deemed resignation for being unauthorisedly absent after expiry of Leave/ Study Leave/ Foreign Assignment etc. The Government also examines cases against officers and imposes penalty of cut in pension wherever necessary, in consultation with the UPSC. During last year and half i.e. from May, 2014, 13 Central Civil Service/ All India Service officers have been dismissed/removed/ compulsory retired from government service and penalty cut have been imposed on 45 Central Service Officers/All India Services Officers.

WHILE THE EFFORTS OF THE GOVERNMENT ARE APPRECIATED, IT IS OUR BITTER EXPERIENCE,PARTICULARLY ON THE ISSUE OF 78.2% IDA MERGER, EVERY DEPARTMENT IS INDULGING IN DELAY TACTICS WITHOUT ANY ACCOUNTABILITY WHATSOEVER.

 

R.K.CHATURVEDI APPOINTED JOINT SECRETARY,7TH PAY COMMISSION IMPLEMENTATION CELL.

 

Senior IAS officer R K Chaturvedi has been appointed as Joint Secretary in seventh Central Pay Commission’s implementation cell as part of mid-level bureaucratic reshuffle effected today by the government. As many as five new Joint Secretaries, three non-IAS officers, have been appointed to different Central government ministries.

 

Chaturvedi, a 1987 batch IAS officer of Madhya Pradesh cadre, has been appointed to the post under Department of Expenditure. He is presently working as Resident Commissioner in Madhya Pradesh Bhawan here.

Chaturvedi will hold the charge for five years, an order issued by Department of Personnel and Training said

SPECIAL GENERALBODY MEETINGS HELD AT TIRUCHI AND VIRUDHUNAGAR.

 

 

TIRUCHI DISTRICT SPECIAL GB ON 10-12-2015

The meeting was held at BSNLEU office, Tiruchi on 10-12-2015 under the presidentship of Com.P.Krishnan, District President. Com.Jan Pasha, District Secretary welcomed. Com.N. Kuppusamy, District Secretary, Erode explained the issues. Com.S.Aslam Pasha, District Secretary, BSNLEU also addressed. Delegates to the All India Conference were elected. Rs.4000 was donated to the Floods Relief Fund.

VIRUDHUNAGAR DISTRICT CONVENTION ON 14-12-2015.

The convention was held at BSNLEU office, Virudhunagar on 14-12-2015. Com.S.Murugesan, District President presided. Com.M.Ayyasamy, District Secretary welcomed the gathering. Com.S. Mohandoss, CHQ Vice President inaugurated the convention with an elaborate speech covering the issues. Com.S.Ravindran, District Secretary, BSNLEU also addressed . 4 delegates were elected to the All India Conference. Rs.4000 was donated to the Floods Relief Fund.
