Com.S.Prasanna Kumar, General Secretary, CITU,Karnataka passed away

 

 Comrade S.Prasanna Kumar, CITU General Secretary, Karnataka and a close friend of the telecom workers and BSNLEU, passed away today (23-12-2015) morning at Bengaluru due to acute heart attack. He was only 48. He was closely connected with the Public Sector TUs and also BSNLEU. He attended and addressed many meetings of BSNLEU. He took special interest in the Casual contract labour movement of BSNL.

CHQ pays rich tributes to the departed leader and conveys deep condolences to the bereaved family and all the comrades.

Bonus ceiling increased – Lok Sabha passes Payment of Bonus (Amendment Bill)

 

Lok Sabha has passed Payment of Bonus (Amendment) Bill 2015 yesterday increasing the eligibility limit for payment of Bonus from Rs. 10,000 to Rs. 20,000. The bonus calculation limit is also increased from the present Rs. 3,500 to Rs. 7,000. These will be implemented with retrospective effect from April 2014.

The Central Trade Unions and the central government employees organisations have been demanding to increase the ceiling on both eligibility and calculation limits for the past few years.

78.2% IDA MERGER-SECRETARY, DOT SAYS THE FILE WILL BE SUBMITTED DIRECTLY TO CABINET SECRETARY.

Com.V.A.N.Namboodiri, Advisor and Com.K.G.Jayaraj, General Secretary had a serious discussion on 21-12-2015 with Shri.Rakesh Garg, Secretary, DoT on 78.2% IDA merger to BSNL Pensioners. The representatives of AIBDPA  conveyed strong dissatisfaction in dealing with the file in DoT as if there is no accountability. The Secretary, DoT stated that there were some adverse comments by the legal advisor (later we came to know that these were irrevelent and baseless; “BSNL is providing bad services, BSNL has enough surplus land” etc.) and there fore the file is sent to the Department of Law for vetting. As all the points raised by the Department of Expenditure have been explained, the Secretary said that on receipt of the file from the Department of Law it will be directly submitted to cabinet for approval.

Earlier, the Member (Finance) had also stated that the file after complying with the clarifications sought by the Department of Expenditure will be submitted to the cabinet. But the Member (Services) wanted the file to be sent to the Department of Expenditure again. This has also caused much delay. Now, the Secretary, DoT has decided to send the file to the cabinet. CHQ is watching the progress and will pursue further.

The decision of the Forum of BSNL unions to organize Black Badge demonstration on 22-12-2015 against the undue delay in extending the benefit of 78.2% IDA merger to BSNL pensioners and the big success of the program throughout the country will definitely has its effect.

Central govt. got Rs. 35,000 Crore through Disinvestment of PSU Shares in 2015. 21MondayDec 2015

The Modi government knows how to sell the family silver and get money. In 2015, through the sale of PSU shares, the government has got Rs. 35,000 crores, which is much more than Rs. 22,000 crore received in 2013 and Rs. 18,000 crore received in 2014.

The fact is that the valuable PSUs, which strengthened the economy of the country, are being slaughtered through sales of their shares. Gradually they will be handed over to the private players as was done in the case of Maruti-Suzuki.

Strong protest should come from the trade unions and common people against this killing of Public Sector.

‘The Saga of Jailed Maruti Suzuki Workers’ – A must read article in ‘Hindu’

An article on ‘The saga of jailed Maruti Suzuki Workers’ published in Hindu Daily in two installments on 19th and 20th December 2015 written by Shri G.Sampath shows how the corporate Suzuki and the Haryana Government have been victimising and brutally harassing the Maruti workers. 147 workers of Maruti-Suzuki have been jailed for the last three and half years for an incident happened in the factory on 18th July 2012 in which a manager died and a few other executives were injured. They are all charged with murder and about 20 sections of IPC. Some of them are given bail a few months back, but others are still in jail. These 147 workers are in jail for one man’s alleged murder. Those who have been granted bail could not get a job anywhere because of the court case.
The Haryana Government has engaged Supreme Court Senior Advocate K.T.S.Tulsi as Public Prosecutor spending more than Rs.5.5 crore on advocate fee alone. All this to prosecute the poor workers.
The article is worth reading. It is a case where the mighty Suzuki Management and the Haryana Government is making a war on the workers.

The Central Trade Unions should take up the issue at the National level and expose the savagery that is being done against the workers. This savage, brutal victimisation should be stopped.

CONCESSIONS GALORE TO MULTI-NATIONAL FORIEGN COMPANIES.

Govt. decides not to tax payments to foreign employees of MNCs

The Central government has taken decision to exempt the MNCs from paying service tax for the payments being made to its foreign employees. “There shall be no liability to pay service tax on the salary and allowances payable by the applicant to the employees in terms of the dual employment agreement and such salary will not be eligible to levy the service tax as per the provisions of the Finance Act “, the government stated.

This is a big concession to the foreign companies. Many cases are pending against the MNCs for non-payment of this service tax. One after another major concessions are being made to the MNCs and corporates, while the subsidies to the common people are taken away.

Subject: Issue of Pensioners’ Identiy Card to Pensioners

The undersinged is directed to say that the revised instructions laying down guidelines/specifications for issue of Identiy Card for pensioners have been issued vide this Department’s OM of even no. dated 12.08.2015 and 20.08.2015. Meetings were also taken on this issue by Secretary (Pension) with the representatives of all Ministries/Departments on 3rd/4th September 2015. A copy of the minutes of the meeting is again sent herewith.

2. This Department has procured a duplex thermal Colour Printer. This printer was launched by Hon’ble MOS(PP) on 26.11.2015 at Vigyan Bhawan in the Awareness Workshop on Bhavishya. Plastic Identity Cards generated through Bhavishya Software were issued to the retiring/retired employees of the Departments under MOS(PP). Specimen copy of Identity Card is enclosed.

3. It is requested that necessary action to issue Plastic Identity Cards to the employees retiring from your Ministries/Departments and attached and subordinate offices under your control may be taken. Inhouse / ourside printing facility may be used as appropriate depending on the requirements.

Implementation of 7th Pay Commission Recommendations– Taking Leave on 1-1-2016 will affect the effective date of Pay Revision

 

A Department of Para Military Forces has informed its officials that Revision of Pay will be effected from 1st January 2016 only for those who are present on duty on 1st January 2016. If he goes on leave on 1st January 2016, the increased pay will be effected only from the date of which such employee resumes duty and not from the first of January 2016. The message sent for respective Department is given below..

“ As you aware that 7th Pay commission has already submitted their report to Govt of India and same is likely to be accepted soon after observing due formalities. The commission recommends that the date of effect should be 01-01-2016. Rules provides that if a Government servant is away on leave or is availing joining time as on 1st of January 2016 the increased pay will be effected only from the date of which such employee resumes duty and not from the first of January 2016. All Force personnels informed accordingly.”

Hence the Government Servants those who are planning to go on leave to celebrate New Year day or for any other reasons on 1st January 2016,  have to re think about their decision. Its Better for them to check with their Departments about the impact on Revision of Pay if they avail leave on 1st January 2016.
