Pre-2006 pensioners : CPAO Order for delinking of revised pension from qualifying service of 33 years.

Office Memorandum

Subject:- Revision of pension of pre-2006 pensioners – delinking of revised pension from qualifying service of 33 years.

Attention is invited to DP&PW OM No. 38/ 37/08-P&PW (A) dated 06.04.2016 on the above mentioned subject (copy enclosed). Through this OM, DP&PW in consultation with Ministry of Finance (Department of Expenditure) has conveyed its decision to delink the revision of pension of pre-2006 pensioners from qualifying service of 33 years. Now, the revised consolidated pension of pre-2006 pensioners shall not be lower than 50% of the minimum of the pay in the Pay Band and the grade pay (wherever applicable) corresponding to the pre-revised pay scale as per fitment table without pro-rata reduction of pension even if they had qualifying service of less than 33 years at the time of retirement. Accordingly, concerned PAOs are required to revise the pensions of pre-2006 pensioners covered by this OM. The arrears of revised pension would be payable with effect from 1.1.2006.


 

2. To facilitate the FAQs to process these cases, a tentative list of such pensioners is being provided on CPAO’s website i.e. W in CCA’s login and FAQ login. All PAOs may download the same by using their login provided by CPAO. PAOs may check these cases from their records too and besides these cases, if additional cases come into notice which are covered by this OM, may also be processed by PAOs.

3. All Pr. CCAs/CCAs/CAs/Accountants General and Administrators of UPS are requested to direct their PAOs to urgently take necessary action and revise these cases by using e-Revision utility of NIC- CGA.

HOW FARMERS ARE SAVED FROM SUICIDE…?

When Maharashtra chief minister Devendra Fadnavis took charge in 2014, he vowed to reduce farmer’s suicides by the end of his term.

 

Indian farmers resort to suicide due to crop loss and the resultant debt trap. The government, both central and state wonder why should the farmers take the extreme step when the government is flourishing them with sufficient compensation and other aids.

Here is a glaring example of government’s help to the farmers in distress.

” For losing crop worth Rs.1 lakh in this year’s unseasoned rain and hail storm, a tribal farmer in Chhattisgarh’s Surguja district has been given a cheque for Rs.81 by the government as the compensation.  Jairam is just one of the several farmers in the state who have received cheques for Rs.100 to Rs.1,000 for losing crop worth lakhs. The government is making a mockery of our plight and driving us to suicides, said Jairam who also owes banks Rs.1.2 lakh in loan dues”

WFTU International Solidarity with the workers of Verizon in the USA

The World Federation of Trade Unions, founded in 1945 and representing 92 million workers in 120 countries, sends a message of working class solidarity to the 40,000 Verizon workers in the United States who went on strike at 6 am on April 13, 2016.

We stand with the Communications Workers of America (CWA) and the International Brotherhood of Electrical Workers (IBEW) in their battle to end Verizon’s outrageous actions against the workers.

The WFTU condemns Verizon’s proposal to gut job security, contract out more work, offshore jobs to other countries, and to require technicians to work away from home for as long as two months without seeing their families.

The WFTU calls on Verizon to end its  refusal to negotiate any wage or benefit improvements for Verizon Wireless  retail workers who organized into the union in 2014.

The WFTU demands that Verizon end its efforts to freeze pensions at 30 years of service and to force extremely high health care costs on retirees.

Verizon has 40% fewer workers than a decade ago in spite of its making $39 million in profits over the last three years and 5.4 billion in profit in the first 3 months of 2016.

This cut in vital staff not only causes  harm to workers but also to the communities that are dependent on the communications services that these workers provide.

The WFTU calls on Verizon to hire the workers necessary to fulfill its obligations to provide high-speed broadband  services in cities like Philadelphia and New York.

We  call on unions across the globe to act in solidarity with these striking workers who have the courage to stand against Verizon, one of the most wealthy and powerful corporations.

The  WFTU calls on Verizon CEO Lowell McAdam, who was paid $18 million in salary last year, to reverse its violations of human dignity and to meet the just demands of the striking  workers.

The World Federation of Trade Unions on the occasion of the International Workers’ Day on 1st May 2016 conveys a militant salute to all men and women of the working class and to the 92 million members of WFTU in 126 countries.

Men and women, younger or older, employed or unemployed, migrants and refugees, the World Federation of Trade Unions wishes you strength, determination and courage in your small-scale or large-scale struggles.

The multinationals, the reactionary governments, neo-fascist and racist forces, the imperialist mechanisms dread this day. Because it is a symbol of internationalism, a symbol of struggle, a symbol of class unity. These are our most powerful tools with which we need to arm ourselves in our struggles for better lives, in our struggles against poverty and wars generated by the capitalist barbarity.

Building strong class-oriented base trade unions that are massive, democratic, militant we strengthen the WFTU.

And by strengthening the WFTU as a rooted class-oriented Organization of the base, internationalist and uniting, we strengthen our trade unions.

In all countries of the world, with all forms of action we demand our contemporary needs, our labor, social and trade union rights.

Our reality of misery, unemployment, poverty and wars in contrast to the technological and scientific progress and the wealth we produce, prove how unrealistic and rotten the capitalist mode of production is.

We rally our forces and build our social alliance with the popular strata against exploitation and capitalist barbarity.

On the occasion of May Day we once more want to send our internationalist solidarity to the peoples of Palestine, Libya, Syria, Lebanon, Iraq Afghanistan, Yemen and all peoples who are suffering imperialist attacks and fight for their right to decide for themselves over their present and future.

This year 2016, the 17th World Trade Union Congress will summon the representatives of the class-oriented trade union movement in the heroic land of South Africa. On 5-8 October 2016, thousands of delegates, real militant unionists, from all continents will gather in Durban, analyze the global and regional developments, exchange experience and proposals and resolute on the strategy and action plan of the WFTU for the next five years.

With this Congress we make a vital step forward for the international class-oriented trade union movement. “Forward! For the contemporary needs of the working class against poverty and wars generated by the capitalist barbarism”.

PMO WANTS PSUs TO BAILOUT A PRIVATE FIRM’S STALLED REFINERY PROJECT.

The Prime Minister’s Office last month called the top officers of Indian Oil Corporation, Hindustan Petroleum, Bharat Petroleum, State Bank of India and IDBI to consider infusing Rs.5404 crore as equity for setting up a six million tonner refinery in Cuddalore in Tamil Nadu by Nagarjuna Oil Corporation Ltd. The project was stalled since January, 2012 for want of funds.

Even after the three refineries IOC, BPCL and HPCL said they could not pick up the NOCL tab, they were told to revisit their decision taking into consideration that NOCL held nearly 2,300 acres of land with necessary environment clearances.

This is nothing new and more or less the same approach  adopted in bailing out Vijay Mallya’s King Fisher Airlines by the UPA II government. And we have seen now Vijay Mallya has cheated the banks and fled the country.

Further why no such interest in bailing out PSUs like BSNL despite the promise at the time of BSNL’s formation.? On the contrary even what ever is due to BSNL towards USO Fund, refund of BWA Spectrum and excess income tax levied are not being paid when BSNL is badly in need of money for procuring equipments etc.

So the pro private and pro corporate policy of the BJP government is once again thoroughly exposed.

WHY NOT REVEAL DUES OF BIG DEFAULTERS.? ASKS SUPREME COURT

The supreme court on 12th April, 2016 said big players and corporate houses which had taken bank loans in excess of Rs.500 crore individually, defaulted on repayment of lakhs of crores of rupees and asked Reserve Bank of India to detail the steps taken to recover the ‘mind blogging’ sums. It also asked what was the harm in revealing the magnitude of the defaulters by big players alone.

Why does it happen that some people take loans worth thousands of crores to set up companies, declare the companies sick and enjoy with public money. On the other hand, why are poor farmers harassed for repayment of a few thousand rupees they take loan in distress.

BCPC TO HOLD GENERAL BODY MEETING IN AUGUST/SEPTEMBER, 2016.

The meeting of ‘main stake holders’ of BCPC convened on 16-04-2016 at Gurudwara Singh Sabha, Janakpuri, Delhi for revival of BCPC decided to hold a full fledged General Body Meeting according to constitutional provision during August/September, 2016 for election of office bearers. The meeting was presided over by Com.S.C.Maheswari, Chairman, BCPC and was addressed by Com.K.K.N.Kutty, Secretary General, NCCPA, Com.N.M.Sasthry, Advisor, BCPC, Com.V.A.N.Namboodiri, Advisor, K.G.Jayaraj General Secretary, AIBDPA  Com.K.Raghavendran, General Secretary, AIPRPA and others.

The meeting was called by the Chairman to revive the functioning of BCPC which had become almost defunct after the sad demise of Com.S.K.Vyas, Secretary General.

Coms. V.A.N.Nambbodiri and K.G.Jayaraj, General Secretary represented AIBDPA in the meeting. 

BELGAUM TRIMONTHLY MEETING HELD WITH GOOD PARTICIPATION.

Belgaum District Branch, Karnataka organised the tri-monthly meeting on 11-04-2016 at Kannada Sahithya Bhawan, Belgaum. Com.Tatapati, District President presided. A large number of pensioners participated in the meeting. Com. S.A.Sarapure, District Secretary welcomed the gathering and placed the report of activities for the intervening period. Com.G.G.Patil, Assistant General Secretary inaugurated the meeting and gave a good account of the developments including 78.2% IDA merger. Com.Tatapati also spoke on various issues of the pensioners. Com.Gaste, Org Secretary spoke on organisational issues.

Shri.Nadafji, recently retired DGM who joined AIBDPA was accorded a warm welcome and garlanded. Bom. Bhosale proposed vote of thanks.
