KOLKATA DISTRICT BRANCH HELD SPECIAL CONVENTION ON 19-04-2016

A Special Convention of Kolkata District Branch, West Bengal Circle was organised at the CTO hall, Kolkata on 19-04-2016. Com.Hirak Sengupta, District President controlled the proceedings. Com.Ajit Nandan, District Secretary welcomed the gathering and mentioned the purpose of the convention; mainly the ensuing membership verification in BSNL and the election to the state legislature. Coms. Susanta Ghosh, CHQ Vice President and Circle Secretary and Com.Pijush Charaborty, ACS dealt at length of the subject and reminded the imperative involvement of pensioners on both these issues for protection of BSNL and to safeguard the democracy in the state. A large number of pensioners participated braving very hot climate.

PENSION ACT MAY NOT BE SCRAPPED

 

 The Department of Personnel and Training (DoPT) has decided against scrapping a 145-year-old law, which exempts pension from being “attached or sequestered”, though a bill seeking its abrogation from statute book has already been passed by the Lok Sabha.

            Earlier, the DoPT had asked the Law Ministry to include the Pensions Act, 1871 in the repealing bill so it could be removed from the statute book. One of the key provisions of the law is that it exempts pension from attachment by any court. But later, it wrote to the Law Ministry to remove the Act from the repealing bill.

            After its passage in the Lok Sabha, the Repealing and Amending (Third) Bill, 2015 is pending in the Rajya Sabha.

            The Law Ministry is the nodal agency for repealing laws which have lost relevance today.

            A senior government functionary said that perhaps the realisation that there is no other law in the country which protects pensions led to decision against scrapping the Act. (Courtesy: Confederation News)

 

CIRCLE UNIT FORMED IN ODISHA.

 

BSNL DOT pensioners at Bhubaneswar met on 20 April 2016 under the Chairmanship of Com. P.R.Das, senior leader and Circle President of BSNLEU. The meeting discussed the pending issues of DOT and BSNL pensioners. Com. V.A.N.Namboodiri, Advisor, AIBDPA and Patron NCCPA explained the demands of pensioners, recomendations of VII CPC and memorandum given by NCCPA/ AIBDPA etc. The present position of 78.2% IDA Pension fixation, medical allowance etc. were reported. Many comrades participated in the discussion, including Com. Sahdeb Biswal, A.C.Mohanty and others.
The meeting decided to form AIBDPA in Odisha Circle. Com.Sheikh Hussain was unanimously elected as the Circle Convener to organise AIBDPA and hold a Circle Convention.

CHENNAI DISTRICT CONFERENCE HELD SUCCESSFULLY.

Chennai Telecom District Branch has conducted the District Conference in a befitting manner on 19-04-2016. Com. S. Mohandoss, CHQ Vice President and Circle President inaugurated the conference and explained the issues of pensioners, workers and the people at large. Com. T. Kothandam, District President was in the chair. Com. C.K.Narasimhan, Circle Secretary delivered a special address covering the organizational issues. Com. M.R.M.Meenakshisundaram, District Secretary, AIPRPA, Chennai also addressed. The report and accounts presented by Com.N. Sairaman, District Secretary were adopted after discussion.

Office bearers were elected unanimously with the following important functionaries.

The WFTU in solidarity with the struggle of the people in Britain

The World Federation of Trade Unions salutes the people in Britain who participated in the massive national demonstration which took place on Saturday in London against the cuts implemented by the Government and against the Government itself on the eve of the “Panama Papers” leak.

The WFTU supports their demands for the withdrawal of the anti-labor law recently voted, for salary increases, elimination of the zero-hour contracts, public healthcare and education without fees.

Representing 92 million members around the world, the WFTU expresses its solidarity to the people in Britain fighting for their labour and social rights and an economic policy in favor of the people and not the profits.

INORDINATE DELAY FOR PAYMENT OF MEDICAL BILLS- TELECOM FACTORY & STORES STAGE POWERFUL DEMONSTRATION.

The retirees of Telecom Factory and Stores, Kolkata staged a powerful demonstration under the leadership of AIBDPA against inordinate delay in payment of medical bills and lack of empanelled hospitals for indoor treatment before the respective offices of both the CGM on 12-04-2016. Coms. Sujith Mukharjee, Dist. Secretary, Telecom Factory and Circle President, Utpal Basu, Dist Secretary, Stores and both circle Secretaries of BSNLEU, Coms. Om Prakash Singh and Takur Chandra Das addressed the demonstration. ( Com. Adhir Kumar Sen, Circle Secretary, TF & Stores, AIBDPA happened to be at New Delhi ,serving CHQ,BSNLEU)

Yes, the struggle has its natural result. The Circle administration discussed the issues with the leaders and agreed to immediately process the pending bills for early payment. They also assured early action for empanelment of hospitals for the indoor treatment.

78.2% IDA MERGER- FILE NOT RECEIVED BACK FROM MINISTER

Com.K.G.Jayaraj , General Secretary on 18-04-2016 has met Shri. S.K.Jain, DDG (Estt) in Sanchar Bhawan to ascertain the progress of the 78.2% IDA merger to the BSNL pensioners retired before 10-06-2013. The DDG stated that the cabinet note sent to the hon’ble Minister for Communications & IT for his approval is yet to be received back.

Shri.S.K.Jain assured that it will be submitted to the cabinet without delay,once received back from the minister duly approved.

Subject:- Incorporation of Aadhaar number in fresh Pension payment Orders (PPOs).

Attention is invited to CPAO 0M NO. CPAO/Tech/Jeevan Pramaan/2015-16/1770 dated 07.03.2016 (Annex-I) and DO. letter dated 30.07.2015 from CGA to all Secretaries (Civil Ministries) regarding incorporation of Aadhaar number in the fresh PPOs (Annex-Il). In this context. it is observed that progress in incorporation of Aadhaar numbers in the fresh PPOs has been very low. For the period July, 2015 to March, 2016 out of 25608 total fresh PPOs received in CFAO, only in 1907 (7.45%) cases Aadhaar number was mentioned.

2. In view of Aadhaar Cards numbers crossing 100 crores marks and implementation of Aadhaar linked Biometric Attendance System in most of the central government offices, it is very unlikely that a retiring government servant will not have Aadhaar number. Further, DOPT vide its 0M No. Z-20025/9/2014-Estt (AL) dated-03.11.2014 (Annex-ill) had requested all Ministries/Departments to ensure that the Service Books Of all employees have an entry of Aadhaar number.

3. In view Of above. all pr. CCAs/CCAs/CAs are once again requested to take up the matter With JS (Admn) and Heads of Offices of respective Ministries/ Departments to arrange for providing Aadhaar number in all pension papers to be submitted to concerned PAOs to enable them to incorporate the same in PPO booklets.

WEST BENGAL CGM OFFICE BRANCH CONFERENCE HELD SUCCESSFULLY.

The first annual conference of West Bengal CGM office branch was held at the Recreation Club hall,CGM office, Kolkata on 16-04-2016. Com.J.Bhattacharjee presided over the meeting. Com. Ajit Nandan, Branch Secretary welcomed the gathering and placed the report. The delegates actively participated in the discussion and pointed out the various problems being faced by the pensioners. Com. Pijush Chakraborty, Asst Circle Secretary delivered the key note address and explained the issues in detail. He also exhorted the members to strengthen the left, democratic and secular forces in the elections. Coms. Amar Biswas, Ajit Nandan and Prasanta Mondal were unanimously elected as President, Secretary and Treasurer respectively.
