remarkably improved performance by bsnl in 2015-16.

BSNL Board approved the audited balance sheet for 2015-16. The high lights are:-

1)      After 2009-10, highest revenue, Rs.32,918 Cr compared to Rs.28,648 Cr of last year.

2)      Revenue from operations increased by 4.43%. Rs.28,449 Cr comparing to Rs.27,242 Cr last year.

3)      Losses reduced by 53%, from Rs.8,234 Cr of last year to Rs.3,880 Cr.

4)      Operational profit increased from Rs.672 Cr to Rs.3,854 Cr.

5)      Loan repayment done and the present liability is only Rs.2,500 Cr.

THIRUVANANTHAPURAM DISTRICT CONFERENCE HELD ENTHUSIASTICALLY.

P&T House, Thiruvananthapuram,renovated recently, was the venue of the 4th District Conference of Thiruvananthapuram held on 09-09-2016. The conference kick started with flag hoisting and homage to the martyrs. Com.J.Padmanabha Pillai, District President was in the chair. Com. N. Vikraman Nair, District Secretary welcomed the gathering.The open session was inaugurated by Com.K.G.Jayaraj, General Secretary. Com.P.V.Chandrasekharan, Patron delivered the key note address. Coms.R.Aravindakshan Nair, CHQ Treasurer & Circle President,  K. Mohanan, Circle Secretary, BSNLEU, M.C.Nair, Circle President, AIPRPA etc addressed.

Com. N. Guruprasad, Circle Secretary inaugurated the delegates session. The biennial report and audited accounts presented by Coms. N. Vikraman Nair and T. Neelakanta Pillai, District Secretary and Treasurer respectively were adopted after discussion.

Districtwise programme held at the call of AIBDPA WB Circle

The WB Circle Branch decided in its meeting held on 24.8.16 to resort to trade union action in connection with the demands as mentioned below:-

1. Reimbursement on Medical treatment – referring to the letter issued from C.O BSNL vide no BSNL/Admn.1/15-18/16(i).

2. Fixation on the basis of 78.2% IDA merger so that the pensioners may get the benefit before the Puja festival.

3. Arrangement of farewell and extending pensionary benefits to the employees on the date of retirement.

Reports received from Coochbehar, Jalpaiguri, Siliguri, Malda, Suri, Kolkata, Bardhaman, Durgapur, Asansol, Purulia, Bankura and Kharagpur revealed that programmes were held successfully everywhere. The delegates led by District Secretaries met the respective SSA heads for submission of memorandum pertaining the above demands and discussion. It was learnt that fruitful discussions were held in most of the places. However, Gangtok District intimated that torrential rain stood in the way to hold the programme. On restoration of normalcy the programme will be held, DS assured. Kolkata district held the programme at Kolkata SSA GM office holding a meeting presided over by Com Hirak Sengupta. Coms Ajit Nandan (DS), Govinda Das (Circle VP), PK Modak (BS, ETR), Robin Mitra (BS, HowrahHooghly), Subir Sanyal (BS, Civil Wing), D Basu (AGS, CHQ) and Pijush Chakraborty (Actg. Dear Sir,

Sub: Future computation of Dearness Allowance and adoption base index figure to Revised Minimum Wage – Regarding

            The revised pay structure, as recommended by the 7th CPC, was given effect as on 01.01.2016 as per the Government’s Notification. The Dearness Allowance, which was computed at 125% ( i.e 125.75 fraction of 0.75 being ignored), got merged with Pay as on that date. The 7th CPC has not indicated as to what base figure of AICPI (IW) the Revised Wages will relate to hereafter wards. As you are aware, the actual DA that was due as on 01.01.2016 was 125.75. It is only due to the practice of ignoring fraction; the DA was determined at 125%. No doubt, the said practice had not been impacting very much except for the postponement of the benefit by six months. It is, therefore, necessary that, Revised Wages are related to a base index figure equivalent to actual Dearness Allowance percentage of 125 that stands merged as on 01.01.2016. This is more so due to the fact that there is no possibility of the ignored fraction of 0.75 being reckoned for any computation in future.

            We, therefore, request that, 12 monthly average, which stood at 261.33 as on 31.12.2015, may be taken at 260.46, which would provide the exact percentage of DA at 125. The future percentage increase in DA in other words may be computed with the base figure of 260.46. The next instalment of DA, which has become due as on 1.07.2016 if computed on the above basis of 260.46, shall work out to 3.28%. On ignoring the faction, the DA with effect from 01.07.2016 shall be 3%. We, request you to kindly take the above into account and issue orders for grant of 3% DA w.e.f. 01.07.2016.

The fouth biennial District Conference of Palakkad has been held with good participation of pensioners and in a befitting manner.Com.K.G.Jayaraj, General Secretary inaugurated the conference with an elaborate speech. Com.N.Sethumadhavan, District President controlled the proceedings. Coms. N.Guruprasad, Circle Secretary, V.Radhakrishnan (BSNLEU), T.S.Parameswaran (NCCPA), P.S.Raveendranathan (AIPRPA), V.Murugan (NFPE), V.Kesavan, Circle Patron and E.P.Unnikannan, Asst. Circle Secretary spoke. Com. K.Vasudevan, District Secretary welcomed the gathering and Com.K.Mani, Area Secreatry, Palakad proposed vote of thanks.

CTB-Brazil: A coup d’état to impose neoliberal retrocession- WFTU STATEMENT

By 61 votes against 20 the Senate approved on Wednesday, August 31 2016, the impeachment of President Dilma Rousseff. She was removed from the position to which she was elected in 2014, which will be illegitimately occupied until 2018 by the usurper Michel Temer. This way, a coup d ‘ état was consumed against an innocent woman for the benefit of a gang of criminals involved in the Lava Jato operation (investigation into corruption at the state oil company Petrobras), which they used against the PT ( Workers´Party) and now intend to interrupt the investigation.

The trial was divided into two votes at the request of the opposition and determined by the President of the Supreme Federal Court, Ricardo Lewandowski. The first decided the loss of the mandate. However, the second vote, which decided whether she would lose or not her political rights was a victory of Dilma. Their tormentors couldn´t get the necessary majority to condemn her.

The result is a further evidence of the innocence of the President. Unlike the putschists and beneficiaries of the farce staged in the National Congress, Rousseff is not even under suspicion nor denunciation related to corruption or illicit enrichment. The vote of 54 million Brazilians was cancelled and replaced by an indirect election made by a restricted electoral college in which most face charges of corruption or other serious crimes.

To free Temer and his associates from jail is one of the goals of the coup which has already been partly achieved. Now as the permanent President, the head of the conspiracy can’t be target of a criminal investigation at least until the end of the term, except for crimes that he may commit in the exercise of the function.

Anyway, one must be aware that the Lava Jato operation and the corruption were used, today as in the past coups, as a smokescreen to cover up the real interests at stake. These are included in the government project, which has a deeply reactionary antinational and anti popular character.

It was a coup with strong support of the business community and of the bourgeois media for the satisfaction of the great capitalists and imperialist powers.

Their targets are: the working class, which runs the risk of losing labor and social security rights acquired over a fight over several decades; democracy, is once again despised by the ruling classes; the national sovereignty has been put up for sale. The coup shocked the world and it was denounced as such by most world media, while in Brazil the media monopolized by the bourgeoisie did not only support the farce but it played the main role in the drama of the impeachment, brazenly manipulating the facts and deceiving the people.

Venezuela, Bolivia and Ecuador denounced the coup and called their ambassadors back. On the other hand, the USA immediately recognize the putschist government and no longer disguise the satisfaction with the announced measures that are already underway under the leadership of a chancellor, José Serra (a servant of the Chevron oil company, unmasked by WikiLeaks).

The orientation of the Foreign Ministry is opposed to the integration of Latin American and Caribbean countries and is frontally against the progressive Governments of the region. Imperialism is bestowed with the sellout of pre-salt oil reserves to foreign capital, the return of the perverse policy of privatizations and the neoliberal nightmare recurrently defeated at the polls since 2002.

The CTB does not recognize the illegitimate government, result of a coup, and will fight with all its strength and in a broader democratic alliance against the execution of the putschist project, in defense of the nation’s largest interests and of the sacred rights of the working class. Our class-oriented central thanks for the messages of repudiation of the coup and in solidarity with the social movements and the democratic and progressive forces in the country that have organized the fight against the putschists. No reconciliation with the putschists. We will continue to resist, occupying the streets and screaming at the top of our lung: not one right less, no sell-out policies, TEMER OUT!

I am directed to say that in pursuance of Government’s decision on the recommendations of the Seventh Central Pay Commission, the Department of Pension & Pensioners’ Welfare by its OM No. 38/37/2016- P&PW (A)(i),(ii) and Resolution dated 4th August 2016 (copies enclosed) has issued the necessary detailed order for implementation of Government’s decision on the recommendation of the Seventh Central Pay Commission- Revision of provisions regulating pension/gratuity/commutation of pension/family pension/disability pension/ex-gratia lump-sum-compensation etc. under the CCS (Pension) Rules, 1972 and Commutation of Pension under CCS (Commutation of Pension) Rules 1981,CCS( Extraordinary Pension) Rules 1939 etc.

2. The applicability of the provisions of aforesaid Office Memorandums of the Department of Pension & Pensioners Welfare to the members of All India Services has been considered. It has been decided that the provisions contained in the aforesaid Office Memorandum issued by the Department of Pension & Pensioners shall be equally applicable Mutatis-Mutandis to members of All India Service governed by the AIS(DCRB) Rules, 1958.

AIBDPA in the forefront in support of the 2nd September Strike

Members of the All India BSNL DOT Pensioners Association (AIBDPA) fully supported the 2nd September Strike and expressed their solidarity by participating in the demonstrations, processions, dharnas etc. organised on the day along with BSNLEU and BSNLCCWF, whose members have fully participated in the strike. The presence of the senior citizens, who themselves have been the leaders of BSNLEU earlier, gave inspiration to the workers. Many of them are comrades who participated / gave leadership to all the 17 strikes organised since 1991 against the anti-people, anti-worker neo-liberal policy of the government. While only about one crore workers participated in the first strike organised by the Central Trade unions on 29th November 1991, more than 18 crore workers participated in the strike on 2nd September 2016. The Indian working class will continue its struggle against the anti-worker, anti-people policy of the government and on their fully justified demands like minimum wage of Rs.18,000, no privatisation of PSUs, implementation of labour laws to safeguard the interests of the workers, bring down the prices of essential commodities, regularise the contract workers, ensure minimum pension to all etc.
