THE CENTRAL EXECUTIVE COMMITTEE MEETING OF ALL INDIA BSNL DOT PENSIONERS ASSOCIATION IS BEING HELD AT COM.M.P.KUNHANANDAN NAGAR (REGIONAL TELECOM TRAINING CENTRE) MYSURU ON 23,24 FEBRUARY, 2017.

COM.K.K.N.KUTTY, SECRETARY GENERAL, NCCPA  WILL INAUGURATE THE OPEN SESSION AT 10 AM ON 23-02-2017. COM.A.K.BHATTACHARJEE, PRESIDENT WILL PRESIDE. COMS.V.A.N.NAMBOODIRI, VETERAN LEADER AND ADVISOR, AIBDPA, P.ABHIMANYU, GENERAL SECRETARY, BSNLEU AND OTHER LEADERS WILL ADDRESS.

THE MEETING WILL DISCUSS THE DEVELOPMENTS SINCE THE HISTORIC 2ND TRIENNIAL ALL INDIA CONFERENCE HELD AT TIRUPATI ON 2-3 FEBRUARY, 2016. THE ISSUES CONFRONTING PENSIONERS, ALREADY IDENTIFIED AND INCLUDED IN THE AGENDA, WILL BE DISCUSSED SERIOUSLY AND SUITABLE DECISIONS TAKEN.

AIBDPA HAS ALREADY DEMANDED MANDATORY PENSION REVISION FROM 01-01-2017 WHEN PAY REVISION IS IMPLEMENTED TO THE BSNL EMPLOYEES. LETTER IN THIS REGARD WAS GIVEN TO THE MINISTER FOR COMMUNICATIONS AND SECRETARY, DOT AND A PRELIMINARY DISCUSSION ALSO HELD WITH BOTH. AT LEAST 50% IDA SHOULD BE MERGED WITH PAY/PENSION PRELUDE TO THE PAY REVISION.

DESPITE REPEATED ASSURANCES BY THE CMD, BSNL, THE QUARTERLY MEDICAL ALLOWANCE, STOPPED UNILATERALLY,  HAS NOT BEEN RESTORED.

THE TWO ANOMALIES CONSEQUENT ON 1ST PAY REVISION IN BSNL FROM 01-10-2000, ARE UNNECESSARILY BEING DRAGGED. THE FIRST ANOMALY FOR THOSE RETIRED WITHIN TEN MONTHS OF FORMATION OF BSNL, IN SPITE OF ASSURANCES BY DOT AND IN SCOVA IS TO BE SETTLED BY DOT WHEREAS THE SECOND ANOMALY, SENIORS GETTING LESS THAN JUNIORS DUE TO POINT TO POINT FIXATION , COULD BE SETTLED BY THE BSNL.

THOUGH WE COULD ACHIEVE THE MOST SIGNIFICANT DEMANDS OF 78.2% IDA MERGER AND ANNULMENT OF 60:40 CONDITION THROUGH SUSTAINED STRUGGLE, TWO ISSUES; ARREARS FROM 01-01-2007 AND ANOMALY CREATED DUE TO DENIAL OF PENSION, GRATUITY, COMMUTATION  AND LEAVE ENCASHMENT BASED ON 78.2% IDA TO THOSE RETIRED BETWEEN 01-01-2007 AND 09-06-2013,  ARE REMAINING TO BE RESOLVED. AIBDPA HAS ALREADY TAKEN UP THESE ISSUES WITH THE DOT AND ALSO BROUGHT TO THE NOTICE OF FORUM OF BSNL UNIONS.

AIBDPA HAS FULLY PARTICIPATED IN THE PROTEST DAY ON 15-02-2017 CALLED BY NCCPA AGAINST REJECTION OF OPTION 1 (PENSION PARITY), RECOMMENDED BY THE 7TH PAY COMMISSION AND “ACCEPTED” BY THE GOVERNMENT,  ON FLIMSY GROUND. WE ARE ALSO SUPPORTING THE AGITATIONAL PROGRAM OF CONFEDERATION INCLUDING ONE DAY STRIKE ON 16-03-2017 DEMANDING MODIFICATIONS ON UNILATERAL IMPLEMENTATION OF PAY COMMISSION RECOMMENDATIONS , AS ASSURED BY THE MINISTERIAL COMMITTEE.

AIBDPA IS COMMITTED TO CONTINUE THE FIGHT FOR PROTECTION OF BSNL ALONG WITH ALL THE UNIONS/ASSOCIATIONS IN BSNL. WE HAVE ALSO TO CONTINUE THE FIGHT FOR SCRAPPING THE PFRDA ACT WHICH IS A REAL THREAT TO PENSION SECURITY.

AIBDPA, THE MIGHTY ORGANISATION OF BSNL AND DOT PENSIONERS IS NOT FOR ANY LIP SERVICES BUT WILL FORMULATE AN ACTION PLAN AND RESOLVE TO FIGHT AND ACHIEVE.

 Hindu  on 13-02-2017 has reported that there is a proposal to increase the pay of the President of India to Rs. 5 lakh and that of the Vice-President to Rs.3.5 lakh per month. This is being proposed in view of the implementation of the increase of the pay of the Cabinet Secretary to Rs. 2.5 lakhs as per the recommendations of the VII Central Pay Commission. The tradition is that no government servant should have more pay than the President. As per another recommendation of a Committee of the Parliament, the salary of M.P.s is going to be increased from Rs. 1.4 lakh to Rs. 2.8 lakh a month.

It is to be remembered here that the minimum wage granted to the lowest paid government employee is only Rs.18,000, even though according to the 15th Indian Labour Conference formula, the minimum wage will come to Rs. 26,000. Now granting Rs.2.5 lakhs to the Cabinet Secretary and Rs.18,000 to the lowest paid employee increases the ratio of discrimination to 1: 13.8, which is increasing after every CPC. In addition to the pay many fringe benefits, may be even more than the pay, is being availed by the top officers like Cabinet Secretary. This is also applicable to the President, Ministers and M.P.s.

It is only a few days back that the Vice-President of India, Shri Hamid Ansari spoke about the disparity between the rich and poor. It is the same with the highest paid government officer and the lowest paid. The President and Vice-President as also the Ministers and M.P.s who are the lawmakers of the country should ponder over this issue of increasing disparity. They should show to the people that they want to reduce the disparity by not accepting increases in pay etc. which will increase the disparity. Then only the people will believe in their sincerity in reducing the disparity.

Attaula and M.A.Vaniya, District Secretary and President of BSNLEU, P.C.Koradiya, Circle Organising Secretary, V.K.Prajapati, Circle Assistant Secretary,and J.V.Dhanush, Retd AGM & Legal Advisor addressed. Representing BSNL,  Shri.A.G.Patel, DGM and Shri.B.R.Lakum, SDE (HRD), greeted the conference and stated that the work related to 78.2% IDA merger was completed early and sent to CCA.

The 3rd biennial conference of West Bengal was held at Com.M.P.Kunhanandan Nagar, Midnapore in a traditional and befitting manner on 11,12 February, 2017. The conference kick started with an impressive  procession, taken out through Midnapore town at 10 AM on 11-02-2017. Thereafter flag was hosted by Com.Dipak Mitra, Circle President followed by homage to the martyrs.

Com.K.G.Jayaraj, General Secretary inaugurated the open session held at 11 AM. He explained the achievements, particularly 78.2% IDA merger and annulment of 60:40 condition,  made through sustained struggle both by employees and pensioners and appealed to strengthen the organisation to fight for other demands,still remaining unresolved. Coms.Animesh Mitra, Circle Secretary,BSNLEU and Secretary General, BSNL CCWF, D.Basu, AGS, Biplab Das, Secretary, BSNL Co-ordination Committee, Sanjib Banerjee, Secretary, Kolkata Telephones, Tapas Ghosh, Circle Secretary, CCWU , R.C.Roy,( Joint Platform of Pensioners Organisations) and Kanai Lal Das, Chairman, Reception Committee addressed the open session. Com.Susanta Ghosh, Circle Secretary welcomed all.

In the subject session , Com.Susanta Ghosh presented the biennial report and Com.P.K.Nandi submitted audited accounts. There after Com.Ananta Bhattacharjee, CHQ President delivered an inspiring speech. District Secretaries, Circle Office bearers and some delegates participated in the discussion that followed. Summing up the discussion, Com.Pijush Chakraborty, Asst Circle Secretary spoke. Com.Susanta Ghosh, Circle Secretary and Com.K.G.Jayaraj, General Secretary replied to the points raise in the discussion. Report and accounts were then adopted unanmously.

The 3rd District  conferencee  of Bankura was held on 5.2.17 at Telephone Exchange. After flag hoisting and garlanding martyr’s column the inaugural session commenced. Com Pankaj Saha ACS inaugurated the conference. He explained the role to be played by the pensioners on the perspective of the  national and international situation prevailing. Coms DS Pal CORTO, SP Gord BSNLEU etc greeted the confernce. Coms DK Lai DS and Mahadev Bhattacherjee Treasurer placed the report and Accounts respectively.  After discussion made by the delegates the report and the Accounts were adopted.

The conference elected Coms LK Tudu, DK Lai and Mahadev Bhattacherjee as the President. DS and Treasurer respectively. Com LK Tudu controlled the procedings

The 4th biennial conference of the  Asansol District was held on 5.2.17 at Telephone Exchange. After flag hoisting and offering tribute to the martyrs the inaugural session commenced. Com Pijush Chakraborty ACS inaugurated the conference. The invitees from different organisations greeted the conference. On completion of inaugural session the Secretary’s Report and Accounts were placed by Com Mridul Chatterjee DS and Com Dipak Chakraborty Treasurer. Both of them were passed after discussion made by the delegates. A few resolutions were adopted.  The conference was presided over by the Presidium consisting of Coms Somprakash Singha and Partha Nag.

Coms Somprakash Singha, Mridul Kanti Chatterjee and Dipak Chakraborty were unanimously elected President, Secretary and Trasurer.

Chennai Telephones Circle organised a special convention on 06-02-2017 at BSNLEU hall, Flower Bazar Exchange, Chennai. The meeting was presided over by Com. G.Subramaniam, Circle President. Com.G.S.Narasimhan, Circle Secretary welcomed the gathering. Com.K.Govindaraj, AGS and Circle Secretary, BSNLEU inaugurated the special convention. Com.K.G.Jayaraj, General Secretary delivering the keynote address explained the current developments and the issues of the pensioners. A host of leaders, including Coms. C.K.Narasimhan, Circle Secretary, Tamil Nadu, Kanniappan, Circle President, BSNLEU, Kasi (Casual& Contract Workers Union), Manybalan, Former Circle President, BSNLEU ,C,Panchavarnam addressed.

The Flower Bazar District Branch was also formed in the meeting with the following important functionaries.

President : Com. K.Nagarajan, District Secretary : Com.C.Panchavarnam and Treasurer : Com. P.Dayanidhi.

After the circle conference held at Pune on 15-01-2017, Maharashtra Circle is surging ahead in forming district units where ever it was not formed .

A well attended meeting of BSNL and DoT pensioners held at Ahmednagar on 05-02-2017 has formed the new district branch. Office bearers have been elected unanimously and the following are the important functionaries.

President : Com.P.G.Gaikwad, District Secretary : Com.R.N.Mundlik and Treasurer : Com.V.M.Ko Kare.

It is worth mentioning that 30 of the participants in the meeting paid life membership.

As already been intimated the call of NCCPA to organise Protest Day on 15-02-2017 against rejection of Option 1, recommended by the 7th Pay Commission and accepted by the Government, be made a complete success by conducting protest demonstrations at circle/district levels with maximum participation of pensioners. Letter in the following format be also sent to the Prime Minister, Home Minister, Finance Minister, Railway Minister and Cabinet Secretary.

Circle Secretaries are requested to inform all the district secretaries for successful implementation of the program. The demonstration can be conducted jointly with other affiliates of NCCPA, like CGPA, AIPRPA etc, where ever possible. But the letter should be sent separately by all the Circle Secretaries and district secretaries.

On behalf of the Pensioners, who are our members, we are to bring to your kind notice that the Central Government pensioners throughout the country are extremely distressed on coming to know that the Pension and Pensioners Welfare Department of the Government of India has finalized and made their submissions to the Cabinet suggesting inter alia that the recommendation made by the 7^th CPC in respect of pension determination under Option No. 1. be rejected on the specious ground that the said recommendation is infeasible to be acted upon. 

In this connection we send herewith a copy of the submissions made by the Staff Side of the JCM on our behalf which may please be considered before a final decision in the matter is taken by the Cabinet.  For the detailed reasons advanced in the said Note, the decision of the Department of Pension to reject the said recommendations, even though the same has been accepted by the Government and notified, is not only unfortunate but also not tenable.  The said suggestion of the Department of Pension, if acted upon, will crush the hope and aspiration generated in the minds of lakhs of pensioners for a reasonable pension, which the 7^th CPC considered and granted. 

We, therefore, appeal to your good self that the proposal of the Pension Department, which is presently pending consideration of the Cabinet, may not be accepted and instead the recommendation of the 7^th CPC granting option No.1 be acted upon.
